Long awaited building renovations in 2019 commenced with the replacement and upgrade of the 102 year old floorboards in the main hall and old Billiard room of the Mission to Seafarers Victoria. Some stumping replaced and repaired in places. Many older seafarers especially recall the regular dances hosted by chaperoned local young women and members of the Ladies Harbour lights Guild that commenced in the 1930s and carried on through to the 1960s. As a listed Building of Heritage significance the Mission to Seafarers commenced in consultation with heritage advice as per Burra Charter, the first phase of renovations to the century old building complex at 717 Flinders St which is still providing services and facilities to seafarers as per the original purpose and design. The Denny Lascelles Wool Warehouse was the first building in Victorian planned to facilitate storage, inspection and marketing of wool in one operation, and upon completion was the second largest store in the colony. The image is not unique, but is one of a set that was produced for each of the men represented in the photographs, with perhaps additional copies for the SMRC. Lance Gallagher, speaking with Ms (Grace) Blake and the consultant (Mrs Margaret Birtley) on 8 June 2014, recalled the photograph well and confirmed on 17 July 2014 that he has a personal copy." 2014 Significance Assessment, p28."This item comprises two photographs mounted together with a caption that identifies the men depicted as being a South Melbourne Rowing Club (SMRC) crew and coach. Representing Victoria, this crew won the first Championship for Lightweight Fours at an Interstate Regatta. The race was contested on the Nepean River, NSW, on 3 May 1958. The photograph of the crew was taken on the Yarra River, Victoria, prior to the Regatta and was used for publicity in the Regatta program.16 The victory was significant to SMRC because the oarsmen and coaches (although not the coxswain) were members of that club. The item is a memento of the club’s success, through its crew, at an elite and national level. The Lightweight Four Championship event’s first hosting at Penrith on the Nepean River resulted in a perpetual trophy being donated by that local municipal council. The race for the Lightweight Championship Four continues to this day as a featured event at the annual Interstate Regatta. The Penrith Cup lends its name to this prestigious event. It is unusual for Interstate race crews to be drawn entirely from a single club; more typically, the state representative crews are selected as composites. The selection of an all-SMRC crew for this inaugural race between representative Lightweight Four crews testifies to the exceptional standards at SMRC during this period. The item is of historic significance because it provides pictorial evidence of the crew and the club’s success in a national competition and in a category of event that was being contested at the Interstate Regatta for the very first time. Historically ‘water races’ ran through the valleys of the Greater Ballarat area unearthing the minerals that forged prosperity and wealth. Flowing over the site a series of kinetic turbines flutter in the wind creating a contemporary water race. The interactive elements offer visual stimulation enticing people to connect with the artwork and in turn the surrounding spaces. Bakery Hill has great historical significance. It’s connection to the Eureka Stockade and the series of events that were to unfold during the 1850’s was to become the turning point in Australian political history. The placement of each turbine is to mirror a point of history in the timeline of events that occurred during the Eureka Stockade. The Water Race is a symbol of possibilities, the ones created by history and those of modern society. It is a visual timeline that can be read by traversing the site. The connecting turbines that flow and turn in sync are a representation of time passing and the interconnectedness of history with the community that surrounds it. The gateway to Bridge Mall is framed through the placement of each turbine allowing the sense of prosperity and wealth to flow through to the surrounding community. Hotham does not believe the diggers have the right to “demand anything”, Rede requests reinforcements in Ballarat. 28th November/ Miners attack the troop reinforcements and wagons passing near the Eureka diggings. A drummer boy is seriously wounded. 29th November/ A “Monster Meeting” attended by more than 10,000 diggers is held on Bakery Hill. The Southern Cross flag is flown for the first time. Peter Lalor addresses the miners and a number of diggers burn their licences. 30th November/ A licence hunt occurs in the morning at the order of Commissioner Rede. Another meeting of radical miners is held on Bakery Hill. Peter Lalor becomes leader of the diggers and calls for volunteers. Many diggers wear an oath to defend their rights and liberties under the Southern Cross flag.
