Sign, Widows of War Protest - City Rally
A newspaper article about a protest by War Widows published 3 July 1947. An article showing more than 1500 people met to demand higher compensation for the loss of their husbands who had died for their country. Mrs J M Vasey received an ovation for her address to the meeting. She was the wife of Major-General Vasey, during the second world war she became secretary of the AIF Women's Association, a body which sought to help soldiers' wives. Her work with this body drew her attention to the plight of war widows. After Major-General George Alan Vasey died in an aircraft accident on 5 March 1945 she became a widow herself. At the end of the war Mrs Vasey founded the War Widows Guild. This reproduction on display board may have been for an exhibition of Guild memorabilia at some time. The Victorian War Widows Guild closed in 2021. Some items, including this board, were donated to the Legacy archive for preservation. It was possible for a widow to be members of both Legacy and the War Widows Guild. A speech introducing the first Foundation Day speaker. Part of the speech says:- "Last year our Board of Management considered that it would be very fitting if the importance of this historical occasion in the life of Melbourne Legacy could be recalled annually, consequently it was unanimously decided that our weekly luncheon meeting on the Tuesday nearest to the 25th September each year should be henceforth known as 'Foundation Day' luncheon. This therefore is our 'Foundation Day' Luncheon No. 1. Melbourne Legacy is privileged also to have quite a few of our foundation members still serving the Legacy cause in one way or another. Furthermore, we are truly delighted to see so many very early members of Melbourne Legacy in attendance here today, and one of them in the person of legatee Brian Armstrong who was inducted into Melbourne Legacy back in 1928 and who was elected President of this Club for the year 1937, has graciously agreed to be our speaker of the day and Brian has appropriately chosen as the title for his talk on this special occasion - 'Forty Years On'." Document - Speech, Moments in the History of Legacy 1987 (H59), 1987
A copy of an address given at a Foundation Day Luncheon by a long standing Legatee and past President Legatee Rob Allison. He had joined Legacy in 1950, and he comments that only 5 members remain active that were with him in 1950. In 1950 they were all posted as member of various committees, he got Welfare and Friday night girls' classes. There were 9 boys' classes throughout Melbourne, and girls' twice a week at Legacy Headquarters at 24 Market St. There were 230 active members and each legatee had 4 or 5 families with children. He mentions that in 1950 the President was 62 years old but only 5 years after the end of the war, the tide had begun to turn towards the 39ers. (He called the older legatees '1914ers' or 'the Bow and Arrow boys'). He applauded the 'founding fathers' for limiting the numbers of members, in 1929 it was 230 and in 1959 a limit of 300. They used a classification method to classify the members so they had a diverse range of skills and community representation. Areas were: Production, Distribution, Services Public Authority, Services Other, and Board List. The President had a Secret Committee of 3, no one knew who was on the committee, even those members didn't know the identity of the other 2. This committee vetted the background and integrity of new members. In 1950 the budget was £27,000 plus a capital budget of £3,500. Legatee Allison tells a good story of his induction into Legacy, including his wife joining other Legatees wives in fundraising. In 1951 Comradeship meetings moved to Thursday nights at the instigation of Burt Nathan. 'Birthday boy' invitations started in 1958 when John Cooper was Chairman of the Comradeship. After some years of discussion the first paid Social Worker was employed in 1953 and as a result her efforts the first Senior Widows' Group got underway. Until the 1950s Legacy had always found the money it required, from big companies, wealthy members of the community, Estates, or Trusts. In 1951 it tried to copy a Sydney Legacy idea (Certificate of Adoption Plan) and called it 'The Endowment Scheme'. Other fundraisers included films, premiere showing and musicals were very much a part of the social life of Legatees. One premiere show in 1952, 'The Greatest Show on Earth' was sold at £100 a double. In 1959 Sir Frank and Lady Tait were kind enough for give us a premiere of 'My Fair Lady'. As the 50s progressed cash flow was not enough and it was decided in 1957 to have the first public appeal (he says 1957 but it was 1956). The first Badge day was 1958 (according to this account). He says it grossed £21,000 (net £17,000). And the Legacy story was becoming better known. 'Legacy has never been a one man band. The strength has been in the resourceful ability of those of its members.' He was well placed to tell the story of the donation towards Dureau House. BG Corporation in New York used 'Brown and Dureau' as agents in Melbourne for their spark plug manufacturing (for the American aircraft based in Australia during the war). A royalty of two shillings and sixpence was agreed. The entrepreneur President of BG Corporation was Richard Goldsmith. L/ Grat Grattan had a friend Mr Edwards who was managing director at Brown and Dureau and heard of the desire by Goldsmith to leave a permanent memorial to ex-servicemen in Australia (Children's Hospital was considered). Grat took Edwards to Market St and showed him the inadequacy of the building. It was agreed if Melbourne Legacy could come up with a purchased building in 10 days they would get the money needed. The property purchased was 'Storey Hall' in Swanston St (also called Hibernian Hall in other documents). After the war it turned out not to be suitable and a new building was required. The speaker is identified as Rob Allison based on two things; at one stage he refers to himself as 'Rob' and this copy of the speech has been faxed to Legacy from the offices of John Allison Monkhouse. Another copy of this address has been located with the date of September 1988 that was filed with information on Past Presidents and the lives prominent legatees. The notation H59 in black pen shows that it was part of the archive project that was trying to capture the history of Legacy. A record of Legatee Rob Allison speaking at a Legacy luncheon about significant events since he joined in 1950. Speakers at Legacy luncheons were from very different walks of life and the subjects spoken on were many and varied. Document, President to President. 'The President's Fund'
A document that was part of a folder about the running of the President's Fund, that was created in 1932 "to help temporarily embarrassed Melbourne Legatees" towards the end of The Great Depression. The aim of the fund was the give the President a way to help needy cases with discretion and without having to gain approval from committees. In many cases the money was repaid by the recipient. The document summarises the history of a fund that allowed President's to make discretionary payments to worthy causes without need to have it approved. It mentions that original and official papers about the fund have been lost so this was an attempt to record what was known. The fund was credited to the late Legatee Walter Berry of the domestic and building supplies firm, Henry Berry and Co. wth money from his late father's estate. An initial fund of £200 (?) was handed to the president with some of the following terms: 1) the funds existence was not to be published or made known, except from President to President 2) money could be loaned or granted in sums as determined by the President of the day, for the preservation of the independence of the recipient 3) The club treasurer must keep the money in a separate account 4) The only persons to be helped must be members of Legacy but no restriction on the reason (business or personal) 5) At the end of the presidential term records handed over may be 'closed' except the ones that loans were involved and the terms of the loans could be disclosed. It is known annual donations of up to £1,000 to Legacy were received from the Howard and Georgina Berry Trust for use in the Fund. See also item 01520 for another summary of the fund's history. Other pages show copies of the original letter, dated 24 February 1933, acknowledging receipt of £50 from the Howard and Georgina Berry Trust Fund to start the President's Fund with agreed terms of use. Document, Legacy Presidents (Bill Cremor, Syd Birrell, Ray Hall, Hugh Brain)
Two page document recording anecdotes about Melbourne Legacy Presidents, including Bill Cremor, Syd Birrell, Ray Hall and Cyril Smith, written by Ray Hall's successor in 1935, H.G. Brain. According to his account relationships were not always smooth; not only did Hall chair a fractious Board in 1934, but in 1931 insults were hurled during a meeting (by no less than Stan Savige) which resulted in the immediate resignation of the then President Smith, later retracted. Brain himself upset Mildura Legacy when he put forward his view to the Mildura Annual Dinner that 'the returned soldier section of the population was big enough ... to carry its own welfare activities, and that it ought not to pound the general populace too hard.' He had inadvertently broadcast his ideas over the national network, thinking that the microphone was only for local hearing assistance. More amusingly Brain also tells a story about Cremor when he ran against Harold Holt for the the House of Representatives seat of Fawkner 'in 1942 (?)', and one about Birrell showing a group of the Women's Nationalist League (a conservative women's organisation established in 1904 to support the monarchy and empire) members around the Flemington Saleyards. Confidential report dated 11th November 1970 by Forecasting Sub-Committee chaired by A.V. Dore. Itemises occupancy from 1961-71, annual cost of the residences, auxiliary accommodation costs and Legacy manpower needed, as well as the philosophy behind providing residential care. Consideration is given to the need for accommodation, equivalent care available elsewhere, and the projected decline in the number of children needing accommodation. The Forecasting Sub-Committee recommended that a further sub-committee be appointed by the Board to enquire further along the lines suggested in this report, and this became the Residences Review Sub-Committee in 1971. Typed notes on a meeting 18 August 1971 between L/tees J.E. Chancellor, G.K. Rosnan, H.C.G. Rodgers identifying the objectives of the sub-committee to review and make recommendations to the Board with regard to the need for and the future of residences. Discussions were wide-ranging and in greater depth than those of the Forecasting Committee (Cat.No. 01670), and the results showed a continuing need for accommodation, whilst phasing out at least one of the residences during the 1970s, with alternative accommodation needing further investigation. Photocopy of brief biographical notes in respect of the guest of honour, Colonel Sir Edward Dunlop at a Legacy meeting. Legatees met regularly and usually had guest speakers to entertain and inform on different subjects. This document was from a file of information about guest speakers (see also 00812-00822 and 00829-00837). The requirement to be a guest of honour at a Legacy meeting is highlighted in purple. It says: A Guest of honour shall be an individual who by reason of his services to the community and/or the ex-servicemen and his dependants, is unanimously deemed by the Board of Management to be worth of being so described". In this case Sir Edward (Weary) Dunlop was a speaker and his brief biography was included in this Bulletin.A record that the speakers at Legacy functions were from very different walks of life and the subects spoken on were many and varied. The Court House in Main Street Bacchus Marsh was built in 1858 using local sandstone. It opened in 1859. It has been used for jury trials, a Court of Petty Sessions, a County Court and a Crown Land sales office. Other uses included an office for the Registrar of Births and Deaths, a Dairy Inspectors office from 1863-1865, and as meeting rooms for the Bacchus Marsh Roads Board, a forerunner of the Shire Council. It was also used by the Bacchus Marsh Shire Council for its offices until at least 1884. In more recent years it has functioned as a Magistrates Court with weekly court sessions. Small sepia unframed photograph on card with gold border framing photograph. Housed in the album, 'Photographs of Bacchus Marsh and District in 1883 by Stevenson and McNicoll'. The view of the Court House building is seen from the northern side of Main Street looking south or south-east. Three men are standing in the street in front of the building. The men on the left and the right wearing police helmets appear to be police officers. The man in the middle is in civilian clothes and might be an officer or employee of the Court House. He has his dog with him. A white picket fence runs along the front of the building. Painting - John Halfey, c.1882
John Halfey (1825-89) was born in Southport, Lancashire and migrated to Victoria in 1852. After finding gold at Sandhurst, and representing the latter in the Victorian Parliament, he moved to Melbourne to engage in various commercial pursuits, including directorships of insurance, mining and banking companies. A resident of Kew from the late 1850s, he was known for the hospitality provided at his house Ordsall (later Southesk) in Cotham Road. On 14 December 1860, Halfey chaired a public meeting calling for separation from the Boroondara Roads Board, which led, four days later, to the proclamation of Kew as a separate municipality. He was elected to the Council in 1861, replacing Cr. Oswin, and subsequently served as the second Chairman of the Municipality in 1862-1863. John Halfey became a trustee of Holy Trinity Church in Bulleen Road (now High Street) in 1862. He was to resign from Council after four years in 1865. Twenty-four years later in January 1889, he died aged 63 from a seizure, at his rooms at the Herald Office. He was interred in the Boroondara General Cemetery where his monument is the tallest in the Cemetery. Notes that the book must be returned if the employee leaves the MMTB.
