"Situated at the intersection of three major arterial flows – a railway, a freeway and the Birrarung river, the Mary Rogers Pavilion is a place where people are drawn together through movement. The artwork 'Momentum' draws on the coalescing flows of traffic, sound, air, time, water, and human kinetic energy, mapped together into a horizon of oscillating lines."'Momentum' was commissioned for the new Mary Rogers Sports Pavilion at Ryans Reserve, Richmond, a $3 million redevelopment in partnership with the Victorian Government. Named after the former City of Richmond Mayor, the pavilion is home to the Yarra Netball Association as well as acrylic surfaced courts which cater to netball, local tennis players and groups. The new pavilion meets legislative, functional, disability access and environmental sustainability requirements, allowing the club to grow, provide greater flexibility and capacity to train and host competitions. Soon after the outbreak of World War Two, the British Government requested experienced forestry soldiers from Australia, New Zealand and Canada to be deployed in France as part of the British Expeditionary Force. The first Forestry Company (2/1) was based in Sydney with men from NSW, Queensland and South Australia, led by Captain Cyril Richard Cole, a professional forester from the Australian Capital Territory. The second Forestry Company (2/2) included many Forests Commission staff, local sawmillers and experienced bushmen from Victoria, WA and Tasmania including veterans of the First World War. They were led by Captain Andrew Leonard (Ben) Benallack, a graduate from the Victorian School of Forestry in 1922. Both Forestry Companies sailed from Fremantle on the Stratheden in late May 1940 and landed in England not long after the evacuation of Dunkirk. The foresters were recalled to Australia at the insistence of Prime Minister John Curtin in late 1943 because of the War in the Pacific. After reequipping and some refresher training in jungle warfare at Kapooka the 2/2 Forestry Company was deployed to Lae in Papua New Guinea in May 1944. When Thomas Bent, politician and land speculator, was appointed Speaker of the Victorian Legislative Assembly in 1892, a number of local Brighton constituents and supporters raised money to present him with an oil portrait. Bent had been a member for Brighton for 21 years, and the painting was seen as a way of showing their appreciation of his services to the Brighton constituency, as well as congratulating him to his new position as Speaker. In June 1892, British/Australian landscape and portrait artist Charles E. Gordon-Frazer was given the commission to paint the portrait. Thomas Bent is depicted as standing in his Speaker's robe on the dais beneath the canopy in the Legislative Assembly Chamber in the act of addressing the House. He wears the traditional Speaker’s dress of a black silk and gold laced robe over a three-piece black suit, lace jabot and cuffs, buckled shoes and a ceremonial long wig. Arguably Margaret Baskerville’s most famous work, the bronze statue of politician and land speculator Sir Thomas Bent was Baskerville’s first public commission and a significant turning point in her career. Originally located in the centre of the Nepean Highway, in Brighton, it became somewhat of signpost for many Melbournians until it was relocated to the corner of Bay Street in 1980.The statue of Sir Thomas Bent is of historic and social significance to the State of Victoria. The statue is historically significant for commemorating Bent's long, active and infamous political career in Victoria. He was responsible for many important speculative ventures both within his electorate and in the wider context of Victoria. Although not without thought for personal gain, Bent was a committed advocate of public utilities, railways, roads, tramways and gasworks. The statue is historically significant as the first large public commission given to a woman sculptor in Victoria. This work helped the sculptor, Margaret Baskerville, preserve her name as Victoria's first professional woman sculptor. The gouache was presented to Cr Jill O'Brien, Mayor of Kew in 1983-4, who was instrumental in the purchase of the window. The same Kewriosity article, referred to in the physical description, states that the window was originally commissioned from the artist by a Kew timber merchant, and following ownership by successive owners found its way back to Kew. The framed photograph is part of the Jill O'Brien collection which was gifted to the Kew Historical Society following her death in July 2016. The collection includes important primary sources relating to a number of areas in which Jill O'Brien made a significant contribution including the establishment of the Villa Alba Museum, local government, the Kew Historical Society, the Yarra Bend Trust, and the arts.Framed gouache on paper of the design by the artist Alan Sumner for his window, The Four Seasons. Prior to the election of female Councillors and Mayors in the 1960’s, the Lady Mayoress role was one of the few ways women could officially undertake civic duties. Mayoresses made important contributions to their local communities through their charity work and as ambassadors for their region on a state and federal level. They also undertook some Mayoral duties on occasions when their husband was unavailable. The Bendigo Mayoress medallion was commissioned by Sir George Lansell Jnr in the tradition of making a mayoral presentation in gold. It was first worn by Mayoress Snell and was presented to her on April 11th, 1956 at the municipal centenary dinner at the Shamrock Hotel. The medallion was passed on to each subsequent Mayoress when the new Mayor was appointed. The Mayoress medallion was commissioned by Sir George Lansell Jnr in the tradition of making a mayoral presentation in gold. The drop and chain have been hand crafted n 18ct yellow gold and engraved by a master engraver also by hand. Rationing regulations for food and clothing were gazetted on 14 May 1942. Rationing was introduced to manage shortages and control civilian consumption. It aimed to curb inflation, reduce total consumer spending, and limit impending shortages of essential goods. The broad reasoning behind the introduction of rationing was to ensure the equitable distribution of food and clothing. It was also hoped that a cut on consumer spending would lead to an increase in savings, which in turn could be invested in war loans. Australians were never as short of food nor rationed as heavily as civilians in the United Kingdom. Rationing was enforced by the use of coupons and was limited to clothing, tea, sugar, butter, and meat. From time to time, eggs and milk were also rationed under a system of priority for vulnerable groups during periods of shortage. Rationing was administered by the Rationing Commission. The basis for policing food rationing was through the surrender of coupons before rationed goods could be supplied. This had to occur between traders as well as consumers. Coupons were passed back from consumers to retailers, from retailers to wholesalers, and in many cases from wholesalers to producers, who were requested to return them to the commission. Breaches of rationing regulations were punishable under the general provisions of National Security Regulations by fines of to £100 or up to six-months imprisonment. Responding to the complaint that these penalties were inadequate, the government passed the Black Marketing Act at the end of 1942.
