Cutting from the "For the Record" section of The Courier, Ballarat's weekend magazine of Saturday August 12, 1995 about the location of Ballarat's first set of traffic lights. In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals. Jonathan Binns Were (1809-1885) was born in Somerset, England on 25 April 1809. Before he migrated to Australia in 1839, he worked with colonial merchants and bankers Collins & Co. in Plymouth. Initially trading under his own name, he formed Were & Co. with his brother George and his brother-in-law, Robert Stevenson Dunsford, then, after 1861, JB Were & Son. Were’s were importers, exporters and agents for shipping, land, cattle, sheep and wool; gold brokers and buyers (after 1851); and share dealers (after 1853). Were went bankrupt twice in 1843 and 1857, the former connected with his association with Henry Dendy and the Brighton subdivision. Were lived in Brighton at Moorabbin House and represented Brighton in the Legislative Assembly in 1856-57. In 1865 Were became the first chairman of the Melbourne Stock Exchange; he was the first president of the Chamber of Commerce and served on the board of many public and private institutions and companies. He was Port Phillip’s first Justice of the Peace; and organiser of the 1881 Melbourne Exhibition. A booklet compiled of accounts relating to Changi POW Camp during the Japanese occupation of Singapore. In particular the three YMCA representatives that stayed with the 8th division as welfare workers, despite being offered the opportunity to leave on one of the last ships to leave the island. The accounts were about their service and were used by the YMCA in this booklet to promote their organisation. For five summers from 1987 to 1992 ATCV volunteers were landed on Rigby Island in Victoria’s Gippsland Lakes to “baby-sit” Little Terns (Sterna Albifrons) which breed in Asia and visit Australia in the Northern winter. By the mid 1980s the visiting population had dwindled dangerously due to predation and its very slow rate of reproduction. Conservation volunteers patrolled from dawn to dusk on a rotating 4 hour shift, educating visitors why they should stay away from the birds, and kept watch for pests. Terry Peacock’s logistics were heroic In support of the volunteers’ vigil: a boat, bunks, tents, tools, and a kitchen were bussed from Bendigo to Lakes Entrance. There were no outside funds at first, and only sale of promotional T-shirts together with small grants from the ANZ Bank and from Yellow Pages kept things going. Volunteers paid their own way to and from Bairnsdale railway station. Clive enlisted in August 1914 in the Public Schools Company of the 5th Battalion. He was killed in the Landing at Gallipoli on April 25, 1915 and is commemorated at the Lone Pine Memorial, Gallipoli. He was 26. To honour his memory, the Clive Wellington Were Cricket Trophy for 'the boy who plays the game' was presented to Mentone Grammar in 1936, by his sister, Jessie, wife of Headmaster, Charles Campbell Thorold.
