Charles Symons Wingrove, J.P. (1829-1905) arrived in Victorian in 1851. He had trained as an engineer, but tried his luck on the goldfields. In 1857 he was appointed as Secretary to the Eltham District Roads Board only one year after its foundation. He was to hold the position with the Board and later the Eltham Shire Council for total of 47 years. He also held the position of engineer for a large part of this period. During part of this time he was also secretary to the Heidelberg Shire Council. Over this period he was responsibly for an area stretching from Clifton Hill to Healesville, along the northern bank of the Yarra River. Other positions included Secretary to the Victorian Agricultural Society over along period.Wingrove was a main figure in the Municipal Association of Victoria. By the time he retired he was recognized as the “Grand Old Man” of Victorian local government. In 1858 Wingrove had a brick cottage built in Main Road near the State School and he lived here until his death. One room was uded as the Board and Council office. His descendants owned the house until 1974. It was later used as a psychiatric clinic. The park opposite the cottage has been named Wingrove Park in his honour. Built in 1860, the Eltham Courthouse is the oldest public building remaining in Eltham. In its early days the building was used as the meeting place and office of the Eltham District Road Board and as an overflow classroom for the local school. The Eltham Courthouse ceased operational duties in 1984 and is now used by various community groups including Eltham District Historical Society. It was listed on the Victorian Heritage Register (Number H0784) in 1982. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building. In 1851 Moses Thomas purchased 400 acres, including a half mile frontage to the Plenty River, at Mernda (then known as Morang) where he operated a farm, inn and other business. In 1865 Moses Thomas was appointed Engineer, Clerk and Collector for the Morang District Road Board. In this role he would have been responsible for overseeing the collection of local property rates and the maintenance and construction of local roads and drains. Road District Boards were one of the earliest forms of local government in Victoria. The Morang or Upper Plenty Road District was established in 1862. It covered part of what is today Mernda, Doreen, South Morang, Mill Park and Bundoora. In 1875, the area merged with the Whittlesea Road District to form the Shire of Whittlesea. Moses Thomas briefly served as a Councillor with the Shire of Whittlesea until his death in 1878. Correspondence. Letter, paper, handwritten text with seal. View looking across Main Road to Wingrove Cottage (c.1950s), former home Charles Symons Wingrove. Charles Wingrove was a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and, as Shire Engineer and Secretary to the Heidelberg Road Board. He was part of the Committee to establish the Church of England at Eltham. The Wingroves were an important pioneer family of Eltham and Wingrove Cottage is one of the most important heritage buildings in Eltham as one of the few surviving 19th century buildings. Reputedly built in 1858, Wingrove Cottage was recorded in the 1859-60 Eltham Road District rates book as a brick house owned and occupied by Wingrove with a Net Annual Value (NAV) of ₤30. In 1861, the year the Church opened, Wingrove's house was identified as a two -roomed brick cottage. Charles Wingrove is buried with other members of his family in the cemetery at St Katherine’s Church, St. Helena. This cookery book was produced in 2014 as a school fundraiser. It was purchased at Allansford Cheese World in January 2015 for $15. Allansford school was established as a National School in 1856 on land reserved for the purpose by John McMahon Allan. It comprised two sandstone classrooms -one for boys and one for girls -with an attached pise teacher's residence. In 1872 when the Victorian Education Department was set up existing schools were listed in alphabetical order and given a number. Allansford State School was No.3. The school was enlarged in the late 1800s and again in the early 1920s. In 1994 following the amalgamation of the Allansford, Allans Forest and Naringal schools a new school was built which adjoined the existing buildings. The old buildings were refurbished as administration and staff facilities. John McMahon Allan settled in the area in 1839 with his brother William Osborne Allan. They were the sons of David Allan, Deputy Commissary General during Macquarie's term of government. The brothers divided the station with William retaining the Allandale portion and John naming his portion Tooram. John McMahon Allan was president of the early district Roads Board. In an attempt to recoup some of the heavy losses due to the disastrous Bateman fire of 1854 John subdivided a portion of Tooram at the Hopkins River crossing known as Allans ford. The original house was built around 1850 was one of Kangaroo Ground's earliest homes, part of which remains today. Built by Scottish farmer Andrew Harkness who acquired the property in 1849 at the top of the hill with magnificent panoramic views as far as Kinglake, the same year he married Sarah Oswin. The property was known as Garden Hill from at least 1865. Andrew and Sarah had four sons and five daughters. Harkness was a founder of the Kangaroo Ground School and one of the first to suggest establishing the Eltham District Road Board (1858-71) of which he was a member, the pre-cursor to the Shire of Eltham (1871-1994). He was also a Trustee of the Kangaroo Ground Cemetery. His daughter Fanny married farmer Alexander White who purchased the property in 1893. Alexander White died in 1906 and ownership transferred to Fanny White. Son, Robert White was a Councillor of the Shire of Eltham at the time the Shire acquired two acres of land on the adjacent property from the Mess brothers for the creation of the Shire of Eltham Memorial Park (1921) in which the Shire of Eltham War Memoirial tower was erected (1926). Fanny White donated a small section of land from the Garden Hill property to facilitate entry access to the park. The White family sold the property to Sir Herbert Gepp in 1925. Wingrove Cottage built 1858-1859 of hand made bricks is historically significant for its long association with Charles Wingrove, a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and Shire Engineer and Secretary to the Heidelberg Road Board. The cottage was used as the office of the Eltham District Road Board and Council for many years It is one of the Shire's oldest dwellings, and one of the few surviving 19th century buildings associated with early Eltham and located in the original Eltham Village Reserve. The symmetrical planting of a pair of Pencil Pines (not visible in photo) is also historically and aesthetically significant as characteristic of the early period of planting in the district and because they are a distinctive landscape feature. In October 2002 new owners demolished the outbuildings attached to the rear of the cottage. Community protest at the demolition resulted in Council issuing a Stop Work order. The owner was issued with a court order in September 2003 to develop a conservation management plan and restore the heritage listed property. The owner sold the property in 2005 to Cameron Construction in 2005 who undertook the restoration work. In 2007 a planning application to build two offices and seven dwellings at the rear of the property was ultimately rejected. The cottage is now the main office for Cameron Construction. The cottage was built in stages from 1858 to 1888 for Charles Symons Wingrove JP. He was the Eltham District Road Board’s first paid secretary and later the Shire Secretary when the board became the Eltham Shire Council. Wingrove held those positions, and that of engineer for a time, for 46 years. He was also one of the main figures in the Municipal Association of Victoria. As Eltham’s first paid municipal officer, Wingrove used one room in his 11 – (originally two) roomed home, as the office for the board then the council. Meetings were held there from the late 1850s (as well as at more central locations) until Wingrove’s retirement in 1904. The cottage is a rare example of a local government office occupying a Road Board /Shire Secretary’s purpose-designed house. The cottage is also significant because it is the oldest largely intact building from the original Eltham township reserve (south of Dalton Street).1 The township had its origins in the 1848 Nillumbik Parish Plan and was one of the state’s earliest township reserves. The rectangular house of handmade bricks, roofed with grey slate tiles and with a veranda encompassing three sides, is reminiscent of those in the central goldfields including Castlemaine. Its overhanging eaves and gables were unlike houses in Melbourne at the time. Wingrove, who was born in 1827, had been a gold digger and a road surveyor. Impossible to imagine in today’s world, Wingrove was also the Shire of Heidelberg’s secretary and engineer for part of the time that he was secretary in Eltham. Living next door to the primary school was a mixed blessing. Wingrove and his wife Katherine, who had ten children, sent their eight surviving children to the school. But they had occasional disputes with the school authorities when their cattle wandered into the schoolyard. Eltham showed Charles Wingrove its appreciation of his services by giving him two illuminated addresses, one after ten years and the other at retirement. Wingrove died in 1905 aged 76 and was buried in the St Katherine’s Church of England cemetery in St Helena. His grave is surrounded by those of family members including his wife, Katherine and two babies, Henry, 12 months and Isobella, 15 months, who died in the mid-1860s. Cottage ownership passed to his wife, then to daughter Caroline and then to daughter Bessie, a Melbourne University graduate and artist. During the Great Depression their brother Walter was the ratepayer. At one stage the Wingrove property extended to Metery Road and included a small creek. The family ran a small dairy and orchard, with associated farm buildings, which were later removed. In 1949 part of the property was compulsorily acquired by the Eltham Primary School, which infuriated owner Bessie Wingrove. She protested in a letter about this ‘monstrous act of unmitigated tyranny’.2 She was the last Wingrove to occupy the cottage and died in 1955. Wingrove descendants sold the house in 1974 and the property was subdivided. In the 1960s the Eltham Shire named the park opposite the cottage in Wingrove’s honour. The cottage has since had several owners including psychiatrist Dr Daniel Kahans, who practised there. In October 2002 late rear additions which had been substantially altered were demolished contrary to council planning controls. This caused a community outcry and resulted in legal proceedings against the owner. Fortunately the historical significance of the demolished section was not as great as the older front part of the building, which has been retained and was later restored.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Henry Dendy (1800-1881) is best known as the founder of Brighton. It is not well known that years later he lived far longer at Eltham than he did at Brighton. In 1840 whilst still in England, he bought eight square miles of unspecified land in the Port Phillip district. This entitled him to bring a number of other people to the colony and in 1841 he arrived in Williamstown in the York with his family and 139 others. He took up this land entitlement at what is now Brighton and most of the emigrants settled there. He encountered financial problems and lost his interest in the estate in 1844. He left Brighton in 1847. He successfully not always successfully became a brewer at Geelong, a sheep farmer at Christmas Hills and Upper Moira, a flour miller at Eltham, a sheep farmer again at Werribee and finally a copper miner at Walhalla. Dendy came to Eltham in 1856 after having spent a year in England, he purchased about 5 acres of land in two parts situated each side of Maria Street (Main Road). There was a steam flour mill on that part of the land adjoining the Diamond Creek. He became prominent in local affairs serving for a time on the Eltham District Roads Board including one term as President. Dendy’s wife Sarah died at Eltham in 1860 and also in that year he was appointed Chairman of a committee to establish a Church of England in Eltham. He donated one of his Pitt Street lots for this purpose. St Margaret’s Church was opened on this site in 1861. In 1867 Dendy sold his mill to W F Ford and moved to Werribee and then Walhalla where he remained until his death. He is buried in the Walhalla cemetery. Part of the land on which the Eltham Community Reception Centre stands was the site of Dendy’s house and Mill. Some of the old trees on the site could well have been planted in Dendy’s time. The mother and a daughter (Richard’s cousin) would wander around Eltham and a cottage in the main street backing onto the cricket ground. The cousin remembers well her mother telling her that her mother, Isabella Cochrane, lived in the cottage as a young girl. The family also had a similar or the same photo of a man standing in front of the cottage. When the Cochrane family left the cottage in 1874, Thomas Snr would have been 57 and Thomas Jnr 15 and William 13. The man in the photo has a dark and substantial beard. Therefore, it is unlikely to be Thomas Jnr or William and most likely Thomas Snr. The photo is of poor quality and low resolution however, there is little grey evident in his beard. It was possibly taken when Cochrane was a younger man shortly after the cottage was built, circa 1865. When the Eltham District Road Board was established in 1858, the forerunner to Eltham Shire Council, Thomas Cochrane was listed as the occupier/owner of two assessable parcels of farmland in Little Eltham: one of 21 acres of pastureland and another 22 acres of cultivation land. George Stebbings was not recorded as an occupier or landowner. In 1859 and 1860 a Joseph/Joshua Stebbings was recorded as the occupier of a hut owned by G. Atkinson. A hut was recorded on Cochrane’s pastureland parcel in 1860 and this parcel increased in size to 36 acres in 1861 and grew further in size by 1863. George Stebbings first appears as the owner/occupier of a hut in Eltham in 1861, also 1862 and 1863. This is most likely his cottage (still standing in present day) in Pitt Street adjoining the Eltham Hotel property owned by Benjamin Wallis where he was residing in 1867 when they both sued each other for trespass. Alfred Patrick Armstrong was born in England in 1825 and was employed under the renowned Isambard Kingdom Brunel as a civil engineer during the construction of the Great Western Railway and the South Wales Railway. He came to Melbourne in 1852 and purchased property in Eltham. He became a mining surveyor and was Inspector of Mines and the Mining Registrar for the St Andrews Division of the Castlemaine Mining District. In 1855, he chaired a meeting calling for a bridge to be erected across the Yarra River between Eltham and Temple Stow. He was registered as an innkeeper in 1858, was a recognised collector of the £110 raised for the building of the first building of State School No. 209 (Eltham Primary) and was a Trustee for the Church of England site on the Eltham Cemetery Trust in 1860. He was elected to the Eltham District Road Board (forerunner of Eltham Shire Council) from 1867 to 1871 and then served as an Eltham Shire Councillor from 1871 to 1878 (including Shire President in 1873). Margaret Armstrong to whom he was married in 1854 at St Pauls Church, Melbourne, died on the 27th March 1887. Alfred died in 1893, having been in ill health for some time, and is buried in Eltham Cemetery with his wife Margaret. The monument features a tall pillar capped with a draped urn: a symbol of death. The original house was built around 1850 was one of Kangaroo Ground's earliest homes, part of which remains today. Built by Scottish farmer Andrew Harkness who acquired the property in 1849 at the top of the hill with magnificent panoramic views as far as Kinglake, the same year he married Sarah Oswin. The property was known as Garden Hill from at least 1865. Andrew and Sarah had four sons and five daughters. Harkness was a founder of the Kangaroo Ground School and one of the first to suggest establishing the Eltham District Road Board (1858-71) of which he was a member, the pre-cursor to the Shire of Eltham (1871-1994). He was also a Trustee of the Kangaroo Ground Cemetery. His daughter Fanny married farmer Alexander White who purchased the property in 1893. Alexander White died in 1906 and ownership transferred to Fanny White. Son, Robert White was a Councillor of the Shire of Eltham at the time the Shire acquired two acres of land on the adjacent property from the Mess brothers for the creation of the Shire of Eltham Memorial Park (1921) in which the Shire of Eltham War Memoirial tower was erected (1926). Fanny White donated a small section of land from the Garden Hill property to facilitate entry access to the park. The White family sold the property to Sir Herbert Gepp in 1925. The old house and gardens overlook a magnificent panorama extending to Kinglake. The original house, built around 1850, was one of Kangaroo Ground’s earliest, and part of it remains in today’s timber house. The house was built by the early and prominent settler Andrew Harkness. Later it was occupied for a long time by Sir Herbert Gepp, renowned Australia wide.1 Harkness and Gepp are buried in the Kangaroo Ground Cemetery. Scottish farmer Harkness, who was born in 1817, acquired this property in 18492 and he and his family occupied it until the early 1920s. Harkness cleared its 152 acres (61.4 ha), fenced it and grazed sheep and cattle. Harkness proved a valuable community member. When only ten families lived in the district, he and other settlers set up a school in 1852, with Andrew Ross as the first teacher. Harkness was also one of the first to suggest establishing the Eltham District Road Board, of which he was a member for around 15 years. He was also a trustee of the Kangaroo Ground Cemetery. Harkness married in 1854 and had four sons and five daughters. The first part of the timber house he built included a kitchen-living room and a parlor. The living room’s large fireplace was bricked-in and modernised in 1940. Beside it is the old baker’s oven with its original iron door replaced by a wooden one. It is thought two wattle-and-daub huts, used for a bedroom and bathroom, were built to the west. Harkness’ son-in-law, farmer Alexander White, who had seven sons, bought the property in 1893. Harkness’ grand-daughter Flora married Ewen Cameron who became Minister for Health and was later knighted; he was not related to Ewen Hugh Cameron, a Member of the Legislative Assembly. In 1923 the White family sold the property, called Kilby Park, to Sir Herbert Gepp, who renamed it Garden Hill. Gepp used the property, which was still on the original New South Wales title, as a hobby farm. Robert White stayed on to manage the farm for a while, living in a house on the property. Gepp was born in 1877 and at 16 years began working as a junior chemist with the Australian Explosives and Chemical Company at Deer Park near Melbourne. Gepp was a pioneer in applying enlightened labour policies in industry. He initiated the Broken Hill Progress Association, to improve living conditions. It laid the ground work for the welfare schemes pursued by companies after World War One. During the mid 20th century Gepp was the most prominent liberal thinker associated with conservative politics. As a friend of Prime Minister John Curtin, he contributed to post-war reconstruction. Gepp returned to private industry and retired in 1950. Gepp made significant contributions to the solution of the great metallurgical problems of the mining industry. He was an advocate of the role of science in industry, government and the economy and helped to establish several organizations including the CSIR and the Institute of Public Affairs.3 After Sir Herbert died in 1954 his son Orwell continued to farm the property part-time. When Lady Gepp died in 1963, the land was divided among the five children, although Orwell continued to farm it as a hobby. In 1966, a daughter, Mardi Gething, now married, settled in the house. Another daughter, Kathleen, built her house close by on the property. After the Board of Works designated the property as part of a reserve for a possible reservoir, the family sold all, except the minimum 20 acres allowed, to the Board in the 1970s. Orwell then leased what was the family property from the Board to continue grazing. The two sisters and brother continued to live on the property.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Photographer: Richards & Co. Portrait Parlours operated from 19 Sturt Street, Ballarat from 1881-1921 but with "Under Royal Patronage" appears to be 1881-1885. Phillip Shillinglaw was born Melbourne, August 7, 1842. He married Sarah Ann Kidd in Heidelberg, Victoria, February 28, 1872. In 1881 Phillip and Sarah and their small family moved to Eltham and made home in what was later to become known as Shillinglaw Cottage but which Phillip named 'Wattle Brae'. Shillinglaw Cottage is significant to Eltham’s local history. It is one of the earliest known buildings still in existence. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book Shillinglaw Family of Eltham 1660-2007, Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16). Medal issued to commemorate the 50th jubilee of the Town of Kew. It names J.F. McCrea as Mayor. John Falding McCrea was Mayor of Kew 1910-11. Kew was proclaimed a municipality on 22 December 1860, seceding from the Boroondara Road Board District, then comprising Kew, Hawthorn and Camberwell. It was proclaimed a town on 8 December 1910, the year this medal was issued, and a city on 10 March 1921. On 22 June 1994 Kew city was united with Camberwell and Hawthorn cities to form Boroondara city.
