Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. The inscription "David Evans, Timor St., June 1875" is assumed to be the previous owner, perhaps a donor to the Old Warrnambool Library. The book is part of Flagstaff Hill's Pattison Collection. The author, Thomas Edward Cliffe Leslie (1825 – 1882) was an Irish jurist and economist and was the Examiner in Political Economy in the University of London, and a Professor in Queens University in Ireland and Queen's College, Belfast. The book was published by Longmans Green and Co of London. The publisher firm, Longmans, Green & Co, was originally founded in 1724 in London by Thomas Longman under the name Longman. In August of that year, he bought the two shops and goods of William Taylor and set up his publishing house there at 39 Paternoster Row. The shops were called Black Swan and Ship, and it is said that the 'ship' sign was the inspiration for Longman's Logo. After many changes of name and management, the firm was incorporated in 1926 as Longmans, Green & Co. Pty Ltd. The firm was acquired by Pearson in 1968 and was known as Pearson Longman or Pearson PLC. The book is significant for its connection to the publisher Longmans, Green and Co., of London, a firm that has been established for over two centuries, renowned for publishing encyclopedias, dictionaries, books on English grammar, textbooks, poetry, reference books, novels, magazines and more. The book has additional importance for its connection to the Pattison Collection, which, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institutes’ Collection. The Warrnambool Mechanics’ Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and its important role in people's intellectual, cultural and social development throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. Belonged to the Melbourne Harbour Trust Commissionersarge, wooden, rectangular "Roll of Honour" board for the Melbourne Harbour Trust Commissioners. It was their honourary board for employees who went to the 1st World War. comprised of seven panels with names of people carved into them. The centre panel has "in Memorium' in brass lettering and is raised out from the three panels which flank it on either side. The main lettering across the top of the board is made from brass, and is attached to the wood. A circular brass crest is featured in the centre top of the board, which is flanked by carved gum leaves and nuts. An advertisement regarding the Buxton Hotel in Buxton. Thomas David Robb (1886-1967), was the licensee at the time of the photograph. He, and his wife Alice May Evans, ran the Buxton Hotel for 25 years. The Buxton Hotel was built by William Burchall, probably in the late 1870s. The first owner, who also had land locally, was Frederick Nichols (1833-1904). The Buxton Hotel is located directly opposite the General Store. It was fronted with two huge oak trees and bordered and backed by large pine trees. It was a weatherboard structure with a painted corrugated iron roof. Old split wood shingles were covered by corrugated iron, which overlaid the shingles to make the roof watertight. The Administrative Council hoped the publication would increase interest in Technical Education, especially the Art of Mining. He would also hope the public would recognise the Ballarat School of Mines as an institution adapted to supply technical education. Section I outlines the establishment of the Ballarat School of Mines, the buildings and land used by the school, describes in detail the former Ballarat Circuit Court and describes the lecture rooms. Section II describes the Ballarat School of Mines Museum, including a description of exhibits. Section III describes the lecture hall, and the apartments on either side of the hall, including the office of the registrar W.H. Barnard, mathematical classroom, chemical laboratory, and metallurgical laboratory. Section IV outlines the subjects offered by the Ballarat School of Mines, including Mathematics taught by John Victor of Grenville College, who had been educated at Trinity College Dublin. Mining and Land Surveying was taught by C.W. Thomas. Mr Croll taught mechanical drawing, followed by Jonathan Robinson of the Union Foundry, and finally S. Keast. It then lists some text books used in the school. Section V mentions the School Council, lack of funds, future directions, mining laboratory. Vi- Describes the land and out buildings, and the proposed building for metal and wood turning, brass foundry, blacksmith, working engine, etc. This section describes some large donations to the school - 50 pounds from the Misses Meglin of Melbourne, 10 pounds 10 shillings to the 'Pyrites fund' by the Walhalla and Long Tunnel Companies in Gippsland. Section VII covers the teaching of chemistry by Joseph Flude. Section VIII outlines the metallurgy classes and the process of assaying. Section IX covers telegraphy taught by Mr Bechervaise Section X describes the examination process at the Ballarat School of Mines. Examiners in mathematics were G.J. Russell (Buninyong) and John Lynch (Smythesdale), mining and land surveying John Lynch and P.C. Fitzpatrick (Ballarat), Principles and Practice of Mining R.M. Serjeant (Band and Albion Consols), Mechanical Engineering John Lewis (New North Company Clunes, Mineralogy and Geology G.H. F. Ulrich, Assayign and Chemistry J. Cosmo Newberry, and Telegraphy R.L.J. Scrap book containing invoices relating to accounts to be paid by the Ballarat School of Mines between 1870 until 1875. The School of Mines at Ballarat was the first school of Mines in Australia and was established in 1870. The works done to the former Ballarat Circuit Court House were overseen by Robert Davidson (architect and Surveyor) with the contractor being James Williams. Large book, green leather with red binding, numerous original invoices pasted onto the pages. The first pages of the scrapbook includes correspondence relating to the refurbishment of the former Ballarat Court House which was used as the Ballarat School of Mines from 1870. The following information is from http://melbourneday.com.au/about.html, accessed 30 August 2016 Melbourne was founded on 30 August 1835 by settlers who sailed from Van Diemen’s Land (Tasmania) aboard the schooner Enterprize. They landed on the north bank of the Yarra River and established the first permanent settlement, close to where the Immigration Museum at the Old Customs House — on the corner of William and Flinders Streets — stands and the place today known as Enterprize Park. Melbourne Day Committee was established to help correct the record about the founding of Melbourne and celebrate its anniversaries. The settlers came from Launceston in search of sheep-grazing land. Land had become expensive and there had long been stories told by whalers and sealers working in Bass Strait of fertile land to the north. This was the southern part of the colony of New South Wales, which the Colonial Government did not want settled at that time. After the Henty family crossed Bass Strait and settled at Portland in 1834 others quickly followed. The north bank was chosen because a small waterfall, or rapids, stopped further progress up the river. The waterfall also separated the tidal movement, providing a vital supply of fresh water. The site had previously been noted by the colony of New South Wales' surveyor, Charles Grimes, in 1803. The north bank also offered more stable, suitable ground. The people of the Kulin nation are the traditional owners of the land that became Melbourne — including the Boonwurrung, Woiwurrung, Taungurung and Djadjawurrung people, who gathered in this place for ceremonies and cultural activities. The topsail schooner Enterprize you see today is a full-size replica of the one that brought the settlers and has become a symbol of Melbourne Day. Her keel was laid at Polly Woodside Maritime Museum in 1991, and the $2.5 million, 27m vessel was launched by Felicity Kennett on 30 August, 1997, at Hobsons Bay. The original ship was bought by John Pascoe Fawkner in April 1835 specifically to search for a suitable place for a settlement in the Port Phillip District. After helping establish Melbourne, the original Enterprize continued operating as a coastal trading vessel for a number of years. She eventually disappeared off the shipping register in 1847, having been wrecked on a sand bar in the Richmond River in northern NSW, with the loss of two lives. The replica is managed by the Enterprize Ship Trust, a not-for-profit organisation. The first settlers were those on board the Enterprize — her crew and passengers. They were John Lancey , master mariner and Fawkner’s representative; Enterprize's captain, Peter Hunter; George Evans, plasterer/builder; carpenters William Jackson and Robert Hay Marr; Evan Evans, George Evans’ servant; and Fawkner’s servants ploughman Charles Wise, general servant Thomas Morgan, blacksmith James Gilbert and his pregnant wife, Mary. And Mary's cat! Enterprize set sail on her historic voyage from Launceston on July 21, 1835, stopping at George Town in northern Tasmania where creditors detained Fawkner. He was therefore not part of the first trip to Melbourne. Enterprize then left on August 1 under the command of captain Hunter. The expedition was led by Lancey, Fawkner's delegate. The party first considered Western Port and the eastern side of Port Phillip for a place to settle, before deciding on the Yarra’s north bank — known today as Enterprize Park. This hand written letter, in black ink script on blue lined paper, is impressed with the official stamp of the Victoria Steam Navigation Board. The left margin has the reference “S82/12" It is transcribed: "Victoria Steam Navigation Board, Melbourne, January 12th 1882 To Frederick Chapman, Master, S.S. "Julia Percy" You are herewith furnished with a copy of the report of the Official Court which assembled to enquire into the circumstances attending the collision between the steamers "Julia Percy" and "Nelson" off Apollo Bay near Cape Otway on the morning of the 25th December 1881, and you are hereby expected to attend at the Board Room, Custom House, Melbourne, at 2pm, on 13th January instant to show cause why you should not be censured accordingly. [Signature] Secretary" This document refers to the matter of a collision between two steamships, the Julia Percy and the Nelson, on 25th December 1881. The Julia Percy was at that time owned by her first owners, the Warrnambool Steam Packet Company, and she sailed under the command of Captain Chapman. She had left Melbourne the evening of 24th December, with about 150 passengers, sailing in fine weather through Port Phillip Heads around 9pm. She was headed for Warrnambool, Belfast (now named Port Fairy) and Portland. The Julia Percy was off Apollo Bay when Captain Chapman was woken by the ship’s whistle after midnight, the steamer Nelson being on a collision course with the Julia Percy.[See Link.] The Nelson struck Julia Percy midship. Boats were lowered from the ship (apart from a damaged lifeboat) and about 30-40 of the passengers boarded the Nelson. The engine room and the forehold were checked and found clear of water. The company manager, Mr Evans, had been on the Nelson, so he boarded and inspected the Julia Percy and the decision was made to continue on to Warrnambool with the passengers as there appeared to be no immediate danger. However, Captain Thomas Smith said the Nelson was taking on water, so Julia Percy followed her for about an hour towards Melbourne on standby in case of need. Then Julia Percy turned around towards Warrnambool again. Shortly afterwards the Nelson turned to follow her, the ships stopped and passengers were returned to Julia Percy, and three from Julia Percy boarded the Nelson. Both ships proceeded on their way. Julia Percy passed Cape Otway light afterwards, signalling that there had been a collision. It was discovered later that one of the passengers was missing, then thought to have boarded the Nelson but later thought to have fallen into the sea and drowned while trying to jump from Julia Percy to Nelson. There had been 3 tickets purchased under the same name of that passenger “Cutler”; a father, son and friend named Wordsworth, which had caused quite some confusion. No further mishap occurred to either ship and both the Julia Percy and the Nelson reached their destinations safely. An enquiry was instigated by the Victoria Steam Navigation Board regarding the cause of the accident between the two steamships, in connection with the death of Cutler who was supposed to have lost his life by the collision. The enquiry resulted in the following decision: "The Victorian Steam Navigation Board having taken into consideration the points urged by Captain Thos [Thomas] Smith and also by his legal advisers, is of opinion that the charge prepared against him has been sustained, but taking into consideration Captain Smith’s previous good conduct and character, the board suspends his master’s certificate No 227 issued by this board for a period of six calendar months from this date – Robert Fullarton, Chairman. “The Victorian Steam Navigation Board having beard the statement of Captain Frederick Chapman urged in his defense to the charge of dereliction of duty as master of the Julia Percy, in having no standing order on board that vessel to be called in the event of any approaching steamer’s lights being seen, find such charge sustained, and censure him accordingly – Robert Fullarton, Chairman.” ABOUT “JULIA PERCY” The S.S. Julia Percy (later named Leeuwin ) was an iron passenger-cargo steam ship built in 1876. At one point in time the Julia Percy would sail from Warrnambool to Melbourne every Friday and return from Melbourne to Warrnambool every Tuesday. The cost of a return ticket for a Saloon Fare was £1.0.0. She would sail “if practical and weather permitting”. Shipping was the cheapest and most practical means of carrying produce and goods during the period 1840-1890. Regular domestic steamer services commenced in the Warrnambool district in the late 1850’s and by 1870 the passenger trade was booming. Produce was loaded from the jetty into ‘lighters’ (small boats), which took it to the ships at anchorage in the bay. Passengers were taken to the ship’s side then climbed aboard up ladders or gangways. The coming of the railway in October 1889 meant the gradual decline and end of the steam shipping era. The Julia Percy was built in Glasgow by Thomas Wingate & Company, Whiteinch, in 1876 for the Warrnambool Steam Packet Company, which commissioned her for trade in Victoria’s western district. She was first registered in Warrnambool, Victoria in 1876. The Julia Percy changed hands several times. Her next owner was the Western Steam Navigation Co (1887), managed by Mr. T.H. Osborne (the company’s office was on the corner of Timor and Liebig Streets, Its north-western wall is now part of the current Warrnambool Regional Art Gallery. ) The Melbourne Steamship Co became the next owners (1890), followed by William Howard Smith and Sons (1901) for use in Queensland coastal trades, then she was bought by George Turnbull in 1903 and used for local mail contract in Western Australia. The Julia Percy was sold to the Melbourne Steamship Company Ltd. (1906) and re-named the “Leeuwin” but continued in her Western Australian coastal run. She was converted into a coal hulk in Melbourne in 1910 as a result of damaged caused when she was driven against the jetty at Dongara during a gale. The ship was eventually dismantled and scuttled in Bass Strait on 28 December 1934. The document is significant for its association with the wreck of the Leeuwin (Julia Percy), which is on the Victorian Heritage Register, VHR S413. . It is historically significant for being a rare artefact that has potential to interpret aspects of Western Victoria’s 19th century steamship trade and Victorian cultural history. The Leeuwin (Julia Percy) is listed on the Victorian Heritage Register as being historically significant ‘as one of only four wrecks of steamships in Victorian waters associated with the western district of Victoria’s coastal steamship trade.
