Printed as a specific accounting Journal by the SECV for use in its offices to record the use of the Franking Machine or Postage Machine. The machine would be preloaded with a value at the post office after a cheque for 25 pounds was presented and then used to send out accounts, and letters from the mail room. Used when all power invoices were mailed to customers. Also records the use of stamps. Has the initials of the person who would audit or check the monthly entries. Used in the days when stamps were considered a valuable commodity and to stop pilfering. See item 5639 for a franked envelope sent from the SECV's Ballarat office to Wal Jack.Demonstrates record keeping of a franking machine record used in the SECV Ballarat office during the late 1930s and early 1940s.Printed as an accounting journal with heavy card covers, approx 50 pages, ruled in red and blue ink, completed in black ink. The journal is titled "Tranking Machine Record" in a gold block. Has marbled endpapers, sewn sections, and fawn colour cotton sheet cover with leather edge binding and corners with a decorative finish. Petrol rationing was gazetted in May 1941. Australia's lack of fuel storage options and the diversion of tankers bringing fuel here forced the government to begin rationing. Initially it was proposed that consumption should be reduced by 50% but this was modified to 1/3 reduction. People had to apply for a petrol licence and this was then used to obtain ration coupons. Initially coupons were issued on a 6 monthly basis but this was reduced to 2 monthly and allowed people roughly 2000 gallons per year. Coupons allowed for 1, 2, 5, 10, 44 and 100 gallon amounts depending on need. eg. private, commercial, farm use. Rationing was strictly enforced until 1942 but remained in effect until 1950.WWII Fuel One Gallon ration Ticket: 4 x beige cards with blue flecks, red print with perforated edges, the four tickets are attached. Report - set of seven bound volumes titled "Report of the Chief Engineer on his tour of America and Europe 1957". Each volume, contains foolscap stencil duplicated sheets with some folded drawings and many pages of photographs. Each volume has a printed title sheet, table of contents bound with glue end sheets into a green and black leather hard cover. Each set of sheets have been sewn into the volume with cut sheets to allow for folded drawings and photographs. Each volume has the MMTB name, logo and report title in gold block on the front and on the spine.
