Handwritten extracts from the Bendigo Advertiser 17/8/1910 Col. 2. Extract mentions Bailing Operations - A Week's Progress. Water at the Victoria Quartz lowered 139 ft for the week. Bailing carried out at Lansell's 180, Lazarus, New Chum Consolidated and New Chum Railway Mines. Cost of bailing about 200 pound per week and the Government is contributing half. The balance is being found from the Victoria Quartz, Victoria Consols, Ironbark, Hercules and Energetic and Lansell's Estate. Expenditure over 6 weeks has amounted to over 1200 pounds. ''Mr McBride, Minister for Mines,said work was to be continued for the present at all events. Mr Merrin, Chief Inspector of Mines, said the Dept's aim was to keep the whole of contributing mines on the New Chum line unwatered, and also to enable the Victoria Quartz to go on with its sinking. This photograph shows Pike's buggy with Joe Pike, Mrs George Pike, Annie Bruton and Maggie Middleditch on the verandah. Annie Bruton was the wife of Jack Bruton who came to Orbost about 1891. When land was made available for selection at Murrungowar. they took up a selection and embarked in dairying, sheep-farming and pig-raising. They transformed a veritable wilderness into a productive farm by sheer hard work and liberal expenditure. By 1892 he had secured a licence for an hotel and accommodation house, store and the first post office at Murrungowar. For a time she was licensee of the Murrungowar Hotel. In December 1897 he was living at Murrungowar when he made application for a Roadside Victualler’s License for a house situated at Boulder Creek, East Gippsland, containing four rooms in course of erection, exclusive of those required for family. He was a butcher at Orbost in 1902-03 and also had a farm on the Bendoc Road. He was a member of the first Golf committee. After leasing the hotel to Jonson's he moved to Orbost and started brick-making near the Orbost water service basin on the Bendoc Road. He had the order for the bricks required for the Masonic Hall. Mr and Mrs Bruton resided at Murrungowar for 29 years. They let their property to Messrs McDONALD and sons and retired to Orbost in December 1920. Mr Bruton had not been in very good health for the last 4 or 5 years of his life, and about a fortnight prior to his death he got wet at his brick kiln, and contracted pneumonia which led to hiThis is a pictorial record of the the Murrungowar Township which was once a thriving settlement with a hotel, store, post office and school. In the 1890s pioneers were attracted to the area with the promise of a railway from Orbost. However, when the promised railway did not eventuate most of the farms were abandoned. Much of the previously cleared areas have reverted to Forest. Most of the remaining farms are now privately owned eucalypt plantations.A large black / white photograph of five people standing outside a one - storey wooden building. The purposes for which the loan is to be applied are: Construction of Sanitary Conveniences at Shire Office, Council's contribution towards costs of Dixons Creek Bridge, Construction of Mt. Pleasant rd., Construction of Cherry Tree rd. 3. The period of the loan shall be 10 years. 4. Moneys borrowed will be repayable by providing out of the Municipal Fund twenty half-yearly instalments of approximately £985/1/6 each, including principal and interest on the first day of October and the first day of April during the currency of the loan. Set of 6 printed financial reports for The Melbourne Tramways Trust, giving Liabilities and Assets, Sinking Fund and interest transactions for the half year end, and statement of receipts, statement of Receipts and expenditure. Signed by the Treasurer R. Wallace and the auditor C. W. Ellis and dated. All have been stored folded in half vertically. .1 - 31st March 1901 - has dirt marks, stains, edge damage and very dirty on rear. .2 - 30th September 1901 - has stain marks, edge damage, bottom right hand corner has been folded. .3 - 31st March 1902 - has one stain, top edge damaged, dirt marks on rear, bottom right hand corner folded. .4 - 30th September 1902 - has two stains, dirt marks on rear. .5 - 31st March 1903 - has minor fading around edges. Dark green covered book with gold edging front and back and seven horizontal lines on the spine. On front cover: buff sticker, with Bendigo Water Works, Crusoe Reservoir and others, contracts 1870 - 1874 written in cursive script. Later writing 'from Mrs. H. Strickland, Bungoona, Currie, King Island'. Written inside is: Presented to Bendigo Historical Society by Mrs A Strickland, Bungoona, Currie, King Island. Also the Historical Society Stamp. The next page has three newspaper cuttings. The first is 'The Victorian Waterworks'. It has costings for contracts for water supply, amounts which will supply water from the Coliban to the Castlemaine and Sandhurst districts, and if the Government should purchase the Bendigo Waterworks, and to construct the Upper Coliban reservoir, additional expenditure may be required. (from Daily Telegraph - 1868). The second is some information on The Yan Yean Aqueduct. The third is a letter to the Editor of the Argus from Joseph Brady, dated August 2, 1870, in reference to repairing the leak in the outlet tunnel of the Malmsbury Reservoir. He says the repair of the tunnel was not essential and is unnecessary and 2nd. If the bank was cut through and restored, for years the bank would not be safe, as the earth used in the restoration would require time to subside and unite with the old work. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Ballarat College of Advanced Education had been trying for approval of a PG1 Graduate Diploma in Occupational Hazard Management during 1976 and 1977. This last application was 1978. They were hoping to introduce it in 1979. "ST. PETER'S CHURCH, DAYLESFORD Last Sunday his Grace the Archbishop confirmed a large number of children at St. Peter's Church, Daylesford. His Grace was assisted by Rev. J. J. Malone, P.P. The congregation included a large number of worshipers from outside districts. A short address delivered by the Archbishop was attentively listened to, and many were the expressions of congratulation extended to his Grace upon his recovery from the indisposition which had incapacitated him from active work recently. At the conclusion of Confirmation the children were treated to refreshments on the lawn in front of the presbytery A large number of parishioners dined with Fr. Malone, and the Archbishop renewed former acquaintanceships. In the evening a mission was opened by the Rev. J. O'Brien and Rev. J. Brown, of the Redemptorist Order. The mission will be concluded on Sunday next. The exercises have been well attended. The interior of this beautiful Gothic church has recently undergone complete decoration, and one of the features that have, received special attention is the stained-glass. The windows consist of eight- two-light with trefoil piece of tracery, and in each is designed one of the following figures:—St, Francis of Assisi, St. Francis Xavier, St. Augustine, St. Monica, St. Stanislaus, St. Aloysius, Our Lady, St. Joseph, St. Patrick, St. Bridget, St. Agnes, 'St. Rose of Lima, St. Ignatius, St. Vincent de Paul, St. Alplionsus Liguori, St. Thomas Aquinas. The figures are set, in medallions formed with richly designed Gothic ornament in the form of crockets surmounted by a cross and crown, while in the tracery immediately above the windows is a monogram of the names of the saints. The figures are richly coloured in glorious antique glass, with the ornamental detail in lovely mellow tones of old gold and pale yellow stains. The whole effect is rich and at the same time restrained in colour. At the base of each window is written the name of the donor. The whole of the work was designed and executed by Messrs. Brooks, Robinson and Co. limited, at their stained-glass studios, Elizabeth-street, Melbourne. The scheme is an original treatment, but at the same time strictly orthodox and Gothic in style. One feature of the work which must be apparent to those who are interested in stained-glass decoration is the maximum effect obtained with a minimum of expenditure." This file contains six items pertaining to the Caulfield Central RSL: 1/A page to which is attached a black-and-white photograph (date, source and photographer unspecified) of the Caulfield Central RSL, outlying garden and Australian flag. Some writing on the rear identifies the subject. 2/A typewritten letter, (1 page) dated 1946 (no date more specific than that specified), from the Chairman & Honourary Treasurer of the Caulfield Central RSL Appeal Committee (name unspecified) to the Mayor of Caulfield (name also unspecified), imploring the latter for a donation of $20,000 dollars for purposes of constructing a Memorial Hall to eulogize servicemen killed during WWII. Some rough working notes on rear side. 3/A flyer, undated (although presumably published in 1950), printed by Peter Isaacson Pty. Ltd., advertising a concert presented by the Ugly Ugly Man (Frank M. Beard) and the Malvern Tramways’ Harmonica Band to be held at Caulfield Town Hall on 06/06/1950 to assist the Welfare Funds of the Caulfield Central RSL and the Sailors, Soldiers and Airmen’s Mothers’ Association. Also contains an advertisement for a drapery business called Tallents. 4/The annual report of the Caulfield Central RSL, for the period 1952 – 1953. Contains announcements of the annual general meeting and annual elections, the President’s report (in which he principally discusses the club’s charity work and sporting activities), the subcommittee staff roster, the sportsmen’s honour roll, the annual accounts (e.g. balance sheet, income & expenditure statement) and the roster of nominees for office in the committee of management election. 5/A typewritten letter, (1 page) dated 26/11/1982, from Max Brian Blair, Treasurer of the Caulfield Central RSL, to Mr. R. The donation was accompanied by the following letter from the donor: "Hi. I found these in with family photos. Taken by family as Mamie McLeod was living in Fellows Street, Kew, so would be near there. Retain (or discard) as you see fit." [Donor's name and address withheld from public view]. To gain an insight into the flood levels at Kew, it is worth reading newspaper accounts of the event. The Age published an article - Valuable Gardens Destroyed at Kew - on 25 September 1916: "VALUABLE GARDENS DESTROYED AT KEW. From the heights of Studley Park, Kew, a splendid view of the flood waters can be obtained, and yesterday afternoon, despite continuous rain, crowds of citizens assembled there to witness the spectacle. There is a vast stretch of water some 300 or 400 yards broad, above the foot bridge connecting Gipps-street, Collingwood, and Studley Park. The river is only about 3 feet from the top of the embankment connecting with the ramp of the bridge on the Studiey Park side. When the upper llood waters come down it is almost a certainty that tne embankment will be submerged and the bridge rendered impassible. Below the bridge the waters again stretch out, and have submerged all the low-lying land on the Collingwood side and invaded the back premises ot the Kodak Co., Phoenix Biscuit Factory, a tannery adjoining thereto, the Shamrock Brewery, and Chinese gardens in the vicinity. At Walmer-street-bridge, at the end of Studley Park, the low-lying land on the Kew side is covered with water to the depth of many feet. Tlie land in question is owned in a great part by Mr Frank Lavers who haa gone in for intense culture on a pretty liberal scale on both the slopes of the hill and on the river flat. On the latter he is cultivating many acres of asparagus, and has at a considerable cost spent three years in preparing the ground and installing an irrigation system, reticulated from the Yan Yean water supply. This year the asparagus was put down, and the plants were in a promising condition. Tlie flood waters are now flowing fast over the land. The crop is ruined, and three years' work and expenditure destroyed. Mr. Laver's private residence fortunately is high above flood level, but two houses he owns off Young-street have been flooded out. Having been warned in time, the tenants removed their furniture hefore the water came down to Mr. Laver's residence, where they themselves have been given accommodation in the meantime. All the river flats in East Kew are under water. One or two low-lying houses have been flooded. Chipperfield's boat shed at Willsmere is nearly covered, and some Chinese gardens in the vicinity are several feet under water."This, and the other three photographs donated of floods in Kew are believed to be the earliest in the collection. Together with our original MMBW River Yarra map showing flood levels, these items, when compared allow researchers to gain a visual perspective of the extent of the flood in 1916. Tlie land in question is owned in a great part by Mr Frank Lavers who haa gone in for intense culture on a pretty liberal scale on both the slopes of the hill and on the river flat. On the latter he is cultivating many acres of asparagus, and has at a considerable cost spent three years in preparing the ground and installing an irrigation system, reticulated from the Yan Yean water supply. This year the asparagus was put down, and the plants were in a promising condition. Tlie flood waters are now flowing fast over the land. The crop is ruined, and three years' work and expenditure destroyed. Mr. Laver's private residence fortunately is high above flood level, but two houses he owns off Young-street have been flooded out. Having been warned in time, the tenants removed their furniture hefore the water came down to Mr. Laver's residence, where they themselves have been given accommodation in the meantime. All the river flats in East Kew are under water. One or two low-lying houses have been flooded. Chipperfield's boat shed at Willsmere is nearly covered, and some Chinese gardens in the vicinity are several feet under water."This, and the other three photographs donated of floods in Kew are believed to be the earliest in the collection. The donation was accompanied by the following letter from the donor: "Hi. I found these in with family photos. Taken by family as Mamie McLeod was living in Fellows Street, Kew, so would be near there. Retain (or discard) as you see fit." [Donor's name and address withheld from public view]. To gain an insight into the flood levels at Kew, it is worth reading newspaper accounts of the event. The Age published an article - Valuable Gardens Destroyed at Kew - on 25 September 1916: "VALUABLE GARDENS DESTROYED AT KEW. From the heights of Studley Park, Kew, a splendid view of the flood waters can be obtained, and yesterday afternoon, despite continuous rain, crowds of citizens assembled there to witness the spectacle. There is a vast stretch of water some 300 or 400 yards broad, above the foot bridge connecting Gipps-street, Collingwood, and Studley Park. The river is only about 3 feet from the top of the embankment connecting with the ramp of the bridge on the Studiey Park side. When the upper llood waters come down it is almost a certainty that tne embankment will be submerged and the bridge rendered impassible. Below the bridge the waters again stretch out, and have submerged all the low-lying land on the Collingwood side and invaded the back premises ot the Kodak Co., Phoenix Biscuit Factory, a tannery adjoining thereto, the Shamrock Brewery, and Chinese gardens in the vicinity. Programme, Programme for the Official Opening of the Mt Helen Campus, 10/1970
The first building at the Mt Helen Campus was opened in October 1970. Students first starting using the campus in the same year. The programme includes the following historical information: "On 26th October, 1870, Sir Redmond Barry officially opened the first venture into formal technical education in Australia - the Ballarat School of Mines. Over the preceding year a small group of Ballarat citizens interested in mining had conceived and brought into being the idea of creating such a school. They leased a derelict Court House next to the Ballarat Gaol in Lydiard St., at a nominal rental for15 years, and started classes with 4 students and an honorary lecturer. The School developed its courses beyond the initially intended range of studies related to mining, increased in enrolments, took over neighbouring properties and buildings and developed three levels of education - tertiary, trade and secondary. From the latter part of the 19th Century, even though remaining under the control of its own autonomous Council, it developed close links with the State Education Department. From the earliest times the School achieved widespread recognition and a particularly high reputation, and its graduates spread across Australia and the world. For several years it was affiliated with Melbourne University. In the last decade its scope has been further broadened by the introduction of new tertiary courses. During 1965 the State Government created the Victoria Institute of Colleges - a non-teaching body empowered to award degrees and directed towards the task of co-ordinating and developing tertiary education in Victorian in institutions other than universities. the tertiary division of the School became affiliated with the V.I.C. at the end of that same year. Subsequently the Council of the School decided that, whilst retaining for the whole establishment the time honoured title - The School of Mines and Industries, Ballarat - it should more distinctly sub-title the three divisions. the tertiary division then became known as the Ballarat Institute of Advanced Education. On receipt of substantial Commonwealth-State Grants, made to it as a college of advanced education, the Council was enabled at the start of 1967, to purchase for the Institute the 20 acre campus at Mt Helen. A master plan has been produced to develop this beautiful and spacious site as a tertiary institution enrolling, in due course, some 3000 full time students. the first sod was turned, to initiate this development, by the then Governor General of Australia, The Right Honourable Lord Casey, on 19th October, 1967. The first building group, now completed and occupied, has involved an expenditure approaching $1,000,000. It contains the departments of Mechanical, Civil and Mining Engineering, Metallurgy and Geology. it also contains the Computer Centre, a temporary Library and temporary student amenities. Text, Sydney Industrial Blind Institution annual report (loose copies), 1903-1951
Annual reports produced by the SIBI, informing their subscribers and the general public of the good work undertaken by the Institute and the ongoing need for funding. Information provided included income, expenditure, fund raising, staff, services, etc. Below is a summary of other information contained in the reports. 1902 - Trades at which the blind are employed, extracts from visitors books, balance sheets, supplementary catalogue of books in library, subscription and donation lists by town, constitution of the institution and rules, sick fund rules and balance sheet. Also noted were the impending installment of a printing press for books, the development of blind distributors of tea beverages and that instead of a blind boys home, boys would instead be sent to board with suitable families. 1933 - A list of braille transcribers and the amount of braille produced, a brief report on the Floral Festival organised by the Women's Auxiliary Committee and the donation of a shop in George Street for 12 months for the selling of articles made by the Blind was provided by a SIBI committee member. 1934 - A brief report on the hostels at William Street and Woollahra, a detailed listing of all functions which raised money through the auspics of the auxiliaries, and a visit by Superintendent Hedge and Librarian Mr Thompson to the Croydon Ladies Social Club. 1938 - A radio show called the 'Glow Worm Session' on 2GB with home teacher Roy Kippax, the 150th anniversary of Sydney celebration and a 16 millimetre film that was made to publicise the Institute's work. 1939 - A record amount raised through the sale of goods made by Blind Workers, the refurbishment of "The Haven' at Woollahra and transfer of residents from William Street, and free admission by the Trocadero and Metro-Goldwyn-Mayer to swing concerts and 'Broadway Serenade'. 1940 - Incorporation of the Institute's Women's Magazine into Boomerang Magazine, the enlistment of two Board members Cohen and Meeks for active service, and a brief report from each of the branch auxiliaries. 1941 - The difficulty of obtaining stereotype Braille items from London and the passing of the editoress of the Women's Magazine Miss L.E. Hudson who had just completed the final edition. 1942 - Employment of 60 blind men and women in war related industries, the purchase of an air raid shelter and the small size of the report due to the shortage of paper. 1943 - Closure of the Basket department due to government regulations on cane stock, the provision of a lunch hour news service provided by visitors and individual reports from each of the Ladies Auxiliaries. 1944 - Presentation of a revolving chair to Honorary Librarian Mr H.W. Thompson for 35 years of service, the filling in of air raid trenches due to the improvement of the wartime situation and that SIBI had been supplying the Royal Australian Navy with mats, brushware and other products. 1945 - Continued placement of blind workers in outside industries, the compilation of a register of blind citizens and the election of the Hon. Justice Maxwell as President. 1946 - The successful application for Royal assent and the subsequent name change of the insitution, the intervention of Hon. Member C.R. Evatt Minister for Housing regarding the building of a new hostel for blind women and the establishment of an Honour Roll with a description of inductees Mrs K.L. Barry, Mrs J. Ayre, Mrs E. Vance . 1947 - Establishment of an occupational therapy department, the acceptance of Helen Keller to visit the society and the induction of Mrs Rivis Mead to the Honour Roll. 1951 - Passing of Librarian Miss Jean Currie and the use of prisoners to transcribe materials into Braille.Single volumes with various pagings, illustrations -

Book, Ballarat School of Mines Invoice Book, 1870 - 1875
Scrap book containing invoices relating to accounts to be paid by the Ballarat School of Mines between 1870 until 1875. The School of Mines at Ballarat was the first school of Mines in Australia and was established in 1870. The works done to the former Ballarat Circuit Court House were overseen by Robert Davidson (architect and Surveyor) with the contractor being James Williams. Large book, green leather with red binding, numerous original invoices pasted onto the pages. The first pages of the scrapbook includes correspondence relating to the refurbishment of the former Ballarat Court House which was used as the Ballarat School of Mines from 1870. Hanro Journal: The front has a solid front and back cover and is of a green material with a marble type pattern trimmed at the top and bottom right hand corners with light brown suede triangles. The curved spine of the book is also light brown suede and the binding extends to 4cm on to the cover. 5.5cm down from the top of the spine is a 4.9 x 3.3cm red sticker with gold trim top and bottom of three strips and flowers under and on top of the third strips. The sticker has a tear and dog ears at the bottom. In gold in the centre is the word JOURNAL. The back of the journal is the same as the front but has more wear noticeable at top left and a tear at the bottom. Inside the cover is a paper lining of blue and cream mottled background with red uneven swirl a cream cloth spine with cotton thread for attaching. When the Journal is closed the pages form a colourful pattern of red, yellow, blue and green. Inside the book is light blue paper, on the left top hand written in pencil is 11/-, underneath that is 20/-. Numbers 24100, 27236, 25951, 25844 and some dacomb shorthand further down the page. On the right hand side centre of the page is the heading, hand written in black ink which has been underlined in red is *Hanro (Aust) Bendigo Knitting Mills Pty Ltd May 13th 1926* Page 1 of the Journal :- The Journal is all hand written in black ink and ruled up in red pen. At the top headed *Journal*, underlined in red. The page is ruled up into ten columns of various sizes. First column is the date May 1926. The page lists the distribution of Ordinary and Deferred Shared and their amounts. Next is Expenditure, for the land and buildings and setting up of the business, plant and equipment and various assets acquired from Bendigo Knitting Mills Pty Ltd. At the back of the book is a Debit Note From *Hands chin & Ornis S.A. Liestal (Suisse) to *Hanro* (Aust.) Bendigo Knitting Mills Pty. Ltd. Dated 10th September 1932. Debit Note No. 319. *Our payment to Messrs. Jacky, Maeder & C0, Basle as per your letter of August 10th 1932. SFr. 37.70 pounds * Then hand written in pencil is *Charged ? 168*` Also at the back is a group of letters with a hand written note in pencil, on the front dated 20/01/33 attached with a metal clip and pin reads *Bad Debts to be written off* under that it lists the names, where they are from and the amount owning and the total. Said document is essentially an instruction manual detailing how the Club is to be administered and the duties of officials. 2/A page (unclear if intended for use as a poster or letter) announcing a Business Persons Breakfast to be held at St. Anthony’s Parish Hall on 19/11/1986, wherein Jeff Kennett, M.L.A., Leader of the Opposition of the Parliament of Victoria, will deliver a speech titled ‘Responsibility Before Rights’. 3/A booklet announcing the 25th anniversary celebration of the Rotary Club of Caulfield, to be held at Tudor Court on 24/02/1987. Contains the menu, national anthem, programme, and two lists – one of the founding members of the Club and one of the extant members of the Club. 4/Two copies of a booklet announcing a dinner, to be held at Tudor Court on 10/11/1987, wherein charter will be presented to the Rotary Club of Caulfield-Rosstown by District Governor Ian Knight. Contains a list of extant staff, the menu, the programme, a description of the history of the ‘Wembley Wheel of Friendship’, a list of charter members, and an account of the etymology of the name ‘Rosstown’. 5/Two copies of a page featuring four items of relevance to the Rotary Club of Caulfield. The first is an article (titled ‘Rotary scholar makes it’, author unspecified, source unspecified, undated) about Club scion Mark Collard receiving an MBA from Clarkson University. The second is an article (titled ‘New Caulfield Rotary’, author unspecified, source unspecified, undated) about the presentation dinner to which item 7 pertains. (This article is not present in its entirety, trailing off at the end.) The third is an announcement of a ‘progressive dinner’ to be held on 28/11/1987, also containing an announcement of a bicentennial conference to be held on 19/03/1988. "A joint meeting of city and town ratepayers, convened by Messrs Francis Jago and Henry Johns, interested in the formation of a cart bridge in Hill street, over the Yarrowee Creek, was held on Saturday evening, in the Societies Hall, corner of Skipton and South streets, with the view of taking united action in the matter. Mr Morris was voted to the chair, : and about 60 persons were present. The chairman stated that the object of the meeting was that united influence should be brought to bear upon the City and Town Councils, so that a cartbridge should be erected. He said that Mount Pleasant would no doubt be thickly populated in a few years, and the bridge would prove a great boon to the inhabitants of the locality. By means of a cart bridge drays, would be enabled to save on their journeys to and fro between the mount and the batteries, at least a mile and a half each time. He hoped that the councillors for the south ward would assist them in this matter. Mr Jago, as one of the conveners of the meeting, said that united action on the part of both eastern and western ratepayers was requisite, so as to exert a strong pressure upon the City and Town Councils, in order that the work should be carried but. Mr Grainger moved the first resolution as follows;—“ That the construction of a cart bridge over the Yarrowee Creek at Sunnyside, to facilitate communication between the residents of the city and town, is urgently necessary, and that in the interests of both municipalities the two councils be asked to at once jointly carry out the work. In doing so he said that the necessity of a cart-bridge for the residents of Mount Pleasant would be apparent when the number of batteries, tanneries, and also the Woollen Mill, in the district were considered. The place was of growing import ance, and ready communication should at once be established. Another reason was that an immense saving in time would be effected. It was quite a common occurrence to see one, two, or three drays stuck in the bed of the creek which had gone that way to make a short cut. Now, what with the horses floundering about and breaking their harness, it seemed a wonder to him that life had not been destroyed before now, just through the want of a cartbridge. Mr Johns seconded the resolution. Mr Robert Calvert supported the resolution, and said that it was disgraceful action on the part of the representatives of the south ward that the work had not been executed long ago. They should come together like men and demand that the work should be done, and if not done they should not pay rates until it was. (A voice—“But they’ll make us.” Laughter.) The wooden footbridge across the creek was “only a wooden fabric, not fit for a Christian to walk across, and steps should be taken to remedy this also. Mr Blight, a resident of Mount Pleasant, said that, in common with others, he had been opposed to the erection of the bridge two years ago, but his views had since been altered. Cr. Morrison, who was present, said that the fault of the cartbridge not being erected over the Yarrowee at Hill street lay not with the City Council, but with their neighbors, who had always been opposed to its erection there. In 1874 a motion was carried at a meeting of ‘the City Council" by which the sum of £5OO had been voted to carry but the work. As the bridges over the Yarrowee were joint undertakings of the city and town, they had, by the provisions of an act of Parliament, called upon the Town Council to assist them in the erection of the bridge. In consequence, a conference of the two corporate bodies had taken place, when a motion was moved by Cr Howard, the representative of the south ward, and seconded by Cr Turpie, of Ballarat East—“ That the bridge should be erected at Hill street.” The motion was rejected, principally through the eastern representatives, who wanted the bridge lower down. Since then the two councils had often met to consider, the question of bridges over the Yarrowee Creek, but nothing had been done at the meetings, as the Eastern Council wanted the bridge in one place and the City Council in another. He had himself, when first elected to the council, given notice of motion affirming the desirability of a bridge, at the place now fixed upon. The Woollen Company was growing in importance, and a direct, road to its works would greatly advance its interests. For the working, expenses of each ward £400 was annually, appropriated; and this amount would not be sufficient carry out the work. They would have to obtain a special grant of about £900, as Hill street would require a culvert to be erected therein, as now it was virtually an open drain which carried the drainage of the western plateau to the Yarrowee. He advised that strong pressure should be exerted, specially upon the Eastern Council, and then the work might be carried out. He thought that if the foot bridge was repaired, and large stones thrown into the creek, it would do until the bridge could be erected. The chairman then put the resolution, and it was unanimously carried. Mr Hamilton moved the second resolution— “That Messrs Fern, Greenwood, Peirce, and Jago be deputed by the meeting to wait upon the City and Town Councils and present the first resolution; also that petitions in its favor be signed by all ratepayers interested.” Mr Haigh seconded the resolution, which was carried. Votes of thanks to Cr Morrison for his attendance, and to the chairman for presiding, were passed, and the proceedings terminated." (Ballarat Star, 9 August 1881, page 3) "WOOLLEN MILL BRIDGE YARROWEE IMPROVEMENTS Though brief the official ceremony of opening the bridge across the Yarrowee Creek, near the Sunnyside Woollen Mills, was of an interesting character. It took place at noon yesterday in the presence of the Mayors and councillors of the City and Town. Hon. F. Hagel thorn (Minister of Agriculture).Hon Brawn. M.L.C., Lt-Col Morton (Acting City Clerk). Mr J. Gent (Town Clerk of Ballarat East), Mr A. Farrer (City Engineer), Lt. L. Finch (who is about to leave for the Front, and who assisted Messrs A. Farrer and G. Maughan in carrying out the project, Mr W. Hurdsfield (Clerk of Works) and others. An apology was received from Mr J. McClelland, contractor for the work. Mayor Hill expressed pleasure in Introducing Mr Hagelthorn, who had at great personal sacrifice and inconvenience come from Melbourne to perform the opening ceremony of that beautiful bridge, which was of great improvements that had been effected.When Mr Hagelthorn was Minister of Pubic works he visited Ballarat specially to see the condition of the creek, which at that time was in a disgusting state from a sanitary standpoint. After viewing the position, and realising the justice of the claim. Mr Hagelthorn made strong representations to the Government of which the was a member with the result that it voted £17,000 for the work. That action had been the means of turning a plague spot into a thing of beauty. They therefore owed a deep debt of gratitude to Mr Hagelthorn and the Government of which he was a member, and they were particular grateful to Mr Hagelthorn for coming to Ballarat to perform the open ceremony. Mayor Levy said he could bear testimony to the good work Mr Hagelthorn had always done for Ballarat. In him Ballarat and district always had a good friend. He thought Mr Hagelthorn would feel amply gratified at seeing the good work that had been done. It would serve as some reward for the expenditure, on behalf of the residents of Bal larat, of the amount of money made available through Mr Hagelthorn's instrumentality for the two municipalities. Otherwise the City and Town councils would not have been able to carry out so necessary and so beneficial a work. There was a great amount of work yet to be done, and when the financial market became low stringent Mr Hagelthorn would no doubt be pleased to take the necessary steps to have money provided for further works which could not be undertaken at the present time. The adjacent woollen mill was a standing monument to what was being done in Ballarat, and what ever the City and Town Councils or the Government could do to encourage such manufacturing enterprise should be done, and he was glad to be able to say that was being done as far as finances would permit. He concluded by presenting Mr Hagelthorn with a gold mounted pocket-knife with which to cut the ribbon stretched across the centre of the structure as a bar to traffic. The Hon. F. Hagelthorn, who was greeted with applause said before him was a good work well done in the interests of the public. Real prosperity could only be achieved by a movement carried out by the people to increase natural productiveness. Most of them had been made aware, on account of the war par tiularly, that the people who were best equipped, the industries that were best organised, and the Governments that were most intelligently controlled would get the most of this world's goods and some of its luxuries that Would be denied other people less efficient. Any thing the Government could do to promote industry and to increase the reward of those engaged in it, both employer and employee, would be done. Most Governments would do but little in that regard. ...
