It was built for and formed part of a land development scheme undertaken by one of Sir Matthew Davies group of speculative companies known as the Freehold Investment and Banking Company of Australia Ltd. It is historically and aesthetically important. Dwight James Baum is an American architect. He was born in 1886 in Newville, New York. As a young man, Baum moved to Syracuse. In 1909, he graduated from Syracuse University with an architecture degree. He worked for Boring and Tilton and Sanford White which are well known Architecture firms in America. Around 1912, he started his own residential design firm. During the 1920s, Baum designed a significant buildings and several houses in Sarasota, Tampa, Terrace, Temple and Florida all in the Mediterranean Revival Style such as the Ringlings dubbed Cà d'Zan, which is now known as the John and Mable Ringling Museum of Art. In 1923-1924, he also designed Sunset Hill for Mrs. Eugene D. Stocker at Warren, New York which was listed on the National Register of Historic Places in 2007. During the Depression Baum became involved with Good Housekeeping Magazine as consulting architect, and as designer of their building exhibit at the 1933 Chicago World's Fair. His later work includes Hendricks Memorial Chapel at Syracuse University, with John Russell Pope in 1929–1930 and the pedestal for V. Renzo Baldi's statue of Columbus in the city's Columbus Circle. When Ballarat Junior Technical School's new building was opened in 1921, the surrounding area was rubble-strewn with raw clay slopes. The Head, A W Steane designed the landscaping of the slopes from the Gaol wall down to the Battery Paddock. The boys did much of the work. Apart from beautifying the grounds, this project occupied their leisure time, particularly as they had nowhere to play. The school acquired the gaol site in April 1969. In February 1913 the Ballarat Junior Technical School opened its doors to its 86 pupils. The old bluestone building in the grounds of the Dana Street Primary School became their temporary home for eight years. In its early years the school offered only a two-year course. The first year was of a general nature giving a thorough grounding in Mathematics and Instrumental Drawing, and introducing students to the various branches of trade work. The second-year students studied for the Junior Technical Certificate and specialized in a course of their choice - either a trade (Woodwork or Fitting and Turning) or a course leading to higher studies at the School of Mines. Increased enrolments - 86 to 110 in the second year. Some applicants were turned away due to lack of space. An abandoned single room school was brought in and this helped for a time. Plans were developed and a two-storied red brick building in the vacinity of the School of Mines was build. An acre of land was reclaimed from the north-east corner of the Ballarat Gaol. The school backed onto the wall of the gaol. The task of landscaping and terracing of the area was to cost a great deal and time. The boys did much of the heavy work. This kept them occupied as the official playground areas were still full of rubble. Ballarat Junior Technical School moved to the new building in 1921. The grounds were cleared, terraced and planted out. Another area below the terraces was known aas White Flat. Handwritten 2-paged article about a monumental column and horse trough's (''Few Left'') - no author. Originally a 20 foot column of Harcourt granite crowned with five lamps and four drinking fountains at the base along with four horse troughs - at the intersection of Bridge St and Pall Mall. (site of present Gold Pioneers statue). Column moved to corner of Williamson and Lyttleton Terrace,initially with troughs and fountain. Position of four troughs is given by author but this has been crossed out subsequently with the note that the troughs are at the Botanical Gardens, White Hills.
