The site contains an architect's office in a building which was formerly a shop and dwelling dating from the 1920's. The proposal requires demolition of this building which is one of the few remaining old shops which formed the rather spread out "town centre" of Eltham. Prior to making its decision the Council obtained a report from Graeme Butler and Associates, the heritage consultants who carried out Stage 1 of the Nillumbik Heritage Study. The report summarized the historical significance as follows:- "This brick comer shop with associated residence has potential local historical significance as a late 1920's grocer's shop, now much altered and one of only a few shops of that era left in Eltham's Main Road. This significance is qualified by the many changes. The other examples are better preserved and still function as shops." With this type of expert advice it is difficult to make a strong case for preservation of the building although, of course, it is a shame to see it demolished. The report includes details of the site itself and its history based on research carried out by Carlotta Kellaway. The building dates from the late 1920's when it was owned by C.R. Nicholls. From the early 1930's it was Charles Cockroft's grocery shop and he also ran a grain store there. According to his daughter, Edna Brown, he delivered groceries around the district taking his truck as far as Kangaroo Ground. In 1950 he shifted to Traralgon. Since then several different businesses have operated from the site including a bottle merchant and produce store. Conversion to the present office use involved alterations to the shop front and rebuilding the galvanized iron store at the rear. Bakery Square was the location of Jongebloed shop, bakehouse and stables Bakehouse owned by Gottfried Jongebloed and Auguste Shebler. Auguste Shebler came to Melton in the early 1950’s and in 1857 built a store on the corner of High and Smith Streets. Mr Shebler was the Postmaster, and Paymaster for thee Government, who sent a batch of 400 to 500 immigrants to clear trees and fallen timber off the Ballarat Road; the wages being 5/- per day, and oversees 10/- per day. In 1865, Mr Shebler built the Golden Fleece Hotel on the present site and, although many alterations have taken place, most of the main walls still belong to the original building. He built a store some 100 yards west along High Street, and added to it a bakers’s business; then he built a butcher’s shop and leased it to the late Mr G McKenzie. Gorrfried Jongebloed was born in 1857 and came to Melton in 1887 as a Captain in the Mercantile Marine. In 1888 he married Marie Antionette, second daughter of Mr Shebler, and took over the bakery and green grocers business. Ten children were born to the family- Gerhard, Annette, Gorrfried (dec 1937), Emil, (dec 1947), Nicholas, Julius, Theckla, Augustus, Marie and Margarethe, - who settled in various parts of Victoria and are, in the bakery businesses. Mr and Mrs Jongebloed, sen., carried on the businesses in Melton until 1926, when one of their sons Emil, took over. Mr Jongebloed, sen., died in 1930 at the age of 73 years; and his wife living until 8th Oct., 1946, when she died at the age of 80 years. After the sudden death of Emil, in Jan., at the age if 49 years, the business had been conducted up to the present time by two sons “Pat” and Bryan. 1962 Express September local identities

Phenyle has been used for decades as a cleaner and disinfectant. It is well know for its use for cleaning outdoor toilets and easily identified by its strong odour. The brown glass bottle is immediately recognised as containing a poison. We've all seen them in a hundred different mystery movie scenes. The medicine cabinet opens and there, sitting on a shelf, is the incriminating object -- the ominous dark bottle with the skull and crossbones on the label. In off-screen reality, however, poison bottles have quite a different identity -- they are distinctive, varied, colorful -- and definitely collectible. Obviously, the one thing that sets the poison bottle apart from all other bottles is the need for prominent and immediate identification as a receptacle for toxic material, and this was achieved in a number of ways, including shape, color, embossing and labeling. Poisons were commonly found in the home for the purpose of controlling rodents and other pests, and were sold by grocers and druggists. For consumer protection, as far back as 1829, New York State made mandatory the marking of the bottles with the word "poison" in large letters. Then, in the middle of the 19th century, the American Pharmaceutical Association recommended legislation regarding identification of all poison bottles. In 1872 the American Medical Association also made recommendations -- namely that poison bottles be made of colored glass, and also have a rough surface on one side -- making them identifiable even in the dark -- and the word "poison" visible on the other (the skull and crossbones wasn't quite as ubiquitous as those movies led us to believe). However, passing these laws was not easy, and the manufacturers were essentially left to do as they wished. For collectors, the high point of poison bottle manufacturing was the period ranging roughly from the 1870s to the 1930s. At that time some, of the bottles were distinguished by particularly bright colors, such as cobalt blue (the most common) and emerald green. Others, particularly rare and collectible, had unusual -- and appropriate -- shapes, including skulls, leg bones and coffins. In order to better identify these lethal vessels by feel (not forgetting that there were many people in this period who could not read) when groping for them in the dark, they had such elaborate tactile patterns as quilted diamonds, lattices, hobnails and prominent vertical or horizontal ribbing, as well as spiky knobs and ridges. In addition, many had sharp points on top for the same precautionary purpose. The peck has been in use since the early 14th century when it was introduced as a measure for flour. The term referred to varying quantities until the modern units of measurement were defined in the 19th century. Cities in England used to have official standard weights and measures for that city or area. These containers were marked with the city's name and emblem, merchant’s weights and measures would then be checked against this to make sure they weren't trying to cheat their customers. The item in the collection is a standard measure approved by Bristol City and used by that City’s grocers to measure dry goods such as peas, beans, sugar, flour, meal etc., and its metal banding ensures that the measure cannot be reduced in size to cheat customers. Additional Information: The British Imperial System evolved from the thousands of Roman, Celtic, Anglo-Saxon, and customary local units employed in the middle Ages. Traditional names such as pound, foot, and gallon were widely used, but the values so designated varied with time, place, trade, product specifications, and dozens of other requirements. Early royal standards were established to enforce uniformity took the name Winchester, after the ancient tenth century capital of Britain. King Henry VII reaffirmed the customary Winchester standards for capacity and length and distributed royal standards throughout the realm. This process was repeated about a century later in the reign of Queen Elizabeth I. In the 16th century, the rod (5.5 yards, or 16.5 feet) was defined (once again as a learning device and not as a standard) defined by the length of the left feet of 16 men lined up heel to toe as they emerged from the church. By the 17th century usage and legal statute had established the acre, rod, and furlong at their present values together with other historic units such as the peck. Establishment of the System: The Weights and Measures Act of 1824 and the Act of 1878 established the British Imperial System based on precise definitions of selected existing units. The 1824 act sanctioned a single imperial gallon to replace the wine, ale, and corn (wheat) gallons that were in general use. The new gallon was defined as equal in volume to 10 pounds avoirdupois of distilled water weighed at 62°F with the barometer at 30 inches, or 277.274 cubic inches (later corrected to 277.421 cubic inches). The two new basic standard units were the imperial standard yard and the troy pound, which was later restricted to weighing drugs, precious metals, and jewels. In 1963 an act of parliament abolished archaic measures as the rod and chaldron and a metric system was adopted. An early example of a dry measuring container giving a snapshot of how imperial weights and measures developed in England to evolve the British measurement system into the metric arrangement that most countries have adopted today including Australia. It has social significance as an item that was in everyday use by grocers and other merchants to measure dry goods in the late 18th to early 19th centuries and used specifically in the Bristol region of England as an officially recognised measurement.Wooden measurement container with iron banding and hand made rivets container is a Quarter Peck official measurement container. Arthur Street visible, Pryor and Luck Street not evident. Sunnybrook, the Taylor home is visible at the top of the hill in Bible Street. Only three residences visible in Arthur Street on the southern side, two of these are the David Harbison Rest Home at 10 and 12 Arthur Street (built and opened in November 1919), present day site of Eltham Mall. There are none on the north side of the street. Based on 1945 aerial view there are 8 buildings on the northern side between Main Road and Bible Street which and given the extent of commercial development on Main Road, it is estimated this image is circa 1925. Luther Haley was the first to build an open a baker and General Store in this location next to the railway station in 1902. However, it took nearly twenty years until the early to mid-1920s when a period of significant growth in the Eltham shopping centre happened with many businesses relocating their operations from the original town centre of Maria Street in Little Eltham as well as new businesses opening. Other stores/buildings noted (L-R) are: Stationmaster's House built circa 1910 Eltham Hardware Store opposite the railway station first opened on Main Road opposite the Railway Station around late 1922. An advertisement placed in the Hurstbridge Advertiser advised that the Hardware Store had just opened with a varied stock of Saws, Hammers, Nails, Shovels, Screw Drivers, and every article required in a house or on a farm. People were also encouraged to try their Jams, Pickles, Sauces, Cups and Saucers, etc. Newsagency with 'Leader' advertising on awning - E. J. Andrew opened his newsagency shop opposite the station in March 1923, advertising for sale stationery, school requisites and periodicals. Bird Brothers Cash Grocer & Fruiterer opposite the railway station offering summer drinks and confectionery a specialty with a full Stock of groceries of the best quality always on hand at city prices opened December 1921 William Capewell's Butcher shop at the corner of Dudley Street. Capewell previously had a small shop in front of the station opposite Luck Street. He enlisted in the AIF during WW1 and returned home in 1919. He re-applied for a slaughtering license in February 1920 and was advertising by October 1922 supplying all districts. Not visible (or not yet identified) but in business by October 1922 were: J.H. Fraser, Carpenter and Builder at Luck Street opposite the station George A. Danslow, Hairdresser and Tobacconist opposite the railway station Miss Barber's 'Blue Gum' Soda Fountain opened October 1922 opposite the railway station (hidden behind Stationmaster's House). It was so named due to its proximity to a tall Blue Gum tree G.H. White of Eltham for the previous eight years was purchased by Mr Eric N. Staff of Research and became known as E.N. Staff’s Railway Store. The City of Moorabbin Historical Society was formed c 1960 by a group of Moorabbin residents who were concerned that the history of the area should be preserved. A good response to a call for items related to the historical area of Moorabbin Shire brought donations of a wide variety of artefacts which are now preserved by the current members of CMHS at Box Cottage Museum . Helen Stanley, Secretary of CMHS, began producing a Newsletter for members in April 2007 to provide current information and well researched items of historical interest.Helen Stanley has produced a bi-monthly Newsletter, 2007 - 2013, for the members of the City of Moorabbin Historical Society that contains well researched interesting historical items, notification of upcoming events, current advice from Royal Australian Historical Society , Museums Australia Victoria and activities of Local Historical Societies. The Newsletter is an important record of the activities of the CMHS. Tom Sheehy, past President of CMHS, was an Historian and Author of ‘Battlers Tamed the Sandbelt’. A4 paper printed both sides x1. John Anning MacLeod John was born in Ballarat as the second generation of Ballarat MacLeod’s, with his grandfather arriving in Geelong on the Hornet in 1857 as an 11 year old child with his 60 year old father John and mother Mary aged 37 years and 5 brothers and one sister. He grew up on the corner of Drummond Street and Mair Streets, opposite what became St John of God hospital, at his parents house of Dunvegan. John entered Ballarat College as a junior student in 1923. He received 3rd in Form prizes in both 1924 and 1925. His sister Margaret, attended Clarendon Ladies College. The household employed a chauffeur, a cook, a gardener and a ladies maid to care for them. In the 1930’s his father lost his fortune in the collapse of the jute future’s market so the staff were dismissed and he left Ballarat to go to Geelong College as a boarder. He was an officer in the Geelong College cadet corps and joined the Army as a private and rose to the permanent rank of Major after meritorious performance in the intelligence area of operations. He served in North Africa, in Palestine, Egypt, Moratai, the Philippines, Java and New Guinea. He was awarded his Military MBE by King George VI for exceptional devotion to duty and for brilliant coordination work amongst the allied intelligence team. During the war he met Mary Monica Carrol Bateman, a lietenant in the 2/4th Army General Hospital at a dinner party in Brisbane. The couple had four children, Hamish John Torquil born in 1945, Rory Hugh Alexander born in 1947 and twins Ian Donald and Katriona Margaret born in 1948. After the Second World War he worked for Lumley’s Insurance Brokers in London for a couple of years to follow up his accountancy training and then returned to Ballarat due to his father’s failing health and took over the management of John MacLeod and Co, Wholesale grocers and Merchants in Lydiard Street, Ballarat. The business had been started by his great grandfather and they produced the famous Sirdar brand of products and a special tea blend called Afternoon Cup. There was a spice mill in nearby Market Street and there they roasted peanuts, coffee and ground spices for packaging and distribution to the small corner shops who were the mainstay of commercial grocery. In the 1950’s John MacLeod and Co merged with James McKay and Sons to form McKay MacLeod Pty Ltd., wholesale tobacco, wine and spirits and grocery merchants who also manufactured the Sunny South brand of sweet mustard pickles, brewed vinegar and tomato sauce. He introduced the semi-automated system for extensions and financial records on the Bradma plates that saved staff the problems of sorting out the calculations for sales tax, miscellaneous charges etc. that greatly sped up the transactions at the checkout points. A new warehouse and office complex was built in Mair Street east up near Humffray Street, with the manufacturing factory on the opposite side of the street. They had a shop in St Arnaud and one in Geelong which was the local wholesaler for supplying to the corner shops of the greater Geelong area. With the development of supermarkets the demise of the corner store began and so the sales profiles began to diminish. He unsuccessfully stood for Liberal Party pre-selection for the seat of Ballarat in 1948 and served on the Liberal state finance and executive team for many years before resigning over the issue of conscripts being sent to Vietnam. He was instrumental in leading a group of Ballarat academics in opposition to the Vietnam war and publicly resigned from the Liberal Party over their foreign policy. John MacLeod saw the writing on the wall of the business in the early 1970’s and suggested that the firm restructured with focusing on tobacco, wine and spirits. His partners did not agree and so he sold out and retired to Barwon Heads. After a few years of golfing and surfing he became frustrated and joined SCORE, the Service Corp of Retired Executives. In this role he worked for ten years in the Geelong area solving accounting problems for Geelong small businesses and so helped Beaumont’s bakery back onto its feet. He worked gentlemen’s hours of 10 am to 3 pm which allowed him to have time for a round of 9 holes on the golf course at the end of the day and to have a surf before breakfast. He fully retired at the age of 65 and had ten years of voluminous reading of local library books before dying of burns at the age of 75. His war record has been documented in other archives at the College. He was a member of the Naval and Military Club and of the Barwon Heads Golf Club. He had good crafting skills and built a series of steam driven boats for his four children that used to be sailed at home on Lake Wendouree, Lake Learmonth and on the sheltered waters of the Barwon River. The boats are now being restored to operational order to be sailed by his great grandson Grayson Girardi.
