The Eltham Shire Hall and offices were opened on 21 November, 1941. They were replaced in 1965 with new offices at 895 Main Road and the site sold to Woolworths for development of the Eltham Village shopping mall. The building was demolished in 1970 and the new shopping mall opened in 1971. The Hall was also a cinema and operated as the Plaza Theatre from 1943 to about 1968. A truck with a water tank is on the left of the street, possibly cleaning the street. Note Cinema sign on hall. During the period 1969-1971 photos were being collected for a proposed publication on the history of the Shire of Eltham as part of its centenary celebrations in 1971 (managed by the Shire of Eltham Historical Society and Alan Marshall). The publication was Pioneers & Painters (1971), edited by Alan Marshall. The document titled "Shows area sold to Woolworths" consisted of a panorama of three B&W photo prints creating a panorama of the frontage along Main Road (SEPP_0744) and a single B&W photo print of the Shire of Eltham offices and Hall on the corner of Arthur Street and Main Road (SEPP_0737) along with typed and hand written notes by Ian McDonald. The panorama (SEPP_0744) was captioned in typewritten text "Old Shire Office and Hall, etc - Frontage of 285 feet along Main Road" and in pencil the date "4-1-68" The single image of the shire offices (SEPP_0737) was captioned in typewritten text "Main Road and Arthur Street Corner" In addition, the following handwritten notes in pencil: " I took these photos from the new fire station - the building in the middle is the old fire station - Moved to Research for the Scouts 1970" and signed "IMcD"This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The postcard shows how the Mission to Seafarers, then known as the Seamens Institute, looked early in its operation - probably circa 1920. It also documents the types of activities were offered to visitors, and how the visitors used the facilities.The postcard records the fittings and furnishings of the Mission to Seafarers, then known as the Seamens' Institute: tables, chairs but also the paintings which were often donated. The largest one on the main wall above the stage is "Start Point Light, Devonshire" (see item 0230), painted and donated by Miss Madeline R. Lewellin (1854-1944) in 1918. Mission to Seafarers regularly held social events as both a means of fundraising for the continuation of the organisation's work and providing social activities for visiting seafarers. On many Saturday nights there would be dances, concerts or other social events. The photographs show the award of the French Legion of Honour to John Henry Lockett age 107 years by the French Ambassador His excellency Dominique Giraud on 21.7.1998 in the Main Hall of the Soldiers Memorial Institute in Pall Mall Bendigo. There was some 100 officials and invited guests in attendance. Jack Lockett No 1194 enlisted on 24.3.1916 age 25 years 1 month in D Coy 38th BN AIF, embarked for England 20.6.1916, Hospital at sea with Influenza 25.7.1916, embark for France 22.11.1916, Hospital with Gastritis 30.11.1916, rejoin unit 10.12.1916, promoted L/Cpl, 12.5.1917, promoted Cpl 23.10.1917, promoted Sgt 12.12.1917, discharged from the AIF on 20.9.1919. Jack received the following awards as well as the French legion of Honour. 80th Anniversary Armistice remembrance Medal 1999. OAM 11.6.2001, Centenary Medal 1.1.2002.
