The Shire of Eltham Office was constructed in the late 1960s on the original site of Shillinglaw Cottage. Upon cessation of the Shire as a local government body following dismissal of councils by the Kennett Liberal Government in December 1994, the new Nillumbik Shire offices were located in Civic Drive, Greensborough. The Shire of Eltham office building was demolished and the site has remained vacant ever since. The three pine trees which featured in front of Shillinglaw Cottage and then the Shire of Eltham Offices remain standing on the vacant site as of 2017. Library Development The library building has been designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally-made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are a number of features. The building includes a foyer with a fireplace suitable for displays including artwork; a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists will be added externally and internally to the building. The library floor area is approximately 1200 sq metres and houses a collection of 50,000 items. The community multi-purpose room, foyer and community display area totals approximately 300 sq metres. These areas will be available to the community for such events a~ meetings, displays, classes, functions and art exhibitions. The Toy Library and Adult Literacy Group will also be based in the new complex. David Fletcher Jones (1895-1977) was a travelling hawker who opened a business in Liebig Street, Warrnambool in 1924. In 1931 he opened The Man's Shop at the corner of Liebig Street and Koroit Street. He sold suits and overcoats tailored in the work rooms upstairs. In 1948 his factory known as Pleasant Hill was opened in Flaxman Street in Warrnambool, the site of an old quarry. In 1951 the company Fletcher Jones and Staff was formed with the staff owning 51% of the shares, By the 1970s Fletcher Jones and Staff had become one of the largest clothing companies in Australia with 55 shops and 3000 employees. In 1992 the Warrnambool City Council bought the factory and gardens with the site now a tourist attraction. Although the name is retained today for trading purposes the original Fletcher Jones company has been dissolved. The screen is a representation of the Fletcher Jones factory post 1967. It a wool tapestry by Martin Prider who was a painter and caretaker what the Fletcher Jones factory. He lived in one of the Fletcher Jones cottages on site. (Robin Boyd Age Small Homes Scheme, today Heritage listed.)This is an interesting memento of the Fletcher Jones company and the factory. It was done by a local resident and features the famous Fletcher Jones gardensTapestry fire screen in a rectangular light timber frame depicting the Fletcher Jones Factory Gardens. The screen has two timber feet, non relective glass and appears to be a wool tapestry. The image of the gardens is after 1967 as the silver ball is included and that was erected in 1967. Lyndoch Home for the Aged was established in 1952 and has developed with a wide range of facilities for the aged since that date. The original Lyndoch property near the mouth of the river Hopkins was owned by a Melbourne tea merchant, George Rolfe, who bought the land when there were only on the site a couple of cottages and a larger building which had been a school, Warrnambool Grammar, run by Henry Kemmis. Rolfe acquired the land in the 1870s and named the property Lyndoch after the town in the Barossa Valley where he had lived. He owned Lyndoch for 44 years and it was his stepdaughter, Florence Lake who built in the 1920s the bungalow known as Lyndoch which forms the original building of the Lyndoch Home for the Aged. Since Feb 2014 (most recent Google Street View as of Jan 2018), both sites have been bulldozed and new developments built.The Margaret Ball (Pre 1960s Houses) Collection was a personal project initiated to mark the year 2000 and arose as a result of the disappearance of many pre-1960s parts of Eltham due to development. Approximately 200 pre-1960s style houses that were left in Eltham between Main Road and east to Bible Street, between Cecil Street to the north and south to Dalton Street were photographed in late 1999.
