On November 11th 1926 the Shire of Eltham War Memorial Tower at Kangaroo Ground was opened. It is regarded as one of Melbourne’s most outstanding lookout towers. It commands a magnificent 360 degree panorama from Kinglake across the Diamond Valley to Macedon and the You Yangs. It is built on a peak which was once a volcano, 237 metres above sea level. After World War one a memorial cairn was erected on the site, and in 1925 a committee of public-minded citizens began to plan for a tower. Many generous donations of material and money were forthcoming so that in 1926 the Governor General Lord Stonehaven was able to unveil the plaque before a crowd of 500 people. There was some concern in the 1960s when the Forests Commission wanted to build a firespotters cabin on the top. At first R.S.L. branches opposed the idea, but it was realised that this use could combine with its use as a tourist attraction, and would ensure its maintenance for the future, Today the Kangaroo Ground tower provides one of the best views around Melbourne and is a fitting memorial to those who died in two world wars. Collins Collection, La Trobe Picture Collection, State Library of Victoria. Shillinglaw Cottage is significant to Eltham’s local history. It is one of the earliest known buildings still in existence. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is made from hand made bricks laid in a Flemish bond pattern. In the 1960s it was marked for demolition to make way for the construction of new council buildings but a community campaign saved the cottage and it was re-located. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book Shillinglaw Family of Eltham 1660-2007, Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16). In 1881 Phillip Shillinglaw became the ratepayer for the cottage though Stebbings retained ownership until 1888 at which time it was transferred to Shillinglaw.Shillinglaw Cottage is itself historically, aesthetically and socially significant to the Shire of Nillumbik and is registered on the Victorian Heritage Database. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' The portable lockup at Eltham is not original to the site. The date of construction is unknown, believed from the 1880s. It is a prefabricated design and each of the timber panels are individually numbered on the inside surfaces. It is amongst a large group of portable lockups, categorised as 'Portable Lock Up - Timber - Later' and also known as the "Casterton style", based on the only known plan for portable lock ups, built for the Casterton Police Station, in 1907. The later portables have been in use since the 1880s. It is not known how many lock ups of this type have been constructed in Victoria. At least 50 examples have been documented around the state. Of these, 42 are known to be extant. The original 1860s site lockup was a 2-cell bluestone construction. Some of the original bluestone remains. It was used in the 1970s as traffic island edging at the intersection of Main Road and Wattletree Road where it was painted white then later relocated back to this site in the 1980s to be used as edging for a driveway access off Main Road beside the former Police Residence where the Police Station originally stood. Evidence of some of this edging remains in place today leading to the replica Police Station. Near the station was a fine Edwardian house complete with palm and pines. Opposite was the Police Station, 1930-60 with a portable lock-up behind and the residence beside it. No. 794 was the Post Off1ce 3099 the-original shop-front window now has mail-boxes below. Close to the Railway entrance the butcher's shop remains unchanged, but across the road the linear shopping centre tries to keep the character of the olden times. The Fire Bell once hung on a tall gum outside No. 832. Palms in front gardens indicate the age of some of the homes, about 70 years. A corrugated iron shed still stands on the front fence line next to No. 840. This "homemade rake" is constructed from a branch of a tea tree. This item demonstrates that in the mid to late 1800's the isolation of the Kiewa Valley was more pronounced than during the early 1900's. The availability of gardening implements to the residences within the Kiewa Valley was scarce to non existence. with the upgrading of roads into the valley and the boost to the Valley's population (S.E.C. Kiewa Valley Hydro Electricity Scheme) transport into the valley, firstly via commercial Hawkers in their mobile caravans and later by commercial trucks. This "home made" rake is very significant because it highlights the ingenuity of local farmers and graziers in overcoming the semi isolation of the Kiewa Valley and its regions from the commercial availability of gardening implements enjoyed by gardeners in the towns and cities of the 1800's and the early 1900's. This "home made" garden rake highlights the ingenuity of the "Australian" character per se. A slice of this ingenuity can be seen by the amount of inventions, per capita, produced within Australia throughout its history.Handle is a long, stripped branch of tea tree. The head of the rake is a 2.3 cm. wide piece of wood, compressed between two 0.5 cm. pieces of metal joined with bolts, nuts and rivets. The holes drilled into the wood hold metal tines 10.5 cms. high. There should be 16 tines but 4 are missing. This type of rake is/ was used in dairiestimber, dairy, farm, rural, implement

ELTHAM POLICE QUARTERS & REAR STABLE (FORMER), is listed on the Victorian Heritage Database. The stables are described: "The original single stall brick stables building with loft, built in 1859-60.."These horseshoes were dug up by the owners of the property adjoining the former Eltham Police Station and Court House site behind the stables when working in their garden. Presumably they were discarded adjacent to the stables where the Police horses were kept and over time became covered with soil and other material. Accompanying notes state that the entry gate was put in place in May 1921. Eltham and Whittlesea Shire Advertiser and Diamond Creek Valley Advocate Fri 21 May 1920 p 2 reported: Kangaroo Ground Memorial Park "It was decided to arrange for a working bee on Saturday, 29th inst., for the purpose of forming and gravelling the track leading to the Park, and of carrying out other necessary works." A history summary of the Shire of Eltham Soldiers’ Memorial Park • The summit at Garden Hill was a popular tourist lookout and picnic spot from the 1880s. Virtually the entire Shire of Eltham and beyond could be viewed from this location. • A local farmer, Mr Walter A. D. Wippell is credited as being the first to propose the idea of a war memorial park and offered £50 towards the purchase of the land. • The earliest public reference to this project is to be found in the local Advertiser newspaper edition of August 9th, 1918. A report of the August Council meeting records the Eltham Shire President, Cr. Robert White, saying: "some time back it was proposed that the Council obtain and place on an Honour Board in the Council Chamber [at Kangaroo Ground] containing names of the lads who had enlisted. Just recently however, it had been suggested that a more fitting memorial would be the obtaining of a piece of land on the summit of Garden Hill, Kangaroo Ground, and the formation of a memorial park in which a monument could be erected to represent the whole of Shire. If a couple of acres could be obtained a gentleman had promised to donate 50 pounds, and another one would fence it, and other contributions, he was sure, could be obtained." • Councillors were favourable of the proposal and the President, Shire Secretary and Shire Engineer were deputised to wait on Messrs Mess Bros. (the owners of the Garden Hill farm) and ascertain if they would gratuitously give the land. The Mess Bros. land adjoined the farm/stud of Mrs Fanny White (Cr Robert White’s mother), daughter of Andrew Harkness who established their property on Garden Hill around 1846. • Access to the land came in February 1919 when several Councillors and the Shire Engineer surveyed the actual two acres of '5 chains along the road and 4 chains deep'. The Engineer volunteered his services free to do this task. The Mess brothers however demanded £100 per acre but eventually agreed to take £50 per acre. • Entry from the Kangaroo Ground-Yarra Glen road was seen to be a problem and Mrs. White, who owned the land beside the park, was asked to donated a triangle of her property to allow this access. • By September 1919 returned soldiers were employed by the Shire and volunteers were called to clear the hilltop by ploughing up the rocks and clearing the area, the fencing was put into place and in May 1921 the Council erected three gates, within an archway, at the entrance to the drive and pathway to the summit. • Public subscriptions were sought through the Advertiser newspaper to beautify the site. The views of the Curator of the Melbourne Botanical Gardens were sought as to the ‘class of ornamental trees most suitable for planting in the Park area”. • The Memorial Park or Shire of Eltham Soldiers’ Memorial Park was officially opened by Mr. W.H. Everard, M.L.A., 3 September 1921. • In 1922 plans were made to place a War Memorial in the Park. Funds were donated by the Council of £250 and a challenge to the community, to match this money with contributions was met. • On Anzac Day 1923, 1,000 people gathered on the summit in the park for a memorial service. A much smaller group of about 50 people gathered around a newly constructed cairn and flagstaff in the afternoon of Anzac Day 1924 amidst rain and a squally southerly wind, the morning service being cancelled. • A meeting for those interested in establishing a War Memorial monument within the park was held in January 1924 and the Eltham Shire War Memorial League was formed and a design competition decided upon. • The Shire of Eltham War Memorial tower was built in 1926 at a cost of £1,023 and 5 shillings with locally quarried stone donated by Dr Ethel and Professor William Osborne. It was formally known as the ‘Shire of Eltham War Memorial’ and was unveiled on 11 November 1926. The large bronze inscription above the entrance to the tower states: SHIRE OF ELTHAM WAR MEMORIAL THESE MEN DIED FOR THEIR COUNTRY 1914 IN REMEMBRANCE THIS TOWER WAS BUILT 1918 • The Caretaker’s hut was built in 1927 with left over from the tower construction. • A returned soldier was appointed to act as caretaker for the memorials. Tiny Carrol, a huge man, was the first caretaker and lived in the stone hut. There was a push to have alterations made at one stage to provide additional rooms for a married caretaker but was rejected. • A new Caretaker Cottage was built in 1951 at a cost £2,500. The cottage had been subjected to raids by thieves three times during construction until a guard from the Returned Servicemen’s League was posted until its opening. • The War Memorial tower was re-dedicated by Sir Dallas Brooks on 8 November 1951, unveiling new bronze plaques containing the names of those who fell during the Second World War. Sir Dallas also officiated the opening of the new Caretaker’s Cottage. • A toilet block was built in 1965. • A further dedication of the Shire of Eltham War Memorial tower took place 11 November 2001 to recognise the men who fell in subsequent campaigns up to and including Vietnam. • Four land titles are involved: o The purchase of the two acres from owners Ruth Gosling, Alexander Mess, James Johnson Mess and Joseph Mess is recorded in two actions, the first being the payment of £100 for the two acres, the second showing that the Shire of Eltham did not get a transfer of title until 14th January 1952. o The access land donated by Mrs. Fanny White is dated 26 February 1924. A further need to widen the entry came after the deepening of the road cutting and another land donation was given by Sir Herbert Gepp, title dated 15th May 1952. This would have been about the time he sold off the former White ‘Garden Hill’ property. o The land reserve to increase the area and possibly allow a circuit road to be put in place on the western side of the park was purchased by the Shire of Eltham, title dated 16th February 1973. Although Heidelberg was one of the first parts of the Port Phillip District to be settled, and became important and prestigious in the early years of the colony, its history has been largely neglected. The beauty and fertility of the land and its proximity to Melbourne quickly resulted in the establishment in the 1830s and 40s of large estates by wealthy gentlemen. A romantic spot, Heidelberg became popular with picnickers and later attracted an artists' colony. The character of the area then gradually changed as a distinct village community emerged, and market gardens began to flourish. Unlike some of the suburbs closer to Melbourne, Heidelberg eventually wilted under economic pressures from which it did not fully recover until the turn of the century. These trousers have been made by Fletcher Jones and Staff. This business was established by David Fletcher Jones (1895-1977) in 1924 when he leased three shops in Liebig Street, Warrnambool. In 1928 he moved his business to the main retailing area near the Liebig Street/Koroit Street intersection. In 1931 a shop built to Fletcher Jones’ requirements was erected and by 1938 he had a staff of 40. By 1945 FJ trousers were sold in 123 stores in Victoria and in 1948 the Fletcher Jones factory was established in Flaxman Street Warrnambool, officially named Pleasant Hill. In 1951 the company became Fletcher Jones and Staff and by the mid 1970s the staff had 75% ownership. By this time FJ and Staff had become one of the largest clothing manufacturers in Australia with 55 shops and almost 3000 employees. The range of clothing was enlarged to include both men’s and women’s wear. In the 1980s, after the death of Fletcher Jones, the abolition of import tariffs and the availability of cheap imported clothing caused the Fletcher Jones Company to decline and to be sold to a Geelong company. By 2011 all Fletcher Jones shops had closed. These trousers are of great interest as they are a product of a Warrnambool business that was nationally and internationally known in the 20th century for its quality men’s wear, especially the Coverdine brand trousers. The Fletcher Jones business remains one of the most important businesses, (if not the most important), that ever existed in Warrnambool. It employed a great number of local people in the second half of the 20th century, and is remembered with great fondness by many people in the city and surrounds today. The Fletcher Jones Gardens at the Factory site are still maintained today and are a tourist attraction in the city. These are a pair of brown Fletcher Jones trousers made of Coverdine material (87.5% wool with nylon). There is some lining around the waist area and the legs are turned up at the end with some leather binding inside the bottom legs. The waist band is stiffened and is fastened with a metal clip and two buttons. The waist band has two adjustable areas using tabs and two buttons each side. This book was written by Edward Vidler (1863-1942), a printer, publisher and author. Born in England, Vidler was in Geelong in the 1880s and produced there a commemorative volume on that city. He came to Warrnambool in the early years of the 20th century and was Secretary of the Warrnambool and District Progress League and the Warrnambool Chamber of Commerce and Industry. While in Warrnambool he produced an important 1907 publication, ‘Warrnambool Past and Present – Sixty Years of Progress’ and also organized the production of the Pioneer Honour Board featuring portraits of 204 Warrnambool and district pioneer men. After he left Warrnambool he lived in Melbourne where he edited magazines and published his own and other writings. He was a foundation member of the group that established the Maranoa Native Gardens in Balwyn and promoted Australian flora and fauna. This book is of great interest s it was written by Edward Vidler, a resident of Warrnambool in the early 1900s and an important and influential figure in our history. He left behind in Warrnambool two most important legacies – the Pioneer Honour Board and the book ‘Warrnambool Past and Present’, a history of Warrnambool that has proved invaluable to researchers today. No information has been found on the original owner of the book, William Ewers. This is a 1931 soft cover book of 96 pages. The cover has a grey-coloured background and a sepia-coloured photograph of two kookaburras on a tree branch on the front cover and an advertisement for a publication called ‘Songs of the Bush’ on the back cover. The book is dedicated to the Gould League of Bird Lovers. It has a Contents page, a Foreword, a Preface, pages on Australian birds and an Index. This is a programme of the Warrnambool City Council Civic & Thanksgiving Official Service on November 1918. The service was held in the Warrnambool Botanic Gardens, conducted by the Ministers of the Churches in Warrnambool and led by the combined choirs of the churches. It was a public occasion held to offer thanksgiving for the end of World War One in November 1918. One of the hymns sung had the opening lines: ‘O God of Love, O King of Peace/Make wars throughout the world to cease’. The service was attended by the Mayor of Warrnambool and the City Councillors and Council employees. World War One was a signal event in the history of Warrnanmbool (as it was for all places in Australia) with so many young men volunteering for active service and so many dying overseas.This programme is of great interest as it records an important occasion in Warrnambool – the end of World War One and the official service of thanksgiving that commemorated this happening. This is a programme for the Warrnambool City Council Civic & Thanksgiving Official Service in November 1918. It is a sheet of buff-coloured paper folded in two to make four pages. There is blue printed material on three of the pages. The front page has the City of Warrnambool crest printed in blue with blue edging on the page and some ornamental patterns. This is a book, ‘Divine Conduct or the Mystery of Providence’ originally written by the Rev. John Flavel in 1677. This is a later edition with no date listed but it is presumed it was re-published in the 19th century. The book was given to Janet McGhie in 1849, the first anniversary of the Warrnambool Sunday School, just 14 months after the first European settlers arrived in the new settlement of Warrnambool. The first Sunday School in Warrnambool was located in McDowell’s Store and run by Thomas Denney and Richard Osburne. The latter in 1851 commenced Warrnambool’s first newspaper, the Warrnambol Examiner and in 1887 published an important history of Warrnambool. Janet Garden McGhie was the daughter of Matthew and Isabella McGhie who were pioneer settlers in Warrnambool. Janet McGhie married Alfred Coulstock at the age of 17 and died in Warrnambool in 1918 at the age of 80. She was aged 11 when she received this book and one wonders what she made of the ponderous text. This book is very precious as one of the few mementos we have of the very early days of Warrnambool’s settlement. It gives us a date for the establishment of the first Sunday School and the name of one of the award winners. It is also an interesting example of the pious and ponderous writings that young children were expected to read in the mid 19th century. It is presumed that at that time there would not have been a great choice of reading material available in Warrnambool to give to childrenThis is a hard cover book of 252 pages. The dark green cover has gold lettering on the spine which is almost obliterated. The cover is partly detached from its binding and is much stained and blotched. There is an inscription on the inside front cover in black ink and a red stamp of the Warrnambool & District Historical Society on the first page. He was a foundation member of the group that established the Maranoa Native Gardens in Balwyn, Melbourne. The writer of this book, Edward Vidler, was important in the history of Warrnambool for two main reasons:- 1. In 1907 he initiated and organized the establishment of the Warrnambool Pioneer Honour Board featuring portraits of 204 pioneer men. This board still exists. 2. In 1907 he produced a publication called ‘Warrnambool Past and Present – Sixty Years of Progress’. It celebrated the 60th anniversary of the founding of Warrnambool and contained 88 pages, 120 illustrations and photographs and many advertisements. The publication is noted for its historical accuracy, the way it complements and adds to Richard Osburne’s 1887 history of Warrnambool and its presentation of historical material that may otherwise have been lost. Both of Vidler’s initiatives described above are of the utmost importance in Warrnambool’s history. This is a soft cover book of 270 pages. The cover is green with black printed material on the covers and the spine. The book has a Preface, 24 chapters of text and a Bibliography. There are advertisements for other books on the last page and the back cover. The cover is stained and faded and partly torn in places and some of the inside pages are stained.
