Newspaper, Summer's Times. Lord Somer's Camp, 1977
A newsletter printed at Somer’s Camp in 1977. It reflects some of the activities the campers experienced. There was news of sporting events and winners of contests. Also a crossword and some cartoons. The authors are not identified but could be some of the junior Legatees. Legacy has provided camps for junior Legatees for many years. It started in the early years when Legacy organised outings to the property of Legacy founder, Legatee Stan Savige, who had a place in Balnarring close to the beach. In later years children went to camps around Victoria. Occasionally it was to Lord Somers Camp in Somers. Some of the name mentioned in the text: Chaplain Charles Sligo, Fire officer David McPherson, Games director Peter Johnstone, PR Officer Les Phillips, Bursar Robin Kelly. Also section leaders: Keith Williamson, Peter Chapman, Fraser Zielinski, Andrew Russell, John Jones, Campbell Mathieson, John Higgins, Mark Lane. The editorial explains the aims of the camp. "Lord Somer's Camp sets out not so much to teach a method of life as to instil one by example. This may sound rather ominous, as though you are being brain washed - and perhaps in a way you are. The high-powered pressure which is put on you by Slush and by Group Leaders tries to do in less than a week what would take years by any other means. . . In fact what the pressure does achieve may be quite different for different people. . . Cooperation was discussed yesterday. Many of you have possibly already been forced to see that a group of people can achieve nothing unless they work together. Even after one day on the sports field you would realise tag in an event such as the tug-of-war you will never succeed unless every one works together in perfect harmony. . . The second ideal mentioned above was unselfishness. Nearly every problem in the civilised world today, whether it be war, social unrest, inflation, industrial strife it can be traced back to a selfish attitude on someone's part. An unselfish attitude is a very difficult thing to develop but once obtain can not only do good for the individual but for the whole community. Big Camp tries to establish this attitude on in the new participants at camp by the example of others.It is only when one realises that all the organisation of and running of this camp, and indeed of the whole PowerHouse Organisation, is on a voluntary, unpaid level that it impossible to gain some inkling of the extent of this unselfish example, to understand the amount of effort people will make to continue something they believe in." Book, Hospital Organization and Operation, 1924
This medical book was purchased by Dr Roy Angus, and W.R. Angus. He most likely purchased it at the time of being Resident Medical Officer at the Adelaide Hospital in 1924, the date of the book's publication. The inscriptions tell the story of some of Dr Angus' medical appointments; “W.R. Angus/ Curramulka 1928 / Nhill 1930-1939 / Warrnambool 1939 - " This book was donated to Flagstaff Hill Maritime Village by the family of Doctor William Roy Angus, Surgeon and Oculist. It is part of the “W.R. Angus Collection” that includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. ABOUT THE “W.R.ANGUS COLLECTION” Doctor William Roy Angus M.B., B.S., Adel., 1923, F.R.C.S. Edin.,1928 (also known as Dr Roy Angus) was born in Murrumbeena, Victoria in 1901 and lived until 1970. He qualified as a doctor in 1923 at University of Adelaide, was Resident Medical Officer at the Royal Adelaide Hospital in 1924 and for a period was house surgeon to Sir (then Mr.) Henry Simpson Newland. Dr Angus was briefly an Assistant to Dr Riddell of Kapunda, then commenced private practice at Curramulka, Yorke Peninsula, SA, where he was physician, surgeon and chemist. In 1926, he was appointed as new Medical Assistant to Dr Thomas Francis Ryan (T.F. Ryan, or Tom), in Nhill, Victoria, where his experiences included radiology and pharmacy. In 1927 he was Acting House Surgeon in Dr Tom Ryan’s absence. Dr Angus had become engaged to Gladys Forsyth and they decided he would take time to further his studies overseas in the UK in 1927. He studied at London University College Hospital and at Edinburgh Royal Infirmary and in 1928, was awarded FRCS (Fellow from the Royal College of Surgeons), Edinburgh. He worked his passage back to Australia as a Ship’s Surgeon on the on the Australian Commonwealth Line’s T.S.S. Largs Bay. Dr Angus married Gladys in 1929, in Ballarat. (They went on to have one son (Graham 1932, born in SA) and two daughters (Helen (died 12/07/1996) and Berenice (Berry), both born at Mira, Nhill ) Dr Angus was a ‘flying doctor’ for the A.I.M. (Australian Inland Ministry) Aerial Medical Service in 1928 . The organisation began in South Australia through the Presbyterian Church in that year, with its first station being in the remote town of Oodnadatta, where Dr Angus was stationed. He was locum tenens there on North-South Railway at 21 Mile Camp. He took up this ‘flying doctor’ position in response to a call from Dr John Flynn; the organisation was later known as the Flying Doctor Service, then the Royal Flying Doctor Service. A lot of his work during this time involved dental surgery also. Between 1928-1932 he was surgeon at the Curramulka Hospital, Yorke Peninsula, South Australia. In 1933 Dr Angus returned to Nhill where he’d previously worked as Medical Assistant and purchased a share of the Nelson Street practice and Mira hospital from Dr Les Middleton one of the Middleton Brothers, the current owners of what was once Dr Tom Ryan’s practice. Dr L Middleton was House Surgeon to the Nhill Hospital 1926-1933, when he resigned. [Dr Tom Ryan’s practice had originally belonged to his older brother Dr Edward Ryan, who came to Nhill in 1885. Dr Edward saw patients at his rooms, firstly in Victoria Street and in 1886 in Nelson Street, until 1901. The Nelson Street practice also had a 2 bed ward, called Mira Private Hospital ). Dr Edward Ryan was House Surgeon at the Nhill Hospital 1884-1902 . He also had occasions where he successfully performed veterinary surgery for the local farmers too. Dr Tom Ryan then purchased the practice from his brother in 1901. Both Dr Edward and Dr Tom Ryan work as surgeons included eye surgery. Dr Tom Ryan performed many of his operations in the Mira private hospital on his premises. He too was House Surgeon at the Nhill Hospital 1902-1926. Dr Tom Ryan had one of the only two pieces of radiology equipment in Victoria during his practicing years – The Royal Melbourne Hospital had the other one. Over the years Dr Tom Ryan gradually set up what was effectively a training school for country general-practitioner-surgeons. Each patient was carefully examined, including using the X-ray machine, and any surgery was discussed and planned with Dr Ryan’s assistants several days in advance. Dr Angus gained experience in using the X-ray machine there during his time as assistant to Dr Ryan. Dr Tom Ryan moved from Nhill in 1926. He became a Fellow of the Royal Australasian College of Surgeons in 1927, soon after its formation, a rare accolade for a doctor outside any of the major cities. He remained a bachelor and died suddenly on 7th Dec 1955, aged 91, at his home in Ararat. Scholarships and prizes are still awarded to medical students in the honour of Dr T.F. Ryan and his father, Dr Michael Ryan, and brother, John Patrick Ryan. ] When Dr Angus bought into the Nelson Street premises in Nhill he was also appointed as the Nhill Hospital’s Honorary House Surgeon 1933-1938. His practitioner’s plate from his Nhill surgery states “HOURS Daily, except Tuesdays, Fridays and Saturday afternoons, 9-10am, 2-4pm, 7-8pm. Sundays by appointment”. This plate is now mounted on the doorway to the Port Medical Office at Flagstaff Hill Maritime Village, Warrnambool. Dr Edward Ryan and Dr Tom Ryan had an extensive collection of historical medical equipment and materials spanning 1884-1926 and when Dr Angus took up practice in their old premises he obtained this collection, a large part of which is now on display at the Port Medical Office at Flagstaff Hill Maritime Village in Warrnambool. During his time in Nhill Dr Angus was involved in the merging of the Mira Hospital and Nhill Public Hospital into one public hospital and the property titles passed on to Nhill Hospital in 1939. In 1939 Dr Angus and his family moved to Warrnambool where he purchased “Birchwood,” the 1852 home and medical practice of Dr John Hunter Henderson, at 214 Koroit Street. (This property was sold in1965 to the State Government and is now the site of the Warrnambool Police Station. ). The Angus family was able to afford gardeners, cooks and maids; their home was a popular place for visiting dignitaries to stay whilst visiting Warrnambool. Dr Angus had his own silk worm farm at home in a Mulberry tree. His young daughter used his centrifuge for spinning the silk. Dr Angus was appointed on a part-time basis as Port Medical Officer (Health Officer) in Warrnambool and held this position until the 1940’s when the government no longer required the service of a Port Medical Officer in Warrnambool; he was thus Warrnambool’s last serving Port Medical Officer. (The duties of a Port Medical Officer were outlined by the Colonial Secretary on 21st June, 1839 under the terms of the Quarantine Act. Masters of immigrant ships arriving in port reported incidents of diseases, illness and death and the Port Medical Officer made a decision on whether the ship required Quarantine and for how long, in this way preventing contagious illness from spreading from new immigrants to the residents already in the colony.) Dr Angus was a member of the Australian Medical Association, for 35 years and surgeon at the Warrnambool Base Hospital 1939-1942, He served as a Surgeon Captain during WWII 1941-45, in Ballarat, Victoria, and in Bonegilla, N.S.W., completing his service just before the end of the war due to suffering from a heart attack. During his convalescence he carved an intricate and ‘most artistic’ chess set from the material that dentures were made from. He then studied ophthalmology at the Royal Melbourne Eye and Ear Hospital and created cosmetically superior artificial eyes by pioneering using the intrascleral cartilage. Angus received accolades from the Ophthalmological Society of Australasia for this work. He returned to Warrnambool to commence practice as an ophthalmologist, pioneering in artificial eye improvements. He was Honorary Consultant Ophthalmologist to Warrnambool Base Hospital for 31 years. He made monthly visits to Portland as a visiting surgeon, to perform eye surgery. He represented the Victorian South-West subdivision of the Australian Medical Association as its secretary between 1949 and 1956 and as chairman from 1956 to 1958. In 1968 Dr Angus was elected member of Spain’s Barraquer Institute of Barcelona after his research work in Intrasclearal cartilage grafting, becoming one of the few Australian ophthalmologists to receive this honour, and in the following year presented his final paper on Living Intrasclearal Cartilage Implants at the Inaugural Meeting of the Australian College of Ophthalmologists in Melbourne In his personal life Dr Angus was a Presbyterian and treated Sunday as a Sabbath, a day of rest. He would visit 3 or 4 country patients on a Sunday, taking his children along ‘for the ride’ and to visit with him. Sunday evenings he would play the pianola and sing Scottish songs to his family. One of Dr Angus’ patients was Margaret MacKenzie, author of a book on local shipwrecks that she’d seen as an eye witness from the late 1880’s in Peterborough, Victoria. In the early 1950’s Dr Angus, painted a picture of a shipwreck for the cover jacket of Margaret’s book, Shipwrecks and More Shipwrecks. She was blind in later life and her daughter wrote the actual book for her. Dr Angus and his wife Gladys were very involved in Warrnambool’s society with a strong interest in civic affairs. Their interests included organisations such as Red Cross, Rostrum, Warrnambool and District Historical Society (founding members), Wine and Food Society, Steering Committee for Tertiary Education in Warrnambool, Local National Trust, Good Neighbour Council, Housing Commission Advisory Board, United Services Institute, Legion of Ex-Servicemen, Olympic Pool Committee, Food for Britain Organisation, Warrnambool Hospital, Anti-Cancer Council, Boys’ Club, Charitable Council, National Fitness Council and Air Raid Precautions Group. He was also a member of the Steam Preservation Society and derived much pleasure from a steam traction engine on his farm. He had an interest in people and the community He and his wife Gladys were both involved in the creation of Flagstaff Hill, including the layout of the gardens. After his death (28th March 1970) his family requested his practitioner’s plate, medical instruments and some personal belongings be displayed in the Port Medical Office surgery at Flagstaff Hill Maritime Village, and be called the “W. R. Angus Collection”. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The collection of medical instruments and other equipment is culturally significant, being an historical example of medicine from late 19th to mid-20th century. This is the final 4 pages of the Scrap book Cat No 8225. Page 17. The article refers to Mrs Doreen Crawford having spent 12 years as Assistant Secretary at the Bendigo RSL Memorial Hall until 1967, on leaving this job she took on a Visiting Officers role with Legacy in McKenzie Street Bendigo where she be looking after and visiting approximately 200 War Widows in their own homes as well as Homes & Hospitals. Page 18 & 19. The two photos re building sites pertain to the construction of the War Widows Flats in Kangaroo Flat about 1971/72. Page 20a. The B & W photo shows the completed War Widows Flats in Kangaroo Flat in 1973. This was a project by the War Veterans Homes Trust and the Bendigo RSL. Page 20b. The article is re the newly installed Bendigo RSL President Jack Plant receiving a Life Membership in 1974 from Robert Temple immediate past President. The article goes on to outline Jack Plants RSL work with the RSL, he first joined the RSL in Chinkapook in 1944, Committee and President Raywood RSL 1956 - 1958. Arrowsmith, VX54102, 6th Line Section, 8 Div, Malaya via Prisoner of War Post, Australian Prisoners of War, C/o Prisoners of War Information Bureau Tokyo, Japan from his sister Polly (Mercia Castledine). “After the cholera had been evidence for a few days, the Nips decided that the works on the railway had to be carried on and so isolated all the cases (a number more had developed since we were first quarantined) and sent all other men back to work. By this time, the number of men unfit for work had increased tremendously and the medical officer and medical orderlies were hopelessly overworked. Volunteers were called for to assist in this cholera ward; a disease highly contagious and with a terrific death rate. This meant isolation, but did not deter many men from offering their services, Bob and Kevin Arrowsmith being selected.” - Through the Burma-Thailand Railway, pp234-5, author unknown This post card is significant for its rarity as very few ever made it through and were saved. Booklet - Folder, 2020 Vision: a preferred future, 1984
Following council amalgamations, a series of community consultations were undertaken in 1995 to inform the development of a cohesive vision for the newly formed Shire of Nillumbik. A response to the new conditions which people of the Eltham/Diamond Creek/Greensborough and surrounding rural areas found themselves in as a result of the decision by the Victorian Government to amalgamate local governments into larger entities. The case for these reforms was strong, but the amalgamation process did disrupt some people's lives.The need to bring together the people within the new boundaries of Nillumbik was recognised by the Commissioners and the Chief Executive Officer of the Shire, who felt that a good way to begin was to develop a future vision for the Shire. It was decided that the people of the Shire should be asked what they wanted their future to be and a process of consultation was established through which people could express their views. This is a set of five photographs of vehicles used by field survey parties. c1950s. The first two photos show unidentified surveyors and field survey vehicles departing the Army Survey Regiment’s transport compound. The third photo of LTCOL Lindsay Lockwood and CAPT Jim Stedman was taken at a field survey camp at Camooweal, QLD. LTCOL Lindsay Lockwood was the CO of the Army Survey Regiment from 1951 to 1962. As the longest serving commanding officer of the unit, there was many changes implemented. LTCOL Lindsay Lockwood’s period as CO is covered in more detail in pages 48-49 of Valerie Lovejoy’s book 'Mapmakers of Fortuna – A history of the Army Survey Regiment’ ISBN: 0-646-42120-4. CAPT Jim Stedman later reached the rank of Colonel, was Director of Military Survey from 1975 to 1978 and was appointed as Colonel Commandant (honorary appointment, Retd) of the Royal Australian Survey Corps from 1978 to 1983. The truck and semi-trailer loaded on a flatbed Photo .4P was probably towing RA Svy’s field deployable printing press, the MANN Double Crown. In January 1923, 5 years after the end of WWI, the two French cruisers Jules Michelet and Victor Hugo went on a tour in South East Asia, Australia and New Zealand consolidating the friendship between the countries. The cruisers arrived in January 1923 and Melbournians were invited to visit the ships. Amongst them the ladies from the Guild. In the "Jottings from Our Log"number 69 dated from January 1923 we can read: Our French Visitors The French cruisers, “Jules Michelet” and “Victor Hugo”, each with a complement of 26 officers and 747 men, paid a visit to this port towards the end of the year. Many of the sailors made good use of our institute, and were supplied with French magazines and papers, and were delighted to find that quite a number of ladies could speak French fluently. Over one hundred men were present at the Institute on one of our special nights during Christmas week, when each French visitor was supplied with refreshments and a cigar. Through the great kindness of some of our ladies, each man aboard the two cruisers was supplied with a packet of cigarettes. Leisure object - Doll's dress, Gladys Angus, wife of Dr. W.R. Angus, 1930s
This doll's dress was skillfully handmade by Gladys Angus, wife of Dr Angus, in a similar design to the silk lingerie she made and wore. Gladys made this dress for her daughter’s doll, which was also donated along with its pram and blanket. It is part of the W.R. Angus collection, donated by the family of Dr W R Angus, surgeon and oculist. The W R Angus Collection spans from 1885 to the mid-1900s and includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. He and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later added the part-time Port Medical Officer responsibility and was the last person appointed to that position. Dr Angus and his wife were very involved in the local community, including the early planning stages of the new Flagstaff Hill, where they contributed to the layout of the gardens. It has floral embroidery on the bodice, a gathered waist, crochet trim at the neck, wrists and hem, which also has a scalloped edge. It has a press stud closure at the back. This doll's blanket was beautifully handmade by Gladys Angus, wife of Dr Angus. Gladys made it for her daughter’s doll, which was also donated along with its pram and a silk doll's dress. It is part of the W.R. Angus collection, donated by the family of Dr W R Angus, surgeon and oculist. The W R Angus Collection spans from 1885 to the mid-1900s and includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. He and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later added the part-time Port Medical Officer responsibility and was the last person appointed to that position. Dr Angus and his wife were very involved in the local community, including the early planning stages of the new Flagstaff Hill, where they contributed to the layout of the gardens. Peter was born on 16/4/1950 at Corryong before moving to Barnawatha, Wodonga then Wangaratta in 1963. On the 5/1/1966 he joined the RAN as a junior recruit HMAS Leeuwin W.A. On 1/1/1967 he joined HMAS Yarra - Far East Strategic Reserve and Vietnam. Arriving back in Australia on 1/1/1968 he was posted to HMAS Watson in NSW. In 1969 he volunteered for submarine training in the UK at HMS Dolphin (Gosport). Joined HMS/m Onyx (3rd squadron at Faslane Scotland (Garelock Head) (HMS Neptune) On returning to Australia in 1971 posted to HMAS Platypus and HMAS/m Otway. In 1973 Peter was posted to HMAS Sydney - later decommissioned - then HMAS Torrens. Following the Royal Tour Pacific Islands in 1974 he joining the Naval Police in 1975 specialising in Fire fighting. Peter was discharged whilst still in hospital from the RAN in 1983 following a serious motor cycle accident in 1982. In 1984 on his return to Wangaratta he rejoined the RSL and held the office of Secretary for 10 years and Welfare/Pensions Officer for 22 years. The Empress of the Sea was a magnificent three masted, square rigged, wooden sailing clipper ship built in Boston, USA. The Empress of the Sea is historically and archaeologically significant as it was one of Donald Mackay's famous wooden clipper ships, i.e. representative of a particular design or type. It was also associated with both the Black Ball and White Star Lines of Australian Packets, which carried thousands of immigrants from Britain to Australia. The Empress of the Sea caught fire at Queenscliff at 4 am on 19 December 1861. When the officer of the watch attempted to extinguish the fire they found fire pump handles missing and buckets ineffective. Fire became out of control and the ship was sailed from anchorage and ran ashore at Point Nepean. Ship rolled over onto starboard side by force of the tide and the shifting ballast. The port side was burnt to the copper. The Empress of the Sea lies in 5 metres (16 feet) to 7 metres (23 feet) of water, 700 metres (2,297 feet) offshore from Nepean Bay, Port Phillip. The site covers an area 150 metres (492 feet) long and 50 metres (164 feet) wide. The bow lies towards the south-west. A Volunteer Fire Brigade was established in Kew in 1879 and a fire station established in Walton Street, Kew. The Brigade was formally disbanded by the Fire Brigade Act of 1890 and the volunteers replaced by a unit of the Metropolitan Fire Brigade in 1891. The building shown in this rare photograph was constructed in 1893. In the background can be seen a house on the corner of Walton and Peel Streets, one of two, built in 1893 for firemen of the Brigade. An article in The Weekly Times (1 April 1911) records that: "Kew Troop - A,S.M. Williams reports:- The troop under S.M. Kellett. marched to the Kew Fire Brigade station, to receive instruction in fire drill from Mr Gross, the officer in charge, but as he was unexpectedly called away, the S.M. S and A.S.M had to instruct the Troop. Every boy was taught how to sink the hydrant, and how to couple and uncouple the hose. The hose reel was then brought into action, and the boys were divided into sets of six, each division taking its turn in pulling the reel up a hill to the water plug, where the hydrant was quickly sunk by one Scout, two more uncoupling the hose and coupling it on to the hydrant. We have gained four recruits during the last week, and are expecting two more next week."This is a fine, original photograph, probably taken by a commercial photographer, showing the 1st Kew Scouts in front of the old Kew Fire Brigade building in Walton Street in 1911. The building, constructed in 1893 was later demolished in 1941. This is a rare historic photograph of the Station. The reverse details the names and addresses of the Scouts featured in the photograph. An integral part of the Scout program is service to others and working with the fire brigade would have been just one of many such training activities enthusiastically undertaken by the Scouts. The Kew Fire Brigade had hand-drawn fire appliances up until 1919 when a motorised vehicle was purchased. The fire station was replaced by the Belford Road station in 1941 and subsequently demolished. ‘A’ Squadron 8/13 Victorian Mounted Rifles conducted a parade at Buna Barracks, Albury on Sunday 1 May 1988 to mark the 103rd Anniversary of the formation of the Victorian Mounted Rifles and the 40th Anniversary of the linking of the 8th (Indi), 13th (Gippsland) and 20th (Victorian Mounted Rifles) Light Horse Regiments to form the 8th/13th Victorian Mounted Rifles. Colonel G K Howard, Director of the Royal Australian Armoured Corps was the Reviewing Officer. The Pipes and Drums of the 5th/6th Battalion Royal Victorian Regiment provided the music for the occasion. Following the parade Colonel Howard officially opened the Regimental Museum. The 8th/13th Victorian Mounted Rifles was raised as a regiment of the Royal Australian Armoured Corps on 1 May 1948 with Headquarters in Melbourne and squadrons in Sale, Benalla/Wangaratta and Albury. In 1955 Regimental Headquarters moved to Wangaratta and a second squadron was located at Albury. The Sale squadron transferred to 4th/19th Prince of Wales’s Light Horse. A framed photo of the first president of Melbourne Legacy, Legatee Harold Cohen. Harold Edward Cohen (1881-1946), soldier, lawyer, politician and businessman, was born on 25 November 1881. In 1901 Cohen was commissioned in the Field Artillery Brigade, Australian Military Forces, and was promoted captain in 1905 and major in 1909. In 1915 he was appointed commanding officer of the 6th Army Brigade, Australian Field Artillery Regiment, Australian Imperial Force, with the rank of lieutenant-colonel, serving in the Middle East, England and France until June 1919. Twice wounded and twice mentioned in dispatches, he was awarded the Distinguished Service Order in 1917 and created C.M.G. in 1918. He was awarded the Volunteer Decoration in 1921 and the CBE in 1934. In 1929 Brigadier Cohen entered Parliament as the member for Melbourne South in the Legislative Council, and in 1935 transferred to the Assembly as member for Caulfield, which seat he held until 1943. During the Second World War Brigadier Cohen served in the Middle East as honorary Red Cross Commissioner overseas. The Australian Customs Service, Melbourne, donated a set of gauging instruments, and Port Fairy Customs donated another instrument, the Sike’s Hydrometer, to Flagstaff Hill Maritime Village, all of which were no longer required. However these ullaging tools were in use for many years by Customs officials, called Gaugers. Ullaging is a term describing the measurement of the amount of liquid remaining in a container of spirits such as a cask or barrel. It can also measure the free space or head space remaining. The primary role of customs officers in Victoria was to calculate the tariff or excise duty payable on goods imported into Victoria. (Excise duty is a tax on goods produced within a country, and customs duty is imposed on imports.) Customs officers spent a great deal of their time measuring and weighing goods, and then calculating the amount of duty to be paid by the importer. The tariffs for different products varied, and officers consulted published lists. Calculating the duty payable on a barrel of brandy was a detailed task. The gauger had to measure the barrel to determine its volume. Barrels were irregular in shape, and finding the volume required several measurements and checking tables of figures. Alcoholic content was then measured with a hydrometer. The duty paid varied according to the alcoholic strength of the spirits. Uniform national customs and excise duties were operative in Australia from October 1901. These tools were still being used in Australia in the 1950’s. The Federal Government still imposes excise taxes on goods such as cigarettes, petrol, and alcohol. The rates imposed may change in February and August each year in response to changes in the consumer price index. ULLAGING TOOLS (1) Head Rod - this instrument measures the diameter of the heads (top and bottom ends) of a cask or barrel. The shaped brass pieces on the head rod enable the diameter of a barrel to be measured inside the chimes at the head end. The slide rule could then be used to calculate the internal volume of the barrel. On the reverse side is a set of ullaging scales, used like those on any ullaging rule, to calculate the volume of liquid in a partially filled barrel. (2) Bung Rod – this instrument measures the diameter of a cask or barrel when it is lying on its side. It is a rod that fits into the ‘bung’ hole of a cask and is long enough be extended to reach the opposite side of the cask. The brass sliding pointer can be moved to mark the ‘wet’ line. When the rod is removed the bung measurement can be read from the scale on the rod. (3) Long Calipers - this instrument measures the length of the cask between the heads. It has two rules sliding beside each other, each end having another piece of wood fixed firmly at right angles downwards then turned inwards at the ends so as to reach over the heads of the casks without touching the projecting ends. The centre pieces enable it to extend or contract, changing the distance between the two other parallel sides, the distance they are apart being shown by the rule on the sliding pieces. (4) Cross Calipers – this instrument is used to take the bung diameters of casks, or "the Cross " as it is called. This instrument has two rules sliding beside each other, each end having another piece of wood fixed firmly at right angles downwards, together forming a 3 sides of a rectangle with the centre pieces enabling it to extended or contracted, changing the distance between the two other parallel sides, the distance they are apart being shown by a the rule on the sliding pieces. (5) Sike’s Hydrometer – this instrument is used to gauge the strength of different alcoholic spirits when fitted with the different weights in the set. Every set is individually calibrated to ensure that it meets the exact Standard Weight and Measure compliance, then every piece in that set is stamped with the same number by the Calibrator, to ensure that the measurements are taken using the same hydrometer set. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). Development in the 20th century has irreparably altered that part of Kew represented in this plan. In the block bounded by Cotham Road, Charles Street, Wellington Street and Gellibrand; just one house standing in 1903 remains. This block included two of the most historic houses in Kew: ‘Ordsall’ (later ‘Southesk’) and ‘Madford’ (previously ‘Elm Lodge’). Ordsall was the home of the second chairman of Kew, John Halfey. It contained some of the most significant interior murals in Kew, created for Halfey by artists working for Cullen & Co. It was demolished in 1960 to make way for the Kew Civic Centre. Elm Lodge had been built for William Siddeley in ca. 1864. Arthur Septimus King purchased it in 1874. The lower paddocks of Madford were sold in 1905 by his wife to the Borough of Kew and, after landscaping by George and Thomas Pockett, opened as the Alexandra Gardens in 1908. While the mansion ‘Illapa’ in Princess Street is still extant – now part of ‘Rylands’ – the neighbouring mansion ‘Elsmere’ was demolished some decades ago. Rivalling Illapa and Elsmere in size were two mansions in Walpole Street, one named on the plan as ‘Gnarlbine’. Over time, Kew Junction and the south side of High Street have been reconfigured and widened, so that the commercial buildings on the corner of Princess and High Street no longer exist. A surprising feature of this part of central Kew to the northwest of Kew Junction is the amount of vacant land. This plan is one of two in the collection where the lithographers amalgamated two separate plans. Both plans include sections of Studley Park. Dominating the south and west corners of Kew Junction are the Clifton and Kew Hotels. The Kew Hotel, owned by Patrick O’Shaughnessy was one of the oldest in Kew. MMBW plans were amended over time to take account of new subdivisions such as that which created Merrion Place. Of the four mansions shown in Studley Park Road, three remain – ‘Field Place’, the home of Frances Henty, ‘Leaghur’ and ‘Darley’. ‘Byram’ (later ‘Goathland’, then ‘Tara Hall’) was an architectural marvel. Designed in 1888 by E.G. Kilburn for the paper magnate George Ramsden, it was demolished in 1960. This plan of Kew encompasses the area bounded by Barkers Road, High Street and Stevenson Street. Because of the angle created by High Street, a number of houses on the northern side of High Street are shown. The area is dominated by one of the great original landholdings in Kew, described here as the ‘Findon Paddock’. ‘Findon’, the house from which the name of the paddock was taken fronts Stevenson Street and was clearly a rambling structure. The best-known occupant of Findon was Henry ‘Money Miller’ who bought the house in 1871. Miller was a member of Victoria’s first parliament and assisted in the framing of its constitution. Findon was to be subdivided as early as 1912, when the Findon Subdivision was advertised to be sold by auction. In the plan of the subdivision, the original house is not shown, so, presumably it had previously been demolished. Plan No.1568 covers the area bounded by Cotham Road, John Street, Sackville Street, and Edward Street. Alfred Street and Rowland Street are in shown in the middle of the plan. The two most notable buildings shown are ‘St Helliers’, the home of the Dumaresq family, and St Hilary’s Church and school. While the colours used to indicate St Hilary’s are grey as in other civic/public buildings, the first St Hilary’s Anglican Church was at this stage constructed in weatherboard. At the left of the plan, facing Sackville Street is a house named ‘Glencara’. The 1988 ‘Kew Conservation Study’ recorded that “The first documentary evidence of this house comes from Rate Books which record that in 1893 a Mrs Treadway was the owner of this building with an N.A.V. of £81? At that date the occupier of the house was Charles B. Kelly, a clerk, while by 1910 Kelly had become the owner of the property described in that year ‘as a six-roomed stone, brick and wood house with stables and outbuildings’”. When the contracts were let for surveyors to identify and record the extant houses and landscapes within an area for the Board of Works, the contracts were let at separate times, hence the anomaly where two copies of Plan No.1571 exist in our collection. The first of these plans identifies the building materials used in houses bordering Fitzwilliam Street, Edgevale Road, May Street, Malin Street, Davis Street and Wellington Street. The cut off point for the survey was the south side of Wellington Street. By 1903 when the survey was undertaken many of the sites were already built on, particularly those facing Edgevale Road. The plan identifies the preponderance of weatherboard houses in the area.
