The historic Victorian ‘couta boat “Viator” was built by renowned boat builder J.R. Jones of Williamstown in Melbourne, between 1890 and 1920. He was one of the early builders of this design. The features of Viator - carvel planked, open cockpit, vertical stem and straight keel, single mast and a pivoting centreboard - are all characteristics of an early Bass Strait ‘couta boat. This has been confirmed by experienced Victorian ‘couta boat restorer Tim Phillips. Viator served as a ‘couta fishing boat in the Warrnambool area until the mid-1930s, then some say she served as a mail ferry across to Portland. Later it was used as a fishing and recreation boat for local families. For years Viator sat in a paddock in East Warrnambool until purchased in 1975 and donated to Flagstaff Hill. ‘COUTA BOATS - The ‘couta design for vessels is believed to have originated at Port Phillip, Victoria, for the purpose of the Barracouta (‘couta) fishing industry, being both fast and seaworthy. , The 'couta fish was an important food fish in Australian waters, supplying Melbourne with plenty of inexpensive fish. VIATORY’S OWNERS - Some of Viator’s history is known: - 1940, registered Port Fairy and owned by G.J. Richards. - 1941-1945, registered in Port Fairy and owned by Jens “Peter” Petersen. - 1950’s “Brusher” Richards of Warrnambool and Port Fairy used it for fishing. - Peter Watson and his son also went fishing in Viator. - Frank Ferrier, boat builder, was an owner (son of ‘La Bella’ hero, William Ferrier) - Arthur Rogers owned Viator too, then sold it to Terry Pridmore and Wayne Moorefield - The Viator was stored in a paddock, unused, in Fairmont Avenue, Warrnambool, where it was gradually deteriorating. - 1975 Viator was purchase at a very reasonable price from Pridmore, then donated to Flagstaff Hill Maritime Village. RESTORATION - Shipwright Erik Mikkelsen soon started restoration on the Viator after it arrived at Flagstaff Hill in 1975. In 2006 the Maritime Museums of Australia awarded a grant to Flagstaff Hill Maritime Village to assist with the restoration and renovation of the Viator. Its restoration continues today in the care of Flagstaff Hill’s boat builder. J R. JONES - boat builder The photograph of the EVA MYRL shows the builder J R Jones with his team of workers. The other photograph is of the Sturrock Coot, taken a Albert Park Lake in St Kilda.The Viator is the most significant boat in the Flagstaff Hill's fleet, being the last remaining local 'couta boat and one of few existing examples of this craft. Viator received Heritage status with the Australian Maritime Museums Council and is listed on the Australian Register of Historical Vessels in 2006 (ARHV Number: HV000561). Viator was built in Victoria in the early days by renowned boat builder J.R. Jones, and sailed by fishermen for many years, both local and on the coastal waters of Victoria, and was possibly used for the mail service. This photograph of the Warrnambool Lighthouse Keeper's Quarters was donated together with an accompanying letter written by John Lindsay on October 21st, 1997. The letter was addressed to Howard Nicholl, the Director of Flagstaff Hill at that time. The following information was gleaned from the contents of the letter and the labels attached to the photograph:- The photograph of the Cottage was taken in about 1917. The woman is Gertrude Shade, married to James Shade, who was the Warrnambool Town Council's Officer responsible for keeping records of Shipping activity entering and leaving the busy Port of Warrnambool. The couple and their children, Janet and William, were residents of the Assistant Lighthouse Keeper's Quarters at that time. The family is pictured in the garden on the west side of the building. A washhouse, these days referred to as a laundry, is behind the building and had already been removed when the Flagstaff Hill Planning Board had access to the site in 1972. The corrugated iron veranda was replaced in the 1980s with a smaller covered entry. Janet Shade married the man who lived across the road, Stewart Lindsay, in 1935. Stewart was employed by Nestle at the age of sixteen, working in the export department. He was acting Manager when the Manager became ill, supervising the loading of dairy products and biscuits into the holds of the waiting ships, where they were then exported to Indonesia. Many of the ships were registered in Liberia and the seamen were called 'lascar seamen, or Indian Sailors. Janet and Stewart had a son, John Stewart Lindsay, who was a Pharmacist, a member of the Warrnambool City Council, the Mayor of the City of Warrnambool, a former Director of Flagstaff Hill, and Chairman of the Flagstaff Hill Advisory Committee.This photograph has significance as a historical record of the Warrnambool Lighthouse Kerr'er's Quarters in 1917. The photograph connects the cottage to local families, to local industry, to the Port of Warrnambool, and to overseas exports from Warrnambool. Photograph from c. 1917 depicts the western side of the Warrnambool's Lighthouse keeper's Quarters constructed in bluestone, which was where the Assistant Lighthouse Keeper resided. The image shows the corrugated iron lean-to, and other rooms that were added to the original building after 1872, which were removed in the 1970s due to their poor condition. The members of the family pictured were residents at the time; Gertrude Shade (Mrs James Shade), her daughter Janet and her son William. Inscriptions are on the reverse and the accompanying envelope. This photograph taken between 1883-1888, shows the Steam Packet Inn, which was at the end of Stanley Street in Warrnambool, close to the Breakwater and Port of Warrnambool. It was renamed later as the Lady Bay Hotel. THE STEAM PACKET INN The Steam Packet Inn was originally located at the end of the first jetty that ran out into Lady Bay. It was purchased by Manifold and Bostock in 1854 with the first building being a private BOND STORE. An old horse-drawn tramway went past the Bond Store and out onto the Jetty, providing a method of transporting goods. The Bond Store was converted in 1863 into a hotel named the Western Steam Packet and then called the STEAM PACKET HOTEL or INN, a stone building. The Steam Packet Inn building was owned by E.D. Evans of the firm of Evans and Gleeson, livery stables. The Steam Packet Inn’s licensee between 1883-1888 was B.C. Jewell. In 1889 the building was reconstructed and a second storey added. At this time (1889-1890) the name was changed to the BAY VIEW HOTEL. The hotel was extensively damaged by the first of the two earthquakes in Warrnambool in 1903. The hotel was renamed LADY BAY in 1954 and altered and enlarged. It then occupied the site of two former hotels, the Bayview and the Prince of Wales. When the Lady Bay Hotel was demolished a few years ago to make way for the Lady Bay Apartments the original walls of the old Steam Packet Hotel were still clearly visible inside the main bar area. STEAM PACKET INN and BOND STORE at FLAGSTAFF HILL MARITIME VILLAGE (Note that there are two buildings at Flagstaff Hill Maritime Village, a Manifold and Bostock Bond Store and a Steam Packet Inn with a licensee, B. Jewell (1883-1888), both remembering the one building that incorporated these two institutions in Warrnambool’s past. The current Steam Packet Inn in the Flagstaff Hill Maritime Village has an image of one the licensee's B.C. Jewell. Today The Steam Packet Inn, provides Flagstaff Hill Maritime Village with a great venue to host some of our events through the year and can be used for functions upon request.) GEORGE ROSE 1861-1942: - George Rose was a well-known Victorian photographer, famous for his late 19th and early 20th century photography. He was born in Clunes, Victoria, and was in his 20th year when he founded Rose Stereograph Company in 1880. He took the opportunity of a popular trend of the times to produce stereographs, pairs of almost duplicate photographs that appeared in 3D when viewed in a handheld stereo viewer. By the 1920s, these lost their popularity, so he used his photographic skills to produce cards and postcards of scenes and people. The George Rose postcard folders in this set were produced in Victoria and include pictures taken by the renowned photographer between 1880 and 1942. Each postcard records a moment in history and is significant as a way to compare and show the changes in the local environment and community, building a story of the local history. This folder has a green-grey textured rectangular card cover with a sketch of a rose on the front. The cover also contains the name of the postcard series, the location of the series' focus, the producer's details, and lines for adding an address. The folded cover contains a long, concertinaed page with six titled photographs on each side, totalling twelve. The breeches buoy and traveller block are part of the beach rescue apparatus used by lifesaving crew overseas and in Australia in the 1860s to 1960s. The breeches buoy (or chair bucket or petticoat breeches) were invented by Lieutenant Kisbee by the 1850s. It looks like a pair of canvas shorts with a cork lifebuoy ring attached around the top. The set-up works similar way to a zip wire and allows for two-way travel. Saving lives in Warrnambool – The coastline of South West Victoria has had over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it, followed in 1864 by a rocket house to safely store the Rocket Rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost one hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain and improve their skills, summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s the lifeboat and rescue equipment had become obsolete. Rocket Rescue Method - The first use of a lifesaving rocket rescue system is often credited to Captain Manby and his invention of a life mortar, first used in 1808 to fire a line onto a ship to rescue lives. Henry Trengrouse’s invention of 1820 was the first to use a sky rocket’s power to throw a line, and his invention included a chair for carrying the shipwrecked victims to shore. In 1832 John Dennett invented a rocket specifically for shore to ship rescue. It had an iron case and an 8 foot pole attached and could shoot the line as far as 250 yards (about 230 metres). From the 1860s the rocket rescue apparatus was in use. It comprised a breeches buoy and traveller block that was suspended on a line and manually pulled to and from the distressed vessel carrying passengers and items. Colonel Boxer, who had invented an early line-thrower, designed a rocket in 1865 with a range from 300 to 470 yards. It was the first two-stage rocket, with two rockets placed one in front of the other in a tube that carried the rescue line. The hemp line was faked, or coiled, in a particular way in a faking box to prevent twists and tangles when fired, and the angle of firing the rocket was measured by a quadrant-type instrument on the side of the rocket machine. Schermuly invented the line-throwing pistol around 1920, which used a small cartridge to fire the rocket. Victoria’s Government adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain, which used Colonel Boxer’s rocket apparatus rescue method. The British Board of Trade published instructions in 1850 for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle measured by the quadrant, inserting a rocket that had a light-weight line attached, then firing it across the stranded vessel. A tally board was then sent out with instructions in four languages. The ship’s crew would haul on the line to bring out the continuous whip line and attach the whip block to a mast or sturdy part the ship. The rescue crew on shore then hauled out a heavier hawser line, which the ship’s crew fixed above the whip block. The hawser is then tightened using the block on the shore end of the whip. The breeches buoy and endless whip are then attached to the traveller block on the hawser, allowing the shore crew to haul the buoy to and from the vessel, rescuing the stranded crew one at a time. The rocket system could also be used from one ship to another. This item is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. Many lives were saved but tragically, eight lives were lost.Breeches buoy and traveller lock; white canvas breeches (shorts) with lifebuoy ring attached to its waistband, with ropes for attaching it to the traveller block. Wooden traveller block has double brass inline sheaves and brass rollers on each cheek of the block, and each shell is scored for the strop. The thimble attached to the strop has a wooden slat for quick release of the breeches buoy. The ropes comprise of two equal lengths of rope that have been bunched together to form two loops, then bound together just below the loops, while the four hanging ends are looped around the lifebuoy, equally spaced, with each end finished in an eye-splice. This badge was produced to celebrate a gathering of past and present residents at Port Fairy in 1921, with the event officially called ‘Back to Port Fairy’. Port Fairy is on the Princes Highway, 28 kilometres west of Warrnambool. By 1921 Europeans had settled in Port Fairy for about 85 years, with John Griffiths setting up a whaling station on Griffiths Island in 1836 and James Atkinson establishing the town area in the early 1840s. Atkinson called the town Belfast and it was known by this name until 1887 when the name reverted to Port Fairy. The Back to Port Fairy celebrations in 1921 ran from November 10th to November 19th. A month before, in October 1921, the Glaxo factory, a prominent business in Port Fairy for many years, had been established.This badge is of minor interest as a memento of a celebration at Port Fairy in 1921 and is retained for display purposes.This is a metal badge with red edging, red lettering and a grey-coloured image of boats at the Port Fairy wharf. This is a SPRA, or Schermuly’s Pistol Rocket Apparatus. The large firearm type pistol would have been used to throw a line between ships, usually in the event of saving lives. The line throwing pistol consists of a long barrel with handle attached, a pistol grip and trigger, which fires a short blank cartridge. Accessories for the pistol included: flares, 12 gauge adaptor (to shoot 12 gauge flares), a wood plunger, and boxes of faked line. The stamp on the handle, Crown over "NP" is a Birmingham Proof House mark that dates the pistol between 1904 and 1954. However Schermuly's line throwing pistol was invented in the 192s and used on British Naval Ships from 1929. The serial number '22507' is only 806 numbers later than one on sale as a British Military WWII issue SRPA '21701'. This pistol appears to be made 125-1945. The apparatus was used as a life saving device for crew and passengers on vessels in distress that were only a few hundred metres from shore, often eliminating the need to launch a boat and risk lives to go out to the vessel in dangerous conditions. It could also be used from ship to ship rescue. The pistol would launch a line from shore to the vessel. The line would be attached to the vessel, then shore crew would send out equipment, including a breeches buoy, in which the stranded people could be pulled to shore. It has saved many lives at sea. The cartridge is loaded into the breech of the pistol and the rocket is inserted into the muzzle. On pulling the trigger, the gases generated by the fired cartridge eject the rocket on its correct line of flight, and at the same time, burst through the waterproof disc and ignite the propellant mixture, which carries the rocket and line on the remainder of the flight. The rocket consists of a weldless steel case filled with propellant mixture sealed in by a waterproof disc. Fixed to the rocket case is a direction bridle, to the end of which a short length of flexible steel wire is attached, this in turn being connected to the end of the line to be thrown. A complete rocket set, or line throwing kit. would include a wood carrying case, two coils of faked line in separate compartments, three rockets and a can of six cartridges. William Schermuly (1857 – 1929) - Founder of the Schermuly business. In 1897 he invented a trough-fired, line throwing apparatus. In 1920 he and his third son, Alfred James Schermuly, invented the pistol rocket apparatus and promoted this overseas during the 1920s. The system was approved by the British Navy in 1929 through an Act of Parliament, which made it compulsory for ships over 500 tons to carry this equipment. The company, Schermuly Pistol Rocket Apparatus Ltd., grew quickly during and after World War II but business eased off during the 1970s before it eventually closed in the 1990s. This rescue line-throwing rocket set was made for the Dennett rocket system, which was used by the Rocket Rescue crews in South West Victoria from around the 1860s to the 1890s. It comprised a breeches buoy and traveller block that was suspended on a line and manually pulled to and from the distressed vessel carrying passengers and items. Colonel Boxer, who had invented an early line-thrower, designed a rocket in 1865 with a range from 300 to 470 yards. It was the first two-stage rocket, with two rockets placed one in front of the other in a tube that carried the rescue line. The hemp line was faked, or coiled, in a particular way in a faking box to prevent twists and tangles when fired, and the angle of firing the rocket was measured by a quadrant-type instrument on the side of the rocket machine. Victoria’s Government adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain, which used Colonel Boxer’s rocket apparatus rescue method. It involved setting up the rocket launcher on shore at a particular angle measured by the quadrant, inserting a rocket that had a light-weight line attached, then firing it across the stranded vessel. The ship’s crew would haul on the line to bring out the continuous whip line and attach the whip block to a mast or sturdy part the ship. The rescue crew on shore then hauled out a heavier hawser line, which the ship’s crew fixed above the whip block. The hawser is then tightened using the block on the shore end of the whip. The quadrant has angles marked in degrees. The long protective box has white stencilled letters along the side. This navigation cart of Lady Bay and Warrnambool Harbour was originally surveyed in 1870 but this version includes the update for magnetic variation in 1893. Since the printing of the chart several annotations have been added. These include an additional stamp dated 15-8-1910, a handwritten comment across the top of the page dated August 1910, and another handwritten comment regarding the ‘Proposed Extension of Dock’ dated 19-2-1925, plus connected drawings, notes and figures. The 1925 proposal on this chart may have been a reaction to the Royal Commission of 1923, when the damaged stonework on the seaward side of the Warrnambool Breakwater, caused by the action of the sea, was the subject of enquiry. A conference between the Public Works, Water Commission and the Harbour Trust concluded that it would less costly to make repairs to prevent further damage rather than replaced the damage portion of the wall. A contract was raised in late 1924 to deposit rubble on the damaged side of the breakwater to minimise the Southern Ocean’s destructive action and work had started by August 1925. The Breakwater construction had begun in 1874 and was completed in 1890. The Victorian Government had commissioned Sir John Coode, a British harbour engineer, to present a plan to complete the Warrnambool Breakwater but his original plan was too expensive. He prepared a revised plan for a shorter structure. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. Each metal plate has an eyelet and the two steel cable lengths are permanently attached by their eyelets to the plates. The eyelets at each end of the cable lengths are reinforced with rope work and one length also has a ‘U’ bolt shackle connection. The steel connecting cable also has reinforced eyelets at both ends. This set of Victorian era wooden sand pegs was part of the equipment used by the Rocket Rescue Crew when attending a shipwreck. The broad pegs were designed to give a strong grip on soft sand and soil. The pegs could be used with the sand anchor as well as to give a stronger hold on the tripod holding the hawser. This end of the cable was then connected to a block that was attached to the heavy hawser line. The block and a crotch pole were used to keep the hawser line high and taught as the survivors were hauled to shore on a line or in a breeches buoy. Saving lives in Warrnambool – The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it. In 1858 the provision of rocket and mortar apparatus was approved for lifeboat stations in Victoria, and in 1864 a rocket house was built to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s, the lifeboat and rescue equipment had become obsolete. Rocket Rescue Method - The Government of Victoria adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain. It authorised the first line-throwing rescue system in 1858. Captain Manby’s mortar powered a projectile connected to a rope, invented in 1808. The equipment was updated to John Dennett’s 8-foot shaft and rocket method that had a longer range of about 250 yards. From the 1860s the breeches buoy apparatus was in use. The apparatus was suspended on a hawser line and manually pulled to and from the distressed vessel carrying passengers and items. In the early 1870s Colonel Boxer’s rocket rescue method became the standard in Victoria. His two-stage rockets, charged by a gunpowder composition, could fire the line up to 500-600 yards, although 1000 yards range was possible. Boxer’s rocket carried the light line, which was faked, or coiled, in a particular way between pegs in a faking box to prevent twists and tangles when fired. The angle of firing the rocket to the vessel in distress was measured by a quadrant-type instrument on the side of the rocket machine. Decades later, in about 1920, Schermuly invented the line-throwing pistol that used a small cartridge to fire the rocket. The British Board of Trade published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle measured by the quadrant, inserting a rocket that had a lightweight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A tally board was then sent out to the ship with instructions in four languages. The ship’s crew would haul on the line to bring out the heavier, continuous whip line, then secure the attached whip block to the mast or other sturdy part of the ship. The rescue crew on shore then hauled out a stronger hawser line, which the ship’s crew fixed above the whip block. The hawser was then tightened using the block on the shore end of the whip. The breeches buoy and endless whip are then attached to the traveller block on the hawser, allowing the shore crew to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. This set of sand pegs would have been used with sand anchor that is part of the rocket rescue equipment . It is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. According to the tag inside, the spectacles frame cost three pounds, three shillings and sixpence (£3.3.6). Carter & Foord was established in 1902. The firm advertised as opticians, oculists, watchmakers and jewellers. The staff repaired scientific instruments and were sole agents for the gramophone, demonstrating its advantages whenever there was an opportunity. In 1902 the business was located at 46 Lydiard Street, Ballarat. The staff in the ophthalmic department, under the care of Harold Foord, specialised in sight testing using up-to-date equipment and this service was free of charge. Customers were promised that they would be fitted with glasses guaranteed to correct the most complex sight. Mr F M Clacius performed the grinding of specific lenses. Julia Carter, Harold Foord and Clacius were all formerly from the business Carter & Warner, which had been sold to Frederick Clark around 1903 after Mr Carder passed away. Carter & Foord operated a few doors away from the former business. In 1912 advertisements in the Geelong Advertiser invited the community to visit Harold Foord, of Carter & Foord, to have their eyes examined at no charge. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant and had been Acting House surgeon at the Nhill hospital where their two daughters were born. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later took on the part-time role of Port Medical Officer and was the last person appointed to that position. After convalescing from injury resulting from his service during WWII, Dr Angus studied ophthalmology at the Royal Melbourne Eye and Ear Hospital. He created cosmetically superior artificial eyes by pioneering the use of intrascleral cartilage. Angus received accolades from the Ophthalmological Society of Australasia for this work. He returned to Warrnambool to commence practice as an ophthalmologist, pioneering artificial eye improvements. He had been an Honorary Consultant Ophthalmologist at Warrnambool Base Hospital for 31 years. He made monthly visits to Portland as a visiting surgeon, to perform eye surgery. Both Dr Angus and his wife were very involved in the local community, including the planning stages of the new Flagstaff Hill and the layout of the gardens there.
