This is a photograph of some of the Orbost Shire councillors standing outside their council chambers. This photograph was taken before 1969 outside the previous council offices in Orbost. The current building was opened on Friday 28th February 1969 by the Premier of Victoria, The Hon. Sir Henry E. Bolte, K.C.M.G., M.P. The Shire of Orbost was a local government area about 380 kilometres east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. Towong Hill Homestead is a 110-year-old Federation style mansion situated on a rock outcrop, with views of about 260 degrees. It was built over 2 years by grazier Walter Mitchell from bricks made from local clay dug from the river bank, to be the family home for his new bride Winifred. They established their home in 1904. After the death of Walter in 1917, Winifred relocated her family, but the homestead remained in the families hands. In 1935, Thomas Mitchell (1906-1984) returned home to Australia, a successful Lawyer, and married city girl, Elyne Chauvel, and settled himself back at his childhood home, Towong Hill. Thomas was a world champion slalom skier, had been a prisoner of the Japanese at Changi, and was elected for the Country Party in 1946 and served as attorney-general in the McDonald government. His wife Elayne (1913-2002) is best remembered for her Silver Brumby series of novels for children. But Elyne also wrote a substantial number of non-fiction works about the Snowy Mountains. It covers the religious men, local families, newspaper snippets and records.Religion was an important part of life to people throughout the 20th century especially in a rural community as it gave people an opportunity to be part of the community and to socialize. This old footbidge is situated close to the shack that Gordon Ford built on the Yarra at Laughing Waters Road. Bernie Bragg also used to live there for a period of time. Gordon Ford and photographer Sue Winslow were married in 1965. They set up home in an old log cabin on the property Gordon had purchased in 1954 on Laughing Waters Road. Situated between the Yarra River and Overbank Road, Gordon had built a small mud-brick shack on the river and a pontoon. Over the decades the shack has been locally referred to as “the love shack”, the “rooting shack” or simply “Gordon’s shack”. Gordon and Sue commissioned local builder Graeme Rose to do a wattle and daub renovation and extension to the old log cabin on the north side of Laughing Waters Road. The work had only just been completed in 1965 when a bushfire swept through the area and destroyed the cabin. Gordon and Sue relocated to his property, Fulling, in Pitt Street, Eltham. In 1970 work started on a new house at the Laughing Waters property. Originally known as the Banana House, it is now known as Boomerang. Designed by Alistair Knox, the mud-brick house includes iron window grilles made by Matcham Skipper that puncture the curved mud walls. The grilles were made from ‘off-pressings’ from the Sidchrome tool works in Heidelberg. Gordon, Sue and family moved into the house in 1972. Their marriage fell apart and Sue moved to Sydney with the children around the same time Gordon commenced building Birrarung just below Boomerang on the Laughing Waters Road block. After the Fords moved out, Boomerang it was rented out to various share households of students, musicians, artists and environmentalists for twenty-four years. Gordon Ford sold Birrarung and Boomerang to Melbourne Water in 1999. The Laughing Waters Artist in Residence Program was developed as a partnership between Parks Victoria and Nillumbik Shire Council. Boomerang was deemed unfit for habitation so was used as a day studio only. By 2001 Boomerang was in a poor state of repair and by 2002 the last artist in residence was to use the house as a studio. Nillumbik Shire Council had been granted funds from the Melbourne Community Fund to restore both Boomerang and Birrarung but it was apparent in early 2003 that the funds would be insufficient to restore both houses. Boomerang was infested with termites which presented a risk to any occupants and so the decision was made to close Boomerang and concentrate funding on Birrarung. Boomerang was fenced off for safety and to prevent intrusion and remains ‘caged’ today (2023). However, it is readily apparent the property has been occupied by squatters over the years. By 2023 it was clear that the squatters had abandoned the property and sections of the roof structure have given away in some areas and collapsed internally. Originally built in the 1850s by Charles Souter from earth excavated from his property. It was a forerunner for a building style that was later to be synonymous with Eltham. The house is historically significant as the oldest mud brick building in the Shire of Nillumbik, as one of less than half a dozen buildings from the 1850s that survive in the Shire. It underwent several additions and alterations between c.1950s-1980s. It is also significant for its associations with Mervyn Skipper from the well-known Eltham family who was one of the founders of the artist's colony at Montsalvat. The house is architecturally significant because its north section was designed by the noted 'Eltham-style' architect, Alistair Knox, and the two long Oregon beams supporting the main floor were added by the noted 'Eltham-style' builder, Horrie Judd who built the southern room. A onetime tenant in the house, Judd built many Eltham houses and was a major builder of Montsalvat. The 1934 flood destroyed the south wall and the house remained unoccupied for some time. Sonia Skipper, one of Montsalvat’s builders who also worked for Alistair Knox oversaw rebuilding it. She employed landscape designer Gordon Ford, artist Peter Glass and Tim Burstall. The house originally had a cellar for making and storing wine, reputedly the first made in the district according to Alistair Knox in his book ‘We are what we stand on’ (p33). Water would seep into the cellar so Sonia’s father and then owner of the house, Mervyn Skipper bulldozed a channel outside to divert it. St Margaret’s Church of England was officially opened on December 12, 1861. It is the oldest intact church building in Eltham. At the time it was known as Christ Church until its consecration in 1871, when it was completely free of debt (£1,700 for the church and parsonage) despite the district’s poverty. This was largely due to the free labour and materials, including locally made bricks donated by local artisans and others. The church is historically significant because it is the oldest church in the former Shire of Eltham and has associations with the philanthropist and founder of Brighton, Henry Dendy (who donated the land on which the church is built), the architect Nathaniel Billing and the prominent local builder, George Stebbing. The church is architecturally and aesthetically significant because it is constructed in the Gothic Revival style with several stained-glass windows of various dates and is also a very early use of polychromatic brickwork in Victoria. Billing was one of the first Melbourne architects to employ polychromatic brickwork and an important early architect. The rear wall was intended to be temporary. A major feature of the design is the large buttresses with long, steeply graded upper faces. The overall design is well proportioned with the surface brick patterns relieving an otherwise austere design. The church is spiritually and socially significant because it has been an important place of worship for the people of Eltham for almost 150 years. The land on which the buildings stand was donated by Henry Dendy. Dendy arrived in Melbourne in 1841 after purchasing in England eight square miles at Brighton under the system of "special surveys". After this land passed out of his hands, Dendy moved about Victoria, visited England, then returned to settle in Eltham where he purchased a flour mill. Dendy chaired the meeting held in 1860 “for the purpose of devising such means as may be expedient for the establishment of a Church of England in the township of Eltham”. He became chairman and treasurer of the church committee. Unlike the establishment of many early churches in Victoria where a vicar was appointed to a parish and later a permanent church was constructed, the population at Eltham initiated action to build a church. The nearest church at that time was at Heidelberg and the Eltham settlement was part of the parish of St Johns Heidelberg. Isolation and the tedious, time consuming journey between Heidelberg and Eltham resulted in the Eltham community taking its own action. The original vicarage (Dendy House) at the rear of the church is also an important part of the cultural significance of this place because it is connected to the church and the development of the Eltham area. Together, the church and the vicarage are aesthetically significant because they form a significant streetscape feature. The mud-brick community hall designed by Robert Marshall was added in 1978. In 2014 the original temporary rear wall was removed as part of a modern extension designed by Architects Atelier Wagner and constructed by Conrad Construction and Management. Corner of Diamond Street and Peter Street, Eltham. Walkers gather for the beginning of the walk led by local historian Russell Yeoman. The tree-covered hill that forms the western backdrop to the Eltham town centre exhibits many characteristics that are considered to contribute to the special character of Eltham. They include unmade streets, steeply sloping land, extensive tree cover and a large number of mud brick and pise (rammed earth) houses. A number of these were constructed in the 1940s and 50s by well-known builders John Harcourt and Alistair Knox. A significant proportion from this period were constructed by owner-builders. We walked around the upper part of the hill in the area of Kerrie Crescent and Peter Street. We visited several interesting houses (for external viewing only). The walk commenced at 2pm at the corner of Diamond Street and Peter Street (Melway ref 21H4) and was about 2 km. This free walk was open to the general public as well as Society members. Situated at the top of the hill in Arthur Street, the former Jelbart residence and barn were part of a major change that transformed Eltham's character in the late 1960s. Built from the mid 1940s through mid 1950s when Eltham was a rural community, the Jelbrat residence and barn are all that remain of a family property of some 250 acres (100 ha). With growing population pressures, in the late 1960s, owners Ron and Yvonne Jelbart decided to subdivide their property creating the Woodridge Estate in the early 1970s, a major factor towards the transformation of Eltham to the suburb it is today. The Jelbarts had moved to Eltham in the early 1940s when they purchased a poultry farm in New Street, now Lavendar Park Road. (The local Black Friday bushire of January 13, 1939 had started at C.A. (Clarrie) Hurst’s Eltham Poultry Farm and Hatchery in New Street.) Jelbart was primarily a businessman importing office machinery but desired farm beef and dairy cattle so the couple purchased the virgin bushland at what was then at the end of a dirt road, Arthur Street. With post war shortages of most building materials, they followed the example of the Eltham Artists' Colony (later called Montsalvat) and built thier home from mud-bricks and recyclked materials. The barn was first to be completed in 1945 which they made their home whilst building the main residence. It took eight years to complete the two buildings. Both the main residence and the barn are now separate homes, and along with the remaining property being sub-divided further in 1998 are now part of the Kinloch Gardens Estate at 93 Arthur Street. Situated at the eastern end of York Street, Eltham, 'Shinrone', the former home of Professor William (Mac) MacMahon Ball was one of the first in the Shire of Eltham to incorporate mud-brick. Professor MacMahon Ball, a political scientist, writer, broadcaster and diplomat and family moved to York Street, Eltham in 1945 into a timber cottage built around the 1890s and in poor repair. Mac asked Alistair Knox to renovate the home and he expanded the living area and added verandahs. In 1948 Montsalvat artist and sculptor Sonia Skipper supervised the building of most of the mud-brick studio. Neighbour Gordon Ford made the mud-bricks. Mac also asked John Harcourt, who had worked with him as a journalist in shortwave broadcasting, to build a pise (rammed earth) and stone addition to the largely timber house. Harcourt built two bedrooms - including an attic bedroom - a balcony with a shower and toilet, and a fireplace and chimney of local stone. Nillumbik Shire Council had been granted funds from the Melbourne Community Fund to restore both Boomerang and Birrarung but it was apparent in early 2003 that the funds would be insufficient to restore both houses. Boomerang was infested with termites which presented a risk to any occupants and so the decision was made to close Boomerang and concentrate funding on Birrarung. Boomerang was fenced off for safety and to prevent intrusion and remains ‘caged’ today (2023). However, it is readily apparent the property has been occupied by squatters over the years. By 2023 it was clear that the squatters had abandoned the property and sections of the roof structure have given away in some areas and collapsed internally. Founder of Montsalvat Reproduced Page 106 of Pioneers & Painters, edited by Alan Marshall (1971) Note: print in book and print copy are mirror imaged There was probably little earth building done in the district in this century until 1934, when Justus Jorgensen, architect and artist, bought land in Eltham and with his students and followers commenced to build the fascinating complex of buildings now know as ‘Montsalvat’. These buildings and his use of materials, both local stone and earth, and reclaimed materials, were to have a remarkable influence on the Eltham district-particularly in the period following World War II. The first building at ‘Montsalvat’ was a picturesque house of or rammed earth with a high-pitched roof. Jorgensen has used a variety of building materials but it is possibly his use of earth, both pise-de-terre and mud brick, which has had the most influence on the environmental building in Eltham in the post war years. Built in 1860, the Eltham Courthouse is the oldest public building remaining in Eltham. In its early days the building was used as the meeting place and office of the Eltham District Road Board and as an overflow classroom for the local school. The Eltham Courthouse ceased operational duties in 1984 and is now used by various community groups including Eltham District Historical Society. It was listed on the Victorian Heritage Register (Number H0784) in 1982. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building.
