The Ballarat College of Advanced Education was formed by the merging of the State College of Victoria at Ballarat (SCVB) and the Ballarat Institute of Advanced Education (BIAE). The parent body of BIAE was the Ballarat School of Mines, founded in 1870 to train personnel for mining activities. The first awards at diploma level were made in 1896 in the branches of English, Metallurgy and Geology. Over the years the range of courses broadened to include Art, Physics, Business Studies, Humanities and Librarianship. The tertiary division of the School of Mines was relocated to Mount Helen in 1970. The SCVB was established in 1925 by the Education Department as the Ballarat Teachers' College. It was one of two provincial teachers' colleges to be established. The first courses were concerned with primary teaching and manual arts but later the subject areas of Physical Education, Environmental Sciences, Music, Art and Craft became major strengths. The merger took place in 1976 and by 1980 all staff were located at the Mount Helen Campus. In late 2007-2008, regulatory authorities in Victoria were considering the possibility of education providers from the Vocational Education & Training (VET) sector (e.g. TAFEs and RTOs) receiving accreditation to offer bachelor-level nursing and midwifery qualifications. The Australian Nursing Federation (Victorian Branch), the peak industrial and professional body for Victorian nurses and midwives, resisted these moves, arguing that the approval of VET providers to offer Bachelor programs would have an adverse impact on the supply of registered nurses into the Victorian health workforce. Before the training of nurses at the Ballarat College of Advanced Education (now University of Ballarat) Ballarat nurses trained at the Ballarat Base Hospital. The 1978 Annual report gives the following hospital background: 'The foundation stone for the original 42 bed hospital was laid on the existing site on 25th December, 1855. Ballarat at that time had a population of between 40,000 and 50,000 people, with the demands on the hospital services being mainly for medical care resulting from mining accidents. Medical, Nursing and General care were provided by the resident Surgeon, matron and wardsmen. Financial support depended on donations from churches masonic lodges, the public and bequests. The hospital today provides centralized health services and specialist medical, surgical and ancillart assistance to the communities in the Central Highlands Region. The trend in hospital financing today has changed and is based to a large extent on State and Commonwealth Grants. Contribution from the public remain important particulalry in the purchase of equipement and ultimately the services provided by the hospital. Since 1887 the Ballarat Base Hospital has been an important training centre for nurses. The photograph shows a group of Royal District Nursing Service (RDNS) Sisters receiving a lecture on 'Physical Handicap' given by Sr. Rowley in the Education Department at RDNS Headquarters 452 St. Kilda Road, Melbourne. Sr. Rowley is the Principal Nurse Educator at RDNS.Education was an integral part of Melbourne District Nursing Society (MDNS), from its inception in 1885, later, in 1966, called Royal District Nursing Service, (RDNS). From 1885, only Trained nurses (Nurses), through the Hospital training system, were employed by the Society, and on visits to patients they taught the necessity of hygiene and cleanliness, as well as the need for a good diet, to bring about good health. Doctor’s lectures were later given at the MDNS home to instruct patients and their families on prevention of disease. Education to patients continued throughout the years regarding health care and the use of equipment in the home. In 1961, Education programs commenced at MDNS with Trained nurses (Sisters) receiving In-service education. Sr. Pat (Paddy) Rowley was a leader in In-service Education and established the RDNS Department of Community Nursing Education in 1962. Staff could also apply for scholarships to further their education outside of RDNS. Many of their senior Sisters received Postgraduate diplomas from the College of Nursing in Community Health Nursing, Education, and Administration, and several travelled overseas visiting nursing organizations viewing their public health and District nursing systems. At RDNS many programs were run, including: a Post Basic Course, Cardiac Rehabilitation Nursing, Haematology/Oncology Nursing, Palliative Care program, Diabetic Stabilization Program, Leg Ulcer Management Program, Wound Care Specialist Program, HIV/AIDS Nursing Care, Cystic Fibrosis Home Support, Veterans Home Care Program, Breast Cancer Support Program, Continence Management Program, Stomal Therapy Program, In-Home Lactation Support Program and the Homeless Persons Program. RDNS Sisters attended several hospitals to observe and learn special care needed to some patients, e.g. to the Austin Hospital to learn the care required for paraplegic and quadriplegic patients at home, and to Mount Royal Hospital to observe the care of patients in the Rehabilitation ward. A Community Nursing Education Program was extended to student nurses from hospitals and to other nursing organizations. These Education programs kept the RDNS Sisters abreast of new techniques, such as changes in technology for e.g. new testing methods in detecting glucose levels in Diabetic patients. Sr. Nan Deakin obtained a Post Basic Certificate in Psychiatric Nursing and included this area in her Education lectures. Sr. Daphne Geldard specialized in the area of Alzheimer’s disease and Dementia. These Sisters visited patients in District areas with the regular RDNS Sister when required. Every member of staff, both professional and non professional staff, received regular education in the Education Department. In 1980, a Home Health Aide pilot study, funded by the Federal Government, the Brotherhood of St. Laurence and RDNS, with the program written and taught by Sr. Rowley, was evaluated as successful, and Home Health Aides were employed and worked in RDNS Centres under the supervision of the RDNS Sisters. The RDNS Sisters are wearing the uniform of the day which was a short sleeve white blouse under a royal blue V neck tunic style frock with the RDNS insignia on the left upper area. Sister Pelosi is being transferred by another RDNS staff member from a bed via a hoist into a wheelchair as a demonstration during an Education session.From the founding of the Melbourne District Nursing Society (MDNS), in 1885, known as the Royal District Nursing Service (RDNS) from 1966, equipment was loaned and demonstrated to patients, and their family members, to enable them to care for the person in their home. In the 1970s RDNS employed a Physiotherapist who taught RDNS staff correct transferring techniques, including the use of a hoist when this became available. These student nurses are doing their Nursing training at the Western General Hospital and are being given a lecture by RDNS Nurse Educator, Sister Hengstberger, during their Community Nursing Education Program with RDNS. The photograph is taken at the RDNS Education Department at 448 St. Kilda Road. During their training, Student nurses from several hospitals either attended the Royal District Nursing Service (RDNS), Education Department, or, a RDNS Nurse Educator travelled to the appropriate hospital’s Education Department to educate the Trainees on District nursing through the RDNS Community Nursing Program. Following the lectures, Students went to a RDNS Centre and each student accompanied a Registered nurse (Sister) for a week observing and gaining knowledge of all facets of nursing care in the home. This gave them an insight into the home conditions and situations patients faced after discharge from hospital. In 1972 Designed Noeline King designed a new uniform for the Northern District School of Nursing. Yellow and White dress with a yellow jacket. 1st worn by School 80 (31/07/1972) Students nurses wore this distinctive uniform in wards and were affectionately known as "Yellow Canaries"The Uniform was worn to the forced school closure in July 1989 as a result of transfer of nursing education into Colleges of Advanced Education.
