This document reveals the way in which Mission to Seafarers grew in response to demand. With increased shipping to Australia for all purposes, the need for the then existing Mission to grow to be conveniently located and to accommodate seafarers became increasingly evident. This document also shows the formal nature of documents and petitions in the 1890s and documents the names of twenty-two contemporaneous ships and their respective captains. The Anna, Dharwar and Mermerus arrived in port at the end of July 1897. The Carmanina arrived on the 21 October 1897. The Loch Katrine, at the end of the list, arrived on 5 November 1897. The letter was published in the Argus, 22 December 1897: "APPEAL FOR SEAMEN. TO THE EDITOR OF THE ARGUS. Sir, I beg that in the interests of the Victorian Seamen's Mission you will be kind enough to publish the appended testimony of the ship masters who for many years have been trading to this port, and therefore have had many opportunities of judging the effects of his work. The mission has much need of monetary assistance, and, should any of your numenous leaders deem it worthy of support, the committee would feel most grateful for any help that may be given in this direction. It has been the pleasure of the committee as far as possible to supply the crews of all outward bound steamers and sailing vessels with literature for their use on the voyage. My former appeals through your columns for leading matter have always been liberally responded to, and I trust that should any of our booksellers have any surplus stock of periodicals, religious and secular, illustrated or otherwise, at the end of the year, they will kindly remember the Victorian Seamen's Mission and the sailors. Private individuals also who may have stacks of literature by them, if they would kindly send some to the Seamen's Institute, Beach street, Port Melbourne, would cause the cheering of many a dark and lonely hour in the seamen's life. At almost every other seaport in the world such institutions are being provided for seamen, and we are satisfied from our opinion of the Melbourne public that the matter needs only to be prominently brought under their notice to be accomplished. We are confident that the good work of the mission is being hampered by its not having such a place near the shipping at the Melbourne wharves. Our crews are at present placed at a great dis advantage through not having an institute more convenient to the scene of their labours than that at Port Melbourne, which, on a very wet or a very hot, is not easily reached. If a site could be obtained immediately above the Gasworks but on the other side of Flinders street extension, that is to say, on the lower part of the land on which the Harbour Trust offices are built, it would be most convenient for the shipping on both the north and south side of the river. The need for a new facility was a result of changes in shipping and the use of the Melbourne ports in the 1890's and this document supported the pressure on the Harbour offices to finally release land for an appropriate building in the early 20th C.Mounted hand-written petition to the Executive Committee of the Victorian Seaman's Mission Melbourne. The letter petitions the Executive Committee to create a facility on the wharves, "where sailors of every grade could profitably and pleasantly spend their evenings." This portion of the letter takes up three quarters of the document. The remainder has two lists, one of twelve captain's signatures and the other of the names of their ships. Original photo from a scrapbook belonging to Heather Jenkins (nee Cone) who lived as a child in the Police Residence at 728 Main Road, Eltham from 1911 to the early 1920s. (Reported in Newsletter No. 98, Sept., 1994). View looking north up Policeman’s Hill across Main Road towards the Police Station, Police Residence and Courthouse, c.1910 prior to Brougham Street being made. The two rails / gap in the fence would be where Brougham Street now enters Main Road. Also visible are Knapman's Forge adjacent to Courthouse and E.J. Andrew's Store on top of the hill At the upper left can be seen the front of the Evelyn Hotel. On the opposite corner was Watsons Hotel. E.J. Andrew's store with its verandah was on the corner of Franklin Street. Behind the picket fence stands the 1860 Court House and Police residence with the weatherboard clad Police office. The enclosed fence is now the end of Brougham Street, opened to Bible Street in 1926. The Evelyn Hotel (formerly Fountain of Friendship) burnt down in the 1930s when it was being used as a boarding house since 1919. A cow is feeding on the grass verge in street. The photo is identified in white lettering typical of the style of Clark Bros., photographers of Windsor, Melbourne (1894-1914). One of the brothers, John Henry Clark, took many early photos around Little Eltham and moved to Eltham in 1916 where he lived at the bottom of the hill. Typically, he would add “J.H. Clark Photo” to his personal work, but this is not evident. There is however some ghost writing, a cheeky inscription in small white lettering in the grass verge in front of where Brougham Street is, which appears to state: “Heather or Hannah was here”. Perhaps J.H. Clark took the photo during a trip to Eltham and gifted it some years later after moving there as a gift to a young Heather Cone. The Police Station sign: E vii R ELTHAM POLICE STATION HEIDELBERG DISTRICT Edward VII ascended the throne in 1901 and died 6 May 1910. He was succeeded by George V.Heather Cone was the daughter of Constable John Thomas Cone (Badge 3935) the local police officer in residence at Eltham, 1 May 1911 to 9 July 1922. Heather McKnight Jenkins (nee Cone) was born 1911, possibly at the Eltham Police Residence and spent her childhood growing up in the Police Residence. Heather was the daughter of John Thomas Cone, Police Constable, and Charlotte Helena Cone (nee Black) who had married in 1906. Constable Cone was transferred to Eltham Police Station from Lauriston (near Kyneton) in May 1911. He retired from the force around September 1922 most likely as a result of significant health concerns experienced earlier that year from 22 April when he was hospitalised. He died 5 October 1922 at Maria Street at age 60 leaving behind a widow and two daughters; his son having pre-deceased him as a result of effects of the war. He is buried in Melbourne General Cemetery . In his probate it states that he owned a piece of land 200 links frontage to Maria Street and a depth of 241 links. It is believed that this is the land opposite the Police Station which Heather Jenkins referred to as being owned by her father and where he agisted the Police horses. Heather, her sister and mother Charlotte remained in Eltham until at least the 1924 Electoral Roll where Charlotte was listed as Home Duties however by 1925 she was listed at 229 Glenferrie Road, Malvern, occupation, Registrar of Births. In the 1934 (and 1936) Electoral Roll, Heather was a Clerk and her mother Charlotte was the Registrar of Births. in 1952 following her mother’s death she made application for Grant of Probate. Heather remains listed in the 1954 Electoral Roll at 13 Ashburton Road under her maiden name Cone however by the 1963 Electoral Roll she is listed at the same address as Heather McKnight Jenkins long with James Gardiner Jenkins. Neither appear listed in the 1958 Electoral Roll. James Gardiner Jenkins (1892-1975) first wife was Fanny Davison Carrucan (1899-1929), daughter of Denis Carrucan and Jane (nee McAleese). They married in 1925. Fanny died 11 November 1929. In the 1934 Electoral Roll he remained listed at John Street, Eltham, Railway Employee however by 1935 Electoral Roll, James Gardiner Jenkins, Railway Employee, was listed at 229 Glenferrie Road, Malvern and he remained living with Charlotte and Heather Cone when they moved to 13 Ashburton Road, Glen Iris. One of Constable Cone’s first investigations upon arriving in Eltham was the accidental fatal shooting in the head with a pea rifle by young Francis August Capewell, aged 11, of John Sutcliffe Deegan, 14, in Maria Street near the Railway. Constable Cone’s replacement was Constable William Charles Sargeant who commenced in charge of the Eltham Police Station from Thursday, 10 August 1922. Constable William Charles Sargeant, and his wife Elizabeth Agnes Sargeant were based at the Eltham Police Station until his transfer to the Police Station in Burwood Road, Hawthorn. He retired at Hawthorn Police Station in 1931, described by Hawthorn Council in 1927 as in a disgraceful condition and unfit for human habitation (Kathryn Griffin family tree – Ancestry) whereupon they moved to 28 Saunders Street, Coburg. Elizabeth died 16 July 1936 in Fitzroy. William then moved to 6 Queen Street Coburg in 1936 and then 1 Queen Street in 1942 where he died 7 August 1944. This collection of papers have come from the offices of William Ardlie a local solicitor. He was born in Moonee Ponds in 1843 and was admitted as an attorney and solicitor of the supreme Court in 1865. From 1867 to 1878 he was in partnership with George Barber and then continued to practise until his late eighties which made him the oldest practising lawyer in Australia. He was involved in local councils and organisations such as the Hospital and Anglican Church.He was associated with several large homes in Warrnambool including Wyton presently the home of Emmanual College Warrnambool. He died in 1933.His son E L Ardlie also practised as a solicitor from the same offices from 1893. A number of the invoices included relate to the Estate of James drought who was a local policeman and owner of a number of properties and operated in various trades such as George Ramsay manufacturer of stoves and chimneys, J Rogers plumber & gas fitter and Christian & Dodds who were carpenters and joiners. There are a number of documents which relate to the Chinese, many of whom operated market gardens along the Merri River. They were a familiar part of Warrnambool from around 1872 until around 1940. The names mentioned in these documents include Ah Foo,Charles Quing Bow, Andrew Quing Bow Ah Bing Ah Jing Ah Moon and Ah Seong. They were reknown for their supply of fresh vegetables to the people of the town. They leased land from John Moore. These documents are a cross section of the types of documents which were used and are still used in the operation of businesses. They provide a social snapshot of people and the business which they conducted with their solicitors in this case William and E L Ardlie who were a long standing legal firm in the district. Doctor Egbert Connell worked as an Honorary Medical Officer at the Warrnambool General Hospital and benevolent Asylum from around 1901 and continued until his death on 4th April 1928 from pneumonia. he had a private practice at his house " Ambleside" in Koroit Street Warrnambool opposite the Baptist church. He was highly regarded as being kind and sympathetic towards his patients. His practice was subsequently bought by Dr A E Brauer another of Warrnambool's well known doctors. This glass plate accompanied a stain glass window which was once in the Warrnambool hospital. It was moved to the chapel at Flagstaff Hill. The following is an extract from Warrnambool and District Historical Society Website which explains briefly the Great Exhibition of 1896-97 The Great Industrial and Art Exhibition in Warrnambool in 1896-97 was an exciting affair for the town and the surrounding area. People came from far and wide to be enlightened, educated and entertained, with 70,000 visitors passing through the doors during the three months of the exhibition. Not bad for a town with a population of only 6,500 and a further 9,200 living in the surrounding shire! Planning began at a public meeting attended by 60 people in May 1896 and the exhibition opened in December the same year on the site of the current Light House Theatre. The architects submitted plans for four annexes, complete with turrets, a fernery and a giant flagpole. The site covered 1 acre and included a Marine court, industrial exhibits, an education court, defense and agriculture court, stalls, coach builders, dairy show, an art court and provision for a smorgasbord of various entertainment. An interior border has a swag, linear vertical ribbons with four emblems related to science, labour, arts and industry. Four local black and white photographs, the town council crest and town officials, patron and councillors. This certificate is one of a number held by the Warrnambool and District Historical society which relate to the occasion of Federation of Australia , January 01/1901. Some are for social functions at the time others like this are for more formal occasions. There was a strong local vote for Federation at the referendum in 1898 with district figures 957 voting for and 146 against . By 1899 the vote had increased to 1411 yes and 39 against.. The official federation celebrations were held in Sydney and Warrnambool like towns all over Australia held celebrations. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. It presents an opportunity for present generations to consider local aspects of the process of the Federation of our country.Framed Certificate. Collage of a collection of black and white portraits of men in oval frames with names. They are past councillors and the late Officer C.S. Wingrove of the Shire of Eltham from its inception until 1914. Originally compiled as a farewell gift to Ewan H. Cameron on his retirement from Parliament and community affairs in 1914. The photos were encased in a very large and handsme frame. It was presented to Mr. Cameron as a "testimonial [and] a small token of [Eltham Shire Councillors and community] their heartfelt esteem, and felt Mr Cameron would often look upon the faces encased in the frame, and it would remind him of friendships made and good work performed.' Mr Cameron was a well-respected man described as “Father of all in the County of Evelyn”. There were many living monuments of the good work done by Mr Cameron – schools, churches, halls and railways. Mr Cameron’s retirement was partly due to deafness. On the occasion of the presentation he told his audience that he started his public career in 1858 when he was elected a member of the Castlemaine Mining Board-; he held the position till 1900-42 years. In 1862 he was elected to the Eltham Shire Council (then a Road Board), and retired in 1914-52 years. He entered Parliament in 1874 and retired in 1914 -40 years and 8 months. The Hon Ewan H. White, 360 Main Rd., Eltham presented this copy to Council. One of the originals of this photograph was destroyed in the fire which burnt the Shire Offices at Kangaroo Ground in February 1934.This unique photo documents early pioneers in the Shire of Eltham. The context of its origins further illustrates the esteem of which E.H. Cameron was held in the community. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.'
