From Bogong, radio phones connected ...Radio Telephone was minuted during the war. it was approved in 1944 for the State Electricity Commission of Victoria's use only. it was completed by the end of 1946. used by the State Electricity Commission of Victoria at Bogong during the construction of the Kiewa Hydro Electric Scheme to connect with head office in Melbourne. It allows one conversation at a time using traffic controls in an unusual system of radio telephone providing communication. At the time it was unique in Australia and installed by the S.E.C.V. technicians. It provided unattended shortwave radio link between two ordinary telephone switchboards, connecting any of the S.E.C.V.'s internal lines with the telephone system at Bogong and the construction camps beyond. From Bogong, radio phones connected to the outpost stations on the High Plains far above the snow-line. In operation, the service was similar to a normal telephone system but dispensed with the physical connection of wires and poles between the main terminals.Historical: This headphone set superseded headphones with two earpieces and those without a microphone. This one may have been used by operators on the switchboard at Bogong or Mt Beauty or one of the construction camps on the Kiewa Hydro Electric Scheme. The S.E.C.V. installed this unique system of communication to operate their branches especially at Bogong and beyond where the distance was great and often limited by the terrain and weather.Radio Telephone for SECV switchboard. Black plastic earpiece with microphone. Ear side circular with inscription on outer side then formed into elongated shape narrowing to the curved speaker piece at the narrow end. On top of the narrow end a long rubber cord is attached to a thick brass pin. On top of the wider end a thin stiff wire is attached to curve around the head to a blank rubber earpiece. ... and destroying his "dry" construction camps by bringing in booze, Falls... clogging up his roads and destroying his "dry" construction camps ...After World War II, the Kiewa Hydroelectric Scheme was started in the Kiewa River valley by the State Electricity Commission of Victoria. On land previously used only for summer cattle grazing in the natural alpine grasslands, the first ski lodge was built in 1948 by workers from the scheme. The first lift, a rope tow, was built in 1951 and the first chairlift in Australia was constructed there in 1957. Falls Creek Post Office opened on 9 June 1958 (with telegraph and telephone facilities only until 1964) .Despite strong opposition from the head of the Kiewa scheme, who didn't want tourists clogging up his roads and destroying his "dry" construction camps by bringing in booze, Falls Creek boomed as much as Hotham, partly owing to its relatively good access road. Early lodges included Bogong (c.1946), Skyline (1947), Albury (1949), Myrtleford (1949) and Dawn (c.1950).The souvenir postcard photographed and produced by an enterprising local businessman Mr S K Pearce, was produced as a memento for skiers and other visitors to the Falls Creek and Mt Beauty area to send to family and friends as a reminder of their visit to the region, or to keep as a personal souvenir. It presented an excellent promotional opportunity for enterprising local businessmen to promote the area to skiers and tourists near and far. Construction of this camp was completed in 1949 ...MEYER COLLECTION - FALLS CREEK PHOTOS In 1947 a determined group of like-minded State Electricity Commission (SEC) staff including Ray Meyer, the chief surveyor of the Kiewa Hydro-Electric Scheme, had a common interest that revolved around the skiing potential of the snow-covered high plains which included what is now the resort of Falls Creek. The six SEC employees, Toni St Elmo, Ray Meyer, Jack Minogue, Lloyd Dunn, Adrian Ruffenacht and Dave Gibson (together with their families) banded together to secretly build a 'hut' that was the first ski lodge at Falls Creek. Using a road built in 1930s to gain access to Falls Creek, their hut project was carried out in secret as efforts by other skiers were blocked by H.H.C. Williams – the engineer in charge of the Hydro Scheme. In 1946 Ray Meyer made a trip to the Lands Office in Melbourne. He came away with a 99-year lease on three acres that was ideally suited for a hut designed by Lloyd Dunn. Adrian Ruffenacht (Design Engineer for the KHS) had suggested where the group should build because of easy access to a spring for water. Much of the building material required was scavenged from derelict huts on the high plains. Due to the need for secrecy, the determined group worked on the hut in the evenings and weekends to avoid detection. During the building period the group had met at Echidna Rock (now known as Eagle Rock) where Skippy St Elmo announced, "This is my favourite ‘Skyline’.” And so the first lodge in the area at Falls Creek Ski Resort came into existence. With the development of the International Poma in the 1970s, the Skyline Lodge, which was sited between the ski-lift’s pole one and pole two, was demolished. However, the legacy of Ray Meyer, Toni St Elmo, Jack Minogue, Lloyd Dunn, Adrian Ruffenacht and Dave Gibson and Skyline lives on in the vibrant atmosphere of Falls Creek Resort. The MEYER COLLECTION documents developments on the Kiewa Hydro Scheme and their life at Falls Creek from the mid 1930s to 1960s.This image is significant because it documents the development of the Kiewa Hydroelectric Scheme.A black and white photo taken inside the Pretty Valley Camp kitchen. Excavation of this site did not commence until 1951 but road access(a narrow track) was provided in 1948 and widened in 1954. The logs would have been milled for timber at the State Electricity Commission's mill at Howman's Gap and thus provided a much needed source of timber for construction of camps and houses as there was a general of shortage of this commodity. Because of trouble with landslides in this area, a decision was made to place the machine hall of the power station underground instead of on the surface. Restricted financial resources and the repositioning of the power station retarded construction activities and it was not completed until early 1961.. October 1948 ...Junction Dam is a reinforced slab and buttress type construction and was commenced in February, 1940 by Lewis Construction Company. Stiff leg derricks were erected at appropriate locations at the site of the dam and used for the disposal of excavated material and the placing of concrete. A rock crushing and screening plant was established at a site a short distance upstream from the dam site and concrete was supplied from a central mixing plant placed close to the upstream toe of the structure. The SEC took over the construction in April 1942 and the dam wall was completed in March, 1944. Bogong township was commenced in early 1940 with the construction of a workmen's camp housing 96 men, (known as Junction camp). Construction of housing for families commenced shortly after. Forty houses, plus office, workshops, stores and laboratory accommodation were completed over the next 5 years,Of historical significance as a pictorial record of Junction Dam, Lake Guy and Bogong Village, as the photos were taken only 4 years after completion and one photo taken on completion of the dam wall but before the lake was filled with water.12 small black and white photographs of Junction Dam, Bogong Village and surrounding area.Photo 1 - On the back upper edge in pen 'Junction Dam'. ... construction camp at the head of the Kiewa Valley was for workmen...- The new State Electricity Commission construction camp at the head ...Mt Beauty Camp- The new State Electricity Commission construction camp at the head of the Kiewa Valley was for workmen on the second power station in the project expected to be the most modern and best equipped in Australia… In contrast to the early Kiewa days of horses and canvas tents, the new camp, with its modern amenities, compared favourably with any country town. Administration of the Kiewa Scheme was moved from Tawonga to Mount Beauty in 1946. The first house in Mount Beauty, in Hollonds Street, was occupied by the co-op store manager from November 1946. The new Mess Hall at Mt Beauty was opened with much ceremony in early November 1946. The houses up to Nelse street were erected from 1946 onward and then the township was extended beyond Nelse Street in 1950. The workmen's camp was enlarged in 1950 to the extent of providing accommodation for a total of 1,200. Bogong Camp - In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. Both Bogong Village and Mt Beauty were developed to accommodate workmen on the Kiewa Hydro Electric Scheme but have since become centres for tourism and a range of outdoor activities.1. ... by The State Electricity Commission of Victoria as a base camp... camp for construction workers under the Kiewa Hydroelectric ...The Bogong Township (circa 1930s) was constructed by The State Electricity Commission of Victoria as a base camp for construction workers under the Kiewa Hydroelectric Scheme starting in 1938. The Scheme employed 4000 men during its construction phase. A small number were first housed at Bogong Village and when required the Mount Beauty Township was established(1949). Construction at the dams and Power Stations was interrupted during World War II. June 1951 started construction at full pace. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds(gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry.Scanned copy of original black and white photo. Three blocks of land were purchased in 1946 by Miss F. Ritchie and Mrs H. Grimshaw in Halford St. Inverloch. Three more blocks were purchased in 1948 - 1949. A sixth block was added in 1956. Money was raised by P.F.A. members. Two buildings were purchased from the Government Disposals Authority in 1959. Construction of the camp began in October 1959. Regular working bees were held by P.F.A. members. The first camp was held at the site at Easter 1960. The camp was opened by the Moderator the Rt. Rev. A. Creighton Barr and Flinders Presbytery ministers. In 1998 the decision was taken to sell the site. Lance Matthews was a former student of the Ballarat School of Mines. Dick Richards was the Principal Construction of the Snowy Scheme was managed by the Snowy Mountains Hydroelectric Authority, it officially began on 17 October 1949 and took 25 years, officially completed on 21 October 1972.A letter comprising of three handwritten pages discussing experiences of work with the Snowy River Authority by Lance Mattews. The letter was written to Richard W. Richards, Principal of the Ballarat School of Mines. A forth page is a response to the letter by Dick Richards. In the letter Matthew relates that he is living at Cooma in the East Camp, and compares the living condition to an army camp. Matthew was working for contractors, Kaiser Walsh, at the Base Plant Pool at Polo Flat about 2 miles out of Cooma. He was involved in a two week tour (inventory) of the Snowy River Scheme and saw most part of the project including Adaminaby Dam, Tunnel Pond, T1 power station and the sites and initial stages of Tooma Reservoir, Lobs Hole Reservoir, Jindabyne Reservoir and several access tunnels..dick richards, lance matthews -

... details the early construction of the construction worker's ...In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office.The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds(gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry. The Athletics Club (began April 1951) under the guidance of a committee of workers which included Mr Stan Hemmings and Mr Alex McCullough,sponsored a Junior Athletics Club which became the Gra-Y Club (in August 1951) for young boys and Hy-Y for older lads. Mr A. E. Clark (YMCA) had the idea of adopting the American Gra-Y system which was to instil in boys good principals and values similar to those of the service clubs ie. YMCA, the Masons and Buffalo Lodge. Story has it that the town was virtually crime free for many years. The Athletics Club became a very powerful force in Mt Beauty and assisted other fledging groups to get started. The committee had the bright idea that they could raise money and entertain the men who lived in the out-lying camps by running sporting exhibitions by their members and the Gra-y boys for entertainment.Mt Beauty was a SECV construction town at the end of the Kiewa valley. Its remoteness encouraged the community to create clubs for recreation for all age groups so that those involved would be purposefully engaged. The Gra-Y club achieved this for 4.5 year olds to 12 year olds and included a junior group and a senior group.Manila folder, foolscap size, with seven pages held by four staples at the spine. The Bogong Village was originally constructed (1937-1940) by the State Electricity Commission to house, engineers and construction workers working on the Kiewa Hydroelectric Scheme. These workers were initially settled in 26 houses and were mainly of European heritage. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. This photograph shows the village before beautification for tourism was introduced and "bare bones" homes and village usage existed.This photo clearly presents a period of restricted human occupation of a very fragile Alpine environment(up to 4000 workmen involved). This was the beginning of a planned and controlled form of sustainable tourist orientated development of the Victorian Alps and high plains region. The Bogong Township was the base camp for workers employed by the State Electricity Commission. This construction phase within the region brought not only tradesmen ...The machinery in this photo shows a Tournapull C earth moving machine, one of many during this period Circa 1950 - 1960s when hydro electricity powered turbines were being constructed in both the Victoria and New South Wales Alps. This was Australia's answer to a non polluting supply of electricity for a fast growing city population. It was at this time that air pollution from coal powered furnaces was becoming more and more under attack by health authorities.This item is part of a visual account of the construction of dams and hydro electricity facilities during the early 1950s. It was the beginning of the environmental push not to allow the degrading of Australian Alpine regions. Air pollution of the major cities and the increase in power demands of both industries and population within them required an alternative pollution free alternative electricity supply. These for runners of Hydro electricity generators required both large supplies of machinery and human resources. This construction phase within the region brought not only tradesmen but also unskilled workers to an area which had mainly had farming and mining activities. The period covered was well before State Health and Safety requirements, such as helmets, became law. It also details that the workmen were from European heritage as their head coverings were a handkerchief knotted at each corner. This was typical for workmen of this heritage, others used caps or hats or no head covering at all (the macho male look)The photograph of this item was one of many depicting great achievements and opening up the region. A visual link or time capsule of the 1950s rural/mining sectors clashing with the established rural industriesThis photo depicts the time (1950's) and place (Bogong and Mount Beauty) where construction workers had an immense impact, not only on the physical environment but also on the social and economic development of the Victorian Alps region. The fast expansion of smaller settlements brought about increased pressures on the welfare viability of certain subgroups within the region e.g. farming, droving and commerce (caravan hawkers versus static shops). These changes brought about a heightened awareness by both local and State Governments to upgrade not only facilities within the region but also access to the region. This photograph shows part of the railway constructed and used for the removal of soil and rocks from the tunnels bored out of the mountains for the pipeline servicing the Hydro Electricity power stations in the Kiewa Hydroelectric Scheme. This photo details an era when there were 4,000 construction workers located in two main accommodation camps, Mount Beauty (the larger one) and Bogong village. These accommodation sites were constructed and maintained as a secured or gated residential area with access only available by a special pass authorised by the Kiewa Hydroelectric Scheme. All the power used by the rail system was from electric motors connected to batteries. Overhead power poles seen on either side of the embankment details that electricity from the Scheme was in use. This use was cleaner and more environmentally friendly than the coal still used by large locomotives from city to country railways. The worker shown is not however wearing protective head and hand coverings. This is also an era where there was a lack of health and safety legislation covering workers in dangerous working conditions.Scanned photo of original black and white photo on Kodak XtraLife II paper. R.A.O.B. Members' Board
Originated in the United Kingdom in 1822 with a motto "No Man Is At All Times Wise" and a maxim of "Justice, Truth and Philanthropy". A branch of the Royal Antediluvian Order of Buffaloes was formed at Bogong by Grand Lodge Officers from Melbourne and other members. The ceremony was held at Lewis Camp Mess (Kiewa Hydro Electric Scheme) with a world record of 78 new members initiated and a world record of over 100 pounds was raised. Another branch, No. 150, was opened in Mt Beauty. The Bogong and Mt Beauty lodges combined in 1948 and organised a Christmas treat for all children of the State Electricity Commission of Victoria working on the Kiewa Hydro Electric Scheme.Historical: The Bogong R.A.O.B. was formed circa Sept. 1946 and the Mt Beauty R.A.O.B. in 1948. The Members Board, the 78 members initiated and the money raise indicate that it was a popular organisation in Bogong and then in Mt Beauty during the construction of the Kiewa Hydro Electric Scheme. This club also shows how important social clubs were in making up part of the community thus making it socially historic as well. This board has good interpretive capacity as it tells the story of this club which was important to the community at the time. Large hollow wooden box with 2 wooden doors at the front that open out the from centre to a hollow box. Attached to the front of the box, at the top, is a wooden decoration with curved edges along the top. In the centre of this are the letters R.A.O.B.- the letters having been carved out of the wood and then filled with a different wood. Both doors have steel attachments and a locked padlock hangs on the door on the left. Inside the box is a white paper sign with black writing backed onto masonite. It shows the layout of the town in the fairly steep terrain, the workmen's camp between the houses and the lake foreshore, the Commissioner's Lodge on the hill behind the Village, the walkway through the dam wall can be seen to the left of the spillway, the dam is on spill and note damage to the large trees is still evident from the 1939 bush fires.
