The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. The streets and built structures in this plan were surveyed in 1903 and released to contractors in 1904. In addition to the designation of building types by colour, the plan includes detailed descriptions of land use and ownership. While many buildings remain from this period, a number of the buildings represented have been demolished including the original Kew Town Hall, and the Congregational and Roman Catholic churches in Walpole Street. While the mansion ‘Illapa’ in Princess Street is still extant – now part of ‘Rylands’ – the neighbouring mansion ‘Elsmere’ was demolished some decades ago. Rivalling Illapa and Elsmere in size were two mansions in Walpole Street, one named on the plan as ‘Gnarlbine’. Over time, Kew Junction and the south side of High Street have been reconfigured and widened, so that the commercial buildings on the corner of Princess and High Street no longer exist. A surprising feature of this part of central Kew to the northwest of Kew Junction is the amount of vacant land. Public buildings, coloured grey on the Plan 1582 include the police station and post office, churches and schools. The earliest church school, Common School No.356 was located at the rear of the Congregational Church in Peel Street. It was constructed in 1859. The first buildings of Kew Primary School No.1075 on the other side of Peel Street were constructed in 1871. The school in 1903 only occupied a small fraction of its current site. In 1903, where the rear playground is now located, were two weatherboard and one brick villa. Trinity Grammar School was founded in 1902 and opened in the Parish Hall at the rear of Holy Trinity Anglican Church. It was not to move to its current site until 1906. The outline of the building housing the Kew Fire Brigade in the centre of the north side of Walton Street is shown but not named on the plan. Further down Pakington Street stood the two-storey Italianate mansion ‘Overton’. The home of Stanford Chapman, it was to be featured in the Imperial Institute series of bromide photographs of Victoria, Vol. 1: Homes and scenery. This plan, which covers parts of High Street, Pakington Street and Derby Street is dominated by two historic Kew mansions: ‘Konetta’ and ‘Ramornie’. Ramornie was constructed in 1890 for James Maitland Campbell, three times Mayor of Kew. Sold in 1940, it became a boarding house known as ‘The Towers’. Now a private residence again, it has only one of its three balconies remaining. The location of the missing two balconies can be seen on the plan. In 1903, the grounds of Ramornie included a large tennis court fronting Pakington Street. The rear of the property is shown as extending to Cobden Street. One of Kew’s oldest hotels, the Prospect Hill Hotel on the corner of High and Cobden Street was established in 1858. The outline of the hotel shown on the plan represents the second building on the site. During the 19th century it was often used for electoral meetings. The Prospect Hill Hotel was to be redeveloped again in 1928, by the local architect Robert McIntyre. This plan shows the original configuration of the Kew Post Office, Court House and Police Station, which had opened in 1888. This configuration was to essentially remain until the purchase of the Court House and Police Station by the City of Boroondara in 2007 and its subsequent renovation. Interestingly, the MMBW surveyors incorrectly labelled parts of the complex. In the triangle in front of the Post Office, before the erection of the Kew Cenotaph in 1925, was located a lawn and the Queen Victoria Jubilee Fountain. While many of the shops on the south side of High street had been constructed by 1903 a number of sites were still used as vegetable gardens. Further along High Street, on the corner of Charles Street, the Salvation Army Barracks can be seen on the plan. These Barracks predate the later Citadel and ‘Young People’s Hall’ that were opened in 1919. At 22 Charles Street can be seen the house of James Venn Morgan. Hailed as the ‘father of Kew’, Morgan arrived in Melbourne in 1840. He was first engaged as a bookmaker, but a fortunate venture on the goldfields enabled him to purchase land in Kew. That area of Kew bordered by Cotham Road, Park Hill Road, Ermington Lane (now Ermington Place), and Belmont Avenue contained some of the significant homes owned by Kew pioneers. Chief among these was ‘Park Hill’ on an enormous lot facing Park Hill Road. The Jubilee History of 1910 noted, six years after this plan was drawn, that: ‘Park Hill Road, forming the southern boundary of the cemetery, takes its name from Park Hill, the residence of Mr. Thomas Judd, who has resided there since December, 1852.’ Other named houses on the plan include ‘Ferndale’ facing Cotham Road; ‘Ermington’ adjacent to Judd’s Park Hill, facing Park Hill Road; and ‘Gilden’ and ‘Mont Belmont’ facing Belmont Avenue. Mont Belmont was designed by the architectural firm of Reed, Henderson and Smart for William George Lilley in 1887 and was completed in 1888. The laborious task of hand-tinting these Board of Works plans was not without hazards as is evidenced by Plan No. 1593. On the Plan, the original colourist spilt black and green ink, partially obscuring some parts. The most obvious casualty is ‘Clifton’ located on the corner of Cotham Road and Park Street [now Adeney Avenue]. Included in this Plan, and outlined in pink is that part of the section that the contracting engineer was tasked with completing. This included sewering on both sides of this part of Cotham Road, but excluded properties such as ‘Glendonald’ and ‘Monnington’. This area was to undergo a series of subdivisions including the ‘Clifton Estate’, which created housing lots on Adeney Avenue and Florence Avenue in 1916. Plan - Subdivision Plan, Tregarron Estate, Kew, c.1929
Pru Sanderson, in her groundbreaking ‘City of Kew Urban Conservation Study : Volume 2 - Development History’ (1988), summarised the periods of urban development and subdivisions of land in Kew. The periods that she identified included 1845-1880, 1880-1893, 1893-1921, 1921-1933, 1933-1943, and Post-War Development. These periods were selected as they represented periods of rapid growth or decline in urban development. An obvious starting point for Sanderson’s groupings involved population growth and the associated economic cycles. These cycles also highlighted urban expansion onto land that was predominantly rural, although in other cases it represented the decline and breakup of large estates. A number of the plans in the Kew Historical Society’s collection can also be found in other collections, such as those of the State Library of Victoria and the Boroondara Library Service. A number are however unique to the collection.Subdivision plans are historically important documents used as evidence of the growth of suburbs in Australia. They frequently provide information about when the land was sold on which a built structure was subsequently constructed as well as evidence relating to surveyors and real estate and financial agents. The numerous subdivision plans in the Kew Historical Society's collection represent working documents, ranging from the initial sketches made in planning a subdivision to printed plans on which auctioneers or agents listed the prices for which individual lots were sold. In a number of cases, the reverse of a subdivision plan in the collection includes a photograph of a house that was also for sale by the agent. These photographs provide significant heritage information relating house design and decoration, fencing and household gardens.In January 1929, the Kew City Council called for tenders to construct Tregarron Avenue. The subdivision of the Tregarron Estate in Kew was for 11 lots bordering Tregarron Avenue and its entrance from Burke Road. The plan includes annotations that indicate the measurement of each block and the placement of the drainage and sewerage easements. This plan is interesting for a number of factors. Charles Seelenmeyer conducted Concrete Utilities Limited (Harcourt Cement Pipe Factory). Operated in Harcourt circa 1914 to 1930 in premises situated opposite the ANA Hall on what is now the road reserve. Principal raw material was sand from the adjacent waterway ( Barkers Creek.) Principal output was concrete drainage tiles for use in district orchards but concrete blocks were also produced for construction of homes and commercial buildings. At a time of rapid expansion of the orchards this industry provided a vital piece of orchard infrastructure, mostly buried and not now visible but nevertheless a very important feature of the valley’s horticultural industry.. Homes built with these concrete blocks are a distinct part of Harcourt’s housing stock. Harcourt Cement Pipe Co was an example of local initiative to solve a local problem using local materials. Case Volt Meter Recorder, Circa 1950 to 1977
This case is for a testing voltmeter recorder. The last time it was certified by SEC Vic laboratories on the 17/4/77. It was used extensively in the transportation of the mobile recorder which was sometimes placed for periods of one month at locations experiencing unacceptable fluctuations of power. These locations would cover the North East regions of Victoria. They cover voltage drops at domestic and business properties especially those that were experiencing regular fluctuations(daily) at approximately the same time of the day. As the electrical network is required to operate within a set level of voltage, fluctuations outside of this has to be investigated and necessary remedial action taken. This is especially so for rural properties where power "drainage" can occur through animal/bird and tree interference. See KVHS 0302 (A) for the instrument.This case for a mobile voltage recorder is very significant to the Kiewa Valley because it highlights the difficulties that can occur in maintaining a power supply that experiences fluctuating power demands by the rural industries that it supplies. The requirement of a mobile testing apparatus to cover the various sections in the Kiewa Valley and other rural areas in the northeast region is one of necessity as electricity once connected to a rural property is a labour saving supply as generators on rural properties require a higher degree of maintenance an ultimately at a higher cost. The testing of the SEC Vic supplied electricity to rural properties,those who had previously run on generators, had to be quick and unassuming with certainty of correct supply levels.This heavy and thick all leather case for the "easy" transportation of the Volt meter recorder has a opening top which pop riveted to the main body(rivets are aluminium). The all leather top has a shaped carrying handle which is also riveted on. There are two straps on the side of the top which can be fastened to the main body by metal "shoe" buckles. This bottle was used in the Tawonga District General Hospital which was built in the 1950's specifically for the increase in population due to the Kiewa Hydro Scheme.Historical: Shows the development of scientific hospital equipment. Provenance: Used in the Tawonga district General Hospital which was remote and therefore required good equipment. Good condition and good interpretation capacity.Clear glass Intravenous (IV) fluid bottle with opaque white plastic holder with rings around the neck and bottle. The wide lower ring has an extension that is oval shaped. The opening has a rubber stopper with 4 holes at the top that don't penetrate the stopper. The bottle is heavily embossed with a measuring gauge one side written for when the bottle is upright and the other side written for when the bottle is upside down. Base is heavily embossed. Straight sides taper gradually to a short neck and opening. Note: Unusual because of plastic holder. The Norman Oliver collection. Norman Oliver was three times Mayor of Bendigo - 1950-51, 1964-65, 1970-71. Two copies of seven pages of typed notes for a campaign speech in the Victorian state election 1955. Oliver was standing as a Country Party candidate for a seat in the Legislative Assembly. This speech appears to have been given on 3BO as it begins 'Good afternoon, listeners ..'and asks for their vote 'next Saturday'. The requirement of a mobile testing apparatus to cover the various sections in the Kiewa Valley and other rural areas in the northeast region is one of necessity as electricity once connected to a rural property is a labour saving supply as generators on rural properties require a higher degree of maintenance an ultimately at a higher cost. The testing of the SEC Vic supplied electricity to rural properties,those who had previously run on generators, had to be quick and unassuming with certainty of correct supply levels.The mechanism of this voltage recorder has been installed(by the manufacturer) into its own protective wooden box. This box has a front (swing open) lockable section which permits direct access to the installed measuring equipment (for servicing and data collection). The top section of the box has two screw on terminals for access to the machine being tested. This tester has its own inbuilt ink supply facilities and a mechanical clockwork device that unwinds a roll of paper onto a second roll at a rate of 10 mm per hour. The recording chart is marked with time slots against voltage. There is a recording arm which has an ink pen at the end. Both arm and pen carry the ink supply from the ink reservoir, located on the left side of the cabinet door in specially constructed bottle holder( three small bottle capacity). To record a suspect power problem to a home or business establishment the voltmeter is connected to a power supply outlet being tested and wind the recording clockwork mechanism (gives a four week running time). Ledger, Warrnambool Water works Trust, Circa 1900
This ledger contains entries which relate to waterworks and associated expenses: construction, pumping schemes, water from stand pipes, meter rent arrears, interest payments, pumping scheme. Early residents in Warrnambool relied on tanks and wells for their water supply and in 1880 the first water supply scheme was implemented from a well on Cannon Hill. Using a windmill the water was pumped up and stored in a small reservoir nearby then piped to the corner of Timor and Liebig Streets where a stand pipe allowed the filling of water carts. Similar supplies were also installed at Albert Park, the Botanic Gardens and the Cattle markets and from 1893 to 1939 water was drawn from the Merri River. Drainage works commenced with the building of the Japan Street tunnel in 1856. The Warrnambool Waterworks Trust was the body responsible for administering these works.The supply and storage of fresh water and drainage of the area was an important factor in the development and sustainability of the town. These nine photographs were taken over two decades from the late 1950s to 1979 at the Army Survey Regiment, Fortuna, Bendigo. The two photos taken in 1961 are annotated with named personnel and the date. The other photos are not annotated with dates, locations and names of personnel, although the technicians in the last three photos taken in 1979 are positively identified. The photos were most likely taken in the Ballroom, Ante Room and Attic, Cartographic Squadron’s main production rooms on the top floor of Fortuna Villa. Scribing was the cartographic process of drafting topographic features such as drainage, relief, vegetation, roads and culture on specially coated map reproduction material. The cartographic technician scribed out the map feature such as a creek to a specified line width on the map sheet, using a tool affixed with a metal or sapphire tipped cutter.This is a set of photographs of technicians scribing topographic features at the Army Survey Regiment, Bendigo. The photographs were printed on photographic paper and are part of the Army Survey Regiment’s Collection.
