Established fifty years ago under the Public Records Act 1973, PROV at the Victorian Archives Centre in North Melbourne now holds around 106 kilometres of public records from 1836 to the present day. There are also PROV collections at Ballarat, Beechworth, Bendigo, Geelong and the University of Melbourne. Our next meeting will be about PROV and former PROV staff member Andrew Lemon, will briefly reminisce about his work there, in it’s early days. As Assistant Director Access Services at PROV, David Taylor oversees the management of, and access to, the State collection. David will be outlining PROV’s unique role in Victoria, the nature of the public records it holds and how researchers can use increasingly sophisticated online resources to discover more about their ancestors and Victorian history. The copy of the inquest from the Public Records Office Victoria ...Yields information about a collision between a tram and motor vehicle at the Victoria St terminus and issues with the driver of the motor vehicle being fatigued and the effects of alcohol - see article written on Coroners inquests by Alan Bradley.Ten page copy, from scanned original of a Coroner's Inquest and proceedings into the death of Bernard John Bourke in Ballarat following a collision between a motor car driven by the deceased and SEC tram No. 12 at the Victoria St terminus on, 5/7/1963. The Coroners Inquest was held on 28/8//1963. The copy of the inquest from the Public Records Office Victoria - VPRS 24/P2, unit 62, file 1963/1399. Contains witness statements by: Desmond Ian Domaschenze - Motorman SEC, William Alexander Maes, Motorman SEC and Constable Neil Thomas Patterson. Not copied was the post mortem report: The deceased, Bernard John Bourke, was dead on arrival at Ballarat Base Hospital. A post mortem on 7 July found fractures of ribs and associated lung damage, and concluded that “death was caused by stove in chest”. On 8 July Bourke’s blood was analysed. The conclusion: “I analysed this blood and found it to have an alcohol content of 0.120%. This blood alcohol level in an eleven stone man would be equivalent to the minimum consumption of eight, seven ounce glasses of beer”. This first stage of the project focussed on the NRE archives, in particular the field notebooks of the earliest surveyors and their maps although other NRE resources, libraries and public records were accessed. A total of 3028 words were found of which a significant proportion have previously been unknown to linguists. It appears that the place names and word lists in early surveyors notebooks, the 1858 surveyors responses to the Surveyor General and an extensive Wiradjuri wordlist by James Baylis have not yet been widely used or published. Fifteen percent of these 3028 words describe flora and fauna and six percent describe habitat. Of particular interest is the evidence provided by these lists of the existence of fauna in the mid nineteenth century in regions where it is now extinct. For example, magpie geese, eastern quolls, bustards and pademelons were assigned names in the Jardwadjali language area of the upper Glenelg and Wimmera Rivers. Prior to its founding, the district was managed by the Eltham District Road Board, which was established in 1856. The initial rate assessment commenced in 1857 for the year ending October 14, 1858. The honour of being recorded with the first assessment went to a farm of 110 cultivated acres at Lower Plenty, owned by John Porter and occupied by Albert Baines. It was assessed at 6d/acre providing for a rate income of £2 15s. In July 2017, officers at Nillumbik Shire Council discovered some early Eltham Road District Assessment books and donated them to the Eltham District Historical Society. The seven volumes were the district’s first six years of rate assessments. This was a unique and significant record of early settlers in the pre-Shire of Eltham. They immediately became one of the oldest and most valuable items in our collection. An article on page 5 in the Eltham and Whittlesea Shires Advertiser, Friday, 21 November, 1941 titled: ‘District’s Early History‘ states: “The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was £153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra.” Given the precious nature of this collection, priority was given to digitise the rate books and place them in suitable archival storage to minimise further handling. Subsequent discussion amongst our Collections team arrived at the conclusion that the most appropriate home for this valuable record was the Public Record Office Victoria (PROV), the archive of the State Government of Victoria and who are charged with archiving and caring for all Government related records. An approach was made to PROV who confirmed these records would complete their collection of rate assessment books for Eltham. Viscount Dunrossil was Governor General 1960-61. Demonstration for him and his wife by Legacy children at a primary school showing library, craft classes, exercise classes and woodworking. Both he and Lady Dunrossil interacted with the children, who appear overawed by their visitors and the fact that they were being filmed. There are also Legatees present. The girls wear a light coloured uniform with a Legacy logo embroidered onto the left hand side of the chest. The boys wear a shirt, tie and pullover. The lady who appears to be the headmistress is wearing a hat and gloves, whilst Lady Dunrossil wears hat, gloves and fur stole. 7 mins 17 secs. 16mm B&W no sound. His brief year in office as Governor General ended when he passed away suddenly 3 Feb 1961. According to an article in Trove, he toured Gippsland in August 1960 and attended a school and a festival, the proceeds of the festival was donated to Legacy and other charities. This practice stopped when ESCo sold the company to the SEC but continued to manage it for a further four years. From an email from Rod Atkins 29/7/2019: This Stevenson six widow saloon horse tram No 46 is fairly standard. The horse cars did not have wheel skirts like the cable trams 6 and 8 window cars. Sitting at the terminus in High Street at Parkhill Road at the gates of the Boroondara General Cemetery ready for its return trip to Richmond. The tram is being run one man. Note the location of gates, pay as you enter the front step. The driver has a conductors bag around his neck and waist. No conductor present in the photo. His uniform is classic Company issue. He is wearing a Tunic and vest! And early issue cap with a white band. Date: around circa 1900 as the clock tower, brick wall and cast iron fence are all in place and the car number is faded out. Nillumbik's history - told in this collection of 96 stories, which are nearly all based on sites - mirrors those of the wider Australian community. It includes tales of the Wurundjeri people, a former convict, farmers, a bushranger, gold-mining, soldiers, artists, intellectuals, environmentalists and sportspeople. Each story is illustrated with a photograph. As a journalist with the former Diamond Valley News, Marguerite Marshall wrote a series of articles on local places of historic interest, later published as the small book "Eltham Shire - Historic Buildings and Places". Many years later an expanded version was published under the title "Nillumbik Now and Then". This is a much larger version of "Nillumbik Now and Then", including significant rewriting and many additional articles. The new publication was made possible by financial support from the Victorian Public Records Office, Bendigo Bank and Nillumbik Shire Council. EDHS and other historical societies in Nillumbik assisted with content for many of the stories. The book was launched at the Eltham Library on Wednesday 19th November 2008. A Widow's Club meeting is shown and a party of the Northern Suburbs Progressive Twenties who raised money for Legacy. They were smoking, drinking, and eating what looks like cheerios and slices of bread in a large room hung with streamers and balloons and dancing to pop music. Junior Legatee Karen Miller was interviewed about her experience travelling to Switzerland to represent Australia at the Swiss Bank Centenary, Switzerland, with a boy from NSW, going on to stay with a Legacy family in London for a week. The functions of Legatees are explained as a Legatee is shown with one of his families. Also interviewed is a practising solicitor who attributes his qualification to the help he got from Legacy. Girls are shown rehearsing for their debutante presentation and the film segues to the actual presentation with the Governor Sir Roden Cutler, Governor of NSW, and his wife. Legatees are shown cutting, trucking and delivering firewood to widows. We see him driving his car, which is full of smoke from his pipe, whilst the narrator explains what Legacy does. The Legatee sheds his coat and trilby hat to play cricket with the fatherless son before having tea and cake with the widow whilst her story and that of her two children is told - details of the Legacy assistance are given. The film then moves to Legacy House where exercise classes are taking place and the smoking pipe makes a reappearance. Information about Legacy's work for the health and wellbeing of Junior Legatees is given, as well as details of the Mother's Club. The film shows the many Legacy committees at work before moving on to holidays organised for Junior Legatees at a beach side cottage - there is no indication of which city is featured at this stage but the beach could be Bondi. Widows are shown meeting at Legacy House, and then we see more elderly widows at Lady Gowrie House. Kyle Williams House for convalescent children is featured and is located near Sydney, which would indicate that the film is about Sydney Legacy. Archbold House, a hostel for girls, and Glen Mervyn House for boys are also featured, as is Cull House for boys undertaking apprenticeships. The film notes that there were 88,000 widows and children in Legacy's care, and the pipe smoking Legatee is seen driving the fatherless boy to tennis practice before the film concludes by saying that Legacy is contributing to the future of the nation. Alf Watson, a descendent of settlers of the district - the Smiths and the Yungs whose children attended this school, is standing to the right of the building. The history of Happy Valley State School 1863 The school opened as Lucky Woman's in 1863. The school was located in the Linton area, a small mining township. The first head teacher was Thomas Lea. 89 students had enrolled. 1883 The name of the school changed to Happy Valley. The brick school building was built in this period. 1920s Enrolment declined in the 1920s to around 10 students. 1932 Enrolment continued to decline and the school was closed. 1933 The school reopened briefly under head teacher Selina McFarlane. 1936 It closed again at some stage before reopening in 1936 under head teacher Maxwell Brown. The documentary “Harbour Lights” tells the remarkable story of the Ladies Harbour Lights Guild and the lives of seafarers in early 20th century Melbourne. It focuses on Melbourne’s iconic Mission to Seafarers building, its connection to the Great War and to a unique community of ships crew and volunteers.
