Warrnambool and District Historical Society Inc.Plaque- Warrnambool Baby Health Centre, Miss Florence Lake 1927, 1927
in the early part of the 20th century, Warrnambool's residents had their share of health problems.according to the Annual report by Dr H I Holmes in 1921. Diphtheria, typhoid fever, tuberculosis, polimyelitis and scarlet fever were common afflictions. The sanitary system or lack thereof was the primary source of much of this illness. The healthcare facilites were much better and the hospital was well run and was further improved by the opening of the baby health centre which was opened in October 1921. The centre was situated in Liebig street at the Town Hall and was open three days a week to offer advice to mothers regarding their babies. and Sister Riley was in charge. Miss Florence Lake who opened the centre was a well known resident of the town and generous benefactor of the Warrnambool base hospital.. Florence along with her sister inherited the Lyndoch estate from George and Annie rolfe in 1920. She was well known around the district for her good nature and humour. As her sister married and moved to Italy, she continued to run Lyndoch as it had always been. She died in November 1946 This plaque has historical and social significance as it notes the time in the history of Warrnambool when health came to the fore of public interest and importance. It also commemorates one of Warrnambool's better known citizens and the beginnings of the maternal health system in the cityThis heavy stone plaque grey in colour, with polished surface, is rectangular, with lettering cut and coloured in gold. all the lettering is in capitals. During the 1950's, Mt Beauty's population was rapidly increasing due to the post war baby boom and because there was a young workforce moving into the area due to the opportunity available for work on the construction of the Kiewa Hydro Electric Scheme. Maternal Infant Welfare Centre Sisters conducted regular check-ups on babies to ensure they were feeding well, gaining weight and reaching appropriate milestones for their age.Infants and young children in the Kiewa Valley area continue to be monitored by the Maternal Health Nurses to ensure their healthy development. Letter dated 2nd July 1994 thanking the CWA, Tawonga Branch for their donation of the baby scales that were used by the baby Health Centre.White cast metal rectangular base with rectangular box attached in centre. The box has a curved top and a round face at the front. The face is covered with clear glass protecting the black marks which measure pounds and ounces. The numbers face the outside of the circumference. A black metal pointer rotates from the centre. At the top of the box in the centre a metal rod protrudes with a rectangular steel base on top and 4 screws for the container to hold the baby. It has 10 chapters on pre-natal and 4 chapters on post natal. It is very comprehensive with a few black & white illustrations. Maternity and care of the baby / prepared by the Victorian Branch of the British Medical Association and issued by the Commissioner of Maternity Allowances. Printed by L. F. Johnston, Commonwealth Government Printer, Canberra. Early settler families in Moorabbin Shire were living under very meagre conditions with very little access to medical care. Women depended on the care of a couple of District midwives and other local women who assisted with the birth and care of mother and baby. Gradually more maternal health services became available and Health Centres were established in Bentleigh, Moorabbin, Cheltenham. The Maternal and Child Health Service (Infant Welfare) began in Victoria in 1917 when, in response to high levels of infant morbidity and mortality, the first voluntary Infant Welfare Centres began to emerge. The first centres were established in Richmond and Carlton and received a Council subsidy.A table with an open box fixed to the top it 100 centimetres long 55 centimetres wide with 14 centimetre sides. The table was used to measure the length of babies to record growth. One end is shaped the fit a baby's head when it is lying on the table, the other end slides to the baby's feet.
