The Shire of Eltham Office was constructed in the late 1960s on the original site of Shillinglaw Cottage. Upon cessation of the Shire as a local government body following dismissal of councils by the Kennett Liberal Government in December 1994, the new Nillumbik Shire offices were located in Civic Drive, Greensborough. The Shire of Eltham office building was demolished and the site has remained vacant ever since. The three pine trees which featured in front of Shillinglaw Cottage and then the Shire of Eltham Offices remain standing on the vacant site as of 2017. Also titled: Eltham Shire "As We Are"The 'As We Are' Community Banner Project was the first major Community Arts project initiated and co-ordinated through the resources of the Shire of Eltham. It was originally conceived and inspired by a local textile artist, Tracey Naughton, who, together with the Community Services Manager of this local government council, made the idea a very concrete and flourishing reality. As the following report reveals, the project grew from the original fourteen or so intending participant groups to fifty-seven banners; expressions of those diverse groups' interests and identities. As a first major project it was rightly felt by Tracey Naughton, who became the Shire's first Community Arts Officer in March 1985, that it should be fully documented, so that an appraisal of the extensive growth of this community arts development process could be assessed. Given the time and money available to do this the writer, Jacky Talbot, and her advisors, decided it was appropriate to select fifteen or twenty banners for detailed analysis. This was done by taping interviews with members of the chosen groups. The groups were chosen to cover all ages participating, from the toddlers in the Playhouse to our grand elder citizens in their Nursing Horne, and to cover a wide range of different types of groups - schools, scouts, churches, youth issue based, and the numerous women's groups of various combinations, localities and concerns. ·. Some groups who presented their banners for the culminating highlight of this project - the Exhibition, held at the Eltham Community Centre on October 9th, 1986, had no contact with the Shire or project co-ordinator, but heard about the project through the local news' networks or other participants. The extent of community participation was enormous. It involved hundreds and hundreds of people. It changed some people's lives, enlivened others. As a first step on a new road its success is notable. Wingrove Cottage is historically significant for its long association with Charles Wingrove, a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and Shire Engineer and Secretary to the Heidelberg Road Board. The cottage was also used as the office of the Eltham District Road Board and Council for many years . One of the Shire's oldest dwellings, and one of the few surviving 19th century buildings associated with early Eltham and located in the original Eltham Village Reserve. Wingrove Cottage is considered historically significant to the Shire of Nillumbik and is registered on the Victorian Heritage Database. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' This item is an invitation to a dinner given by the Shire President and Mrs Hugh Cameron for the State Governor and Lady Fuller to be held in the Orbost Shire Hall on November 19, 1912. The governor and his wife left Melbourne on November 14 on a visit to East Gippsland. Hugh Cameron (1850-1921) was on the Orbost Shire council from 1892-1915. The toilet seat was made of a plank of wood secured at its ends to the walls of the building with a large round hole in the middle. Underneath was the removable sanitary pan and on a regular basis, usually weekly, the full pan was taken away and replaced with an empty one. This was the job of the sanitary carter. the sanitary depot was in Martins Lane, Orbost Development of the Orbost Wastewater Treatment Facility began in the 1960’s with the construction of four treatment lagoons. Shortly after the construction of the lagoons the sewerage system was installed throughout Orbost.This item is a record of accounting for the local government. Orbost was at first included in the Bairnsdale Shire from 1882 and was later part of the Tambo Shire. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council. This is a hand-written record of the accounts of the local government. This ledger was used by the Shire of Orbost from 1893-1899 . The item was donated to Orbost & District Historical society from P.R.O.V. as a Place of Deposit (POD) item for safe keeping by a local history group or museum. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994 when it became part of the East Gippsland Shire Council. The design of this pair (RN 758 & 759) is based on Thonet’s No. 18 chair, which was originally produced in 1876 by Thonet, and is still one of the best-selling designs for café and restaurant owners. It is elegant, sophisticated and durable. The label notes the design as “AUS MASSIV GEBOGENEM HOLZE vorm” which translates to “solid curved sandals shape”, a good description for the back of the chair. The chairs have marks, paper labels and symbols on them that show that the maker was Harnisch & Co., Neuschler (also called Banská Bystrica) Furniture Factory in Neuschol (Beszterczebanya), Hungary, privileged makers for the Imperial and Royal Austrian-Hungarian Empire 1867 – 1918. Bentwood chairs are made by a process of wetting wood in water, bending it into curved shapes, then allowing it to dry so that the shape becomes permanent. This process originated by Michael Thonet, who had been given the right to bend wood into desired curves by the Austrian Courts in 1842. In 1856 he was granted a 13 year patent to manufacture chairs and table legs of bent wood treated by steam or boiling water. In 1859 his company Gebruder Thonet produced his original design. Thonet’s early designs also featured hand carved or laminated wooden seats. His Model No. 14 produced in the 1850’s, was his most popular design. After Michael’s death in 1871 the family went on designing and producing chairs. The No. 18 chair was produced in 1876, one of a group of chars with back inserts consisting of curves and loops of bentwood. These bentwood chairs are believed to be associated with the either the original Warrnambool Town Hall or the Toc H Group in Warrnambool. The Warrnambool Town Hall played a significant role in the both the local government and the social events of local and district areas. It was a place for Council meetings, community events and entertainment, theatrical and musical.Chair, bentwood, 'French Bistro Chair' with a floral pattern carved in seat. Backrest has inverted U shape inside that extends to the seat. Supports on either side of backrest's base join to back of seat. Legs have a wooded bracing ring. The Gippsland Institute of Advanced Education was established by an Order-in-Council in September 1968. The Council of the Institute included members of the Gippsland community who are prominent in local government, industry, commerce, education and the professions, the Director of the Institute, and representatives of the academic staff, students, and graduates. On its establishment, the institute assumed responsibility for the diploma courses previously offered by the Yallourn Technical College which had commenced diploma teaching in 1929. Initially, all the Institute's teaching was conducted in the diploma building of the Yallourn Technical College. In 1972 the Institute transferred part of its operations to the first of its permanent buildings on a large campus in rural surrounds near the township of Churchill, ten kilometres south of MOrwell and one hundred and sixty kilometres east of Melbourne. The Gippsland Institute of Advanced Education was opened on 20 November 1976 by the Honourable Lindsay Thompson, Deputy Premier of Victoria and Minister of Education; and Senator J.L. Carrick, Minister for Education in the Commonwealth Government.
