A paper which was delivered to the Legacy in Victoria Conference in 1980, detailing Melbourne Legacy's involvement in housing the children of Legacy widows since 1942. By 1950 Melbourne Legacy administered four houses - Holmbush, Stanhope, Blamey House and Harelands - and cared for approximately 100 children. The houses were designed to be as homely as possible, and each one was largely autonomous. Children, many of whom came from country Victoria, would go to their own homes during school holidays and the Christmas season. The stated objectives were to 'pass out into the world young men and women with high ideals of citizenship, who are self-reliant and self-supporting.' Also 'to provide affection, security and a future goal and essential discipline.' The country Clubs and Groups would send provisions such as preserved fruit, cheese, eggs, honey, citrus fruit, butter, and potatoes throughout the year to support the residences. Numbers of residents declined during the 70s, and in 1975 a Residences Committee recommended that Blamey House and Harelands should be closed, leaving only Stanhope in operation, the first Blamey House having closed in 1955 with Holmbush being renamed the second Blamey House. By 1980 the only remaining house was Stanhope with an average occupancy of 20. See Cat. An unattributed report dated 18/04/1972 to be read in conjunction with Cat. No. 01670. The report gives details of the situation at that date and projected changes to the functions of the residences, occupancy rates, costs and likely trends in accommodation needs. It explores at length auxiliary and alternate accommodation such as the Salvation Army, YMCA, YWCA and church hostels, before offering future options: (i) to carry on using Harelands, Stanhope and Blamey House without change, (ii) move working girls and boys to YWCA/church hostel or YMCA/church hostel, converting Stanhope to a co-ed residence for over 14s attending school, maintaining Harelands as a co-ed residence for under 14s, and releasing Blamey House. Draft report of the Steering Committee (Residences) dated 29/3/74 on the accompanying note, which was addressed to Hugh (Legatee H. Rodgers) and signed Allan Q. (Legatee A. Quayle). The Steering Committee was in favour of demolishing and re-building Blamey House in stages: 1. constructing motel type units on SW corner of the site, 2. Demolishing Blamey House 3. Moving occupants in from Stanhope 4. Moving occupants from Harelands to Stanhope and selling Harelands. The plan would also provide future accommodation for widows in the long term. A photo of Legatee George Knocks from his time in the Royal Navy. George Knocks was born in the UK and joined the Royal Navy in World War 1. He later migrated to Australia and joined Legacy in 1929 until his death in 1945, he left a significant bequest to Melbourne Legacy which was used to help many people. Information from a press release in 1975 relates the story of George Knocks who joined Legacy and left a bequest that made a difference. The information was intended to be used by press and magazines etc. A longer version of the story is in the Weekly Bulletin - 29 Sept 1964 and this document prepared by Legatee Armstrong in 1965 called One Man's Legacy. Summary: George was described as a lonely ex-seaman who migrated to Australia after the first world war. He learnt about Legacy and the work with widows and children. 'He joined up as a Legatee and from that day, the pattern of life changed greatly for George. He became absorbed in his new environment and spent most of his time with the children. The mothers founding him a rugged, but completely trustworthy friend.' When George died on 14 April 1945 he was mourned by many Legacy friends. His left his property to four comrades, as trustees to use in continuing Legacy's work, this bequest became the George Knocks Fund. This document was sent from Sydney Legacy to assist Melbourne Legacy with fund raising. In 1974 Sydney Legacy raised $4,070 using this technique, and $163,883 in 1984 . The Citizens Committee was made up of non Legatees who were prominent within the business community. A prominent leader of industry was selected to chair the committee. The committee only met three times a year. This report highlights the ongoing need to review and if necessary update and change policies and priorities if need be. The report explains that to provide recommendations and suggestions three working parties were established with two Legatees in charge of each group. In group1, 47 Legatees were involved, group 2&3, 59 Legatees involved in each group. Each group had a budget to work to and designated areas of Legacy activities to investigate and report on e.g. group1 would report on Accommodation, Housing, Handicapped Dependants, Firewood - refer to appendix A. Reports and suggestions are made in appendix B. Some recommendations suggest that Legacy and Legatees do not cease providing services but refer suitable applicants on to similar activities with other organisations if the need arises. This was due to declining numbers of Legatees to supervise, and those under the care of Legacy to paricipate. Due to declining numbers of Legatees and the number of families requiring help in certain areas, the report shows that Legacy needs to alter the way in which it delivers some of the services to Widows and families but still maintain the services that Legacy has provided previously. Legacy staff numbers when this document was written in 1990 were 28 full time staff and 5 part time. In 1982 there were 31 full time and 1 part time. The report discusses increasing the hours of a clerk/typist, not re-appointing a person to replace The Senior Pensions Advocate and a new appointment with computer skills. Wages increased by 53.3%. The wage increase was in line with award rates. Salaries rose by 51.8% from June1983 to April 1990. The report also discusses staff leave, work environment, staff morale and adequacy of office equipment. The future (3-5 years) was discussed in regard to pensions, welfare, housing accommodation for widows and handicapped dependants and fund raising. At the bottom of the page the document lists the number of phone calls made to widows and follow up visits to widows in need of a visit (1986 and 1987). Note item "k" in the document. The switch refers to the person manning the telephone switchboard. This person would make a written or mental note that the Duty Legatee was not available. This document from 1987 is an estimate of the number of widows to be in the care of Legacy from 1987-1995. Both WW1 and WW2 Widows are included in the study. The projected totals show a marked decline in WW1 Widows and a marked increase in WW2 widows.The figures show a dramatic decline in WW1 widows due to ageing, and a marked increase in WW2 widows due to their husbands deaths through ageing,war related injuries.
