This type of mobile spring weighing scales were in high use before legislative Weights and Measure standards where in force throughout Australia. This was in a time when a "mans word and handshake" was his legal document. It was a time, especially in rural areas that the term "she'll be right" was extensively used and these types of scales (the accuracy over time) would produce a near "enough is good enough" measure. These scales are very significant for the rural produce within the Kiewa Valley. Rural produce such as hay milk and butter tubs,tobacco bundles could be easily weighed (in relatively smaller packages) for both markets and for use within the valley.This spring scale (!/2 Once to 4lb) was used as general weight scale. Scales were used in the Tarnagulla area of Central Victoria by Albert Charles Nicholls, who was a licensed assayer. This information comes from David Gordon of the Tarnagulla.com web-site. “The Nicholls family were very well known and highly respected at Tarnagulla in the 1800s. Albert's father, William Nicholls, was a leading figure in the gold mining community, and he both managed and owned quartz processing facilities for decades. He was probably the leading mining expert at Tarnagulla in a town full of mining experts, and it was said that no man at Tarnagulla had handled more gold over the years that him. (think in terms of tons of gold!) I would imagine the assaying equipment was probably passed in due course by William to Albert Charles. There are records of Albert Charles mining at Tarnagulla with his father as a young man, but AC apparently came down to the city when the gold began to fade. There are records of him living in Kew up until his death in 1932. This set of baby scales is believed to have been used in a Baby Health Centre in Warrnambool. The first Baby Health Centre in Warrnambool was opened in Liebig Street in October 1921. It was initially run by Sister Riley. The development of Baby Health Centres in Victoria was largely due to the work of Dr Isabella Younger-Ross (1887-1956). She was born in Warrnambool to Henrietta and John Younger (the Younger department store operated in Liebig Street Warrnambool for over 60 years). Isabella Younger Ross studied medicine in Melbourne and Glasgow and she was a prominent worker in the field of maternal and infant welfare for over 40 years. These scales are retained as an example of the type of equipment used in baby health centres in the early to mid 20th century. The Percy Uebergang family lived at Tooram Park, Allansford from 1912 until 1992. These scales come from the Nullawarre Post Office. Nullawarre is a small settlement 25 kilometres south east of Warrnambool. The area was settled in the late 1860s and 1870s and the first school was opened in 1878. The main agricultural pursuit in the Nullawarre district is dairying. The Nullawarre Post Office still operates in the General Store building. This set of scales is of interest as it is a memento of the equipment used in country Post Offices one hundred years ago or more. These scales may have been used by the Maternal Infant Welfare Centre sister at Mt Beauty during regular check ups of babies to make sure that the babies were gaining weight and therefore healthy.During the 1950's, Mt Beauty's population was rapidly increasing due to the post war baby boom and because the work force was young having moved into the area because of the opportunity for work on the construction of the Kiewa Hydro Electric Scheme. Historically this item would have been used by gold miners, rabbit shooters, mobile "Rag and Bone" traders and other mobile(in caravans and/or horse drawn cart) traders of various small goods and haberdashery. Although marked as not to be used as trade, the isolation and sometimes difficult terrain rules out using larger and more delicate scales. In the early 1900s rough roads and severe weather conditions forced traders to be more flexible in trading with weights and measures. The "close enough is good enough" doctrine was the Australian outback rule of thumb. The significance of this item in the Kiewa Valley during this period demonstrates the slower acceptance of accurate trading measure using the country side principle "my hand shake is my bond". In the Kiewa Valley small quantity commercial undertakings e.g. gold mining, fur pelts and rabbit meat trade did not require bulk weight type scales. Commerce in rural production e.g. fruit and vegetables involved more farmers and their staff in a barter and/or "in kind" payments. This was more so in the depression years 1929 to late 1930s. Self sufficiency was to a large extent more attainable in this region than in the city/ large country town environment. The Australian "fair go" ethical approach to life and commerce was very much ingrained in those living in country regions, like Kiewa Valley as is demonstrated by the not so accurate hand balance, spring loaded scales.
