Luncheon reception held at Austin Hospital, Heidelberg to open appeal for the Stage 2 Building Appeal. L-R: Mr H. Foletta, Chairman of Austin Hospital Appeals Committee, Cr. J.O. White, J.P., Shire President, The Hon. R.J. Hamer, E.D., M.P., Premier of Victoria, and Treasuer and Minister of the Arts. The July 1973 appeal's target was $500,000, which with government subsidies aimed to pay for a nine-story building alongside stage one - a combined ten-storey teaching, research and medical centre. The new block was planned to provide the Austin Hospital with 218 additional beds, eight extra operating theartres and a comprehensive range of medical, diagnostic, therapeutic and anciliary services. The hospital conducted a door knock appeal in the Heidelberg and Eltham districts on Sunday July 22. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' Eltham Courthouse Officially Reopened (Jim Connor, EDHS Newsletter No. 263 April 2022) In the Conservation Management Plan prepared in 2006 for the Eltham Justice Precinct there is mention that more than 350 court houses have been built by the Public Works Department since 1856, when the Department was established. It also states Eltham was in an early group of 'Victorian Free Classical' structures, featuring a projecting entry porch and gabled roof. Characteristically, this group shares a simple, rectangular shape, central placement of the court room with smaller-scale offices set back at the sides or rear of the court room, arched openings, and decorative string courses. The Statement of Significance listed in the Victorian Heritage Register states: ‘The Eltham Court House dates from the time when the town was largely self-contained. It was initiated in response to itinerant gold prospectors who turned to crime when their quest was unsuccessful. This type of localised solution is characteristic of the self reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community.’ It also states: ‘The Eltham Court House, built in 1860, is one of only two intact examples in the state of this simple design with projecting entry.’ So with this background it is most appropriate this valued historic building has recently been the subject of a total restoration, as detailed in previous newsletters. This was a major project undertaken by Nillumbik Shire Council. At a small function in the Eltham Courthouse, on 23rd March 2022, Nillumbik Shire Council Mayor Fran Eyre declared the fully restored building officially reopened. In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. Wingrove Ward Councillor Geoff Paine then highlighted the importance of historical societies and groups within the shire and their valued activities in recording and preserving their local history. EDHS president Jim Connor thanked everyone involved with the project and provided an overview of the history of the courthouse. Michael Ioannides, Council’s project manager, spoke about how the restoration process proceeded and those involved in undertaking the works required. Cr. Natalie Duffy, various council officers, EDHS executive committee members, as well as representatives of the head contractor Ducon Building Services and the heritage advisors, RBA architects and Conservation Consultants, were also in attendance, as was a representative of Nillumbik U3A. After the formal part there was some light hearted interpretation of how past legal proceedings may, or may not have, occurred within this courthouse, before some refreshments were shared in the former second courthouse at the rear, which is now utilised by Nillumbik U3A. BACKGROUND The Eltham Cemetery is of historic significance to the Eltham area. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor. The results from both exercises are included as appendices to this report. Section three includes a summary of the findings along with other analytical results. One of a series of videos "Stories from the Nillumbik Shire with Geoff Paine" Geoff Sandy, Parish Historian and Archivist gives a history of the church which was opened 12 December 1861. It is constructed of polychrome bricks (lots of different colours). References a long relationship of over 159 years between the church committee and the Eltham Hotel across the road for refeshments for church events. The land was donated by Henry Dendy, the founder of Brighton where he lived for five years before going bankrupt and moving to Eltham where he bought a steam powered flour mill on the banks of the Diamond Creek at the end of Pitt Street. The church is heritage protected as well as the 1870 parsonage, Dendy House. It was always meant to be a much bigger church and extended along the north wall. This was finally achieved in 2014. Shows views inside of the original section and the extension. Also discusses the original tall windows on the south with gold trimming and other windows with gold trimming. Some original windows have been replaced by stained glass. Discussion about the Patron Saint of the Church, Margaret of Scotland. The original window made for £1 by Yuri and Fergusson in Melbourne and possibly one of the first made in the Colony of Victoria was relocated to the north wall during the 2014 extension. The crucifix was made by Matcham Skipper. Also features the Honour Roll. The walls of the extension are mudbrick, timber from a variety of sources and very much in keeping of the character of Eltham. The bell and bell tower are original. Shire of Eltham Archives: Series 69, Item 9 This video is of the opening of the new Eltham Library on May 22nd, 1994. It features an introductory look at the new library with the assembled guests with music performed by Eltham High School. A welcome speech is given by Shire President, Cr Pamela Sladden followed by the Hon. Peter Staples, Member for Jagga Jagga. Cr. Robert J. (Bob) Manuell, Chairperson, Eltham Library Redevelopment Special Committee then gives a sometimes humourous analogy of the history of the project's development from conception to delivery with reference to the Year of the International Family (1994). Series consists of over 140 volumes of Council Records. These records (apart from the Rates Books) fall outside the provisions of the Victoria Public Record Office Disposal Schedule - ie. Retention is at the discretion of Council. A complete listing of the volumes is attached, however the collection includes Minute Books, Letter Books, Country Roads Board Ledgers, Finance Committee Finance Books, Water Supply Rate Books, and numerous cash books and ledgers. Photo taken immediately prior to the demolition of the old baker's shop on the corner of Main Road and York Street, Eltham. Joh Ebeli and Elwers Howard endeavoured to preserve some parts of the house. The old weatherboard building, possibly dating from the 1860s, comprised a dwelling with a shop in the front room opening off a timber verandah deck which directly fronted the Main Road footpath. At the rear is a brick building of much later date which was for many years used for the bakery. The buildings were demolished for flat construction. Publicity at the time was oriented toward moves to preserve the weatherboard building which came from a number of individuals including members of this society. The society had no official connection with any proposal to retain the building or any part of it on any other site. The issues involved were part of a wider consideration of the matter of preservation of historic buildings. In this case the Society and in particular the committee had been aware for some years of the impending demolition. The possibility of the preservation of the building had been canvassed on a number of occasions. The Society’s view was that whilst the baker’s shop was an interesting old building which contributed to the character of Main Road, it was not of sufficient importance to wage an organised campaign for its preservation.
