This was reproduced from a copy of the 1926 flyer relating to the Annual Speech Night. See vertical file re Mont Albert Primary / Mont Albert Central School. It was reproduced with the consent of the school archives in the early 1980's by Kenneth Tudor Hall. Mont Albert Primary was built in 1917 and was designated as a Central School in 1918 when Forms 1 & @ were added. It remained as such until the 1964 when the secondary years formed the basis of a new high school, known as the Box Hill North High School, (later changed to Koonung Secondary College). The original building was constructed of solid red brick and consisted of seven rooms. In May 1924 a further four rooms, also in red brick, were added. The school opened with an initial enrolment of 147 students in Prep to Grade 6. A further 72 children were admitted during the year, making a total enrolment in the first year of 219. The land facing Kenmare Street was purchased in 1919, adding another 2 acres to the 5.5 acres which the school occupied in 1917. The first Principal was Charles Hyland, who was assisted by three teachers. The first official meeting of the School Council in May 1917 reveals that the building was in some senses a shell, requiring additional input from parents. Mention is made of the need for asphalting of playing areas, providing a letter box and electric lights for the lobby, double room, office and sewing room. Mont Albert was the first School in Victoria to have the interior purely constructed of Victoria hardwood, from floor to ceiling. Before 1851, letters sent through the mail were charged by the number of sheets it contained and the distance it travelled. For example, a letter consisting of one sheet of paper was charged the single rate; a double letter, that is two sheets, was charged double the single rate, a treble letter, was charged three times the single rate, and so on. In other words, each additional sheet of paper increased the charge by one rate. In Great Britain. Sealing a letter in an envelope effectively put an end to postal clerks' ability to count the number of sheets in a letter and an alternative method of determining the postage had to be found. Overweight mailings had previously required the items to be weighed but with the introduction of the Uniform Penny Postage act of 1839, the public could mail a letter not exceeding a half-ounce in weight within the United Kingdom for one penny if prepaid, or two pence if paid on delivery. At about the same time that the adhesive postage stamps and envelopes made their appearance, postal administrations began to experiment with strategically placed street letter boxes, known as pillar boxes because of their round, pillar-like shape, that permitted the public to mail letters from a place other than from a post office. For all these reasons, the use of postal scales became the nucleus of every post office. Scales had been in use since ancient Egyptian times so their use for everyday commerce was not unusual in the 1800s. What was new in 1840 was their ubiquitous use throughout the postal system. No post office could function effectively without one. Although the earliest scales used in post offices did not differ markedly from the ones in general use as time went on they were adapted specifically for postal use. For example, a paper sleeve, also known as a weight sticker, was attached that showed the applicable rate of postage for any given weight. This innovation was quite a time saver as postal clerks no longer needed to weigh the item first and then refer to a separate chart to determine the required postage for that particular weight. Victorian postal scales were used in village Post offices in the late 19th century, of which there are many examples today for sale. No maker can be attributed to the manufacture of the item. Charles Henry [Carl] Grove died on 17/4/1938 at Box Hill at the age of 88 and was buried in Orbost. Prior to coming to the Snowy River district, Carl worked as overseer on Buchan Station. In 1880, he selected land at Newmerella after first coming here in 1874 with early selector James A Robertson. He married Annie Robertson in 1876. Carl was a farmer, hop and seed grower and nurseryman. He was an elected Councillor of the newly formed Tambo Shire in 1882, and then in 1892 to the Orbost Shire where he served for many years filling varioius public roles. In 1911, he shifted to Queensland, but later returned to Victoria and died at Box Hill. (Ref. Nov 2014 Newsletter) Carl Grove was a prominent Orbost early settler. This Post Office Receiving Pillar was restored in 1980 and is now a fully operational Australia Post mailbox. In early August 1980 Prime Minister Mr. Fraser posted Warrnambool’s first commemorative envelope into this restored Post Office Receiving Pillar at Flagstaff Hill Maritime Village. The special limited edition envelopes are numbered 1 – 7000. When posted, the envelopes would have the Flagstaff Hill Logo and Flagstaff Hill Maritime Village’s own postmark of a ship’s steering wheel surrounding a lighthouse and a sailing ship, and were dated August 3 on the First Day Cover. Amongst Flagstaff Hill’s collection is that very first letter posted by Prime Minister Fraser. HISTORY OF POST OFFICE RECEIVING PILLARS In 1851 ‘pillar boxes’ were installed at roadside locations in the island of Jersey, England; they had already been successful in several European countries. The use of new prepaid, adhesive postage stamps as well as the roadside pillar boxes meant there was no need for the public to take a trip to the Post Office just to post a letter. By 1855 London had installed its first six Pillar Boxes. In 1856 the pillar boxes were first introduced in Sydney. These were circular with a crown on the dome, supported by leaves. Early Victoria Mail was originally collected by ‘letter carriers’, first appointed in Melbourne in 1841, equipped with leather bag and hand bell. He wore a red coat with brass buttons and a black top hat! In 1844 two wooden receiving boxes were erected in Melbourne. The first cast iron boxes were installed in South Melbourne (Emerald Hill) and were still in service until 1967. They were a fluted circular design and made in England. In the early 1860’s the ‘low door round’ design posting box was introduced, being circular and surrounded by a crown, with two broad embossed bands around its circumference. The clearance door was in front of the box and low down. These were made in Australia. In the early 1870’s square boxes with a tapering top were being used. These too were made in Australia by different manufacturers with slight variations on style such as the orientation and number of slots. Next came the circular boxes again, similar to the ‘low door round’ but with the clearance door extending to just below the posting slot, often referred to as ‘high door round’. These boxes did not have embossed bands. In 1887 small cast iron boxes were introduced, attached to posts and poles and called ‘lamp post receivers’. Around 1930 a ‘London’ model was used in Victoria. It was copied from the flat-domed type in London but made in Tasmania. Post Office Receiving Pillar was Collected from Warrnambool City Council’s Scott Street Depot and transported to Flagstaff Hill, stored in the Barracks area Friends of Flagstaff Hill began the project of restoring the Post Office Receiving Pillar in early 2011. The replacement dome required a pattern to be made from paper, then timber, then someone to manufacture it. The cast iron body required sand blasting and undercoating. The pillar was installed in Flagstaff Hill Maritime Village in March 2014. A specialist visited the Village and painted the pillar with 7 coats of ‘post office red’ then completed the job with gold paint on the details. In 2015 an information plate of brass was fitted to the Pillar in the position that would have originally announced the clearing times. It was originally manufactured by G Couch, Engineer, Alliance Iron Works, Melbourne. Gordon Couch passed away in June 1896 and his Works were offered for auction in November 1897. Letter was from a USA family member of a US soldier staying at a private residence in Bendigo. These birds’ eggs were collected by Charles Brittlebank before 1910 but at this stage it is not known from which area they came. English-born Charles Brittlebank was a naturalist interested in ornithology, geology and mycology. He was the Government Plant Pathologist for Victoria from 1913 to 1924. He was the first to discover evidence of glaciation in the Werribee Gorge and published many papers on this subject and other aspects of natural history. It is not known when Charles Brittlebank was in the Warrnambool area or the origin of the birds’ eggs but it a very interesting (and perhaps rare) historical collection. .1 Birds’ Eggs - There are 27 eggs, either whole or partial specimens, contained in a box with home–made cardboard partitions. Ten are intact and the rest are broken. Eight are white and the remainder are speckled. The contents of this display case are known as Princess Mary’s Christmas Fund 1914. In October 1914 Princess Mary, the 17 year-old daughter of King George V and Queen Mary, launched an appeal to raise funds to produce a Christmas present for every person serving in the British and Allied Forces in World War One. The Christmas box was a silver one for officers and a brass one for other ranks. The box usually contained a packet of cigarettes and tobacco, a Christmas card and a photograph of Princess Mary but some boxes contained confectionery, notebooks, pencils etc. By Christmas 1914 200,000 boxes had been distributed but it took until 1920 to dispose of the 2,500,000 boxes that were produced. Many of the boxes given to Australian servicemen have survived but few contain any or all of the contents. It is not known to whom this box was sent. This box and its contents are of great interest as an important memento of Australian participation in World War One. This is a rectangular brass tin and its contents – two yellow cardboard boxes which originally held cigarettes and tobacco, a Christmas card and a photograph of Princess Mary. The five items are displayed within a rectangular wooden box with a removable glass top. The brass tin is embossed with an image in the centre of Princess Mary surrounded by a laurel wreath. The embossing includes the letter ‘M’ (twice) and the names of some of the allies of Britain in World War One. These scales may have been used by the Maternal Infant Welfare Centre sister at Mt Beauty during regular check ups of babies to make sure that the babies were gaining weight and therefore healthy.During the 1950's, Mt Beauty's population was rapidly increasing due to the post war baby boom and because the work force was young having moved into the area because of the opportunity for work on the construction of the Kiewa Hydro Electric Scheme. The box has a curved top and a round face at the front. The face is covered with clear glass protecting the black marks which measure pounds and ounces. The numbers face the outside of the circumference. A black metal pointer rotates from the centre. At the top of the box in the centre a metal rod protrudes with a rectangular steel base on top and 4 screws for the container to hold the baby. These items relate to the Life Membership of the Warrnambool Horticultural Society awarded to Mrs Gladys Angus. The Warrnambool Horticultural Society was founded in September 1863 and the first Show was held in the old Temperance Hall in the December of that year. Today the activities of the Horticultural Society are combined with those of the Warrnambool Agricultural Society. Mrs Gladys Angus lived in ‘Birchwood’ in Koroit Street, Warrnambool and this property was noted for its fine garden lay-out and display. Mrs Angus took a keen interest in the garden and greatly assisted the activities of the Warrnambool Horticultural Society. Her husband, Dr William Roy Angus, established a practice in Warrnambool in 1939 and was a for many years. Following his death Mrs Angus donated her husband’s collection of historical medical equipment to Flagstaff Hill Maritime Museum and this collection is on display in the Port Medical Officer’s building today. These items are of interest as they belonged to Mrs Gladys Angus. She and her husband, Dr William Roy Angus, were prominent people in Warrnambool in the 20th century. .1 This is a badge with the image of a red rose on a gold and yellow background connected to a red and gold metal bar by a metal chain link. The bar has a gold clip at the back. .2 This is a souvenir spoon in silver tonings with a badge affixed to the top of the spoon. The badge has an image of a red rose on a yellow and gold background. The spoon is in a plastic container. .3 This is a rectangular-shaped card with gold lettering and ink writing. .4 This is a letter with a green letterhead and typed material. The collection has been catalogued into a number of Series. The main series are Series 1: Main Photographic Series; Series 2: Main Transparency Series; and Series 3: Brochures and Published materials. Every Item in each of these major Series has been individually catalogued on a spreadsheet, one spreadsheet per Series. A further 70 Series have been created to catalogue smaller, discrete collections of photographs and negatives and other memorabilia including registers, published materials and objects. The completion of its transfer to the Society was noted in Newsletter No. 159 November 2004. Generally memorabilia items classified as part of Council 's art collection and negatives of historical photographs have been retained by the Council. The items now stored at our Local History Centre are quite diverse. They include many photographs of Council activities, Councillors and Council staff. There are Council brochures, calendars and other publications. All of these items are catalogued and stored in quality archival boxes. Also included is a large collection of old Council registers such as letter books, contract registers, cash books, etc. Many of these are large leather bound volumes, more of interest for their appearance than for their content. The first meeting of the Memorabilia Reference Group was held December 5, 1996. The aim of the group was to facilitate all actions required for the safekeeping of the Shire of Eltham memorabilia.
