Mechanical resuscitation devices, such as the Pulmotor and Lungmotor, were popular in the early part of the twentieth century. Their use waned in the 1920s as significant bodies like the British Medical Research Council and American Red Cross refused to endorse them. The most popular of the resuscitators to emerge in the 1930s was the E&J (Ericson and Johnson) resuscitator. The device was soon widely available, vigorously promoted with support from many medical practitioners. They were soon to be found in hospitals, emergency services like the ambulance and fire brigade, and voluntary life-saving organisations. In Australia, Norman James, director of anaesthesia at the Royal Melbourne Hospital, developed an interest in equipment for ambulances and the resuscitation of drowning victims. Little in the way of practical, portable equipment was available to either the ambulances or the voluntary life-saving organisations, such as Surf Life Saving Australia (SLSA); American resuscitators, like the E&J, were expensive and bulky to import. James designed a simple portable resuscitation device for local use after being approached by Jack Conabere, secretary of the Elwood Life Saving Club (ELSC). The resulting Royal Melbourne Hospital resuscitator, or the R.M. resuscitator as it was marketed, was a simpler, manual version of those available overseas. It was gas driven with a plunger, marked “Press”, and a safety valve. The small working unit attached directly to the facemask. Once the patient was positioned facedown and the airway cleared of debris, the mask was placed firmly over the face. The plunger allowed gas to flow and lung inflation; releasing the plunger allowed expiration. This simple resuscitator was marketed by Commonwealth Industrial Gases (CIG) and became very popular in Australia with volunteer and professional rescue organisations. It represents one of the many innovations in resuscitation equipment that resulted from cooperation between volunteer life savers and medical practitioners. Norman James worked closely with Jack Conabere and the Government Pathologist to develop the equipment. ELSC was the first life saving club to use the resuscitator on the beach. While conducting an early training exercise on 23 December 1951, they used it to successfully resuscitate a man who had drowned after capsizing his home made yacht. The R.M. resuscitator was also used in more inventive ways. At Fairfield Hospital in Melbourne, a group of physiotherapists and doctors did some innovative work with polio patients, teaching them glossopharyngeal (or “frog”) breathing, as a means of becoming less dependent on ventilators. In 1981, the Australian Standards Association stated that the RM head failed to meet its revised standards and it was withdrawn from the market. This Photograph is one of a number of photographs of the Warrnambool Militia. The photograph entitled "Warrnambool First Volunteer Corps" is dated 24th May 1860. (The First Volunteer Corps began in 1855.) It was presented by James Astley Bromfield (former Mayor of Warrnambool) to Major Walter Helpmann, head of Warrnambool’s 1st Volunteer Corps in 1887. The photograph shows the Corps lined up for inspection in Timor Street, Warrnambool. The location is outside what is now the Archie Graham Centre and the camera is looking west towards Liebig Street. The town band is in the right rear corner and spectators surround the Corps. The names listed on the back of the photograph are "1. R.Bushe (Captain in command), 2. Basil Spence, 3. Thomas Mickle, 4. The collection is of local significance as it parallels the development of the town and includes images of significant local people. A number of Warrnambool streets are named after members of the Militia. It is also historically significant because of its connection to the unrest that was taking place in Europe at this time. This ash tray is a souvenir of the City of Geelong and has been inscribed and used in 1927 as a presentation piece by the Southern Union Insurance Company of Australia. It has been presented to an employee of the company, N. Robilliard. He is possibly the son of James and Ellen Robilliard, De Jersey Norman Robilliard, who died in Warrnambool in 1973. This ash tray is of interest as an example of the type of gift given to employees in the 1920s. It is believed that the recipient was a resident of Warrnambool. This is a circular clear glass ash tray with a silver-coloured metal rim around the top edge. There are four metal scoops and a metal badge affixed to the top rim. This honour roll was found in poor condition in a district antique shop. It was fully restored by an enthusiastic local lady, It was presented to the Soldiers Memorial Military Museum on 20 April 2022. The Museum is now known as the Bendigo Military Museum. "MM" Military Medal "DSO" Distinguished Service Order The frame is a flat faced hardwood timber, varnished. Each corner has a decorative scroll work of leaves and flowers. They are dark brown colour. There is a gold rim around the inside of the picture frame. Inside are 15 oval openings, in which are black and white portraits of WW1 soldiers. The writing and captions are in white paint. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. In the early 1880s the Ballarat School of Mines Council introduced a three year course of training under the professors to qualify students in the following professions: 1. Mining Engineering 2. Metallurgy 3. Geology 4. Electricity [45] Each of these courses had an additional, but optional, fourth year of study. The prescribed subjects of study for an Associateship was set out in the Calendar of the Ballarat School of Mines in each year. Any student who passed the prescribed examinations in any of the above courses was issued with a Certificate of Competency, and conferred with the distinction of Associate. By the 1890s the professorial staff had drawn up a curriculum leading to an Associateship of the Ballarat School of Mines. The first two years work was to be common to all courses, but in the third and subsequent years the student wold be devoted to a specialised branch of study. The Associateship was to be conferred in one of another of the following Courses: Agriculture, Civil Engineering, Electrical Engineering, [Geology], Metallurgy and Mining Engineering. All were three year courses except for Agriculture which was two years. Each course was conducted in accordance with a prescribed curriculum and syllabus. During the 1910s there was an expectation that candidates for the Associate course should have attained the age of sixteen, and have received preparatory training equivalent to University Matriculation at least in the subjects of Elementary Mathematics, English Grammar and Composition, or have passed through Junior Technical School. In 1960 an new procedure for admission to graduate status as Associates was introduced to the Ballarat School of Mines where Associateship would be conferred at a public ceremony. After 01 July 1976 graduates of Ballarat College of Advanced Education and Ballarat College of Advanced Education were admitted in major studies relating to mining for Australian accreditation and overseas purposes. Captain Robilliard: James Arthur Robilliard was a sea captain and tentmaker, born on the 19th April 1843 at Saint Helier, Jersey. He trained there in his father's sail loft as a sailmaker. His first job as a sailor was in Liverpool, England and 1875 James Robilliard migrated to Australia as mate on the "E.M. Young". James Robilliard and his family were amongst the early settlers that arrived along the Curdies River in the Heytesbury district of Western Victoria. In 1877 he became a Captain and would have used his compass from ship to ship. On 28th May 1877 in that same district a small 3-masted, schooner the "Young Australian" was wrecked. This schooner had been built 1864 at Jervis Bay, NSW. She had been on her way from Maryborough Queensland to Adelaide, under the command of Captain Whitfield, when she lost her mainmast in a heavy gale. She was beached at Curdies Inlet in Peterborough, Victoria, Captain Robilliard was placed in charge of the salvaging operation and recovered a good portion of the cargo. Not long after this incident a Warrnambool shop owner David Evans found employment for James Robilliard with Evan Evans, who produced tents, sails, tarpaulins and similar goods; James already had the necessary skills for this work. Evan Evans was the same sailor rescued from the “Young Australian” soon after his rescue Evan recalled he had a relative in Australia in a town called Warrnambool and while walking in Timor Street, Warrnambool, he saw a sign over a shop that said “David Evans” and once the two men met, Evan was warmly welcomed. David then helped his relative to establish a tent and tarpaulin-making business there. Evan later transferred his successful business to a shop in Elizabeth St, Melbourne, under the name Evan Evans Pty. Ltd.) James Robilliard, a committed Christian, and accredited Lay Preacher with the Methodist Church. He travelled around the local district leading the settlers in worship. On 14th November 1879, Captain Robilliard married Helen Beckett. Alfred and Selina Beckett and their family all attended the church at Brucknell where Captain Robilliard preached. He was said to have been taken by their young daughter Helen. James and Helen had ten children; James Arthur (Jnr), Henry William, Nellie Jessie, Alfred Albert, Rubena Nellie, De Jersy Norman, Clifford Beckett, Olive Ida, Frances Ridley Havergal and Nellie Elvie, all born in Victoria. In the 1880s James Robilliard captained the cutter "Hannah Thompson" into Port Campbell, Victoria. This vessel was the first coastal trader to operate between Melbourne and Port Campbell. At one time Captain Robilliard had to beach the "Hannah Thompson" for repairs. In 1923 she was blown ashore in a gale and wrecked at Oberon Bay, at Wilson's Promontory. In 1889 the compass was saved by Captain James Arthur Robilliard from his sinking brigantine "Mary Campbell" in 1889. This vessel was used to carry equipment for the Sydney Sugar Refinery's Mill in Southgate, NSW. The ship had been built in 1869 and traded for the next 20 years between Australian ports and rivers along the east coast as well as regular ports in New Zealand. She was recognised by the Sydney Morning Herald as one of the best "carrying vessel in the timber trade". She had several owners over this time, the last one being Captain James A. Robilliard. On 29th April 1889 the "Mary Campbell", with Captain James A Robilliard as captain and owner, was on her way from Clarence River, NSW to Melbourne, Victoria with a cargo of railway girders for the Melbourne Harbour Trust. Captain Robilliard encountered a storm off Port Macquarie. He sailed the vessel south to about 40km east of Cape Hawke, near Tuncurry. At around 7 pm, he discovered that the cargo had shifted during the storm and the heavy girders had damaged the hull, causing a leak. The pumps were inadequate to stem the fast-flowing leak water soon filled the hull during the next two hours. Some of the crew began throwing the cargo overboard to lighten the vessel, hoping to keep it afloat until daylight. When the water reached over 2 meters in the hull they realised their efforts were in vain. On the 30th April 1889, the crew left the vessel the ship was sinking fast, so they made for the shore. While still miles off Cape Hawke all seven crew members, including the Captain, were rescued by the Government Tug "Rhea" and taken to Port Macquarie Hospital and later returned to Sydney in the vessel "Wellington". No cargo had been saved and the consignment had been under-insured, only covered for half its value. The name of the last ship Captain Robilliard sailed is currently unknown, however, he sailed that ship from the port of Marlborough, Queensland, carting steel railway girders for the Geelong-to-Camperdown railway line. On this trip the ship hit a storm, the cargo shifted and the ship was wrecked along the NSW coast. After this, Captain Robilliard retired from the sea and began farming in Peterborough. In about 1897, verging on retirement, Capt. Robilliard superintended the Melbourne Sailors’ Home in Spencer Street, Melbourne, before being asked to leave this position in 1902 for trying to shut down a local hotel. On 6th May 1917 Captain James Arthur Robilliard J.P. died at Blackwood Park, in the Cobden district of Brucknell, the first Robilliard family homestead in Australia. He was buried in the Melbourne General Cemetery, Victoria. His wife Helen passed away in 1947. This compass, once belonging to Captain James Arthur Robilliard, is of local and state historical significance for its use by the Captain with his vessel the "Mary Campbell", a trading vessel that was bringing railway girders to the Melbourne Harbour Trust. He also used this compass on the "Hannah Thompson", listed on the Victorian Heritage Register and known as being the first coastal trader to operate between Melbourne and Port Campbell. The compass is also a very fine example of maritime navigational instruments manufactured and used in the mid-19th century. Marine compass, brass, in wooden box with separate, fitted lid. The compass card has sixteen points. The four principal points are marked; North with a star shaped, South with an “S”, East with and “E” and West with an “O” (French word OUEST). Each quadrant of the circle is numbered from 0 – 90 degrees. The card is floating in a liquid. The compass gimbal is attached to the sides of the box and to the front and back of the compass’ cylindrical brass frame. The mahogany coloured timber storage box is joined with brass nails. The centre of the lid has a folding decorative brass handle. The lid fits over base and closes with a brass screw and hook on both front and back. This file contains two items: 1/A group of eight letters, predominantly between Hon. Secretary of Caulfield Historical Society R. Ballantyne and members of the Caulfield City Council written between 1981 and 1983, regarding the installation of a plaque in commemoration of the centenary of the Rosstown Railway. The first two letters are handwritten from R. Ballantyne to G. Calder and Carol Camy, dated 01/06/1981 and 22/02/1982. The letter to G. Calder supports a suggestion in the May edition of the CAULFIELD CONTACT for the installation of a plaque in celebration of the centenary of the Rosstown Railway, suggesting a potential site for another plaque on Curraweena Road. The letter to Carol Harry discusses the costing of the plague and a possible contribution towards this cost from the Caulfield Historical Society. The letter appears to be incomplete, having no sign off from the author. Attached to the letter is what appears to be a suggestion for the inscription of the plaque. The letters addressed to R. Ballantyne are typed and dated 12/06/1981, 24/06/1981, 14/07/19891, 17/12/1981 and 08/09/1983, from A. Craig and D.B. Hogan on behalf of City Manager G.K. Calder and City Liason Officer Carol Harry. All letters concern the commemorative plaque, with these from Carol Harry including handwritten notes which appear to be in R. Ballantyne’s handwriting. The final letter is from Mayoral Secretary Norma Polglase to Miss B. Snowball, dated 23/08/1983, inviting her to attend the unveiling of the plaque. Also included in the item are Council Committee Meeting minutes, dated 16/05/1981, broaching the subject of installing the plaque in Koornang Road. 2/Four colour photographs and two black and white copies of one of the photographs, all dated 18/09/1983 and showing the opening of the commemorative plaque in Marrara Gardens. Two photographs picture Mayor Brian Rudski and City Manager Graham Calder with a crowd of unidentified people present. One photograph and both copies are of the inscription on the plaque, with the wording identical to that of the handwritten note by R.
