It was prepared by National Institute of Economic and Industry Research. The report provides a detailed analysis of the Melbourne’s North regional economy and builds on the previous report, Growing Melbourne’s North – developing an integrated economy. It concludes that the region can achieve significant economic and social benefits if stakeholders share resources and cooperate across local government boundaries to form a discrete economic zone. The report includes recommendations and benchmarks that will support growth and quality employment outcomes for the region into the future as it undergoes the transition into a knowledge economy. Ceremonial object - Lansell Pendant, George Lansell Jnr, AKA Mayoress Pendant, 1956
Prior to the election of female Councillors and Mayors in the 1960’s, the Lady Mayoress role was one of the few ways women could officially undertake civic duties. Mayoresses made important contributions to their local communities through their charity work and as ambassadors for their region on a state and federal level. They also undertook some Mayoral duties on occasions when their husband was unavailable. The Bendigo Mayoress medallion was commissioned by Sir George Lansell Jnr in the tradition of making a mayoral presentation in gold. It was first worn by Mayoress Snell and was presented to her on April 11th, 1956 at the municipal centenary dinner at the Shamrock Hotel. Book, Ration books and cards, 1943,1945,1947, 1948
Rationing regulations for food and clothing were gazetted on 14 May 1942. Rationing was introduced to manage shortages and control civilian consumption. It aimed to curb inflation, reduce total consumer spending, and limit impending shortages of essential goods. The broad reasoning behind the introduction of rationing was to ensure the equitable distribution of food and clothing. It was also hoped that a cut on consumer spending would lead to an increase in savings, which in turn could be invested in war loans. Australians were never as short of food nor rationed as heavily as civilians in the United Kingdom. Rationing was enforced by the use of coupons and was limited to clothing, tea, sugar, butter, and meat. From time to time, eggs and milk were also rationed under a system of priority for vulnerable groups during periods of shortage. Rationing was administered by the Rationing Commission. The basis for policing food rationing was through the surrender of coupons before rationed goods could be supplied. This had to occur between traders as well as consumers. Coupons were passed back from consumers to retailers, from retailers to wholesalers, and in many cases from wholesalers to producers, who were requested to return them to the commission. Breaches of rationing regulations were punishable under the general provisions of National Security Regulations by fines of to £100 or up to six-months imprisonment. Responding to the complaint that these penalties were inadequate, the government passed the Black Marketing Act at the end of 1942. This Act was for more serious cases and could carry a minimum penalty of £1,000.The clothing ration books and coupons belonged to Edna Barrie, the food ration card belonged to Wendy Barrie and the tea and butter ration card belong to Elizabeth Daley.local identities, war -

Certificate - Captain Kenneth Mortimer, D. W. Paterson Co. Pty. Ltd. Print, 1918
Kenneth Malcolm Mortimer was born in Leneva, Wodonga, Victoria on 9 October 1895. He attended school in Wangaratta before entering the Royal Military College, Duntroon in 1913. Along with the rest of his class, he graduated in June 1915. Mortimer was appointed as a Lieutenant with the 29th Battalion on 1 July 1915. He embarked with Headquarters Staff, 29th Battalion, from Melbourne aboard HMAT Ascanuis (A11) on 10 November 1915. Whilst training in Egypt in February 1916, he was promoted to Captain. He was in command of a company of the 29th Battalion at Fromelles, Armentieres, France in July 1916. and was reported missing, presumed killed in action on 20 July 1916, aged 20 years. Mortimer’s remains were buried along with those of hundreds of others in a mass grave near Pheasant Wood, close to the battlefield. This mass grave was rediscovered in 2008. After extensive research and DNA testing, the remains of Captain Mortimer were finally identified in April 2018. He was buried in the Commonwealth War Graves Commission Cemetery at Fromelles and his grave rededicated on July 19, 2018, 102 years after his death. A memorial tablet was erected to his memory at St Luke’s Church in Wodonga. Honour Certificates WW1 - From 1915 onwards, recruits in many shires and towns in eastern Australia were honoured by local government authorities. A common form of recognition was the award of honour certificates. The first honour certificates were presented in 1915 and 1916 to men who had yet to leave Australia. The designers and publishing companies solicited business directly from councils. Publishers began to print two different types of certificates: honour certificates to thank soldiers who had survived and memorial certificates to commemorate the dead. D.W. Paterson, a Melbourne publishing firm, claimed they had supplied certificates to over 150 cities and shires in Victoria and New South Wales, including the Shire of Wodonga. Paterson also had the widest range of designs The certificate signified that the officials of the community recognised and shared the family's pride and grief. In the earliest designs, the legend "Australia's sons answered the call" appears below the shield. This was replaced with "For Liberty/ ANZACs/ For Justice". After the United States entered the war in April 1917, the design was reworked to include the US flag. Its presence in this certificate dates its publication as late 1917. The certificate was signed by S. T Parker, Shire President and R. H. Murphy, Council Secretary on 4th August 1918. Kenneth Malcolm Mortimer was born in Leneva, Wodonga and enlisted in the AIF after training at Duntroon. He fought and died at the Battle of Fromelles, France which was the first major engagement of the AIF on the Western Front. Along with hundreds of other Australian soldiers his remains were only identified in 2018, more than 100 years after the battle.Coloured certificate presented to the family of Captain K Mortimer by Wodonga Shire Council.29th battalion, mortimer, leneva, fromelles, aif, wodonga shire, honour certificates ww1 -

Financial record - Housing Commission Victoria House Purchaser's payment book, C. 1950's
The Housing Commission of Victoria (HCV) was established by the Victorian Government in 1938 after a public campaign for housing reform. After 1942 the HCV was responsible for developing regional and outer suburban housing estates where low-income families were located in proximity to expanding population areas and post-war industries. With greater funding and a severe housing shortage, the Commission's activities greatly expanded through the late 1940s into the 1950s. They began to build larger and larger estates of housing in the suburban fringes, as well as country towns The Housing Commission was largely responsible for the development of Wodonga up to 1973 and in 1975 was said to have built one-third of all homes in Wodonga, though many of these were handed to the Army. Criticism of the bureaucratic and undemocratic nature of the Commission and scandals over corruption in relation to housing developments in Melbourne's fringe areas resulted in the disbandment of the HCV and the formation of a Ministry of Housing in 1984. The work of the Housing Commission of Victoria allowed many people in Wodonga to acquire affordable housing and pay it off over time through monthly instalments. This booklet is of local and state significance as it is evidence of the role of the Victorian Government is providing access to affordable housing. It supported the development of Wodonga and the realisation of the "Australian dream" of home ownership.A small receipt book issued by the Housing Commission of Victoria to record payments and receipts for tenants who were purchasing their home through the Housing Commission. Monthly installments allowed people to access and purchase, affordable housing.
