Two rectangular black and white photographs of the Beechworth Mental Hospital (Mayday Hills) administrative building showing the left and right hand sides of the exterior building with three cars parked in driveway turning circle in the foreground taken in the 1950's by E. Yellard. Mayday Hills Hospital, originally known as the Beechworth Lunatic Asylum was constructed between 1864-67 designed by The Public Works Department. The hospital is made up of a number of buildings, landscaping, ha-ha, workshops, laundry, administrative facilities and farmland, it was constructed in 'Italianate' style by a team of up to two hundred and fifty workers (Woods p. 122). The asylum was established in response to the need for the regional shire to locally care for those particularly affected by their time working the Ovens goldfield during the Indigo Shire gold rush era where poor living conditions and isolation were significantly affecting the welfare of a great many people through poverty and lack of resources. The gaol and orphan labour systems were not able to effectively support to give housing, rehabilitation and ongoing care for the mentally ill, and transporting to Melbourne by waggon was a time consuming and counter-productive solution when the metro facilities were already overcrowded. According to Woods (A Titan's Field p. 122), between 1901 and 1911 a large percentage (thirty five percent in 1901 and twenty four in 1911) of the Beechworth population were either patients or inmates of Beechworth institutions, Mayday Hills accounted for some six hundred and seventy four patients in 1901, Beechworth's Mayday Hills was chosen as the site of Victoria's newest asylum, at the time, due to the landscape and altitude. The hilltop atmosphere and the native fauna, it was argued, would assist in the cure of the patients kept at the hospital (Wood 1985, 122). The positioning of the hospital had a beneficial effect on the rural town and the large volume of people living at the hospital and contributing to this population growth is counted as reason for the survival of Beechworth as a regional township. According to the Victorian Heritage database, during the period 1921-1950 Mayday Hills underwent some modernisation by Public Works Department architect Percy Everett which included a nurses' hostel and new ward which were further developed and continued to function as a mental hospital up until 1995 when it was sold to LaTrobe university. The building and grounds are listed on the Victorian Heritage Register under criterion A, B, D, E and F.These photographs give a good indication of the ongoing use of Mayday Hills from its original establishment in the 1860's through to almost one hundred years later when these photographs were taken. The clarity of the images combined with the style and make of the cars in the foreground give a good indication of the time period and show the continued use and need for the facility over the years. In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. In October 1947 construction was commenced on the erection of the workmen's camp at Rocky Valley. Also in 1947 construction of a stream diversion was commenced to allow excavation to commence for the dam wall. In the summer of 1948/49, stripping of the foundation area on both sides of the river was carried out. Weather conditions were not always favourable during the construction, particularly 1955/56 summer, and work would have to cease each year for the winter season due to the severe conditions. The dam is a earth and rock fill structure with a height of about 30.5 metres and crest length 518.16 metres and was completed in March, 1959.These photographs show the type of terrain in the area prior to the construction and filling of Rocky Valley Dam. Also of interest is the type of accommodation provided for those working on the construction and the early cranes available in the 1940/50's. Ballarat Teachers' College was opened on may 4th, 1926, at S.S. 33, Dana Street, with an enrollment of sixty-one students, its original staff consisted of the Principal, Mr W. H. Ellwood, M.A., m.Ed. (Chairman of the Teachers' tribunal from its inception in 1946 until 1954), Miss A. Bouchier, B.A., and Mr A.B. Jones, B.A. (Lecturers). In 1927 Miss P.A. Hamano joined the staff. Teaching practice and special rural school work were carried on in schools in or near Ballarat - drawing, crafts and singing were taught by local teachers. In 1927 the college moved to the old Ballarat East Town Hall (remodelled for their use) in Barkly Street. During 1927 the numbers in the College were augmented by twenty-six Manual arts students who had formerly received their training at Ballarat High School. Manual Arts students continued till 1930, when, on grounds of economy, their training was concentrated at Melbourne Teachers' College.\During the four succeeding years approximately sixty students annually entered the primary course. Inclusive of Manual Arts students, and private fee-paying students, exactly 400 trainees passed through the college in its brief span of life (1926-1931) Fourteen years were to pass before they were again opened to students on February 2nd, 1946. The college was re-commenced at S.S. Dana Street under the guidance of Mr W.F. Lord, M.C., M.M., B.A., Dip.Ed., (Acting Principal 1946-1950), and a staff consisting of Miss E.B. Hughes, B.A., Dip. Ed., Mr C.B. Bryan, B.A., V.Com., Dip.Ed., Miss M.H. Miller, L.Mus.A., and Miss G. Kentish, Dip.Phys.Ed. The opening ceremony was performed by the Minister for education at that time, the Hon. F. Field, M.L.A., accompanied by the Hon. T.T. Hollway, M.L.A., and the then Director of Education, Mr J.A. Seitz. It was originally intended to cater for women students only (for whom 130 Victoria Street was purchased as a hostel) but, at the last moment, men were also accepted. A co-educational college was thus set up instead, and has continued as such. The original Staff has been considerable augmented, and the number of Students has been more than trebled. 1951 saw the introduction of the two-year course, successful students being presented with the Trained Primary Teachers' Certificate at the final College assembly each year. In December, 1855, College held its first Graduation Ceremony, with its own Graduation hymn, the words of which were written by Miss C.M. Canty of the staff. Mr Ellwood, former Principal,delivered the occasional address and presented the Ellwood Prize to the outstading student of the year (Mr C.P. Handreck). Students who had successfully completed the course received their certificates from Mr E.B. Pederick, Chief Inspector of Primary Schools. College accomodation having been strained for several years, it was pleasant news when tenders were called in July, 1956, for the building of the first section of the new Ballarat Teachers' College in Gillies Street, near the Botanical Gardens. At the beginning of 1958 the new College was occupied, and staff and students have appreciated greatly the appointments and cacilities of the new buildign. In 1968 the three-year Diploma Course began, co-existent with the other courses which will continue during the transitional period. Taken some time after 1864, these photographs depict the Star Hotel both directly (8674.1) and from the Hotel north west down Ford Street (8674.2). The images depict the building with its modern exterior, having settled for this brick form after several other building designs. The Star Hotel was the first hotel opened in Beechworth, and would go through a series of dramatic changes under its first three owners. The original timber structure was built by W.H. Neuber, though at the time it was only known as ‘The Beechworth Hotel’. The site was later purchased in 1855 by mining entrepreneur, and prolific business owner, John Alston “Six Stars” Wallace. He would go on to extend the established hotel, rebuilding much of it with weatherboard and a shingled roof, adding a two storey structure with a verandah and a theatre capable of supporting 400-500 people, which was often used for international performances. Renamed as the Star Hotel, it was the second in a chain franchise, eventually leading to the “Six Stars” moniker Wallace went by, with hotels at Rutherglen, Chiltern, Yackandandah, Bright, Snake Valley, and of course, Beechworth. Under his ownership, it developed into a popular location for merchants, wayfarers, and locals alike, with the help of his brother Peter as manager. Situated on a road once synonymous with Melbourne to Sydney roadtrips, and the allure of the gold mines, the popularity of the Star drew all manner of clientele from across the country. As such a central hub, the ‘Star Assembly Rooms’ were used as a meeting place for debates, discussions, festivities, and problem solving among the various working sects of the area. These meetings included shareholder discussions for prospecting companies, railway planning, council meetings, and discussions surrounding the interactions between European and Chinese miners, both good and bad. By late 1856, John had the Beechworth at auction through J.H. Grey & Co. It was most likely due to the high profile murder of the manager, Robert Murdoch, during an altercation in relation to a dine and dash event by a Swedish miner, Charles Jansen, who had been ‘excited by drink’ on November 17th. He had refused to pay for his meal and waiter James Mitchell failed to persuade him otherwise. Mitchell, or possibly Murdoch himself, forced him out as tempers and threats escalated. As the photos tell, there are a number of doors which may be entered through, and Jansen used an alternate entrance to access the building. Murdoch was investigating the noise when he encountered the furious man. He was subsequently stabbed with no warning by a small clasp knife, as he tried to stop the intrusion. His exclamations, "I’m stabbed, I’m stabbed!” alerting other occupants, and Jansen was restrained and arrested. Murdoch died the next day from his injuries, with the inquest carried out on the theatre stage. Some 3000 members of the town attended the funeral, and the Star hung black cloth in memory of Robert and his death. Afterwards, an auction caw the property pass to Messrs Robertson and Quirk, though would return shortly thereafter to Six Stars’ portfolio. Six Stars would later sell off his properties from 1862, with the Beechworth Star purchased by 1864 by John Sitch Clark. This allowed Clark to redevelop a significant portion of the Hotel, stripping a central section and constructing the brick structure that survives today, reopening the Star in July that year. It was after this time that our photographs were taken. Clark would later sell the property to Frank Mitchell, shortly before his own death. The next owner, Frederick Allen, lived on the property before the deed was sold to him in the 1880s. He would later sell the property to William Carroll in 1890, with proprietorship eventually moving to Mr. W.H. Porter, and transferring to a Mr. Marendaz by 1913 and Mr. Holly in 1915. Licensing disputes would arise 1917 between Margaret Carroll and a Mrs. McDonald, before it became delicenced some years prior to 1935. It was around this year that the property was bought by Mr. W.J. Pemberton at the meagre price of £500, down from the £13,000 Six Stars originally auctioned it for. It served as a Youth Hostel for a period of time around 1972, and currently the building serves as a private accommodation on the second floor, with shops taking up the ground floor level.These photographs of the Beechworth Star Hotel as they depict a form of Beechworth's first hotel, and also the site of a high profile murder. The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. This booklet was produced to advertise Bogong Village and surrounding areas. The photos depict the area's buildings and equipment being used at the time. Bogong Village housed the State Electricity Commission of Victoria's employees working on the Kiewa Hydro Electric Scheme which began in the 1930's and finished in the 1960's. Maisie describes her visit in May 1958 giving an insight into the area including the weather and the roads.The photos indicate what the area around Bogong looked like c1958 towards the end of construction but before the bush grew back after the 1939 fires at Bogong village and after construction of the shopping centre at Mt Beauty. A sno' cat and snow plough are also shown emphasising the change in machinery over the years.
