Dale HICKEY (31 July 1937 - ) Born Melbourne Dale Hickey studied art at Swinburne College of Technology before teaching at Phillip Institute of Technology (now Royal Melbourne Institute of Technology) from 1973–89. Leaving that position he devoted himself full-time to painting. In 1968 he was included in the National Gallery of Victoria exhibition of Australian minimalism, 'The Field'. His work is known for an awareness of minamalism, colour field and realism. In 1986 Dale Hickey won the Ballarat Fine Art Gallery's Hugh Williamson Art Prize. In 1988 the Ballarat Fine Art Gallery mounted a large retrospective exhibition of his work which was then toured. His work is widely represented in Australian public collections. The Institute movement came to Melbourne in 1839 with the establishment of the Melbourne Mechanics’ Institute later known as the Melbourne Athenaeum. Adopting the principles of self help, social improvement and the recognition of the importance of useful knowledge, it maintained a library, a reading room and an art gallery, while also establishing classes and lectures in a variety of fields. Various dates have been suggested for the founding of the Cheltenham Mechanics’ Institute with the range being somewhere between 1853 and 1856. The first Institute building erected on the tip of the land where Charman Road joined Point Nepean Road was of weatherboard construction. It consisted of a small hall, a reading room and a library. Later it was realized that the building was inadequate for community functions that attracted a large number of participants; consequently additions and modifications were needed. The Shire Council in 1888 voted £10 to the building fund but stipulated that the money would only be paid when the new building was commenced. Major contributors to the fund were the temperance societies who were regular users of the Institute’s facilities. This letter book contains letters written by representatives of the Warrnambool Lance Patent Pan Company to agents in Western Australia during the period 1896 to 1913. This company was formed to market the Lance Patent Cess Pan produced by George Lance in Warrnambool. The Western Australian venture did not prove profitable for the company. George Lance was a Warrnambool plumber and gasfitter who produced the Eureka Pump and the Lance Patent Cess Pan. The latter sold widely in Victoria with the Warrnambool Council owning 1700 of these pans in 1896. George Lance was also prominent in Warrnambool as a musician, artist (eleven of his works are in the Warrnambool Art Gallery)and local history writer. He was also involved in the development of the Warrnambool Mechanics Institute and the establishment of the Warrnambool School of Art and Design and the Warrnambool Art Gallery. This letter book is of considerable interest as it gives details on one aspect of the George Lance invention of the Patent Cess Pan (its marketing) and George Lance played an important role in Warrnambool's late 19th century history.This is a letter book of 506 pages. It has a hardboard cover with a mottled red pattern and red binding on the spine. The pages contain an alphabetical index and copies of letters handwritten in black ink. There are many blank pages. The University of Ballarat inherited the Camp Street Arts Precinct. As the functions of the former public buildings were moved elsewhere, the Victorian Government of the time recognised the importance of maintaining the heritage buildings and the opportunity to create a cultural precinct extending from the Art Gallery. The 19th century architecture along Lydiard Street and the dogleg bend of Camp Street define the precinct. With substantial financial assistance from both State and Commonwealth Governments, the Art Gallery Ballarat has been extended through to include the 1884 Police Station on Camp Street. The Post Office building (1864-1887) was acquired for the University. The 1904 and 1941 Courthouses and the c1900 Public Library building were also included. Two new buildings have been constructed.
