Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. This medal is one of only a few medals donated by a group of generous gentlemen as tokens of their appreciation of the talent and industry of high achieving students in the years 1869 - 1870. The medal was awarded to Charles J Henderson when he completed his Matriculation Examination at the very young age of 13 years. The 1869 College annual report states that this examination, which granted entry into Melbourne University, was held in Ballarat for the first time in 1869. Candidates had to pass in at least six of the nine possible subjects in order to pass. Charles Henderson (born 3/02/1856) was the eldest son of the Rev. William Henderson of St Anderw's Kirk, Ballarat, distinguished founder of Ballarat College. Charles was only the third student enrolled at Ballarat College in July 1864. The Ballarat College annual report 1869 states the medal was awarded in appreciation of his 'success in passing so creditably the Matriculation examination at the age of thirteen years'. This medal has historic significance because it dates from the first decade of the history of the College. It has social significance because the recipient was the third student enrolled at Ballarat College, the eldest son of the founder of the College. The medal is unique and is one of only a few privately donated between 1869-1870 by a group of gentlemen affiliated with the college.This gold-plated round-shaped medal has front embossed with Minerva head, name of school and school motto. The rear of the medal is inscribed with names of medal donors. There is a straight metal pin hinged to the right side of the rear of the medal. There is a small catch attached to left side of the rear of the medal. The side edge of the medal is inscribed with name of the recipient and title of the award. The medal is housed in a rectangular cardboard box and nestled in cotton wool.The box has a blue lid and white base.Embossed around inner edge of medal front "Studiis Claritudo Venit. This honour roll was found in poor condition in a district antique shop. It was fully restored by an enthusiastic local lady, It was presented to the Soldiers Memorial Military Museum on 20 April 2022. The Museum is now known as the Bendigo Military Museum. There is a gold rim around the inside of the picture frame. Inside are 15 oval openings, in which are black and white portraits of WW1 soldiers. The writing and captions are in white paint. The disc belonged to Thomas William Tuckerman, No 7318, 2nd Australian Tunneling Company AIF. He enlisted on 16.4 1917 aged 38 years, embarked on 4.8.1917.
