On 13/4/1954 Prime Minister Menzies told parliament of the detection of Vladimir Petrov and his wife Evdokia to Australia from the Soviet Embassy. The Scripture Referendum was held on the same day as the Victorian Parliamentary Elections, in which J. Bowser ran against A.K. Buckley for a seat in the legislative assembly in the electoral district of Wangaratta and Rutherglen. The Scripture Referendum had three questions: "1. Are you in favour of the Education Act remaining as at present, strictly secular? 2. Are you in favour of such legislation as shall cause the scheme of Scripture lessons recommended by the Royal Commission on Religious Instruction to be taught in State schools during school hours to children whose parents desire the teaching (such lessons would be given subject to a conscience clause exempting teachers who object)? 3. Are you in favour of the prayers and hymns selected by the Royal Commission being used?" Following a Royal Commission in 1854, the building of a new Asylum at Kew began in 1864. It was built to replace the Yarra Bend Asylum on the Fairfield side of the Yarra River. Work started in 1864 and was completed in 1872 at a cost of ₤198,334. Operating over a period of 116 years, and often renamed to take account of public sensitivities, the ‘Kew Lunatic Asylum’ was one of the largest asylums built in Australia. ‘Willsmere’ was finally closed in December 1988 and sold by the Government of Victoria in the late 1980s.A rare and historically significant photograph of female staff of the Kew Hospital for the Insane, in front of the central wing. The photograph is one of a pair donated to the Kew Historical Society by Frances Dorothea Van Brummelen (1931-2011) in 1994. Following her graduation as a social worker, Fran Van Brummelen joined the staff of Kew Cottages in 1969, and became senior social worker there in 1971. She remained at the cottages until she retired in 1994. Earlier, In 1987, with psychiatrist Cliff Judge, she founded the Kew Cottages Historical Society becoming its president. In 2002, the pair collaborated on the book Kew Cottages: the World of Dolly Stainer, which was later commended in the Victorian Community History Awards. Following a Royal Commission in 1855, the Gold License was changed to the Miner’s Right, which reduced the fee and required annual payment, rather than monthly or quarterly.The fourth Goldfields Act, passed in early 1858, gave increased privileges to holders of Miner's Rights. These included the right to make residential claims, allowing the cutting of timber on claims and giving the right to build races and dams on any crown lands for mining purposes. This certificate is in the name of Samuel Richardson who brought it to Orbost.This item is of historical significance as it is associated with positive outcomes for gold miners brought about by the Eureka Stockade rebellion and its subsequent democrat changes. It is also associated with the Richardsonfamily who were early settlers in Orbost.A certificate for a miner's right printed on paper. It cost one pound. It was Not Transferable. Details have been filled out in ink. At the top of the licence is an elaborate etching, under the heading 'Colony of Victoria'. Inside a shield is a young woman, crowned, seated, with shipping in the background. oO her left is a miner with hat presenting her with a gold nugget while on her right, a farmer presents grain to her. The 19th of May marks the anniversary of the turning of the first sod of the outfall sewer. In 1888, a Royal Commission into Melbourne’s public health led to an ambitious plan to construct a sewerage system of underground pipes, sewers and drains to carry sewage from homes and factories to a sewage treatment farm. The commission also supported the establishment of the Melbourne Metropolitan Board of Works (MMBW), the authority that would build the sewerage system and manage Melbourne’s water supply. The Victorian School of Forestry (VSF) was established in October 1910 at Creswick. It was located at the former Creswick Hospital, built in 1863 during the gold rush. The creation of VSF was one of the many recommendations of a Royal Commission held between 1897 and 1901 into forest degradation. The first tertiary forestry school in Australia, VSF was administered by the Forests Commission Victoria (FCV) until 1980, when VSF amalgamated with the University of Melbourne to become that institution's School of Ecosystem and Forest Sciences. The portrait was commissioned after Higinbotham's death in 1893. A committee was appointed to investigate the making of a portrait and they appointed Mr L Bernard Hall, instructor and later director of the National Gallery of Victoria. George Higinbotham (1826-1892) had a distinguished career as a newspaper editor and politican before becoming a Judge of the Supreme Court in 1880 and the third Chief Justice in 1886. Higinbotham was a long serving attorney-general in the 1860s colonial administration. Higinbotham was active in the education, land and constitutional debates of his time. He played a prominent role through his chairmanship of the of the Royal Commission into Public Instruction with regard to the introduction of the free and secular primary school education.The portrait of George Higinbotham is of historic significance as the depiction of an important public figure in 19th Century Victoria.
