In value the penny was the second smallest denominator in the old imperial currency in Australia in the mid 20th century (halfpenny was the smallest). Decimal currency was introduced in 1966 and the two cent coin was the second lowest in value. It was withdrawn from circulation in 1992 but it is still legal tender in some circumstances. This coin was minted in the first year of decimal currency in Australia. The dollar note was introduced in 1966 and it in turn was replaced in 1984 by the dollar coin. Isobel Clement has been practising since the 1980's. She completed her post graduate diploma at Phillip Institute (RMIT) in 1990. She paints, draws and uses installation for creative discourse. She has had more than ten solo exhibitions. Her work is included in collections such as National Gallery of Australia, the Australian Print Workshop Archive, Art Bank Australia and The Bundanon Trust. She has been shortlisted for the contemporary painting prize, the Bayside Art Award, on three occasions in recent years and was the winner of the Nillumbik Prize in 2009.Isobel Clement is a local artist who won the 2008 Nillumbik Prize. Arthur Allsop went into the business office at Bendigo (Vic.) of the late Mr. Alfred Joseph. He later operated as an independent bookmaker. Arthur Allsop was a partner in the firm of Kelly and Allsop and was involved in mining and speculation in Bendigo. He was elected as a member of the Bendigo Stock Exchange in 1906. He started his athletic career at picnic sports and was a fine athlete winning many foot races. For 15 years he acted as secretary of the Sandhurst City Fire Brigade, he was captain of the Bendigo lacrosse team. He was a fair cricketer, and played against the English and Australian Elevens. He played football, and acted as secretary to the Bendigo Football Club. In later years he played bowls and captained pennant teams. He was a Past District- Grandmaster in the M.U.I.O.O.F. Allsop eventually moved to Melbourne and then Sydney working as a bookmaker. He died in Sydney in 1921. Circulated between 1966 and 1984, the one dollar bank note was issued following Australia's switch to decimal currency. It was later replaced by the dollar coin. Legal tender throughout the Commonwealth of Australia and the territories of the Commonwealth. The financial account book was used by the Warrnambool Harbour Board for its Emergency Account. It records transactions made with The Warrnambool branch of the Commercial Banking Company of Sydney Limited during the year 1931. The Secretary of the Warrnambool Harbour Board would have used this book in 1931. James Menzies, Pilot arid Harbour Master from 1929, was appointed as Acting Secretary for the Board in 1932 and held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board- The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages.
