The Norman Oliver collection. Norman Oliver was three times Mayor of Bendigo - 1950-51, 1964-65, 1970-71. Twenty one pages of typed speech notes for 'my policy speech on the occasion of this 1955 election for the Legislative Assembly of the State of Victoria'. Corrections and additions in black ink. Topics and policies mentioned in the speech include : Rotary, Housing, old people, gaols and institutions, roads and motor cars, parking and traffic confusion, education (university for Bendigo), industries, libraries, power and transport, water supply, sewerage, swimming pools, and the dangers of Communism. Norman Oliver was standing as a candidate for the Country Party. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" A second article "Anger over reserve power" by Laeta Antonysen provides commentary from the three Planning Special Committee community members, former Eltham Shire Councillor Jim Connor, Bronwyn South and Janet Mattiske about the process that took place and the first time use of the spoecial reserve power to overturn the decision of the committee. Barry Rochford, Nillumbiuk CEO defends the use of the power.The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. This is a souvenir of a ‘Back To’ celebration in Warrnambool in 1934. There had been a large-scale ‘Back To’ in Warrnambool in 1930, perhaps prompted by the growing interest in the history of the town ( this was evidenced in many country towns in Victoria at the time) and the need to gather together the remaining older local people as those regarded as pioneers of the district were fast dying out. In 1934 the State of Victoria was celebrating the centenary of the first permanent white settlement at Portland and many other places besides Melbourne took this opportunity to have a reunion of past and present citizens. Also Warrnambool had at the time two men very interested in the history of the settlement – Henri Worland and Patrick O’Grady and the first Warrnambool Historical Society was established the following year with Worland and O’Grady prominent in its establishment and Martin Carter on the first committee as well. Martin Carter, whose name appears on this envelope was the organizer of the 1934 reunion. The Carter family had long been established in Warrnambool as saddlers and Martin Carter was a Warrnambool Councillor from 1917 to 1925 and Mayor during three of those years. No information is available on the ‘Miss Adams ‘ in the address but ‘ R. F. Kennedy & Co.’ refers to the well-known pharmacy business in Timor Street Warrnambool.This envelope is of interest as a souvenir of a ‘Back To’ in Warrnambool in 1934. This is a small envelope with most of the back flap missing. The inside of the envelope has a blue lining. The envelope has a franked green Australian stamp and a Warrnambool Post Office stamp. A handwritten address is on the right side of the envelope. On the left side is a printed poster/advertisement in blue, black and grey colouring. Mr Stirling and his family came from the wester district - Winchelsea. He settled at the Old Station. A few people were employed at the Orbost Stationb and there was settlement on the Orbost flats, Mr T. T. Stirling held the land from Lake Tyrers to Bemm River as a cattle run. A postcard to the Comradeship Committee when a Legatee was travelling in England. The postcard is a picture of the Trooping of the Colour in London shown as rows of Queen's guardsmen. It is addressed to Hugh Caffrey (?) at Legacy House. It is dated 15 June 1995. It says: "G'day Hughie. Recognise me. I'm behind the bloke in the hat in the back row. Had a wonderful VE-50 week of celebrations. The RAAF were really looked after, reserve seats and all. A further week at the old dome was terrific. People were wonderful to us. Have just returned from 21 days around Europe Fantastic. About the head around the British Isles and Ireland. Regards to all at Legacy, Cheers.
