The Act was amended in1997 to provide for the merging of the University with The School of Mines and Industries Ballarat Limited and the Winnera Institute of TAFE, and the establishment of a Technical and Further Education Division in addition to a Higher Education Division. Pattison Collection This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. Established in 1906, Frank Moore soon became well known amongst discerning tradespeople for the quality & accuracy of his tools. The Company was acquired by John Shaw & Son in 1945 & James Neill & Co in 1970. Currently part of the Bower Meteorology UK Group, they still produce superb tools & measuring instruments in Sheffield. The subject item is made from high-grade carbon silver tool steel with the patented 'Firm Lock' joint, that identifies the maker as Moore & Wright.A tool used for external measurement of items made by a maker who patented the "firm lock" jointing system now used on many different types of tools in many different industries. Australia's first telephone exchange was opened in Melbourne in August 1880. It was operated by the Melbourne Telephone Exchange Company. Owned by W. H. Masters and T. T. Draper, the Manager of the Company was H. Byron Moore. This was only two years after the world's first exchange in the United States, and just four years after Bell first spoke on a telephone. The exchange was located in the old Stock Exchange building at 367 Collins Street, a site now occupied by the Commonwealth Bank. In 1884, the operations of the Company, by then known as the Victorian Telephone Exchange Company, had grown considerably and were transferred to Wills Street, Melbourne. Private ownership of this company continued until 1887 when it was bought out by the Victorian Colonial Government. Other colonial governments followed this example. By 1910, the growth in telephone services made additional accommodation necessary. This could not be provided in the existing building in Wills Street and arrangements were made for a new exchange in Lonsdale Street. Alexander Graham Bell visited Australia in 1910 to advise the Federal Government's Postal Commission. Telephone exchanges were established in Adelaide with (48 subscribers), Hobart (10 subscribers) and Launceston (35 subscribers). The first exchange in Western Australia was established in 1887 and located in a small three-room cottage in Wellington Street, Perth with 17 subscribers. The year 1888 marked the opening of the Fremantle exchange in a small room at the rear of the Town Hall. There were nine subscribers. Australia's first automatic exchange was installed in the GPO in Sydney, in 1911, for internal use. But the first automatic exchange for public use was opened at Geelong in Victoria in the next year July 1912 with 800 subscribers. Melbourne's first automatic exchange was opened in the suburb of Brighton in 1914; the first public automatic exchange in NSW began operating at Newtown, Sydney in 1915; and Queensland's first was installed at South Brisbane in 1925. 1929 saw the opening of Tasmania's first automatic exchange in Hobart. an automatic telephone service. In June 1977, the manual telephone exchange at Swansea was replaced with an automatic service and made Tasmania the first State in Australia to have a fully automatic network. The half-century following Federation saw the growth of the automatic operation; a great extension of trunk line services; The automatic telephone contributed greatly to the early popularity of telephones in Australia. It was a quicker and more convenient way of communicating with another person on the same exchange — instead of having to go through tedious processes with the operator. From its introduction, the number of automatic telephones in operation grew to a remarkable extent. In 1886, the first trunk link of 16 km was connected to the exchanges of Adelaide and Port Adelaide in South Australia. Then, in 1907, the first inter-capital telephone trunk line was opened between Sydney and Melbourne. It was followed by a line between Melbourne and Adelaide in 1914. Sydney and Brisbane were linked in 1923, and Perth and Adelaide in 1930. In 1930, the first overseas calls from Australia came possible with the introduction of a radiotelephone service to England, and through there to Europe and America. A similar service opened to New Zealand in the same year. Initially, trunk channels linked different manual trunk exchanges. It was necessary for a succession of trunk operators to connect the appropriate channels, one after the other until the connection was made. As trunk traffic grew. the system became increasingly unsuitable. More trunk operators had to be employed and so labour costs increased. It was a tedious and slow way of making a long-distance call, and it was sometimes hard to hear, particularly when several exchanges were linked With technical advances, trunk switching moved from manual operation through a partly automatic phase. Automatic transit switching equipment was used and only a single operator was required to connect a trunk call to a wanted automatic subscriber. Until well beyond the middle of this century, the majority of trunk traffic went through this single telephonist control. In 1953, the number of telephones in use in Australia passed the one million mark. By then, the need for improvement in the automatic exchanges was becoming well recognised. The need was for a telephone switching system which would do a better job more economically than the conventional step-by-step ex-change. This led to the adoption of the Crossbar system as the standard in automatic telephone exchanges in 1960. The introduction of Crossbar switching was a big step forward in the automation of trunk calls. It substituted automatic switching and charging equipment for the originating trunk operator, and improved the quality of the system radically. Before the introduction of the Crossbar system there were often very long delays in obtaining a booked trunk call, and the quality of sound was often very poor. With Crossbar, Subscriber Trunk Dialing (STD) became a reality. A trunk call by STD was as easy to make and almost as fast to connect as a local call.The item was made around the 1940s and used up until the 1970s in manual cord telephone exchanges as a way to time and charge users for trunk calls made over the telecom system of the time. When the First World War broke out, Australian men from all backgrounds and professions were called to serve their country. Members of the Victorian Police force were some of the first to answer the call with twenty men joining the first convoy of soldiers who left Australian shores in October 1914. Over the course of four long years, one hundred and thirty-eight Victorian Police enlisted from stations across the state. Of these, twenty-seven lost their lives. Whilst the fate of each man was different, a deep commitment to protecting and serving the public was common to all. Poster - Warrnambool Ozone Hotel Poster, Circa 1895
The Ozone Coffee Palace was built in 1890-1891. It was designed by Mr J McLeod. It was grand in design and decoration. The term Coffee Palace was used to describe temperance hotels which were built during the 1880’s -1890’s. They typically were multi-purpose and had a large number of rooms for ballrooms and leisure activities. Coffee palaces were aimed at families in coastal areas and inner city locations. Examples of some are The Windsor Hotel Melbourne, Ozone, Queenscliff and Kilbreda Convent in Mentone. The bottom part of the advertisement is a testimonial written by Brassey and Sybil De V Brassey, Lord Brassey being Governor of Victoria around 1895. Their visit to Warrnambool and their stay at the Ozone sparked a much needed interest in the Ozone. In 1896 the price to stay at the Ozone was two pounds two shillings and it remain in business for several years but in 1910 it closed after losing money for many years. It remained closed until it was bought by Mr Howard Lawson in 1920. It continued to struggle financially. It was burnt down in February 1929. When the Ozone was built in1891 it was the largest building in Warrnambool. It occupied a prominent position on the corner of Koroit and Kepler Streets. The grand architectural style in which it was built, was used for a number of similar buildings throughout the state. The fire which destroyed the building was one of the largest in the town.Large photograph glued to the top of the card with text in various styles underneath. Photo is sepia and card is cream. This album contains photographs from the Warrnambool Dramatic Society’s 1955 production of ‘See How They Run’. Amateur theatre groups have been operating in Warrnambool since the 1850s under a variety of names. The Warrnambool Dramatic Society was operating in the late 1940s and has continued to operate over the ensuing years with the name of the group today being the Warrnambool Theatre Company. This album gives us historical and pictorial information on the performers in ‘See How They Run’. No further information has been found on the owner of the album, Perc Moore.This album contains photographs that are important as a record of a Warrnambool Dramatic Society production in 1955. This is an album of 12 pages. It is bound with two metal studs. It has a buff-coloured cover in a mottled pattern with silver printing on the front cover. It contains ten black and white photographs, two of them loose. It also has inserted in the first two pages two programmes. The album is in a cream-coloured cardboard box. John Younger came to Warrnambool from Yackandandah in 1888 originally with a partner John Jeffrey and opened a store selling general merchandise. In 1914 a new company known as Younger PTY LTD. was formed. The business grew into a large department store in Liebig Street. In 1958 the business was sold to Charles Moore and continued trading as Youngers. The store closed in 1980This label is an important memento of one of the key businesses in Liebig Street, Warrnambool in the 20th century. Younger stores are credited with making Liebig Street the main street in this city.White paper label with red and green printing adhered to a piece of grey cardboard. Pte Moore, a printer prior to enlisting on 6 February 1917, embarked from Melbourne on HMAT Ascanius on 11 May 1917 with the 19th Reinforcements. He was killed in action in France on 13 July 1918, at the age of 25. Commemorative scroll sent to the next of kin of Private Rupert James Cavanagh MOORE 6852 attached to the 3rd Machine Gun Battalion and who made the ultimate sacrifice.- killed in action on 13/7/1918 in France. MOORE was born in Wangaratta, Victoria and a Printer when enlisted on 6/2/1917.In 1922 a Memorial Scroll was presented to the next of kin of those soldiers, sailors, and nurses who died while serving in the Australian Imperial Force or Royal Australian Navy during the First World War. Later they were presented with a Next of Kin Memorial Plaque. The Memorial Scroll bears the Royal Coat of Arms and a message paying tribute to the soldiers who gave up "their own lives that others might live in freedom". Cream paper scroll with Coat of Arms above ten lines of black writing and two lines in red ink.Pte.
