The Eltham Shire War Memorial, a tower of remembrance, was built with public donations to commemorate the memory of the fallen soldiers from the shire who enlisted in the 1914-1918 war. The tower is reminiscent of the peel-towers or watchtowers that lined the English-Scottish border from the mid 14th century to around 1600 and is constructed from locally quarried stone. This uncommon and picturesque war memorial, which affords an excellent view of the surrounding district was unveiled by His Excellency the Governor-General (Lord Stonehaven) on November 11, 1926. In July 1922 a deputation of returned soldiers from Panton Hill, presumably the Panton Hill branch of the Returned Sailors and Soldiers Imperial League of Australia (RSSILA), proposed to Eltham Shire Council that the monument should be a cairn of local stone “sufficiently high to form a prominent and conspicuous landmark, and crowned with some suitable device”. Eltham Shire Councillor and President of the Panton Hill branch of the RSSILA, Basil Hall, was credited with being the first to suggest a tower, and with organising a Memorial Park committee to raise funds for the monument in the Memorial Park. A meeting for those interested in the establishing a War Memorial monument in the park was held in January 1924 and the Eltham Shire War Memorial League was formed for this purpose. It appears that the broad and rounded cairn that had been recently built was considered by the League a temporary affair, and not the substantial cairn-as-monument, sufficiently high to form the conspicuous landmark, which had been envisaged by the Panton Hill RSSILA. A design competition was held for the monument. The chairman of the League, Councillor Basil Hall, suggested that the site of the memorial in Kangaroo Ground would lend itself to something rugged, instead of polished stone. By April 1924 thirty designs for a memorial had been received from which three designs were selected and of those, the design by the shire engineer Mr McCormack, for a 70ft tower suitable for construction in rough stone, was chosen. Artist Harold Herbert suggested that a peel tower-like design reminiscent of those along the English-Scottish border would be fitting for the site. Herbert drew up a rough sketch that was approved of, and later, Melbourne architect Percy Meldrum volunteered to draw up the design from sketch to architectural drawings. By January 1925 the Soldiers’ Memorial League had adopted Meldrum’s design for a 50ft high tower. Meldrum had also offered his design and supervision of construction free of charge. The Shire provided the stone to the builders, which was a gift quarried from land owned at Kangaroo Ground by Dr Ethel and Professor William Osborne The Shire of Eltham War Memorial, a tower of remembrance, and honour board were unveiled on November 11, 1926, by the Governor General Lord Stonehaven. At this stage a temporary honour roll was painted on the panels on either side of the tower entrance. In September 1930 bronze plates were added above the portal with the names of men who fell in the 1914-18 war. On November 16, 1951, the Governor of Victoria, Sir Dallas Brooks re-dedicated the war memorial tower and unveiled the names of men who gave their lives in the 1939-45 war. Two additional bronze plaques which recognise service in the armed conflicts of Korea, Borneo, Malaya, and Vietnam were unveiled November 11, 2001, by the Governor of Victoria, John Landy, A.C., M.B.E. The tower was first used for fire spotting activities following the Black Friday bushfire in January 1939 in response to a request from Mr R.D. Ness, secretary of the Kangaroo Ground bush fire brigade, who asked Council that the tower be used as an observation tower for detecting bush fires, and asked Council to arrange a telephone to be installed. It was suggested that if the Shire were to appoint a caretaker for the Memorial Park, his duties could also include raising the alarm in the event of a fire. Later in 1939 Council applied for a radio transmitter, which the Forestry Commission planned to install at vantage places throughout the state. The first dedicated fire spotter appointed from December1948, was Mr Smith of Warrandyte. A prefabricated glazed cabin was installed in 1974, which involved the removal of the original stone structure around the rooftop exit door. A new fire spotting cabin, which included the latest technology, was installed soon after the 2009 Black Saturday fires and is manned by CFA personnel on high fire danger days. Situated at the top of the hill in Arthur Street, the former Jelbart residence and barn were part of a major change that transformed Eltham's character in the late 1960s. Built from the mid 1940s through mid 1950s when Eltham was a rural community, the Jelbrat residence and barn are all that remain of a family property of some 250 acres (100 ha). With growing population pressures, in the late 1960s, owners Ron and Yvonne Jelbart decided to subdivide their property creating the Woodridge Estate in the early 1970s, a major factor towards the transformation of Eltham to the suburb it is today. The Jelbarts had moved to Eltham in the early 1940s when they purchased a poultry farm in New Street, now Lavendar Park Road. (The local Black Friday bushire of January 13, 1939 had started at C.A. (Clarrie) Hurst’s Eltham Poultry Farm and Hatchery in New Street.) Jelbart was primarily a businessman importing office machinery but desired farm beef and dairy cattle so the couple purchased the virgin bushland at what was then at the end of a dirt road, Arthur Street. With post war shortages of most building materials, they followed the example of the Eltham Artists' Colony (later called Montsalvat) and built thier home from mud-bricks and recyclked materials. The barn was first to be completed in 1945 which they made their home whilst building the main residence. It took eight years to complete the two buildings. Both the main residence and the barn are now separate homes, and along with the remaining property being sub-divided further in 1998 are now part of the Kinloch Gardens Estate at 93 Arthur Street. Situated at the eastern end of York Street, Eltham, 'Shinrone', the former home of Professor William (Mac) MacMahon Ball was one of the first in the Shire of Eltham to incorporate mud-brick. Professor MacMahon Ball, a political scientist, writer, broadcaster and diplomat and family moved to York Street, Eltham in 1945 into a timber cottage built around the 1890s and in poor repair. Mac asked Alistair Knox to renovate the home and he expanded the living area and added verandahs. In 1948 Montsalvat artist and sculptor Sonia Skipper supervised the building of most of the mud-brick studio. Neighbour Gordon Ford made the mud-bricks. Mac also asked John Harcourt, who had worked with him as a journalist in shortwave broadcasting, to build a pise (rammed earth) and stone addition to the largely timber house. Harcourt built two bedrooms - including an attic bedroom - a balcony with a shower and toilet, and a fireplace and chimney of local stone. Article about the purchase of land for the Eltham War Memorial and preparations to make a drive for funds History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. Edwin Joseph (Ted) CANNON (1895-1916) Australia Ted Cannon was a lively, clever and popular student who demonstrated great ability in caricature and cartoon work. He found competition success and was granted a valuable five-year senior scholarship. Cannon also assisted teaching staff and contributed many drawings to the Ballarat Star. Following his AIF enlistment in 1915, Cannon’s superiors soon put his skill to use observing the enemy and illustrating sections of the battlefield.
