In 1930 Lord Somers (Governor of Victoria) also started a camp at a nearby property and the area was renamed Somers. Legacy Somers Camps continued intermittently at Stan's property until it was decided in 1951 to make other arrangements for holidays. A newsletter printed at Somer’s Camp in 1978. It reflects some of the activities the campers experienced. There was news of sporting events and winners of contests. Also a crossword and some cartoons. The authors are not identified but could be some of the junior Legatees. Legacy has provided camps for Junior Legatees for many years. It started in the early years when Legacy organised outings to the property of Legacy founder, Legatee Stan Savige, who had a place close to the beach. In later years children went to camps around Victoria. These four medals relate to the Melbourne to Warrnambool Cycle Race. This race was first held in 1895 and continues to the presenr day. It was originally a handicap race from Warrnambool to Melbourne but after 1938 it became a Melbourne to Warrnambool race After 1995 it became a scratch race and today the distance is shorter with the race starting from Avalon. It is the second oldest one-day cycling race in the world and the longest one-day cycling race in Australia. Four of these medals were awarded to Ron Vernon from the Footscray Club. All riders who complete the race in a given time are awarded a Time Medallion. In 1947 Ron Vernon, riding the latest Healing Championship Cycle came in 26th. In 1948, riding off the 47 minute handicap, he took 7th place. IHe also won the Colac Sprint in that race. In 1950 he took 9th place. The fourth medal is a Time Medallion awarded to a cyclist in 1960. These medals are of considerable interest as mementoes of the Melbourne to Warrnambool Cycle Race, an important sporting event associated with Warrnambool and one that is known Australia-wide and internationally..1 A round metal medal with a dark blue band around the edge, a light blue strip across the middle and a light blue tab at the bottom of the medal. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. This tiny picturesque building near the corner of John Street has served the community since 1878. At that time it served as an agency of the Heidelberg branch of the Commonwelath Bank of Australia. It has a small space inside measuring about 3.6 metres by 4.5 metres. It was built by George Stebbing who was also responsible for other heritage buildings nearby in Eltham. At that time the building, which inside measures only about 3.6m by 4.5m served as an agency of the Heidelberg branch of the Commercial Bank of Australia. The yellow and orange Victorian brick structure was built by Mr George Stebbing.1 Mr Stebbing, who also built the Anglican and former Methodist churches and the Shillinglaw Cottage, had come from England and lived in Pitt Street. The bank is a fine example of a once common but now rare building style – the single room bank. It compares with another in the municipality, also a former Commercial Bank of Australia branch, the timber Little Bank Building in Hurstbridge, built around the early 1900s.2 The Eltham bank, which was said to store gold from the Eltham - Research mining areas, has had exciting moments. A bullet hole still visible in a cedar bench testifies to the drama in 1949 when a youth held up the bank. After the 19-year-old opened an account as John Henderson, he walked to the door and then turned pointing a pistol. But it was shots fired by the clerk, Lindsay Spear, that saved the day, frightening the youth, who drove off empty-handed in a grey sports car. He was later apprehended and given a two-year sentence. Soon afterwards the agency was upgraded to a branch. However by 1954 the bank no longer needed the branch and the adjoining Methodist Church bought the building. It proved useful for the Church’s young people who furnished it and used it for their meetings. A youth club developed, led by young adult member, Ross Gangell. The building was also used as a Sunday School, which with junior membership numbered 27.3 Around 1960, Mrs Alma Bell, of the Methodist Church Women’s Guild, suggested using the building as an opportunity shop to raise funds for a chaplain at the Eltham High School. The women later asked the nearby St Margaret’s Anglican Church to help them in the shop. In 1960 the Eltham Combined Churches Opportunity Shop was established and staffed by Methodist and Anglican parishioners, notably Methodist Mrs Gwen Miller. The shop originally opened on Child Endowment Days to help the needy, but later for years, it opened twice a week. In 1962 it donated clothing and shoes to the Eltham Bushfire Appeal. By 1963 the chaplaincy scheme ceased. So the £450 raised was then donated to the Council for Christian Education and to the participating churches. Funds were also donated to local charities including the Eltham and Research Fire Brigades, the Austin Hospital Auxiliary, the Benevolent Society, the Red Cross and the Diamond Valley Hospital.4 In 2008 the Opportunity Shop volunteers continue to work together to help the local community. Although crammed with second-hand goods, the simple, almost stark interior, is still evident and is relieved only by a front rectangular window and an unused fireplace. Outside, the chimney, the corrugated iron peaked roof, and the surrounding varied plants, add to the charm of this sound building which continues to serve the community well.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. The dam at the entrance to the Nerreman Gateway in Eltham was built according to an internationally acclaimed theory developed by the builder's father. In 1920, Victorian engineer B.A. Smith was awarded the American Society of Civil Engineers J. James R. Cross Gold Medal for his Technical Paper titled 'Arched Dams'. It was the first time this medal had been awarded outside the United States. The concrete arched dam across the Eltham West Drain was built in 1940 by B.A. Smith's son and engineer, D. B. (Bernie) Smith to water the 24 acre (9.75 ha) hobby farm owned by himself and new wife, Isa Smith. Upon completion of the dam a pump-house was constructed beside the creek but before the water could be pumped up the hill they had to dig a trench and lay 500m of 100mm water main to an elevated holding tank. The Smiths made the pump-house their home for several years until they constructed their home at the top of the hill overlooking Eltham and views extending to Kinglake. Following Bernie's death in 1983, Nerreman Park was subdivided between 1993 and 1995. Gordon Ford designed the landscaping and the pump-house was demolished. An international example of the application of Smith’s work can be found in the design of the Hoover Dam on the Colorado River, Nevada, USA. Built between 1930 and 1936, it is recognised by the ASCE as one of ‘America’s Seven Modern Civil Engineering Wonders’.1 The concrete arched dam across the Eltham West Drain was built by B A Smith’s son and engineer, D B (Bernie) Smith. Bernie’s dam followed his father’s theory, having a curvature that takes maximum advantage of concrete’s great strength in compression. The water load is carried into the abutments because of this curvature, which permits a wall thickness of only 225 millimetres thick at its crest, despite the dam’s capacity of more than 4.5 megalitres. The Eltham dam was designed to water the 24 acre (9.75 ha) hobby farm belonging to newly married couple Bernie and Isa Smith. Bernie, from Armadale, and Isa, from a farm at Tyntynder near Swan Hill, were attracted to the hilly topography and the creek running through the property. It extended from Ryans Road, Eltham, to Karingal Drive, Montmorency and was adjacent to Meruka Park. The Smiths named it Nerreman Park using the Aboriginal word Nerreman meaning ‘River Bend’ as their creek had a pronounced bend.2 In 1940 the first thing Bernie did was to build a dam, and with Isa’s help, a pump-house, to secure a water supply for their cattle, pigs, chickens, orchard and vegetable gardens. It was also available for the fire-plugs, which they placed all over the property in case of bushfire. The couple built the pump-house beside the creek and installed a Tange three-plunger pump, which had originally supplied the City of Wodonga with water. But before the Smiths could pump water up the hill from the dam they had to dig a trench and lay about 550 yards (500m) of a four-inch (100mm) water main up to an elevated holding tank. The trench was dug with a single furrow plough drawn by an old draught horse. Living in rough conditions did not deter the Smiths, who made the pump-house their home, where they still lived when their first child was born in 1944. They later built their home at the top of their property overlooking Eltham, with magnificent views to Kinglake, the Dandenong Ranges and Melbourne. From 1946 it took them almost 20 years to complete the 36-square house with its 12-foot (3.6m) high ceilings. Material for the concrete roof and walls faced with sandstone, was ripped out of the ground on their property by plough pulled by tandem Clydesdale horses. Isa was a strong woman – two days before their second child was born – she set three huge sandstone boulders in place in the bottom wall of the garage. She also mixed all the cement for the house. A collapsed kitchen wall did not discourage her from rebuilding it in a week, while her husband was away working in the country. She later recalled: ‘We stood back to admire this beautiful wall we’d built and while we were looking at it, it came tumbling down’.3 Following Bernie’s death in 1983, Nerreman Park was subdivided, between 1993 and 1995. The pleasant plan of fancy masque ball, which for nearly 20 years now has been an annual fixture at this season, is always looked forward to with delight. It is got up by the Bendigo Deutcher Verein, in aid of their free library. The function took place last night in the Masonic Hall and was most enjoyable, and all who took part in it were delighted. The hall was tastefully decorated with flags, flowers and ferns. Bockelmann's Band occupied the stage and discoured sweet music. Many of the items on a long programme were of Mr. Bockelmann's own composition, notably the schottische "Bendigo," the waltz 'Como, 'and the waltz "Golden City." By 9 o'clock there were about 80 couples on the floor. Amongst the merry troupe of dancers were youths and maidens in all sorts and descriptions of gay costumes, including flower girls, Japanese lady, German peasant, lily of the valley, Mercia, Geisha girl, French Vivandiere, red dominos, black dominos, "The Last Rose of Summer," rose, sailor girls, gondolier, Pierot, Charles II., Tipperary boy. Toreador, Romeo, Prince Le Var, huntsman, Indian prince, fireman, barristers. jockeys, cricketers, etc. Many of the Iadies were in evening dress, but wore the masque. The arrangements were admirably carried out by the secretarv. Mr. J. D. Khaland, while it would be difficult to find a better M.C. than Mr. J. Armstrong. The dancing was witnessed by a large number of the public, who were accommodated on a temporary gallery at one end of the hall. A small charge was made for their admission, which helped to swell thelibrary funds. An excellent supper, served in Mr. W. C. Dick's best style, was much enjoyed. The magazine was edited by Reverand R.C. Nugent Kelly as an Anglican Church publication. Reverend Kelly: Born in 1858 to Robert George and Mary Kelly (nee. Walker) of Birkenhead, England. Married Emma Louisa Edith Cremer in 1882 in England Died 11 Oct 1936 in Hornsby Shire, New South Wales, Australia Kelly joined All Saints Bendigo in 1896 where he edited the 'Our Own Magazine' and established a reputation for effective financial management. He left Bendigo in 1901. Much of his life was spent dedicated to church work which was documented as early as 1890. Now known as Old All Saints Cathedral, the church is located on the Northern corner of Mackenzie Street and Forest Street. The church was closed in 2015 and has remained abandoned. The church is located across the street from Bendigo Historical Society on Mackenzie Street. The Lambeth Conference: "The first Lambeth Conference took place in 1867 when the Archbishop of Canterbury, Charles Thomas Longley, invited the bishops of what would become the Anglican Communion to gather for a conference at Lambeth Palace.... There were two main issues that led to this invitation: First, a growing desire, expressed by many bishops around the world, to gather in order to pray, to study scripture and to confer together and, second, to address difficult pastoral and theological issues that were causing divisions between bishops around the world. These issues related to how the Christian gospel was and should be expressed in different cultures... Over successive Lambeth Conferences the mind of the bishops was expressed through published resolutions. These resolutions have touched on every area of the life and mission of the church... It has encouraged and enabled significant decisions to be made by the member churches" The 1897 conference resulted in 62 resolutions including the desire and establishment of regular conferences every ten years.1 October 1897 Edition of 'Our Own Magazine: A Church Monthly for the People'. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p175 It’s Saturday morning and thousands of people are visiting St Andrews Market at the corner of Heidelberg-Kinglake Road and Proctor Street. It’s hard to find a park. Cars are banked up along the narrow road and crammed in a nearby parking area. Yet, at the market, people look relaxed and happy amongst the yellow box gums on the site where the Wurundjeri people used to gather. Stone artefacts unearthed there by Koorie researcher, Isabel Ellender, indicate the site was once a Wurundjeri meeting place, according to Aboriginal Affairs Victoria. Acoustic sounds mingle with quiet conversations. A guitarist blows a mouth organ while his bare toes tickle chimes. A tiny busker, perhaps five years old, plays a violin while sounds of a harp emerge from the hall. One stallholder, selling delicious-looking pastries, chats to another in Spanish, then to me in broad Australian. ‘I was born in Fitzroy but my mother came from Mexico and my dad from Serbia,’ she smiles. A New Zealander fell in love with Mongolia and now imports their hand-made embroidered clothes and Yurts (tents) and runs adventure tours. A young woman visited Morocco and when friends admired the shoes she bought, she decided to import them and sell them at the market. Oxfam sells Fair Trade toys and clothes and displays a petition to Make Poverty History. Other stalls sell Himalayan salt, jewellery made from seeds from northern Australia, glass paper-weights from China as well as locally grown vegetables, flowers and organic freshly baked bread. A woman sits in a state of bliss under the hands of a masseur. Another offers Reiki or spiritual healing. A juggler tosses devil sticks – ‘not really about the devil,’ he smiles. This skill was practised thousands of years ago in Egypt and South America he says. At the Chai Tent people lounge on cushions in leisurely conversation. The idea for the market was first mooted among friends over a meal at the home of famous jazz and gospel singer Judy Jacques.2 Jacques remembers a discussion with several local artists including Marlene Pugh, Eric Beach, Les Kossatz, Ray Newell and Peter Wallace. ‘We decided we wanted a meeting place, where all the different factions of locals could meet on common ground, sell their goodies and get to know one another,’ Jacques recalls. They chose the site opposite another meeting place, St Andrews Pub. A week later Jacques rode her horse around the district and encouraged her neighbours to come along to the site to buy or sell. On February 23, 1973, about 20 stallholders arrived with tables. They traded ‘second-hand clothes, vegetables, meat, cheese, eggs, chickens, goats, scones, tea, garden pots and peacock feathers’. Now around 2000 people visit each Saturday. People usually linger until dusk. The market – with around 150 stalls of wares from a wide variety of cultures – stands alongside Montsalvat as the most popular tourist attraction in Nillumbik. By the 1990s St Andrews Market was in danger of being loved to death, as the site was becoming seriously degraded. The market was spreading in all directions and the degradation with it. A local council arborist’s report in 1994 noted exposed tree roots from erosion and compaction. The Department of Sustainability and Environment threatened to close the market if the degradation was not rectified. After many months of research, discussions and lobbying by a few residents, the council formed a Committee of Management, with an Advisory Committee, and introduced an Environment Levy. The State Government, the council and the market, funded terracing of the site to stop erosion, and retain moisture and nutrients. Vehicles were excluded from some sensitive areas and other crucial zones reserved for re-vegetation. Volunteers planted more than 3000 locally grown indigenous species. The old Yellow Box trees fully recovered and are expected to give shade for many years to come.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. C. Glover and Sons Pty. Ltd. was founded on Brougham Street, Geelong c.1870. They operated as a wool and sheepskin storeroom situated on both sides of Brougham Street; where the current Elders building is located. The store was owned and operated by Joshua Glover with his brother Cyrus. A third brother Arthur also worked at the store. It was a very successful business and employed up to 40 men at its peak. Cyrus Glover died quite young, around 54, with his son Howard taking his place in the partnership at 23. During the Second World War the business was requisitioned by the Australian Government. Their wool was utilised to produce defence uniforms for Commonwealth personnel C. Glover and Sons was a very successful business which reluctantly closed its doors around 1975, as a result of the wool industry taking a downward turn Australia wide. It was decided by the family that this was the only option at the time. Howard Glover was Jan Glover’s (donor) father in law. Jan Glover donated these images to the National Wool Museum in 2021. Black and white photograph of 2 trams in Swanston St c1925. Building in background may be the Queen Victoria hospital which places the trams just north of Lonsdale St. Photo has imperfection in top left corner of the image. First tram No. 171 is an S class single-truck California combination tram built by MMTB at Coburg Depot. It entered service in June 1922 and was withdrawn from service and sold in 1953. The tram's destination is shown as "Coburg Cemetery". Several passengers are seen boarding the tram. See page 64 of Destination City 5th Edition for another photo of this tram at South Melbourne Depot. The second tram, 178, is a T class single-truck combination tram with a long saloon, built by Duncan & Fraser, Adelaide for the MBCTT. It entered service in June 1917 as tram number 14C before transfer to the MMTB as T class tram. It was withdrawn from service and sold in 1961. This tram was one of only 6 Melbourne trams fitted with long wheelbase Brill Radiax truck. Set of five colour prints of tram W5 725 derailed in High St Kew during track reconstruction work at the corner of Derby St Kew. Tram was bound for North Balwyn when it derailed on a section of track that had been dismantled, possibly when it hit or dislodged a track crossover. Tram has advertisements for Bonds, Tollana Wines, Park Drive cigarettes, .1 - tram derailed at the top of the hill down to Kew Cemetery. .2 - with workmen setting up the tram and place on the temporary transport wheels. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. After meeting for 14 years in rented remises, in the Prince of Wales Hall, Wodonga Council built its first Shire Hall on the corner of High and Elgin Streets in 1890. The date on the façade of the building, 1876, represents the date of the formation of the Shire. In 1957 the second Shire Office was built in Woodland Grove by A.B. and M. A. Chick. These offices were considered more than adequate for future needs. The façade featured floor to ceiling windows and several different meeting rooms in addition to the council chamber, which featured an impressive “horse shoe” table. It also included a kitchen equipped with modern fittings and a President’s room. In the late 1960s the area between Hovell and Havelock Streets as far as Jack Hore Place was zoned for civic purposes. In 1969 plans for a civic centre providing a library, theatre and senior citizens’ rooms. It was opened on 22 April 1971. In 1973, the Council engaged Bruce Marshall to design new offices beside the Civic Centre. Jennings Industries were contracted to complete the offices. The Governor, Sir Henry Winneke, laid the foundation stone of the new offices on 10 March 1976.
