This figure overshadows a small man, representing Prime Minster James Scullin with a suitcase labelled “Jim S, London to Australia”. This is a reference to the PM’s decision to travel to London to seek an emergency loan and to attend the Imperial Conference (a meeting of Prime Ministers of the British Empire) He is holding a sling shot. The image has a “David and Goliath theme” denoting Australia as the underdog, a contest where a smaller, weaker opponent faces a much bigger, stronger adversary. The artist Percy Leason (1889 - 1959) was a painter and cartoonist renowned for his depictions of Australian society in the 1920s and 1930s. He lived in Eltham at his property 'Landscape' which he built in New Street (present day Lavender Park Road) from about 1924 to 1938 when he moved to the USA. In 1931 his cartoons were published in the Melbourne magazine “Table Talk” (although it cannot be confirmed that this one was). The original source of this image for the SEPP collection was the Publisher Thomas Nelson based in Melbourne. Gandhi was involved in the Round Table peace conferences of 1930-1932 organised by the British Government and Indian political personalities to discuss constitutional reforms in India. The black and white drawing shows two men beneath a pedestal and sculpture of a head with the words “MELBA. A GREAT AUSTRALIAN”. Percy Leason (1889 - 1959) was a painter and cartoonist renowned for his depictions of Australian society in the 1920s and 1930s. He lived in Eltham from about 1924 to 1938 when he moved to the USA. In 1931 his cartoons were published in the Melbourne weekly magazine “Table Talk”, usually a whole page on page 8 or 9. (although it cannot be confirmed that this one was). "Jones purchased a quiet little weekend retreat in the hill', published in 1928. This book, ‘The Practical Measurer’, by Alexander Peddie, is subtitled ‘Tradesman and Wood Merchant’s Assistant’. It is a tradesman’s guide to measuring and contains many tables of measurement. The inscription in the front of the book shows that it belonged to Thomas Osborne and that he obtained it from D. McColl who is identified in the inscription as the Chief Engineer of the steam ship, ‘Julia Percy’. There is a record of a Donald McColl owning the vessel ‘Mimmie Dyke’ and sailing it to Mauritius in 1856 and there is also a record of the death of a Donald McColl in 1880 so these two facts may refer to the D.McColl mentioned by Thomas Osborne (especially as he refers to him as ‘poor old Mr D. McColl’). Thomas Hamilton Osborne was born in Port Fairy in 1851. He had a lifelong interest in ships and in Warrnambool was the Secretary and then Manager of the Western Steam Navigation Company for 16 years. Osborne wrote many articles with nautical themes using the nom-de-plume of ‘Sliding Gunter’ and had a great love of, and interest in, the ship, ‘Julia Percy’ and when he died in 1902 his body was put on board the ‘Julia Percy’ and he was buried at sea. The ‘Julia Percy’ (built 1876) was a well-known steamship on the western Victorian coast for many years. Later it plied the Queensland coast, saw service in West Australian waters, was renamed the ‘Leeuin’ and was used as a coal hulk until it was scuttled in 1935. The signature in the book of T. Hyland may indicate that he donated the book to the Warrnambool and District Historical Society. This book is of prime importance because:- 1. As a book printed in 1863 it is of antiquarian interest. 2. The connection with Thomas Osborne is of key interest as he was a notable figure in Warrnambool’s 19th century history, especially in maritime circles. 3. The connection with the ship, ‘Julia Percy’, is of particular interest as it was a prominent ship in Warrnambool’s maritime history. This is a hard cover book of 448 pages with brown and gold leather binding on the spine and cover edges and a brown and tan mottled pattern cover. The book has a Preface, a Contents page, information on how to measure all types of solid figures and how to measure work involved in the various trades – masons, carpenters, painters, glaziers, plumbers etc. It also has two Appendices with information on the measurement of sawn timber. The text has many tables and diagrams. The first page has a handwritten inscription in black ink and the back pages have some mathematical calculations written in pencil and a mathematical problem with its solution written in ink. This Australian Comforts Fund badge is part of a set of eleven badges collected from the 1920s to the 1940s by Dr W. R. Angus. The badge was sold by the ACF in 1940 to raise funds for gifts to send to the Australian troops serving overseas. The badge is one of a set of badges that represents various organisations that he had interests in. The Australian Comforts Fund was a mostly female, volunteer-run organisation officially recognised by the Government. It began in 1916 as an amalgamation of groups of people who wanted to support the Australian troops abroad with Items of comfort to supplement the essential items provided by the Australian Military Forces. The ACF raised funds to purchase goods, pack them and send them overseas. One of their fund-raising activities was 'button days' where buttons such as this one were given to those who gave donations. The ACF closed down after World War I but was re-formed at the start of World War II. Items that the ACF sent to the troops included personal toiletry items such as toothbrushes and toothpaste, magazines, pyjamas, singlets and socks. They also provided sporting equipment, recreational music, writing materials and postcards. Special hampers were sent to the troops at Christmas time. The maker, P J King, (Percy John King), originally established his engraving and ie casting business in Russell Street, Melbourne in 1893 in partnership with Charles Walder Bridgland, continuing on his own from 1899. Percy and his son John Howard King set up a new business P J King Pty Ltd in 1928 making uniform buttons. In the late 1980s, it merged with two other companies that then became J J Cash, now known as Cash's Australia. The set of badges was donated to Flagstaff Hill Maritime Village by the family of Doctor Angus, Surgeon and Oculist. It is part of the “W.R. Angus Collection” which includes historical medical equipment, surgical instruments and material belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) and Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. The W.R. Angus Collection: - The W.R. Angus Collection includes historical medical equipment, surgical instruments and material belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) and Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. It includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. During World War II He served as a Military Doctor in the Australian Defence Force. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later added the part-time Port Medical Officer responsibility and was the last person appointed to that position. Dr Angus and his wife were very involved in the local community, including the planning stages of the new Flagstaff Hill and the layout of the gardens there. Dr Angus passed away in March 1970.This badge represents the efforts of the women volunteers in Australia to support the Australian troops overseas in WWI and WWII. This badge is one of a set of significant badges that connects Doctor Angus with Australian organisations of the early-to-mid 20th century, including those relating to military service support. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The Collection includes historical medical objects that date back to the late 1800s.The ACF Badge is a star-shaped, gold, glittered red enamel and metal badge. The star has six points. The enamel surface is textured. The border and front inscription of the badge is gold. It is the badge of the Australian Comfort Fund, made by P.J. King and dated 1940. Frank Wright was a renown resident of Smeaton, where he was born in 1901. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. The Frank Wright Medal at the Royal South Street competition is awarded to an individual recognized as making an outstanding contribution to brass music in Australia.Black and white photograph postcard of a brass band marching and playing their instruments. This hand written letter, in black ink script on blue lined paper, is impressed with the official stamp of the Victoria Steam Navigation Board. The left margin has the reference “S82/12" It is transcribed: "Victoria Steam Navigation Board, Melbourne, January 12th 1882 To Frederick Chapman, Master, S.S. "Julia Percy" You are herewith furnished with a copy of the report of the Official Court which assembled to enquire into the circumstances attending the collision between the steamers "Julia Percy" and "Nelson" off Apollo Bay near Cape Otway on the morning of the 25th December 1881, and you are hereby expected to attend at the Board Room, Custom House, Melbourne, at 2pm, on 13th January instant to show cause why you should not be censured accordingly. [Signature] Secretary" This document refers to the matter of a collision between two steamships, the Julia Percy and the Nelson, on 25th December 1881. The Julia Percy was at that time owned by her first owners, the Warrnambool Steam Packet Company, and she sailed under the command of Captain Chapman. She had left Melbourne the evening of 24th December, with about 150 passengers, sailing in fine weather through Port Phillip Heads around 9pm. She was headed for Warrnambool, Belfast (now named Port Fairy) and Portland. The Julia Percy was off Apollo Bay when Captain Chapman was woken by the ship’s whistle after midnight, the steamer Nelson being on a collision course with the Julia Percy.[See Link.] The Nelson struck Julia Percy midship. Boats were lowered from the ship (apart from a damaged lifeboat) and about 30-40 of the passengers boarded the Nelson. The engine room and the forehold were checked and found clear of water. The company manager, Mr Evans, had been on the Nelson, so he boarded and inspected the Julia Percy and the decision was made to continue on to Warrnambool with the passengers as there appeared to be no immediate danger. However, Captain Thomas Smith said the Nelson was taking on water, so Julia Percy followed her for about an hour towards Melbourne on standby in case of need. Then Julia Percy turned around towards Warrnambool again. Shortly afterwards the Nelson turned to follow her, the ships stopped and passengers were returned to Julia Percy, and three from Julia Percy boarded the Nelson. Both ships proceeded on their way. Julia Percy passed Cape Otway light afterwards, signalling that there had been a collision. It was discovered later that one of the passengers was missing, then thought to have boarded the Nelson but later thought to have fallen into the sea and drowned while trying to jump from Julia Percy to Nelson. There had been 3 tickets purchased under the same name of that passenger “Cutler”; a father, son and friend named Wordsworth, which had caused quite some confusion. No further mishap occurred to either ship and both the Julia Percy and the Nelson reached their destinations safely. An enquiry was instigated by the Victoria Steam Navigation Board regarding the cause of the accident between the two steamships, in connection with the death of Cutler who was supposed to have lost his life by the collision. The enquiry resulted in the following decision: "The Victorian Steam Navigation Board having taken into consideration the points urged by Captain Thos [Thomas] Smith and also by his legal advisers, is of opinion that the charge prepared against him has been sustained, but taking into consideration Captain Smith’s previous good conduct and character, the board suspends his master’s certificate No 227 issued by this board for a period of six calendar months from this date – Robert Fullarton, Chairman. “The Victorian Steam Navigation Board having beard the statement of Captain Frederick Chapman urged in his defense to the charge of dereliction of duty as master of the Julia Percy, in having no standing order on board that vessel to be called in the event of any approaching steamer’s lights being seen, find such charge sustained, and censure him accordingly – Robert Fullarton, Chairman.” ABOUT “JULIA PERCY” The S.S. Julia Percy (later named Leeuwin ) was an iron passenger-cargo steam ship built in 1876. At one point in time the Julia Percy would sail from Warrnambool to Melbourne every Friday and return from Melbourne to Warrnambool every Tuesday. The cost of a return ticket for a Saloon Fare was £1.0.0. She would sail “if practical and weather permitting”. Shipping was the cheapest and most practical means of carrying produce and goods during the period 1840-1890. Regular domestic steamer services commenced in the Warrnambool district in the late 1850’s and by 1870 the passenger trade was booming. Produce was loaded from the jetty into ‘lighters’ (small boats), which took it to the ships at anchorage in the bay. Passengers were taken to the ship’s side then climbed aboard up ladders or gangways. The coming of the railway in October 1889 meant the gradual decline and end of the steam shipping era. The Julia Percy was built in Glasgow by Thomas Wingate & Company, Whiteinch, in 1876 for the Warrnambool Steam Packet Company, which commissioned her for trade in Victoria’s western district. She was first registered in Warrnambool, Victoria in 1876. The Julia Percy changed hands several times. Her next owner was the Western Steam Navigation Co (1887), managed by Mr. T.H. Osborne (the company’s office was on the corner of Timor and Liebig Streets, Its north-western wall is now part of the current Warrnambool Regional Art Gallery. ) The Melbourne Steamship Co became the next owners (1890), followed by William Howard Smith and Sons (1901) for use in Queensland coastal trades, then she was bought by George Turnbull in 1903 and used for local mail contract in Western Australia. The Julia Percy was sold to the Melbourne Steamship Company Ltd. (1906) and re-named the “Leeuwin” but continued in her Western Australian coastal run. She was converted into a coal hulk in Melbourne in 1910 as a result of damaged caused when she was driven against the jetty at Dongara during a gale. The ship was eventually dismantled and scuttled in Bass Strait on 28 December 1934. The document is significant for its association with the wreck of the Leeuwin (Julia Percy), which is on the Victorian Heritage Register, VHR S413. . It is historically significant for being a rare artefact that has potential to interpret aspects of Western Victoria’s 19th century steamship trade and Victorian cultural history. The Leeuwin (Julia Percy) is listed on the Victorian Heritage Register as being historically significant ‘as one of only four wrecks of steamships in Victorian waters associated with the western district of Victoria’s coastal steamship trade. The sample of steel from which the S.S. Julia Percy’s boiler was made has been tested, according to the attached label. The test involved heating the steel to blood red temperature (or dark red colour) then dipping it into water and bending it when it was cold. A “very severe test for quality” was written on the ticket by T.H. Osborne. (Mr Thomas Hamilton Osborne was the secretary for the Western Steam Navigation Co, established in Warrnambool in 1886. The company’s office was on the corner of Timor and Liebig Streets in Warrnambool and its north-western wall is now part of the current Warrnambool Regional Art Gallery. ) Cold bending of steel in a press or through rollers is the typical method of curving steel for construction. The steel needs to be manufactured in such a way that it is strong enough yet still flexible enough not to crack when bent or rolled. The boiler on the Julia Percy could have been a Scotch Boiler, a design introduced in the 1870’s and still being used today. This design was more robust that previous boilers, generating higher working steam pressures. The design incorporate greater ability to roll iron plates, leading to greater strength, thicker plating and fewer riveted joints. They were originally made of iron then later incorporated steel sections until they were entirely constructed of steel. Many examples of this type of boiler can be found on wreck sites. A luggage ticket is tied onto the steel and has an inscription on it. This strong, heavy bank safe was made by W. Marr in London. It was formerly owned by the ANZ Bank in Portland, Victoria. Portland’s ANZ Bank was originally a branch of the Bank of Australasia, which first came to Australia in 1835, opening in Sydney. Portland’s Bank of Australasia began in a bluestone building built on the north corner of Julia and Bentinck Streets by stonemason William Robb in 1855, around the time of Australia’s Gold Rush. Eventually, in 1951, the Bank of Australasia merged with the Union Bank to become the Australia & New Zealand Bank, known as the ANZ. Portland’s branch of the Bank of Australasia then moved into the old Union Bank building at 44 Percy Streets; both bank buildings were built around the same. The maker of this safe, W. (William) Marr, obtained a patent in 1834 for what is believed to be the first fire-retarding patent, building this into the lining of strong boxes. Others made further design improvements such as hardening the metal plates used to make the boxes. In about 1840 Thomas Milner, a Sheffield tinsmith, made the earliest safes that could safely protect their contents from a surrounding fire. This was achieved by including tubes of a substance between the inner and outer walls of the safe that would react to the heat and the contents would put the fire out. In 1851 an Exhibition at London’s Crystal Palace included fire-proof safes from different vendors. William Marr was listed under Fireproof Box Makers in the 1842 London Trades Directory, at 33 Broad Street, and 52 Cheapside. William Marr & Son were appointed to supply Her Majesty’s National Debt Office and other departments in 1860, with the address 9 Walbrook, Vulcan Safe Works, Skin Yard, Bankside, Southwark, London. 1n 1870 the address for William Marr listed under Safe Makers and Agents in the London Trades Directory was 67 Cannon Street. The manufacturer, W Marr, is significant as an inventor of a way to make a strong box fireproof, then patented his secure safe. This invention indicates that security of money was of great importance in the mid-1800s as it continues to be today. The secure safe would have given much comfort to those with investments and savings, as well as to the bank itself, the custodian of other people's money. This safe was made in London and exported to colonial Australia, giving significance to the safe as an item that was high in the list of the needs of the early Australians and their businesses. The safe has local historical significance as it was used by the original Bank of Australasia in Portland, which was built in 1855 and went on to become the ANZ Bank, still in operation today. The bank was an integral part of the establishment and growth of commerce in Colonial Victoria.Safe; heavy metal bank safe, painted green. Double doors each have top and bottom external hinges, and two front panels; the top panels are arched. The thick doors have five sliding locks. Inside is a fixed metal compartment with a locked sliding metal drawer, and several fitted shelves plus some temporary removable shelving. Both doors have a decorative brass knob near the centre opening. Left door has an oval artificial keyhole and a space where another fitting has been attached. The right door has a second brass knob and an oval keyhole. The top panels of the left door has an oval plaque with an inscription; the right door has evidence that there was an oval attachment. This beautifully made ship model is a side relief of the steam ship “S.S. Nelson”, which was launched in 1877. The model’s case stands out because of its ornately carved internal frame. Relief models of ships, sometimes called half models, were often built by the shipbuilders as an exact scale model of the finished ship. The shipbuilders would use the model to ensure that the design was balanced. They would use the model as a point of reference during building. Also, ship models were used to demonstrate the designs to prospective buyers. It is not known whether this model of the “S.S. Nelson” was made for these purposes. HISTORY of the “S.S. Nelson” During the period 1840-1890 shipping was the cheapest and most practical means of carrying produce and goods to and from coastal towns such as Warrnambool. In the 1850s regular domestic steamer services began and by 1870 the passenger trade was booming. Passengers were taken to the ship’s side in small boats called lighters, which took it to ships at anchorage in Lady Bay, then climbed aboard up ladders or gangways. Their fare covered accommodation Saloon/Cabin section (higher class and more expensive) or the Steerage section (lower class and less expensive, below deck level). Produce included livestock such as pigs and fowls, and dairy products, bales of wool, and potatoes. The goods were loaded from the Warrnambool Jetty into the lighters. The S.S. Nelson was built by Messrs Blackwood and Gordon of Port Glasgow for a cost £25,000 in 1877. She was an iron screw steamer with an overall length of 200 feet, beam 25.5 feet and a depth of hold of 19.4 feet, which gave her a gross measurement of 649 tons. Her engines gave her a best speed of 13 knots and a maintainable speed of 12 knots. She was described as a handsome, star decked, efficient steamship, fitted with accommodating for 75 first class passengers in a saloon, and 40 second class passengers in a cabin. The S.S. Nelson arrived in the colony of Victoria on March 9th, 1877. She was first registered in Warrnambool by the Warrnambool Steam Packet Company under the management of Mr William Evans, and employed in the coastal trade of south west Victoria. She was very popular in 1878, registered under the new ownership of the Western Steamship Navigation Company, trading between Melbourne, Warrnambool and Portland. Captained John Nicholson commanded the S.S. Nelson after the previous captain, Thomas Smith, was suspended in 1882 for six months by the Victorian Steam Navigation Board following the collision between the S.S. Nelson and the S.S. Julia Percy. Other Captains include S Drewet and John Thompson. The S.S. Nelson was sold to Messrs. Huddart, Parker and Co. and re-registered in Melbourne on June 23rd, 1890. The new owners intended to use her for their Bass Strait crossing between Melbourne, Victoria and Launceston, Tasmania. On the night of Friday, June 27th 1890, under the command of Captain Carrington, she was on her way to Launceston on her first crossing for her new owners. She had no passengers and very little cargo and was to return to Melbourne with passengers the following morning. She was only 21 hours out of the dock when she struck Porpoise Rock in the Tamar River. All crew of 25 were saved but the bulkheads gave way and she rapidly filled before keeling over and disappearing in approximately 130 feet of water. The new owners had fully insured the almost 14-year-old S.S. Nelson with the Australian Alliance Insurance Company and she had only been in their possession for four days. This ship model of the S.S. Nelson is significant for its connection with the steam screw ship S.S. Nelson, one of a fleet of vessels owned by the Warrnambool Steam Packet Company. The S.S. Nelson was specifically built and purchased for the Victorian coastal trade business of the late 19th century, when shipping was the cheapest and most practical means of transporting goods and passengers between Victoria’s coastal towns and the major port at Melbourne.
