The first Eltham Police Station was in the small building opposite Dalton Street rented from Mr Jarrold in 1857. In 1859 a dedicated Police Residence was built at 728 Main Road. A small weatherboard Police Station was attached to the side of the residence and a blue stone cell at the rear. Also on site were stables for the police horses. The Eltham Courthouse was built in 1860 and is the oldest public building in the district. In 1959 the Victoria Police purchased a house in Pryor Street to be refurbished as the Eltham Police Station. In 1961 the Police in Eltham move into Pryor Street refurbished buildings and office. During 2001 to 2002, the Eltham Police Station was demolished and a new complex constructed on site. Reproduced Page 76 "Pioneers and Painters" One wet and miserable October night in 1866 a well-spoken young Irish braggart, who was wearing a poncho or riding cloak, knocked on the door of the home of Mrs. James Russell (nee Haughton) in Russell Road, Warrandyte. Realising that he was weary and hungry, Mrs. Russell gave the young visitor food and a bed in a hut up the back yard. The next morning she found he had gone as Harry Houghton had obligingly rowed him across the river in a mining punt. The man was Robert Burke (aka Bourke but real name Clusky), a known bushranger, who was being hunted by the police. Burke went to Kangaroo Ground where he stayed at Wellers Hotel before moving onto Hurstbridge. At Hurstbridge some hours later, he was eating breakfast given him by Miss Ellen Hurst, whose suspicions were aroused when she noticed a pistol in his pocket. Hastily she informed her brother, who loaded a shot gun and confronted Burke, an argument broke out and Burke produced a pistol. Hurst fired his shotgun, but missed. The two scuffled and during the scuffle, the pistol fired, wounding both Hurst and Burke. Burke was over-powered by some station hands and placed under arrest. Hurst, unfortunately, died later that day. Poor young boastful Burke - he was found guilty of murder and hanged, despite a strong recommendation for mercy and a large petition signed by Melbourne citizens claiming that he reacted in self defence. This handwritten reference pertains to Samuel Baird, first student of Ballarat College and was provided and signed by the first Principal of the College, Robert Oliver McCoy. The letter was written on 27 March 1873. The letter remained in the family's keeping until July 2013 when it was donated to the school by a descendent of Samuel Baird. Social significance - The letter gives an indication of the values held by the school and deemed vaulable in the adult owrkforce in the 1870's. Samuel Baird attended Ballarat College 1864 - 1872. He was the first student enrolled at the school. His father, Samuel Baird, was the first engineer for the city of Ballarat. According to his grandson Samuel Baird was indentured to a local chemist in Ballarat. He moved to Melbourne and took over the chemist business Hood and Co in Elizabeth Street Melbourne. This business remained in the family for a further generation. This certificate is accompanied by an earlier certificate indicating that Samuel also sat a matriculation examination in October 1871 and passed in four subjects (000132.1). The certificates are accompanied by signed receipts from the University of Melbourne for matriculation examinations at a totla of four times - Receipt no 503 30 October 1871 for 5 subjects (000132.2) Receipt no 495 6 August 1872 less than six subjects (000132.3) Receipt no 696 29 October 1872 for 8 subjects (000132.4) Receipt no 195 14 February 1873 for matriculation exam (000132.5) for purchased copies of matriculation certificates. This infers that Samuel Baird sat some portion of the matriculation certificate over four examinations. Record 000131 is related to these items being a reference from the Principal Robert Oliver McCoy for Samuel Baird written in 1873. This book was part of a large group of books referred to as the Pattison Collection, which belonged to the Warrnambool Public Library, part of the Warrnambool Mechanics’ Institute. About RALPH ERIC PATTISON and the ‘PATTISON COLLECTION’ The ‘Pattison Collection’ is a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art and valuable specimens in almost every branch and many wonderful national curiosities, are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the WMI was led to ask the City Council to take it over in 1911 due to a lack of financial support. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Public Library as it was then called. Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up a home in Warrnambool. In 1935 when Pattison accepted the position as City Librarian for the Warrnambool City Council his huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. THE NEW WARRNAMBOOL LIBRARY When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. WARRNAMBOOL MECHANICS’ INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853, a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November 1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half-yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860s the Mechanics' Institute struggled as membership waned but in 1866, after a series of fundraising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however, it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former courthouse in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much-loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historical books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historical Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed artworks and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. This sepia coloured photograph show the image of the former Bank of Australasia in Warrnambool. The two-storey building was built for the bank on the corner of Timor and Kepler Streets and opened there for business in 1860. It is now one of the City's Historic Buildings. The Bank of Australasia was incorporated by Royal Charter of England in March 1834. It came to Australia on 14th December 1835, opening in Sydney. The Acting Superintendent of the Bank of Australasia in Sydney at that time was David Charters McArthur. He was Superintendent from 1867-to 1876. The Melbourne branch of the Bank of Australasia opened on 28th August 1838 in a two-roomed brick cottage on the north side of Little Collins Street. Two huge mastiff dogs were kept in the backyard and let loose at night to guard the bank. The government also provided an armed military sentinel. Due to the bank's rapid growth, a new building for the Melbourne branch was opened in 1840 at 75 Collins Street West. By 1879 the bank had been upgraded to a magnificent two-storey building on the corners of Collins and Queens Streets, with the entry on Collins Street. In 1951 the Bank of Australasia amalgamated with the Union Bank to form the Australia and New Zealand Bank, now known as the ANZ. Then in 1970, the ANZ merged with both the ES&A and the London Bank of Australia to form the ANZ Banking Group Limited. The ANZ Banking Group Ltd kindly donated a variety of historic items from the Bank of Australasia. BANK of AUSTRALASIA, WARRNAMBOOL – In 1854 Warrnambool had two banks, the Union Back and the Bank of Australasia. Later, completely different bank businesses opened; in 1867 the National Bank of Australasia, then in 1875 the Colonial Bank of Australasia. The original Warrnambool branch of the Bank of Australasia was established in July 1854, and operated from a leased cottage on Merri Street, close to Liebig Street. The bank later bought a stone building previously erected by drapers Cramond & Dickson on the corner of Timor and Gibson Streets. Samuel Hannaford was a teller and then Manager at the Warrnambool branch from 1855 to 1856 and the Warrnambool Council chose that bank for its dealings during 1856-57. In 1859 Roberts & Co. was awarded the contract to build the new Bank of Australasia branch for the sum of £3,000. The land was on a sand hill on the northeast corner of Timor and Kepler Streets and had been bought in 1855 from investor James Cust. The new building opened on May 21, 1860. The bank continued to operate there until 1951 when it merged with the Union Bank to form the ANZ Bank, which continued operating from its Liebig Street building. Warrnambool City Council purchased the former Bank of Australasia building in 1971 and renovated it, then on 3rd December 1973 it was officially opened as the Art Gallery by Cr. Harold Stephenson and Gallery Director John Welsh. The Gallery transferred to the purpose-built building in Liebig Street in 1986 and the old bank building is now the Gallery club. Red Ensign 1801 design. - The British red ensign was altered in 1801 to include the change to the design of the Union Jack. British legislation required, with a few exceptions, that all merchant shipping throughout the British Empire fly the British Red Ensign, without any defacement or modification. The ensign is sometimes referred to as the red duster. The Royal Navy stopped using the Red Ensign in 1864. This red ensign was used by the Surgeons of the Kyneton District Mounted Rifles to indicate their location. The Banner is a large red ensign mounted on a 10 foot long polished wooden pike. The Banner was used by the Kyneton District Mounted Rifles, later The Royal Volunteer Cavalry Regiment (Prince of Wales Hussars), then Prince of Wales Victorian Light Horse, ancestor units of the modern day 4th /19th Prince of Wales’s Light Horse Regiment. In the binding is the inscription ‘Kyneton Prince of Wales Light Horse’ and three names: Surg-Major S Smith MRSLE, Dr McMillan, and Maj Thirkettle. These surgeons played a significant role in the military and civil affairs of Kyneton. Dr McMillan Dr McMillan was the first surgeon but left KPWLH 2-3 months after its formation and little else is known of him. Surgeon-Major Samuel Smith 1836 Born, Scotland 1857 Surgeon to the Hon. He also had a notable collection of stuffed native birds and animals of which he had great knowledge. Major Thirkettle 1855 Major Thirkettle arrived in Kyneton Established a timber merchant and ironmongery business in Kyneton with Robert Burton. 1857 By 1857 he was practising as an architect. His house is still standing in Yaldwin St, West Kyneton. 1860 Joined the Prince of Wales Light Horse 1863 Joined Rifle Volunteers and appointed Captain. On their disbandment he was made Honorary Major. 1864 Won Queen’s prize for rifle shooting. Major Thirkettle was noted for his skill with woodwork. He won many prizes and orders of merit for his models of yachts It is believed likely that he made the wooden pike with its metal head (now missing). He was Tyler of the Zetland Lodge, also Secretary of the MUIOOF and Bowling Club. 1904 Died in Kyneton, aged 75 years Protection for medical services The Surgeons’ Banner indicated the location of the Regimental Aid Post. The use of this device in the 1860’s overlapped the adoption of the Red Cross which became the symbol for the protection of sick and wounded soldiers. In 1864 twelve European nations signed a treaty stating that in future wars they would care for all sick and wounded military personnel, regardless of nationality. They would also recognise the neutrality of medical personnel, hospitals and ambulances identified by the emblem of a red cross on a white background. The treaty was called the Geneva Convention. This Convention was concerned only with soldiers wounded on the battlefield. Over the years, however, it has been expanded to cover everyone caught up in conflicts but not actually taking an active part in the fighting. The Surgeons’ Banner complements the Colours of the Kyneton District Mounted Rifles, also held by the Unit History Room, in presenting the colonial period of the Regiment’s history. Provenance It is believed that the Banner was manufactured in Britain and brought to Australia by Samuel Smith. After the disbanding of Colonial units, the Banner was in the care of the Shire of Kyneton until presented to the 4/19 Prince of Wales’s Light Horse Regiment on 14 September 1986 on the occasion of the Regiment exercising its right of freedom of entry to the city. There are many examples of Regimental and King’s/Queen’s Colours held by various organisations. However A Surgeons’ Banner such as this is rare, if not unique, in Australia. Henry Hurst and his family settled at Allwood, Hurstbridge. It is his family that the town name comes from. In 1886 Henry had a scuffle with a bushranger known as Robert Burke in the Hurst home. During the scuffle a pistol was fired wounding both men. Burke was overpowered by some station hands and placed under arrest. Hurst later died. This wall clock originated from the Bank of Australasia. The label on the base matches other items from the same donor. It was spring powered by winding the key mechanism with the clock's key through the hole in the clock face. The hinged door on the base of the clock's case allows access to the clock's working mechanism. James Murray (son of James Murray 1780-1847) was a maker of clocks and chronometers. He worked at No. 1, Royal Exchange, London and from 1861 at 107 Great Bourke Street, Melbourne. In 1854 William Kerr ordered a clock from James Murray and erected it on the Albert Street frontage of the National Model & Training School in Spring Street Melbourne. It was Melbourne's first turret clock and remained there for 80 years before it was transferred to the Public Library in Melbourne in 1934 (now Museum Victoria). This exchange note was issued by the Bank of Australasia to Mr N A Coleman for one hundred pounds paid n 14th October 1847 at the Sydney branch. The interest rate was three per cent. This exchange note displays the insignia of the Bank of Australasia, which was incorporated by Royal Charter of England in March 1834. The bank began in Australia on 14th December 1835, opening in Sydney. The Acting Superintendent of the bank at that time was David Charters McArthur. He was Superintendent from 1867-to 1876. The Melbourne branch opened on 28th August 1838 in a two-roomed brick cottage on the north side of Little Collins Street, where two huge mastiff dogs were used at night to guard the bank. The government also provided an armed military sentinel. Due to the bank's rapid growth, a new building for the Melbourne branch was opened in 1840 at 75 Collins Street West. By 1879 the bank had been upgraded to a magnificent two-storey building on the corners of Collins and Queens Streets, with the entry on Collins Street. In 1951 the Bank of Australasia amalgamated with the Union Bank to form the Australia and New Zealand Bank, now known as the ANZ. Then in 1970, the ANZ merged with both the ES&A and the London Bank of Australia to form the ANZ Banking Group Limited. The ANZ Banking Group Ltd kindly donated a variety of historic items from the Bank of Australasia. BANK of AUSTRALASIA, WARRNAMBOOL – In 1854 Warrnambool had two banks, the Union Bank and the Bank of Australasia. Later, completely different bank businesses opened; in 1867 the National Bank of Australasia, then in 1875 the Colonial Bank of Australasia. The original Warrnambool branch of the Bank of Australasia was established in July 1854, and operated from a leased cottage on Merri Street, close to Liebig Street. The bank next bought a stone building previously erected by drapers Cramond & Dickson on the corner of Timor and Gibson Streets. Samuel Hannaford was a teller and then Manager at the Warrnambool branch from 1855 to 1856 and the Warrnambool Council chose that bank for its dealings during 1856-57. In 1859 Roberts & Co. was awarded the contract to build the new Bank of Australasia branch for the sum of £3,000. The land was on a sand hill on the northeast corner of Timor and Kepler Streets and had been bought in 1855 from investor James Cust. The new building opened on May 21, 1860. The bank continued to operate there until 1951 when it merged with the Union Bank to form the ANZ Bank, which continued operating from its Liebig Street building. Warrnambool City Council purchased the former Bank of Australasia building in 1971 and renovated it, then on 3rd December 1973 it was officially opened as the Art Gallery by Cr. Harold Stephenson and Gallery Director John Welsh. The Gallery transferred to the purpose-built building in Liebig Street in 1986 and the old bank building is now the Gallery club.
