Six items pertaining to Glen Eira Residents Asssociation Inc. 1/Two copies of the minutes of a Committee Meeting of Glen Eira Residents Association Inc., held on 04/12/2001. The minutes cover a range of routine meeting items, as well as the postponed release of the Princes Park Master Plans and the proposed construction of car parks at Caulfield Racecourse. 2/A copy of Glen Eira Residents’ Association Inc.’s 30/05/2003 newsletter, notifying members of matters presently before Glen Eira City Council for purposes of evaluation. Matters include an admonishment to the Council to sort out anomalies between the C25 Amendment (80/20 Plan) and the Melbourne 2030 Plan, the success at convincing the Ministerial panel to adopt GERA’s views regarding the C14 Council Plan for the Caulfield Racecourse, a request for information from the Council regarding the previous year’s rate increase, a request for information from the Council regarding spending on planning for improvements to Princes Park, a call for the Council to improve its consultative procedures, a recommendation that the purpose of Glen Eira News be expanded to the making of suggestions for city improvement, and a notification of the measures implemented to improve the visibility of Caulfield Racecourse’s usability by the public. Includes a black-and-white photograph of Orrong Road, Elsternwick, illustrating what Glen Eira’s roads would look like if lined with trees, which was excluded from Glen Eira News on account of a current prohibition on the making of suggestions for city improvements. 3/Four copies of a booklet entitled ‘A Short Guide to Planning Procedures’, composed 08/2006, which endeavours to explain, as concisely as possible, the methodology by which Glen Eira City Council approves real estate developments and issues planning permits. 4/A booklet containing the minutes of the 05/10/2009 Annual General Meeting of Glen Eira Residents’ Association Inc. Details both routine items and more specific matters of discussion, such as inappropriate charges on the part of the Glen Eira City Council and the proposed inception of a questionnaire to evaluate local residents’ opinion of the Council. 5/A booklet announcing the 07/10/2010 Annual General Meeting of Glen Eira Residents’ Association Inc. at St. John’s Uniting Church, Elsternwick. Front cover details agenda and contains four colour photographs pertaining to public transport (buses, trams, trains) within the city. Interior features president Don Dunstan reflecting on issues relevant to GERA occurring over the preceding twelve months, with an emphasis on the dubious behaviour of the City Council, as well as two colour photographs: one of Dunstan himself and one of traffic at Elsternwick Junction. The rear cover contains the Financial Statement presented to the Meeting. 6Two copies of a printout of an article from the website of Glen Eira Residents’ Association Inc., accessed 19/06/2012, explaining the affects wrought as a result of the implementation of Planning Scheme Amendment C87. Said amendment changes the Planning Scheme protecting neighbourhood character by replacing the previous Significant Character Area (SCA) designation with the new designations of Neighbourhood Character Overlay (NCO) and Design and Development Overlay (DDO). In developing the Amendment, Glen Eira City Council commissioned Planisphere to procure the Planisphere Final Report, in which recommendations regarding the expansion, creation and deletion of SCAs were offered. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. Myoora - Victorian Heritage Register (VHR) Number H0490 https://vhd.heritagecouncil.vic.gov.au/places/275 Myoora, 405 Alma Road, North Caulfield, was designed by Reed, Henderson & Smart and can be attributed to Anketell Henderson. It was built in 1886 and 1887 for Thomas Christian, who had founded the fabled gold mine, the Day Dawn at Charters Towers. He never occupied the house although his widow lived there for some time. The house was subdivided into three and later six flats. Myoora was one of many large mansions on broad acres with gardens in Caulfield. Perhaps the grandest was Labassa. The mansions date from the 1850s through to the late 1890s. The siting of Myoora on a ridge influenced its planning and composition. A central hall and corridor along the ridge is entered from the centre of the more formal north facade. The entrance is marked by an elaborately detailed tower. A stair turret provides a second accent. The western end of the building is completed by a massively detailed chimney as the service wing. The south facade enjoyed an outlook to port phillip from a two-storey cast iron verandah. Bay windows, chimneys, the tower and the turret and minor details are brought together in a sophisticated asymmetrical composition. This is reflected in the planning. The asymmetry of Myoora pivoting on the tower is the most notable feature of the building. The walls are built of cement rendered brick. The cement render has not been painted. The roof is slate. The balconies and verandah are cast iron. The footings and cellar are bluestone. The architectural firm Reed, Henderson & Smart was very prominent in Victoria in the nineteenth century. Anketell Henderson was an eminent and well respected member of the profession. He worked successfully in London and interstate as well as in Victoria. They were better known for commercial and public buildings. Myoora is an important private commission. The style of Myoora is a combination of details from the Continental and English Renaissance through the boom style and the Queen Anne style. There is also an early influence from the American Romanesque style especially in the stair turret. The latter style was important at the turn of the century and Myoora is a significant precursor. Other buildings of a similar scale survive in Caulfield and elsewhere. Labassa, the most fabulous, is quite different stylistically as are most of the other comparable mansions.Page 7 of Photograph Album including four black and white photographs. A block of this land was acquired by the Presbyterian community and a timber church erected there in 1910. In time, a larger church was required. After several years of fund raising led by George Kinross, a new red brick St Stephen's church was built in 1926 to the design of architects Haddon and Henderson. The design of the verandah, though defaced, is unusual in Caulfield and, therefore, important. A substantial late Victorian stuccoed Bool11 style villa residence with tower surmounting the entrance porch, fluted columns to the ground level verandah and parapeted balcony over, now built in with a sympathetic addition at the north-west corner. Historically, the Elsternwick Theatre is important as the longest continuously operating cinema in Victoria. However, the building itself was not purpose built as a cinema, and little remains of the early cinema interior. It is also notable as one of a handful of early cinemas in Victoria to still operate. The Elsternwick Theatre is socially significant for its association with cinema, the major form of popular entertainment in the early twentieth century. Prior to the conversion of the premises into a picture theatre in 1911, the building was an important community gathering place; as a public hall and lodge rooms. From Victorian Heritage Database: Citation for Greek Orthodox Church HO84 https://vhd.heritagecouncil.vic.gov.au/places/43587 (as at 19/10/2020) The former Primitive Methodist, later Congregational, church at 152 Grange Road, Glen Huntly, is a small timber building, erected in 1885 (89?) in South Melbourne and relocated to Glenhuntly in 1909. It is a highly individual picturesque timber structure with distinctive spire and timber enrichment. It has aesthetic, historical and social significance. Its aesthetic value is derived from the choice of materials and picturesque Gothic Revival character showing American influence. Caulfield Town Hall is now known as Glen Eira Town Hall.From Victorian Heritage Database: Citation for Town Hall, Corner Glen Eira and Hawthorn Roads - HO106 https://vhd.heritagecouncil.vic.gov.au/places/43613 as at (19/10/2020) The former City of Caulfield (now City of Glen Eira) Municipal Offices, located at the south-west corner of Hawthorn and Glen Eira Roads, Caulfield South, were commenced for the Borough of Caulfield in 1884 when they also included a Post and Telegraph Office and Court of Petty Sessions. They were designed by the Borough surveyor, Sydney Smith. The hall was completed in 1890 to the design of Alexander Rankin and the present hall, foyer and portico completed to the design of Goldsmith and Jenkin, architects, in 1931. The complex is historically, aesthetically and socially significant. It is historically significant {Criterion A) as the centre of Local Government services in the area since 1885 and as a centre of post and telegraph and legal services for a period. Its association with architect and Borough surveyor, Sydney W. Smith is important in that the east elevation and facade (ground floor level only)as far west as the tower (lower two stages) survive as evidence of his work, the practice which his son continued after his death in 1886, becoming highly successful. The work of Goldsmith and Jenkin is historically important in that it indirectly demonstrates the growth of the City sustained during the Inter-war period, the work proceeding in spite of the Depression. It compares with other similar work of that time including the refurbishment of the Malvern Municipal Offices and Hall in 1927 (Hudson and Wardrop), the Melbourne Corporation Offices and Hall in 1925-28 (Stephenson and Meldrum, A. and K. Henderson) and the Camberwell Offices and Council Chamber in 1924 (Leighton Irwin and Roy Stevenson), other comparable municipal projects being undertaken during the 1930s. Finally, the Goldsmith and Jenkin works are important as a project of the Depression years organised specifically to alleviate unemployment problems in the Municipality. The complex is aesthetically important (Criterion E) as a prominent and imposing Classically derived complex of its type with individually noteworthy interior spaces being the entry hall and staircase, main Hall, Foyer and Council Chamber. The Adamesque plasterwork, timber panelling and furniture, Art Nouveaux enrichment and Classically derived treatment with sparing use of Australian decorative motifs are contributory elements. Exterior .elements of note include the remains of the original design prepared by Sydney Smith and the clock tower and portico which have come to symbolise important Municipal complexes erected prior to the Second World War. It was built with an address to Glen Eira Road with the driveway gates close by the present Helenslea Road corner. The present address is no. 3 Hood Crescent, Caulfield North. It is historically, aesthetically and socially significant. It is historically significant (Criterion A) as the home of Sir George Stephen, MLA for Collingwood, barrister and mining investor and for its capacity to demonstrate Caulfield's early attraction as a residential retreat for Melbourne's eminent citizens. It is aesthetically significant (Criterion E) as a villa residence characteristic of the mid Victorian period, predating the use of cast iron and comparing in this respect with Charles Webb's "Farleigh" (1865) at 6 Farleigh Grove, Brighton. Its substantial nature causes it to be the earliest surviving mansion house in the Municipality. The porch, external austerity and opulent entrance hall and staircase are important contributory elements whilst the survival of the exterior surfaces predominantly in an unpainted state enhances its level of integrity. This file contains two items pertaining to the property housing the Caulfield RSL: 1/A photocopy (2 pages) of an assessment of the property, dated 01/1997, by Andrew Ward, for purposes of ascertaining its historical significance. The assessment describes the architectural features of the property, offers a brief history of it, specifies why it should be considered significant, and recommends that it be added to the National Estate Register. Included is a black-and-white photograph of the exterior of the building. 2/An assessment (17 long pages plus appendix) of the car parking issues procured as a result of the decision to refurbish the Caulfield RSL. The photograph shows the view of the shore and Lady Bay with the Breakwater and Middle Island all visible. It was taken to show that the Flagstaff Hill area was unlikely to have any further development between it and the Bay, with the view of development of the Flagstaff Hill Maritime Museum and Village. This photograph, a print, is one of a set of five that show the site of Flagstaff Hill. The photographer was John Lindsay, Founding Director of Flagstaff Hill Maritime Museum and Village, with the words "Photo J Lindsay" on the back. It was taken in the early 1970s during the initial stages of the development of Flagstaff Hill as a Museum and Maritime Village. The photographs belonged to the donor's grandparents, who lived in the Warrnambool district of Allansford/Naringal. The photograph is a record of the site and surrounds of Flagstaff Hill Maritime Museum and Village before its development and opening in 1975. It shows the Surfside Holiday Park, Surf Lifesaving Club, and the Breakwater. The photograph is significant for recording the location and condition of the Lower Lighthouse on the Hill.Coloured photograph, glassy print, one of a set of five. Flagstaff Hill's Lower Lighthouse is in the foreground above the Surfside Holiday Park. To the right of centre is the Surf Lifesaving Club. In the background is Lady Bay and the Breakwater and Middle Island, with the Southern Ocean the other side. The photograph's paper has the printer's watermark and a pencilled inscription on the back. Postcard - Historical, Warrnambool, Proudfoot’s Boat House, Hopkins River, Warrnambool, Early 20th century
The nine postcards in this set were donated together and date to the early 1900s. All but one postcard in this set shows images of Warrnambool, in the Western District of Victoria; the other has a London image. The postcards were all printed in Great Britain according to that country’s postal regulations. All cards have titles on the front printed in red. The majority of the images on the cards are attributed to photographer Joseph Jordan and belong to the Jordan Series. The back of these cards has an outline for a postage stamp, a vertical dividing line and a heading on each side of the line to separate the Correspondence from the Address. Postcards or ‘correspondence cards’ appeared in Britain in 1894. They were plain cards with a space for the message on one side and an address on the other; regulations didn’t allow anything but the address to be written on the ‘address’ side. In 1902 the British regulations then allowed a picture to be printed on the front and the address on the back, so messages had to be written on the picture side. Soon, the regulations changed and the back was divided for a message and the address. Proudfoots Boat House – Proudfoot’s Boathouse is at 2 Simpson Street Warrnambool, on the banks of the Hopkins River. In the 1880s it was a venue for hiring boats for rowing, fishing, sailing and picnics. It was a popular destination for tourists coming from Melbourne for a day or weekend outing. The beautiful historic Victorian period building was designed, built and established by Thomas Proudfoot. He applied to build a boat jetty in 1885. He died in 1900 and his wife Catherine took over, running it for many years. Later her son Bruce and after that her granddaughter Ena Hunt and her husband took over; it remained in the family until 1979. The buildings, including the ‘U’ shaped jetty and tearooms, were restored and modified in the 1990s by the Warrnambool Sports Club, under the control of the Warrnambool City Council. Joseph Jordan - Joseph Jordan was born in 1841 in Leicester England. When he was 16 he joined the 7th Queen's Own Hussars and was sent to India at the outbreak of the mutiny. He took part in the relief of Lucknow and remained in India for eleven years. It was during this time, he became interested in photography. He was posted to New Zealand and later came to Victoria, becoming a sergeant major of the Mounted Rifles. In the mid-1880s he came to the Western district where he was responsible for establishing units of the Mounted Rifles in various country towns such as Dunkeld, Mortlake, Panmure, Bushfield, Koroit etc. He resigned from the army in 1889 and set up a professional photography studio in Liebig Street, Warrnambool. He became very well known in the Western District for family photographs, official photographs of local councillors and groups as well as views of local scenery. In 1891 he photographed the wrecked barque ‘Fiji’ at ‘Wrecks Beach’ near Princetown. His business was taken over by his son Arthur around 1917. Joseph was a keen rifle shot and in 1924 he donated the "Jordan Shield" as a prize to the Victorian Rifle Association. He was made a "Life Honorary Member" of the Warrnambool Returned Soldiers League and in 1933 he was recognised as being the oldest living soldier in Victoria. Joseph died in 1935 aged 95.This card is the only one of the nine cards with the location of Warrnambool added to the name 'Joseph Series'. It is also the only one that has text within the outline for the postage stamp. The font used for the test of the headings is slightly different to the other cards. Joseph Jordan is a significant figure in Warrnambool history as he helped to establish early units of the Mounted Rifles (G Company) in local towns during the late 1880's and later, photographed local scenes, groups and citizens of early Warrnambool. This postcard of Proudfoot's Boathouse is of historical significance for is connection with Proudfood’s Boathouse. Proudfoot’s Boathouse is an example of late-Victorian recreational and tourist facilities. Boathouses were popular 19th-century tourist and recreational attractions, providing refined and healthy activity. This boathouse shows the early realisation of the tourism and leisure potential of seaside towns such as Warrnambool, a potential that has become increasingly important as port uses have ceased and other industries have been subjected to financial pressure. Proudfoot's Boathouse is of social significance because it illustrates the continuity of the attraction of this kind of leisure facility. The nine postcards in this set were donated together and date to the early 1900s. All but one postcard in this set shows images of Warrnambool, in the Western District of Victoria; the other has a London image. The postcards were all printed in Great Britain according to that country’s postal regulations. The fronts of all cards have titles printed in red. Most of the images on the cards are attributed to photographer Joseph Jordan and belong to the Jordan Series. The back of these cards has an outline for a postage stamp, a vertical dividing line and a heading on each side of the line to separate the Correspondence from the Address. Postcards or ‘correspondence cards’ appeared in Britain in 1894. They were plain cards with a space for the message on one side and an address on the other; regulations didn’t allow anything but the address to be written on the ‘address’ side. In 1902 the British regulations then allowed a picture to be printed on the front and the address on the back, so messages had to be written on the picture side. Soon, the regulations changed and the back was divided for a message and the address. Christ Church Warrnambool – The image on this card shows Christ Church, a stone building built in 1856. The Anglican church is in Henna Street, Warrnambool. The church, outer buildings and grounds are heritage-listed. Its bell tower harbours German bells. Joseph Jordan - Joseph Jordan was born in 1841 in Leicester England. When he was 16 he joined the 7th Queen's Own Hussars and was sent to India at the outbreak of the mutiny. He took part in the relief of Lucknow and remained in India for eleven years. It was during this time, he became interested in photography. He was posted to New Zealand and later came to Victoria, becoming a sergeant major of the Mounted Rifles. In the mid-1880s he came to the Western district where he was responsible for establishing units of the Mounted Rifles in various country towns such as Dunkeld, Mortlake, Panmure, Bushfield, Koroit etc. He resigned from the army in 1889 and set up a professional photography studio in Liebig Street, Warrnambool. He became very well known in the Western District for family photographs, official photographs of local councillors and groups as well as views of local scenery. In 1891 he photographed the wrecked barque ‘Fiji’ at ‘Wrecks Beach’ near Princetown. His business was taken over by his son Arthur around 1917. Joseph was a keen rifle shot and in 1924 he donated the "Jordan Shield" as a prize to the Victorian Rifle Association. He was made a "Life Honorary Member" of the Warrnambool Returned Soldiers League and in 1933 he was recognised as being the oldest living soldier in Victoria. Joseph died in 1935 aged 95.This card is the only one of the nine cards with the location of Warrnambool added to the name 'Joseph Series'. It is also the only one that has text within the outline for the postage stamp. The font used for the test of the headings is slightly different to the other cards. Joseph Jordan is a significant figure in Warrnambool history as he helped to establish early units of the Mounted Rifles (G Company) in local towns during the late 1880's and later, photographed local scenes, groups and citizens of early Warrnambool. This postcard of Christ Church Warrnambool is significant for its connection to the church. The early building of the church in 1856, within the first decade of Warrnambool being proclaimed a town, shows the strong religious desire of the community.
