Margaret Stevens was the inaugural Head of Nursing at the Ballarat College of Advanced Education from June 1985 until her retirement in 1989. During the 1980s there was a growing acceptance around Australia that Nurse Education needed to be more science based to allow nurses to cope with the vastly increased appearance of technological devices in the hospital wards. The response was to shift such training into Higher Education institutions. The State Government decided that Nurse Training in Ballarat should move from the Hospital to Ballarat College of Advanced Education. in 1986. Margaret Stevens had been a senior Nurse Educator at the Ballarat Base Hospital for many years and was selected by mutual agreement between the two institutions to devise the new course and plan its implementation so that it would gain the approval of the Nurse Registration authority. In addition to consulting widely with other Nurse Education specialists and supporting departments in Ballarat College of Advanced Education, Margaret negotiated with over 70 medical establishments to work out arrangements by which the students would be placed in work experience as required by the course. She was also involved in the required additional staff appointments and in planning for a new building on Campus. The course was commenced in 1986 and the transition successfully achieved, thanks largely to Margaret's diligence. In 1987 the Review of Registration of Health Practitioners interim report was published by the Health Department Victoria. Margaret Stevens was appointed by the Health Minister to represent the College of Nursing, Australia. This was a landmark review with long-reaching implications. Ballarat Junior Technical School opened in 1913. It was located at the Dana Street State School. As numbers grew a larger building was needed. Plans were drawn and a school built within the grounds of the School of Mines. Students started at this new school in 1921. It was officially opened on 9 September 1921 by Sir Alexander, resident of Creswick, local member for North Ballarat and the Minister for Education. He also opened the School Fair which coincided with the buildings ceremony. This was a fair on a grand scale and lasted two days and nights. Staff and students worked for weeks making articles for sale. A parent's committee led by Mr J Rogerson, a local police detective, had been organizing for months. Money raised funded the dodge-ball court, purchased a typewriter, a second-hand piano, an inter-room telephone system, an epidiascope and film projector. Morgan Bevan John was a president of the Ballarat School of Mines for many years. In 2014 the building was used for Ceramics and 3D Art, other former uses now being carried out in the Skills Centre. The M.B. John Trade–Art building (Albert Street front) of SMB was officially opened by the Hon. John Cain, Premier of Victoria, in the presence of Morgan B. John. The former Ballarat Circuit Court Building, later the first building of the Ballarat School of Mines, was demolished to make way for a new custom built Art School building. Sir Alexander Peacock opened the Ballarat Technical Art School in July 1915. It cost 10,000 pounds and was constructed by the Public Works Department from plans drawn by the then Art School Principal, Herbert H. Smith. The building contractors were Messrs Gower and Eddards. According to the SMB Annual Report of 1914 'the internal upholstering and fittings have all been carried out in Australian timbers, with Queensland maple largely used throughout.' Before this building was constructed art and craft classes were held in various buildings around Ballarat. The building could be described as federation-art deco in style. It features sandstone insertion with sandstone string coursing. The base of the building is rusticated sandstone. The relief stone panel on the front with the words "Technical Art School" features stone pilaster brackets and corbels. In the centre front can be seen rectangular sandstone pediment with decorative stonework incorporating the date of construction. The windows in the lower floor feature five supporting keystones whereas the upper windows have sandstone lintels. The building also features decorative cast iron downpipes. The entrance on the northern side has attractive leadlight glazing in an art deco style. Above the door a miner's lamp and pick are featured in the design. The building is functional in design with large metal windows in the south wall to ensure good light into the studios. The northern wall has standard double hung windows. The interior of the building features a carved wooden staircase and cast iron ceiling vents. The rear drawing studios can be made into one large studio by opening panelled timber doors. The E.J. Tippett Library is named after the late E.J. Tippett who was a long time President of the Ballarat School of Mines Council, and library advocate. In February 1985, the first sod for the new SMB Campus building was turned by the Minister for Planning and the Environment, the Hon. Evan Walker, M.P. The overall responsibility for the building rested with the Public Works Department in association with the SMB Campus architect, Ewan Jones & Associates and the builder, S. J. Weir Pty. Ltd. They put together the facility that is both functional and of a style that merges with the surrounding architecture.
