This document was sent from Sydney Legacy to assist Melbourne Legacy with fund raising. In 1974 Sydney Legacy raised $4,070 using this technique, and $163,883 in 1984 . The Citizens Committee was made up of non Legatees who were prominent within the business community. A prominent leader of industry was selected to chair the committee. The committee only met three times a year. This report highlights the ongoing need to review and if necessary update and change policies and priorities if need be. The report explains that to provide recommendations and suggestions three working parties were established with two Legatees in charge of each group. In group1, 47 Legatees were involved, group 2&3, 59 Legatees involved in each group. Each group had a budget to work to and designated areas of Legacy activities to investigate and report on e.g. group1 would report on Accommodation, Housing, Handicapped Dependants, Firewood - refer to appendix A. Reports and suggestions are made in appendix B. Some recommendations suggest that Legacy and Legatees do not cease providing services but refer suitable applicants on to similar activities with other organisations if the need arises. This was due to declining numbers of Legatees to supervise, and those under the care of Legacy to paricipate. Due to declining numbers of Legatees and the number of families requiring help in certain areas, the report shows that Legacy needs to alter the way in which it delivers some of the services to Widows and families but still maintain the services that Legacy has provided previously. Legacy staff numbers when this document was written in 1990 were 28 full time staff and 5 part time. In 1982 there were 31 full time and 1 part time. The report discusses increasing the hours of a clerk/typist, not re-appointing a person to replace The Senior Pensions Advocate and a new appointment with computer skills. Wages increased by 53.3%. The wage increase was in line with award rates. Salaries rose by 51.8% from June1983 to April 1990. The report also discusses staff leave, work environment, staff morale and adequacy of office equipment. The future (3-5 years) was discussed in regard to pensions, welfare, housing accommodation for widows and handicapped dependants and fund raising. This memo was distributed to Legatees as a guide to Legatees. When contacting widows, Legatees could follow the script to ensure that the important points were addressed. At the bottom of the page the document lists the number of phone calls made to widows and follow up visits to widows in need of a visit (1986 and 1987). Note item "k" in the document. The switch refers to the person manning the telephone switchboard. This person would make a written or mental note that the Duty Legatee was not available. Leaving a recorded message on the phone was not available at this time.That Legacy tried to ensure that all Duty Legatees could follow the same script. This document from 1987 is an estimate of the number of widows to be in the care of Legacy from 1987-1995. Both WW1 and WW2 Widows are included in the study. The projected totals show a marked decline in WW1 Widows and a marked increase in WW2 widows.The figures show a dramatic decline in WW1 widows due to ageing, and a marked increase in WW2 widows due to their husbands deaths through ageing,war related injuries. This document discusses the many options available to Melbourne Legacy in matters such as:- A) Disposal of Legacy House (293 Swanston St, Melbourne), redeveloping the existing site, selling the building and remain as a tenant or moving to another location. Many variations of these options are discussed. B) Whether Legacy luncheons would or should continue, would any of the above options reduce widow visits to Legacy House. C) Matters that would influence the sale price and/or costs of alterations. D) Reasons for/against various options E) Recommendations. There are 5 recommendations in total. The report makes recomendations to the Board about matters that were discussed earlier in August 1984 (refer to item 00926). The report also notes that change is not always accepted - it takes courage to make change. It is essential to carefully explain the reasons why to all involved with Legacy activities. The change should be done in an orderly manner. The task force makes 23 recommendations to take Melbourne Legacy into the future. There is no indication either of who wrote this, nor whether other chapters were written. Although it covers the same events as "Legacy" by Claude Blatchford, and "The Torch" by M.H. Ellis, it is not a draft for either. The chapter covers events from the inauguration of Legacy in 1923 to a conference of Legacy Clubs held in Melbourne in 1928. An address delivered by P.W. Powell (the first Secretary of the Club) in October 1923 to the newly formed Legacy Club. In it he notes that "The most important thing in the development of this Club is to formulate a sound constructive policy that will draw in the best type of member and make the Club a live force in the advancement of this country." The comradeship and cooperation developed by the troops during wartime should be applied in civilian life to the development of Australia. The aim of this review was to take Legacy into the 1990s'. The main points to be considered were:- 1 - increase in widow numbers but an increase in the age of current Legatees. 2 - welfare/housing slight reduction in expenditure, handicapped dependants and widows activities a possible increase in costs. 3 - contacy activities should be re-organised. 4 - youth activities could be reduced due to decreasing numbers. 5 - expand youth leadership activities and take over responsibility of youth activities.This review was important due to a growing imbalance of Legatee numbers to widow and youth numbers, and possible increase in expenditure. A photo of artist Clifton Pugh beside one of his paintings. The white paper label says: "Artist Clifton Pugh kindly allowed Legacy to display his Gallipoli paintings at then launch of Legacy Week. The paintings were commissioned expressly for the Australian War Memorial. It was the first time these paintings were on display in Melbourne." Clifton Pugh was appointed official war artist for the 75th Anniversary of the Gallipoli landing at Anzac Cove in 1990. The photo featured in the 1990 President's Report that was published with the 1990 Annual report. The caption said: 'The late Clifton Pugh at the official launch luncheon of "Legacy Week". ' The article went on to say: 'Our official luncheon to launch "Legacy Week" was opened by the Lieutenant Governor Sir John Young and sponsored by the ANZ Bank. At the luncheon the late Clifton Pugh had generously displayed some of his Gallipoli paintings which had been commissioned expressly for the Australian War Memorial. it was the first time these paintings had been on display in Melbourne.'
