Flagstaff Hill Maritime Museum and Village
Container - Horse trough, Annis & George Bills, circa Dec. 1932
This horse trough is the only survivor of the two troughs originally installed in Raglan Parade, Warrnambool, in 1932. It was later moved to the Pony Club at Albert Part, near the north corner of Coulstock and Craig Streets. Over the time there its purpose was changed from a horse watering trough to a colourful garden bed of agapanthus plants. By February 2013 the horse trough had been transferred to Flagstaff Hill for display in the Maritime Village’s grounds. This trough is one of hundreds provided by the Annis and George Bills Estate Trust since 1927 for the welfare of working horses and dogs. The original concrete cap over the small compartment is still retained. There are also markings on the right side of the trough where it probably had a birdbath, tap or a dish for the horseman’s dog, similar to other troughs donated elsewhere by the Trust. Less than half of the troughs produced for the Annis and George Bills Trust still survive. In 2017 Felicity Watson, National Trust Victoria’s advocacy manager, said that the troughs were treasures and becoming rare, with more than a dozen across Victoria now being heritage protected. ABOUT ANNIS AND GEORGE BILLS The 1927 Will of George Bills included setting up the Annis and George Bills Estate Trust, which provided for hundreds of horse troughs to be supplied and installed throughout Australia, Britain, USA and other parts of the world for the welfare of horses. Town and city councils could apply to the Trustees for a horse trough for their communities. George “Joe” Bills was born in Brighton, England, in 1859. The family migrated first to New Zealand then to Australia in 1873, settling in the Echuca-Moama district. George moved to Brisbane in 1882 where he met Annis Swann, formerly from Sheffield. Both were animal lovers. George and Annis married 1885 and moved to Sydney to join George’s brother Henry in his mattress wire weaving business, later known as the Bills Brothers. They patented their own machine in 1893 and the business became very profitable. George was able to donate to charities that supported his passion to improve animal welfare. He and Annis joined the Victorian Society for the Protection of Animals and in 1924 George received a Life Membership with the RSPCA. George retired in 1908. The couple moved to Hawthorn, Victoria, in 1910, where they donated troughs for the work horses of Melbourne. During a visit to England Annis passed away. In 1927 George moved from Hawthorn to Camberwell, where he passed away at the end of that year. George had requested in his Will that a trust fund be set up from his estate "…construct and erect and pay for horse troughs wherever they may be of the opinion that such horse troughs are desirable for the relief of horses and other dumb animals either in Australasia, in the British Islands or in any other part of the world subject to the consent of the proper authorities being obtained." The troughs were to bear a plaque inscribed “Donated by Annis and George Bills, Australia”. In 1927 the cost to make a trough was about £13 (which converts to about $1079 in 2020 ), plus transport and installation costs. Most of the troughs were installed between 1930 and 1939 in Victoria and New South Wales. It is estimated that over that time around 500-700 Bills Horse Troughs were installed in Australia and another 50 overseas. Most of the troughs made in Victoria had three moulded front panels like this trough, and no panels moulded on the rear, whereas troughs made in NSW had four panels on the front and five on the back. Victorian troughs were made by a Bills’ relative, J H Phillips. Later, other manufactures for the Trust’s troughs included Rocla Concrete Pipes Ltd, in Auburn Road, Hawthorn, Victoria, who produced to the same original design. No further troughs produced after the end of World War II. A memorial to Annis and George Bills was first erected in Hawthorn in 1929. It included a drinking fountain and a dog dish. Its current location is unknown. In 1964 the George Bills RSPCA Resource Centre opened in Burwood East. This Bills horse trough is nationally significant as one of the surviving examples of the standard Bills memorial horse troughs that still has its compartment cap and evidence of it once having had attached fittings, possibly for a birdbath or dog dish. This trough has State historical significance for being produced in the early 1930s by a business in Hawthorn, Victoria. This example of a Bills horse trough is significant for being in comparatively good condition. The trough is locally significant for being the sole survivor of the two Bills horse troughs installed in the City of Warrnambool in 1932, originally installed on Raglan Parade and continued to be used in the community at the Pony Club, then finally transferred to its current location at Flagstaff Hill by early 2013. It is culturally significant as it represents the community’s dependence on horses for travel and transportation previous to motorised vehicles. It is morally significant as a generous gift from a couple concerned with the welfare of animals.Horse trough; a long narrow rectangular container used for storing water. Trough is made from pre-cast concrete with one large open compartment and a small covered compartment. The base of the small compartment is raised slightly above the base of the trough and is covered by a removable concrete cap. The design of the front of the trough includes three panels moulded into it that align with the shape of the back pediment (panel). The pediment is shaped with side arcs that step up to a wide centre arc. A rectangular concrete plaque is cast into the centre of the pediment and is engraved with the names of the original donors, Annis and George Bills. The trough was made in Hawthorn, Victoria, by J H Phillips circa 1932. “DONATED BY / ANNIS & GEORGE BILLS / AUSTRALIA”flagstaff hill, warrnambool, shipwrecked coast, flagstaff hill maritime museum, maritime museum, shipwreck coast, flagstaff hill maritime village, great ocean road, annis and george bills, bills trust, j h phillips, rocla concrete pipes ltd, hawthorn, water trough, watering trough, horse trough, animal welfare, bills horse trough -

Supreme Court of Victoria Library
Portrait, Sir William a'Beckett
Correspondence held by the library has John Denniston Wood (1829-1914), a barrister and politician, presenting the portrait to the Library Committee in 1867. Wood hopes that the painting will "hang there [in the Court] in like manner as the portraits of many of the sages of the law are held in the Courts at Guildhall". Wood also provides information about the painter, Mr Mosely "now deceased", but who was "selected by Sir WIlliam himself" to undertake the commission. Early accounts have the painting hanging in a prominent position in the 'old' Court house at La Trobe and Russell Streets; the portrait was moved down to the library in 1884, when the portraits of Barry, Stawell and Molesworth were also commissioned. Sir William a'Beckett was the first chief justice of the colony of Victoria, having previously had a busy career at the Sydney bar. The portrait is of historic signifcance because of its subject Sir William a'Beckett and its long association with the Court. A full length portrait of Sir William a'Beckett, seated and dressed in his judicial robes. Edith Cavell was born in England in 1865 and trained as a nurse in the late 1890s. She was also an accomplished linguist, musician and artist. In 1907 she was assisted in establishing a modern nursing system at the Berkendael Medical Institute in Brussels. At the outbreak of World War One she was left in charge of the hospital and what is now known as the Red Cross. During that time she assisted more than 200 Belgian, British and French soldiers who had been separated from their armies, or who had escaped German detention. In 1915, she was accused of conspiring to help prisoners escape, and was tried by a military court in Brussels. She was convicted and sentenced to death, along with four others. Cavell was executed by firing squad on 12 October 1915; she was still wearing her nurse’s uniform. Her body was returned to England in 1919, where a full military service was conducted at Westminster Abbey.colour photograph unmountedBase of the bust: Edith Cavell 1865-1915 Plaque on the plinth: Restored and located in the St Kilda Botanical Gardens in recognition of his mayoral year 1985-86. Memorabilia: Cyclone Sylvaspade, Australian Bicentenary 1988, Cyclone Sylvaspade - Senator Graham Richardson planted a tree using this spade at Sovereign Hill Outdoor Museum to mark ATCV's work at the Australian Bicentennial, 1988 (exact)
The spade is a memento of the planting of a tree by the responseible Commonealth Minister to recognise the contribution of ATCV and ATCV volunteers to repair of the Australian environment. At the time ATCV had been operating in Ballarat for six years. ATCV volunteers had planted 192,000 trees from April 1987- March 1988. Senator Richardson was then Minister for the Arts and the Environment in the Hawke ALP Government and on 17 November 1988 he planted a tree using this spade at Sovereign Hill Outdoor Museum (at which ATCV volunteers had planted trees which are (by 2010) fully grown and a significant feature of the site). Peter Hiscock was director of Sovereign Hill as well as President of ATCV and among the most significant leaders of ATCV (now CVA). The spade also symbolises the recovery of ATCV (then a small and struggling community group) from near closure owing to the effects of the 1987 recession. The Cyclone Sylvaspade concept was component project of the Australian Bicentennial celebrations aimed at recognising organisations which had contributed positively to conservation of Australia's environment. The concept was originated and driven by Dr Wilf Crane of the CSIRO Division of Forestry and a highly regarded forester and environmentalist and champion of the cause of rejuvenating Australia's degraded landscape with trees. At the naming of a road after him in Canberra he was described as a: "enthusiast, a man of conviction, action, humility and simplicity". Wilf conceived the project, developed the tree planting spade with Boral Cyclone and the Institute of Foresters of Australia and launched it with the then Governor-General Sir Ninian Stephens at the new Parliament House. Cyclone has been a brand name for a manufacturer of good quality hand tools for over a century. It is likely manufacturing was still done in Australia at the time of manufacture of the Sylvaspade. Much of it has now moved offshore, particuarly to China and Taiwan. This object is historically significant because it is a memento of a significant national event, the 200th anniversary of European settlement and the start of a process of environmental change which has had negative consequences and which demands a commitment to conserving the uniques Australian national environment. It recognised the achievement of ATCV in tree planting over six years. The Cyclone Sylvaspade is a practical memento and having the responsible Commonwealth Minister plant a tree with it was highly symbolic of ATCV's practical commitment to repair of our environment all over Australia. It was also used by the Victorian Premier, Hon John Brumby, to plant a tree at the reopening of the Boral Asphalt plant, Ballarat, in April 2010. The spade is No. 12 of a limited edition. This item is a functional tree planting spade called a "Cyclone Sylvaspade", mounted on a block of wood with a plaque. The handle of the spade is made of grey plastic, the haft is light, stained wood, and the blade is manufactured to resemble silver and has engravings. It was donated by the Boral company and presented to ATCV by the Minister of Arts and the Environment, Senator Graham Richardson after he had planted a tree to mark the occasion at Sovereign Hill Outdoor Museum, BallaratOn the stem of the spade here is a label showing the logo of the Boral company which reads "SYLVASPADE Tree Planting Spade - Made in Australia." On the blade is engraved "Cyclone - NUMBER 0012 - SYLVASPADE - 1788-1988" together with the logo of the Australian Bicentennial Authority. The spade is mounted on a sturdy polished wooden board on which there is a brass-coloured plate bearing the words: "PRESENTED BY SENATOR THE HON GRAHAM RICHARDSON TO AUSTRALIAN TRUST FOR CONSERVATION VOLUNTEERS IN RECOGNITION OF THEIR CONTRIBUTION TO THE ENVIRONMENT 17TH NOVEMBER 1988 DONATED BY BORAL LIMITED"of, trust, ballarat, memento, australian, australia, environment, conservation, atcv, for, volunteers, cyclone, sylvaspade, senator graham richardson, 1788 1988 australian, bicentennial, boral, spade, sovereign hill, 17th november 1988, 1988, minister for arts and environment, tree planting, institute, foresters, dr, wilf, crane -

Functional object - Box Swinton Collection, Mid 20th century
This box comes from the Swinton collection and belonged to Alex Swinton. The Swinton family are a pioneering family in Warrnambool with William and Ann Swinton arriving in the town in 1854. Swinton businesses (stores selling furnishings, produce, hardware, clothing, glassware etc.) have been important in Timor Street, Warrnambool since 1865 and are among the oldest family businesses in Australia. Alexander Swinton (1907-1986) was the son of George and Florence Swinton of Merri Crescent Warrnambool. He attended Warrnambool Technical School in the early 1920s. This box is of minor interest as a memento of Alexander Swinton, a prominent member of a prominent Warrnambool family. This is a rectangular-shaped wooden box. It has a rough surface base suggesting that it once was covered in some type of cloth. The top and the sides have a brown varnished surface with a marbled finish. The remains of a metal plaque are in the centre of the top. The inside of the box suggests that it was originally padded to fit a particular object. The lid has two metal hinges and the two catches on the side are metal. Some lettering inside is encased in the outline of a shield and a triangle. Union Case …. Football, framed, Garry 'Buddha' Hocking's Last Game
Garry Hocking's last game 26 Aug 2001, Geelong v Brisbane Garry ‘Buddha’ Hocking Born: 08/10/1968 From: Cobram Height: 182cm Weight: 84kg Natural kicking foot: Right Guernsey numbers: 51 (1987) & 32 (1988-2001) First senior match: Round 3, 1987 v Melbourne at Kardinia Park As one of football’s genuine tough and skilful performers, he gave the Cats magnificent service. Undoubtedly, he became one of the code’s all-time greats. His ability to make perfect position, fix eyes on the ball at all costs, seize the ball in packs, mark with vice-like fingers and dispose by hand and foot on either side of his body to bring team-mates into the play made him a nightmare opponent.
