Warrnambool, established in 1847, became a Municipality in 1856, a Borough in 1863, a Town in 1883 and a City in 1918. This bottle opener has most probably been produced by the City of Warrnambool for promotional purposes and may have been given as gifts to notable visitors. The logo used is a version of the original ‘By These We Flourish’ seal which was first adopted by the Council in 1856. On the top portion is the Royal Coat of Arms. On the lower section is a sailing ship and a sheaf of wheat. The seal was designed by John Macdonald, a local schoolteacher and auctioneer. This bottle opener is of some interest as a promotional item produced for the Warrnambool City Council. It may be useful for display. This is a bottle opener made of electro-plated nickel silver. It has a badge with blue, white and gold enamelling with the old logo of the City of Warrnambool. The biscuit locker came from the vessel the "City of Rayville", an American motor-driven freighter constructed in 1920. The ship was the second victim within 24 hours of an extensive minefield laid by German raiders in October 1940, during World War Two and the first American ship to be sunk in world war II. She was under the command of Captain Cronin and bound from Adelaide via Melbourne to New York, carrying a cargo of 1500 tons of lead from Port Pirie along with a cargo of wool and copper from Adelaide, when she struck a mine in the Bass Strait, six miles south of Cape Otway at 7:45 pm on 8th November 1940. The explosion was heard on shore at Apollo Bay; the force of it tore out the foremast and the ship sank within 25 minutes. There was a crew of 38 and all but one survived. A rescue crew of fishermen from Apollo Bay left shore in the dark and picked up the survivors from the dangerous sea taking them back to safety. The US Secretary of State Cordell Hull at the time wrote individual letters of thanks to all the rescuers involved. The biscuit locker is of historical and marine archaeological significance because of its association with the wreck of the City of Rayville. The vessel is listed on the Victorian Heritage Register No VHR S126. Additional significance is that the ship was the first American vessel sunk in the second world war and is still socially significant to the descendants of the City of Rayville crew and the Apollo bay fishermen who took part in the rescue.The external surfaces of the cupboard and the inside of the door are painted brown. The interior is painted blue the door has 2 metal hinges attached on the outside, each with 6 single-slotted screws and a wooden rotating door latch attached to the side of the door. There is a round eyelet on the door near the latch, the cupboard sides are each made from wood joined vertically and sit within a slightly wider, flat base and top. The frame of the cupboard is split with the paint on the outside of the cupboard scratched and chipped revealing a darker paint underneath. There is also a rough slash of white paint from the side of the cupboard going to about the Centre of the door. “PI/298” is hand written in black pen, paint or ink on the inside panel of the door in neat letters. City of Moorabbin was proclaimed 1934 and managed the areas of Cheltenham, Highett, Moorabbin, Bentleigh, East Bentleigh, East Brighton, McKinnon, Ormond until the Amalgamation of Councils in 1994. These badges and emblems were issued by the Winter Olympic committees for the Games in Lillehammer, Norway in 1994 and Salt Lake City, USA in 2002 to commemorate the holding of the games in their respective cities. The badges were owned and donated by Diana Patterson who was a talented cross country skier. She was born in Tasmania and originally pursued a career as a physical education teacher. After making a major career change, she applied to join the Australian Antarctic Division. She applied four times before she was accepted. Diana first travelled to the Antarctic in October 1987. By this time only ten Australian women had spent a winter there. She first worked at Casey Station, before becoming leader at Mawson Station therein becoming the first female leader of an Antarctic base of any nation. After retiring Diana guided tourist expeditions to the Antarctic for many years, as well as continuing work in research and conservation. In 2012 she published her story “The Ice Beneath My Feet: My Year In Antarctica”. Diana Patterson was awarded the Medal of the Order of Australia (OAM) for "service to conservation and the environment”. As well as these outstanding career achievements, Diana has been a Board Member of both the Mt. Buller Alpine Resort Management Board, including a period as Chairman, and also the Falls Creek Resort Management Board. She was also a founding member of Falls Creek Historical Society.These badges belonged to a highly recognised Australian and founding member of the Falls Creek Historical Society.Two badges issued to represent the Olympic cities of Lillehammer in 1994 and Park City, Salt Lake 2002, The badge for 1994 is rectangular and has a stylised figure of a skier in the centre. Williamstown was first incorporated as a borough on 14 March 1856. It became a town on 2 April 1886, subdivided into four wards in 28 October 1887 and was proclaimed a city on 17 May 1919. The city was proclaimed by His Excellency the State Governor, the Hon. Sir Arthur Stanley on 17 May 1919. At the same time he unveiled a photographic honour board in memory of local soldiers killed during World War One and officially opened the Town Hall/Council Chambers building at 104 Ferguson Street. The Governor was presented with this proclamation and asked to sign the parchment. The official birth of the city was celebrated by 2000 residents. The current city was originally named Wodonga, but its name was changed to Belvoir then later back to Wodonga, its indigenous name. The original post office opened on June 1, 1856. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part severed from the Yackandandah Shire and form a new municipality. On 30th March 1973, the Wodonga Shire was granted rural city status and was officially named the Rural City of Wodonga by the Governor of Victoria, Sir Rohan Delacombe. The date this logo first came into use is unsure, but it was used prior to the granting of rural city status. In 1994, the name was retained in a new local government authority and so the Wodonga Rural City Council was born. In 1995 it was decided to give the city a fresh image, so the term 'rural' was be dropped from use except where there was a legal requirement. In December 2003, it was decided to rename the council removing the term "rural" and it is now legally Wodonga City Council.On 30th March 1973, the Wodonga Shire was granted rural city status and was officially named the Rural City of Wodonga by the Governor of Victoria, Sir Rohan Delacombe. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band.
