The former Ballarat Circuit Court Building, later the first building of the Ballarat School of Mines, was demolished to make way for a new custom built Art School building. Sir Alexander Peacock opened the Ballarat Technical Art School in July 1915. It cost 10,000 pounds and was constructed by the Public Works Department from plans drawn by the then Art School Principal, Herbert H. Smith. The building contractors were Messrs Gower and Eddards. According to the SMB Annual Report of 1914 'the internal upholstering and fittings have all been carried out in Australian timbers, with Queensland maple largely used throughout.' Before this building was constructed art and craft classes were held in various buildings around Ballarat. The building could be described as federation-art deco in style. It features sandstone insertion with sandstone string coursing. The base of the building is rusticated sandstone. The relief stone panel on the front with the words "Technical Art School" features stone pilaster brackets and corbels. In the centre front can be seen rectangular sandstone pediment with decorative stonework incorporating the date of construction. The windows in the lower floor feature five supporting keystones whereas the upper windows have sandstone lintels. The building also features decorative cast iron downpipes. The entrance on the northern side has attractive leadlight glazing in an art deco style. Above the door a miner's lamp and pick are featured in the design. The building is functional in design with large metal windows in the south wall to ensure good light into the studios. The northern wall has standard double hung windows. The interior of the building features a carved wooden staircase and cast iron ceiling vents. The rear drawing studios can be made into one large studio by opening panelled timber doors. Tippett, M.B.E. in whose honour the library was named thus commemorating dedicated service since 1934 as a member of the Council of the School of Mines and Industries Ballarat Stamp Battery The stamp battery for treating gold ores was first intriduced in California. A heavy iron stamp is raised on a cam and let fall so that its weight causes the quartz which is held in the mortar box. This three head battery was installed in the mining laboratory of The School of Mines, Ballarat in 1898 and crused many hundreds of tons of quartz. It was reected on this site to commeorate the centenary of the School of Mines in 1870. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. University of Ballarat is a predecessor institution of Federation University Australia. Federation University VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree – on the basis of extensive work experience and knowledge. The first intake of students was in 1979. The first graduation ceremony to be held in Founder's Hall in 1981 was this intake of students. The Hall was opened by Sir Zelman Cowen, Governor General of Australia. He was first knighted as Knight Bachelor in 1976. In 1976 the tethertiary division of the School of Mines was, by government decision, merger with another tertiary institution in Ballarat to vreate the Ballarat College of Advanced Education while the remainder of the School of Mines continued to be based at Lydiard Street serving the needs of Technical and Further Education. The 1870s Founders Hall, erected from the provceeds of the Centenary Appeal for a sum of approximately $800,000, commemorats the intiative of the founders of the original School of Mines and its "descendants", including Ballarat C.A.E., as well as formal technical education in Australia. The hall accomodates approximately 670 people in theatre type seating and was intended for multiple purpose use by community groups as well as by the College. Construction of the Hall commenced in 1878. A., Minister of Mines, accompanied by Mr W. Everard, M.L.A., Mr. V. Dickson, secretary for Mines, and Mr. Merrin, Chief Mining Inspector, visited Smith's Gully for the purpose of opening, the new Government battery which has recently been erected. The party arrived punctually at 12.30, and was received by an assemblage of about 200 residents, including, those representing local prospecting and mining interests. At the mill house the Minister wished prosperity to mining on the old Queenstown field, and, in a few appropriate remarks, gave the battery the name of St. Andrew's. Then, as the stamps began to fall, three hearty cheers were given by the gathering. ….. The Queenstown field, dating back to the early sixties, might be regarded as a link that took them back to the Augustine age of gold mining in Victoria…From 1868 to 1918 the total yield of gold from the field was 274,606 fine oz. It might be that here, as elsewhere, deeper prospecting would give new life to the Queenstown goldfield. The miners of Queenstown, who through long year's had never lost faith in the possibilities of the field, felt that the purpose for which they were that day marked the beginning of a new era in the history of local reefing. …. The new mill is situated on the bank of the creek opposite the Queenstown Cemetery, and consists of a five head battery (Berdan pan) and 12 h.p. portable steam engine housed in a spacious structure of wood and iron. A concrete weir across the creek provides a good water supply, and all the necessary pumps, settling dams, etc., have been installed. Later on, should circumstances warrant it, it is pro-posed to erect Wilfley tables for concentrates. The newspaper clipping caption is incorrect. The Club Hotel featured in the article was located on the north side of Mount Dandenong Road. It was destroyed by fire in 1890 prior to re-opening later on the south side where it operated until sale and demolition in 2020 to make way for a retirement village. At that time the Club Hotel in Mt Dandenong Road, East Ringwood was owned by a George Wiggin. There were antimony mines operating nearby. The present-day Club Hotel is on this site.
