The Eltham Roads Board was established in 1856. This is a unique significant record of early settlers in the Shire of Eltham. One of 6 early rate books. This is among the oldest items in the EDHS collection. An article in the Eltham and Whittlesea Shires Advertiser Friday 21 Nov 1941 Page 5 titled: District's Early History states: "The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was (pounds)153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra."Ledger with printed columns: Number, Name of Occupier, Description, Where situated, Cultivated land, Pasture land, Estimated annual value of buildings, Rate, Remarks, Arrears collected, excused, unoccupied, uncollected and amount actually collected. The first newsletter of the Society was issued May 1978 and has been published continuously ever since on a bi-monthly basis. With the cessation of the Shire of Eltham in late 1994, the Society's name was revised to Eltham District Historical Society and this name first appeared with issue No. 103, July 1995. This photo was taken in 1985. Alf Watson, a descendent of settlers of the district - the Smiths and the Yungs whose children attended this school, is standing to the right of the building. The history of Happy Valley State School 1863 The school opened as Lucky Woman's in 1863. The school was located in the Linton area, a small mining township. The first head teacher was Thomas Lea. 89 students had enrolled. 1883 The name of the school changed to Happy Valley. The brick school building was built in this period. 1920s Enrolment declined in the 1920s to around 10 students. 1932 Enrolment continued to decline and the school was closed. 1933 The school reopened briefly under head teacher Selina McFarlane. 1936 It closed again at some stage before reopening in 1936 under head teacher Maxwell Brown. The idea to develop a book on the history of the Shire of Eltham to be edited by noted author, Alan Marshall in celebration of the shire's centenary was initiated in 1969. The Shire of Eltham Historical Society undertook significant research in conjunction with Alan Marshall locating material at various institutions and other societies; interviewing longer term residents and a public campaign through the local press to acquire photographic material for duplication and use in the book. The public campaign received generous response and the material collected became the genesis for the Shire of Eltham Pioneers Photograph collection now held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library). Yields information about a collision between a tram and motor vehicle at the Victoria St terminus and issues with the driver of the motor vehicle being fatigued and the effects of alcohol - see article written on Coroners inquests by Alan Bradley.Ten page copy, from scanned original of a Coroner's Inquest and proceedings into the death of Bernard John Bourke in Ballarat following a collision between a motor car driven by the deceased and SEC tram No. 12 at the Victoria St terminus on, 5/7/1963. The Coroners Inquest was held on 28/8//1963. The copy of the inquest from the Public Records Office Victoria - VPRS 24/P2, unit 62, file 1963/1399. A post mortem on 7 July found fractures of ribs and associated lung damage, and concluded that “death was caused by stove in chest”. On 8 July Bourke’s blood was analysed. The conclusion: “I analysed this blood and found it to have an alcohol content of 0.120%. This blood alcohol level in an eleven stone man would be equivalent to the minimum consumption of eight, seven ounce glasses of beer”.
