Book, A Childs History of England
This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. Victorian Aboriginal Corporation for Languages
article, Gary Johns, Aboriginal education : remote schools and the real economy, 2006
Aboriginal children in remote communities have the lowest rates of success in school. The reasons for the lack of success are well known, and mainly lie outside of the schools and their programs. Education authorities have made some poor choices in the past. They have not enforced the necessary discipline on children to attend school, and they have placed cultural sensitivity above the needs of the child to cope in the modern economy. More recently they have begun to concentrate on programs in literacy and numeracy, but success is limited because of the perverse incentives of other government initiatives. These initiatives have been blind to the need to deal with the absence of an economy in remote areas, and the absence of a work ethic among Aborigines who are welfare dependent. The absence of the work ethic and the absence of work have severely constrained the returns on the investment in Aboriginal education. The correct policy response to failure at school will be determined not simply by additional programs at school, but by how various issues of transition to the real economy - work, individual obligation, mobility - are managed. The transition will be better managed if educators and governments understand that education is essentially an instrument in economic integration, and that many remote communities are not viable, and where they are not schools should not be used as pawns to keep them afloat. Moreover, educators and governments should understand that western education cannot and should not preserve Aboriginal culture. Most importantly, parents' behaviour needs to change and where incentives to send children to school fail, compulsion must be used.school programs, education policy, literacy and numeracy, employment outcomes -

Falls Creek Historical Society
Photograph - Falls Creek Primary School
Falls Creek Primary School Prior to 1965, couples with small children would move away from Falls Creek due to there being no school facilities in the village. In the mid 60's a few families with school age children established themselves in the village, and a need arose for a school to encourage them to stay. An enrolment of seven children and a building was required before the Education Department could become involved. The Management Committee of the day gifted the families some land (still the site of the Falls Creek Primary School No. 5067) and fundraising began. The original committee consisted of the Steven family (two children), the Lee family (three children), the Caddie family (no children), the Carroll family (no children), and the Alston family (children?). After two years of community based, yet dubious fundraising methods (including weekly gluhwein parties, keg parties and numerous raffles), enough money ($1,300) was raised and an unused SEC building in Mt Beauty was bid on and won. Due to the condition of the road up to Falls Creek, it had to be dismantled and reassembled up the mountain. Unfortunately, the building was delivered to Falls Creek too late into the season to be erected but the following summer, with no money available to hire builders, working bees began, beer was on tap, and BBQs were cooked, and a crude schoolroom with an oil heater donated by Cecil Dobson from Winterhaven was erected. The first teacher hired was an Alaskan woman who agreed to a wage of $10 per child per week. Due to minimal resources the children were sent home at different times of the day in order to warm up and have a meal. Through the winter of 1971 many government departments were lobbied and it was decided that if the building could be finished to the Education Departments standards then they would provide a government endorsed full time teacher. The three main site holders (Bob Lee, Cecil Dobson and Dick Humphries) took out a loan and the school was refurbished and opened as the 'Bob Scott Memorial Hall' in time for the 1972 season. Maree Keele was the first Head Teacher. After three years of fund raising by the school committee the hall was paid off in full. After many years in the original building the Education Department took control of the school, updated the classrooms and provided accommodation for the teachers. In 1982, discussions began surrounding construction of a 'new' Falls Creek Primary School, a joint property with the community and the Education Department. After it was decided that the funds could not be raised fully by the community ($150,000), the Department constructed a new facility and students moved in on 1st July 1985.This image is significant because it represents the school which the Falls Creek Community fought to establish for their children.A framed coloured photo of Falls Creek Primary School under heavy snowIn lower right corner - 1981 Old Primary School Above doorway:- FALLS CREEK SCHOOL No. 5067falls creek primary school, fcps 5067, education falls creek -

Souvenir, United Sunday schools, Red Leather Bookmark, United Sunday Schools' Demonstration, Melbourne, 6 May 1901, 1901
SUNDAY SCHOOL DEMONSTRATION. With three times three we coo-ee, The Prince we meet again; Our Princess May we welcome, With heart and voice amain. This was the welcome of the children of the Melbourne Sunday schools. The greeting came from over 30,000 youthful voices to the accompaniment of as many waving flags of diminutive size, held by the children. Probably not one of those who sang so lustily had witnessed the previous visit of his Royal Highness; or knew anything of it except as a traditional event, but the sentiment was a good and proper one all the same. The children were massed on the rising ground in the Domain, and apparently the long wait was not at all wearying. It was to most of them a huge picnic. They lunched on the grass, and filled in the intervening lime with games such as the juvenile heart delights in. At intervals something approaching order, was observed, and then songs, which have been in rehearsal for some weeks past, were sung under the baton of Mr. D. R. Davies, musical director, and to the lead of a united brass band of over a hundred instrumentalists under Bandmaster E; T. Code. A solo was also sung by Mr. H. J. Floyd. At all times the scene was an exceedingly animated one. Most of the children were attired in light costumes, and those in whose dress there was some color provided the necessary variety to make up a most picturesque scene. Probably there were nearly 35,000 adults and children at this spot. They occupied the frontage to St. Kilda-road, from Government House gates to the intersecting thoroughfare beyond. As the children were confined to the high ground, there was a green strip in front of them, and the dark green of the fir trees at the top of the slope made a most suitable background. Between these two lines of even coloring the children, with the easy freedom of youth, made perhaps as pretty a feature of the pageant as could be found anywhere in the whole route of the procession." (The Age, Tues 7 May 1901, p.6)This tiny battered piece of ephemera recording the United Sunday School Demonstration of 1901 must once have been exceedingly common, however in the context of the growing collection that the Society has relating to the opening of the first Commonwealth Parliament in Melbourne it has historic and social significance.Embossed red leather bookmark commemorating the 'United Sunday Schools Demonstration' in St Kilda Road in 1901 to welcome the Prince and Princess of Wales to open the first Commonwealth Parliament in the Royal Exhibition Building."United Sunday Schools Demonstration, Melbourne Australia, Melbourne May 6 1901"opening of the first commonwealth parliament - 1901, sunday schools - victoria, federation events - victoria - 1901, ephemera -

The Royal Commission into Institutional Responses to Child Sexual Abuse is investigating how institutions like schools, churches, sports clubs and government organisations have responded to allegations and instances of child sexual abuse. It is the job of the Royal Commission to uncover where systems have failed to protect children so it can make recommendations on how to improve laws, policies and practices. The Royal Commission is about creating a safer future for children. It can look at any private, public or non-government organisation that is, or was in the past, involved with children. This includes where an organisation caring for a child is responsible for the abuse or for not responding appropriately, regardless of where or when the abuse took place.(http://www.childabuseroyalcommission.gov.au/about-us, accessed 30/05/2015)A number of colour photographs that show chalk grafitti drawn onto the steps and paving outside the Ballarat Law Courts during the May 2015 sitting of the Royal Commission into Institutional Responses to Child Sexual Abuse.ballarat, ballarat law courts, royal commission into institutional responses to child sexual abuse, graffiti -

Pamphlet, Methodist Home Missions
The Methodist Home Missions was the department running the work of smaller churches and charitable institutions such as babies' homes, the Epworth Hospital, chaplaincies to hospitals and prisons, aged care homes, alcohol rehabilitation, local missions to depressed areas and the like. A minister was appointed each year by Conference, on deputation, to travel around Victoria to explain and encourage local congregations to support the work of the missions. Livingstone House was established in Carlton in 1888, and was first known as the Temporary Home for Destitute Children. It was run by the Central Dorcas Society, and led by its Senior Biblewoman, Mrs Varcoe. Many children in Livingstone were placed in foster care. In 1891, it relocated to a new property in Cheltenham and later became the Methodist Homes for Children. memorial plaque, early 20th Century
Grace Elizabeth Jennings Carmichael (1867-1904), poet and nurse, was born on 24 February 1867 at Ballarat, Victoria, daughter of Archibald Carmichael, a miner from Perthshire, Scotland, and his wife Margaret Jennings, née Clark, from Cornwall, England. . She was educated at Melbourne and while still a child went to live on a station at Orbost, and grew up close to the bush she came to love so much. In 1888 she went to Melbourne to be trained as a nurse at the Royal Children's Hospital, Melbourne, and in 1891 published a small volume of prose sketches, Hospital Children. Having qualified she obtained a position on a station near Geelong, and subsequently married Francis Mullis. She contributed verse to the Australasian, and in 1895 Poems by Jennings Carmichael was published. She lived for a time in South Australia and then went to London, where she died in poor circumstances in 1904. Her husband, Henry Mullis, was last recorded in the workhouse in Woolrich, but then disappeared leaving the three children- Geoffrey 7 yrs, (Thomas) Clive 5 yrs & 4 year old (Archibald) Keith and one year old (Rupert) Wyatt, destitute & were sent to the Northampton workhouse, (Thomas ) Clive dying in 1906. In 1910, a group of Carmichael's admirers, discovered the whereabouts of her children, where a public fund was established to bring the children to Australia, the Victorian Government giving them free passage, arriving in Victoria in October of 1910. The children were placed in private homes and took on their mother's single name of Carmichael. In the late 1930s, plaques were unveiled in Orbost & Ballarat in honor of Grace Jennings Carmichael. The one in Orbost was part of the "Back To' celebrations. It hung in Mechanics' Institute in Orbost. This is significant to the Orbost region in that it is associated with a woman who is certainly our foremost female poet. A bronze cast memorial plaque set onto a wooden backing board. The plaque has an image of a woman, a candle and a book, and also some text (see below).Grace Jennings Carmichael, Australian poetess, 1868-1904, spent her childhood in this district, erected by Mrs G A Hunter & a few admirers.memorial-plaque grace-jennings-carmichael orbost-poet -
