Station Sign - Railway General By-Laws Poster Since the very early days, Railways have had to have rules for those who travel and those who work on the trains. Some of the rules may refer to social practices of the time, the comfort of passengers or to the safety required in the Railway environment. The Victorian Railways referred to these rules as By-Laws. Not only were there rules, but there may be a fixed penalty (fines) for those who may break them. Being a government body the Victorian Railways had the rules and appropriate action authorised. This poster was issued in 1968 and was one of many that were displayed at most Victorian railway stations. This sign is a part of the "human" factor required for remote and difficult, large impact (both labour and other resources) projects. It is one of the "human" factors which was clearly used in the big 1930's to the 1970's "landscape redevelopment" schemes which started in the early 1900's and is highly regarded as lifting the Australian psyche of only primary producers to an industrial level, equal to any in the world.This "Wet Canteen" sign was installed at the entrance of the Bogong "workers" village "provision's hut" detailing the operational times for the SEC Victorian staff and construction workers, involved in the building of the Kiewa Hydro Electricity Scheme to obtain alcoholic beverages. This facility lasted for over the extensive period (1938 to 1961) of the "Schemes" building phase. This large project was the forerunner when industrial legislation provided for the welfare of workers living in the Bogong Village. The provision of facilities such as a "wet canteen" was of the utmost importance not only to ensure that the long running project was both successful, production wise, but also that its employees were not only physically but also mentally healthy. This sign details that all aspects required for a fit and productive labour force were in place, in this remote and demanding work environment. The majority of heavy equipment and machinery used was either made in England or Europe. A section of the specialised workforce came from local and European expertise in dam construction and water management in alpine terrain. The majority of labour came from migrants and some specialists recruited from England and Europe. At this point in time, the quality of the machines used came from England, Europe and the USA and could not be matched from anywhere else in the developed world. With a specialised workforce came the responsibility of providing all the "comforts of home" including alcoholic beverages. On site accommodation for the workforce is still a requirement for some mining areas but high market returns have produced fly in/out labour.This anodised metal sign has been "block" stenciled on. This sign was used in the Billiard room of the Soldiers Memorial Institute Bendigo RSL. Years ago when the Billiard room had a section divided off for part of a Caretakers Residence it was placed on the internal roof of the residence. It was mainly used at RSL meetings. When the RSL Meetings moved to the B&DRSL Club Inc it was used during the day when the Museum was open. After the renovations to the Soldiers memorial in 2018 it was placed in what is now the Building & RSL History room of the BMM.Sign, timber construction box shape, illuminated faces front and rear with the RSL Logo in colour. Carlisle Cathedral The Priory near the cathedral was founded in 1122 by King Henry I. There were earlier buildings on the site. Ten years later the priory church became the Cathedral and the Kind created the diocese of Carlisle. The building is constructed of red sandstone. Celebrated architect Ivo de Raughton who lived a few miles south of Carlisle designed the intricate masonry. Many interesting features are recorded about Carlisle Cathedral in tourist brochures and its homepage, however they do not mention the many mason’s marks clearly visible on the stone columns inside the Cathedral. Gertrude Perry was born in California Gully in 1917. Her singing skills were recognized at an early age. She later sang with local choirs and sang on radio. She was involved with the Bendigo Operatic Society for many years. Gertrude began her working life in sales. After studying book keeping she worked at the Bendigo Ordnance Factory during WW2 and then worked for local solicitors and accountants. Herbert Joseph Chambers was born in 1912 in Clifton Hill, Victoria. Later he was to live in Clark and Charles Streets in Northcote, in South Caulfield, and finally in Mentone. While he may have worked at the Kew Asylum before 1945, that year was when he was presented with a Certificate issued by the Department of Mental Hygiene (Victoria) declaring that he had completed training and passed the examinations required to work as a 'Mental Attendant’. The document is dated 19th December 1945 and signed by the Director of the Department and by the Co-Examiners. From at least 1945, he was to work as a member of the male staff of the Asylum, mainly in the Refractory Ward. A donor gifted to the Kew Historical Society in February 2019 a number of items collected by Herbert Chambers in his work at the Asylum. These include his Certificate of Registration, a photograph taken of him with two colleagues at Circular Quay in Sydney, a notebook containing ‘SP’ betting records of male asylum staff, and five sketchbooks with artwork created by Kenn’th [sic] Bailey, a patient of the Asylum. Herbert Chambers’ period of employment at the Kew Asylum coincided with the employment of the English psychiatrist Dr Eric Cunningham Dax (1908-2008) as Chairman of the Mental Hygiene Authority in 1952. Dr Dax introduced an art therapy program into Victorian psychiatric hospitals, including Kew, where it is likely that the five sketchbooks were created. The sketchbooks are believed to have been presented to Chambers by Bailey as a “gift for looking after him”.
