Ballarat Teachers' College Students went on camp, usually to the Education Department camp at Queenscliff. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Razor Strop
This razor strop is made like a leather strap. ABOUT STROPS Straight razors and cut throat razors were the major tools for shaving before the safety razor was invented in the 1880’s and even today specialty shaving shops still sell the straight razors. Along with the razor, the process of shaving would commonly involve lathering up shaving soap using a shaving brush with boar bristles. Men could own several razors and rotate them through the week and some shops sold the razors in a set, a razor for each day of the week. Straight razors could require stropping more than once during the shaving of a heavy beard, and stropping would also be performed at the end of each shave. Honing would only be performed two or three times a year, preserving the blade’s edge. A lot of skill was needed to hone and strop the blades of these early razors and the methods to do so were a large part of the curriculum in Barber colleges. The razor would be sharpened on a grinding wheel then honed on sharpening stone and finally finished using a strop. Straight edge razors would usually be sold unfinished and that process would be completed by the customer. A razor strop, usually made from leather, thick canvas or light timber, would be used to straighten and polish the straight razor for shaving. Strops could also be used to polish other blades such as knives, small metal tools and chisels. Sometimes an abrasive polishing compound is also used to give a mirror finish. Some strops, such as this one in our Collection, are designed to be used while hanging from a nail or peg, while others are hand held. To use the strop draw the spine of the blade down along the strop with the blade following, without putting any pressure on the blade. At the end of the stroke, rotate the blade over its spine then draw the spine along the strop again so that the edge moves away from the top. The finer grade of leather strap is used to give the final finish. Double Swing Razor Strop. Scholarships and Studentships played a very important role in schools of the day. Many families had to make sacrifices to enable their sons to remain at school. The addition of a third year to the junior technical course added to the burden. The main difficulty was the fee of one pound per term for students over the age of 14. There were 4 terms per year making it an expensive undertaking. Many working class boys, and they were in the majority at technical schools, had to seek employment as soon as they reached the age of 14, the statuary leaving age. Because of these financial obstacles, scholarships played an important role in the schools of the day. Older boys were selected on merit to become Prefects to assist staff. Melvin Newton Lovell was born in Allegheny, Venango county, Pennsylvania, on 31 August 1844, to Darius T. Lovell (1815-1855) and Susan B. (Conover) Lovell (1827-1883). When Melvin Lovell was a boy, the family removed to Kerrtown, a village located in the vicinity of Titusville, PA. There Melvin served an apprenticeship at the carpenter's trade, and his natural mechanical talent enabled him to become a skilled workman. He followed his trade during the major portion of his term of residence in Kerrtown. In 1861, at seventeen years of age, Melvin Lovell left his home and, without parental authority, and entered the Union army soon after the outbreak of the Civil war. In August 1862, he was enlisted as a private in the 127th Pennsylvania Volunteer Infantry and saw active service until receiving his discharge at the end of May 1863. In 1865 he took up his residence in Erie, where he worked at the carpenter's trade for several years thereafter. In 1869 Melvin Lovell invented and patented several useful articles for household use, and in that year he began the manufacturing of certain of these inventions, in partnership with Franklin Farrar Adams, another inventor. Among the principal products of the original factory were washing machines and step-ladders. In 1881 Lovell individually began manufacturing other of his patents, including spring beds, and from modest inception, his Lovell Manufacturing Company grew to be one of the largest industrial concerns of its kind in the country and was recognized as being the most extensive manufacture of clothes-wringers in the entire world. In connection with his manufacture of domestic items, Lovell established sales agencies for his products in all parts of the country, and these branches were known as the Lovell stores. These goods were sold on the instalment plan and after his business had already been established becoming a substantial concern Lovell invented and patented the famous wringer which bears his name under the “Anchor” brand, and in later years he confined his operations largely to the manufacture of this very superior household invention. Lovell was also one of the organizers and stockholders of the Combination Roll & Rubber Manufacturing Co, of New York, which was formed to manufacture his patents, with headquarters in New York and a factory at Bloomfield, New Jersey.A significant household item used in the process of washing clothes by a man who had started in 1869, as a young carpenter and later he became a successful businessman and manufacturer of household items. Lovell was granted numerous patents for various devices during his career including several patents for adding machines (cash registers). This item is now sought by collectors and is even rarer due to it's combination with a Lovell clothes wringer. Madagascar was a large British merchant ship built for the trade to India and China in 1837 that disappeared on a voyage from Melbourne to London in 1853. The disappearance of Madagascar was one of the great maritime mysteries of the 19th century and has probably been the subject of more speculation than any other 19th-century maritime puzzle, except for the Mary Celeste. Madagascar, the second Blackwall Frigate, was built for George and Henry Green at the Blackwall Yard, London, a shipyard that they co-owned with the Wigram family. A one-eighth share in the vessel was held throughout her 16-year career by her first master Captain William Harrison Walker Walker. Madagascar carried freight, passengers, and troops between England and India until the end of 1852. In addition to her normal crew, she also carried many boys being trained as officers for the merchant marine. Known as midshipmen from naval practice, their parents or guardians paid for their training, and they only received a nominal wage of usually a shilling a month. Due to the Victorian Gold Rush, Madagascar, under the command of Captain Fortescue William Harris, was sent to Melbourne with emigrants. She left Plymouth on 11 March 1853 and, after an uneventful passage of 87 days, reached Melbourne on 10 June. Fourteen of her 60 crew jumped ship for the diggings, and it is believed only about three replacements were signed on. She then loaded a cargo that included wool, rice, and about two tonnes of gold valued at £240,000, and took on board about 110 passengers for London. On Wednesday 10 August, just as she was preparing to sail, police went on board and arrested a bushranger John Francis, who was later found to have been one of those responsible for robbing on 20th July the Melbourne Private Escort between the McIvor goldfield at Heathcote, Victoria and Kyneton. On the following day, the police arrested two others, one on board the ship and the other as he was preparing to board. As a result of these arrests, Madagascar did not leave Melbourne until Friday 12 August 1853. After she left Port Phillip Heads Madagascar was never seen again. When the ship became overdue many theories were floated, including spontaneous combustion of the wool cargo, hitting an iceberg and, most controversially, being seized by criminal elements of the passengers and/or crew and scuttled, with the gold being stolen and the remaining passengers and crew murdered. There have been many rumors as to what happened to Madagascar over the years but what really happened is still a mystery. The lithograph was made around 1950 from an original painting of Madagascar a Vessel with a notorious past and is interesting and a significant item for the ships part in early Victorian history. The picture is it’s self not valuable or can be associated with a significant person in history. The photograph shows the wreck of La Bella in Lady Bay, Warrnambool, Australia. It was probably taken on 11th November 1905, the morning after she was wrecked. “Foyle” written on the photograph is the name of Foyle’s Photographic studio. At the time of the photograph the studio was owned by both Charles and Lilian Foyle (sometimes known as Lillian or Lily), either of whom could have taken this photograph. They also worked together at a later date on the photographs, sketches and paintings of the famous and historical Pioneers’ Honour Board, which is currently on view in the Warrnambool Library. Foyles Photography was the studio of James Charles Foyle. He owned “Foyle’s Photo Card Studios” in Liebig St , Warrnambool, which operated between 1889 – 1919 . A letter to the editor (by Mr Edward Vidler) in the Melbourne Argus, 3rd August, 1907, mentions that in that year Warrnambool would celebrate its 60th anniversary of its proclamation as a town, and that talented local artist Miss Lily Foyle would paint 200 portraits in watercolour of the pioneers who settled in the district prior to 1860. The Pioneer Honour Board can still be seen on display in the Warrnambool Library. In the Warrnambool Standard, Dec. 1917, “Mr Foyle’s studio was awarded contract to decorate rail cars on newly opened Trans-Continental railway, assisted by his sister, Miss Findlay.” The subject of the painting, La Bella, has its own tragic story. Read on for further details … On November 10th, 1905, the Norwegian-built barquentine La Bella approached Warrnambool at the end of her 37 day voyage. She was carrying a cargo of timber from Lyttleton, New Zealand, in heavy seas and evening mist. (On its only other visit to Warrnambool a year earlier the master had gone to shore to find a tow. He returned to the ship to find the crew drunk and unwilling to take up their posts, even though the ship was dragging its anchors and in a dangerous position.) As Captain Mylius steered La Bella to Lady Bay Channel the ship was tossed onto its side by heavy breakers and ran aground on what is now known as La Bella Reef. The sea was so rough that it wrenched a one-and-a- half ton anchor from the vessel. Several attempts were made by parties of volunteers in lifeboats to rescue the stricken sailors, but the rough conditions made this difficult for the boats to get close enough to the ship and the parties had to return to shore. The La Bella’s crew became exhausted and sailors were being washed overboard, one by one. By sunrise only five of the twelve crew still clung to the wreck. A local fisherman, 25 year old William Ferrier, rowed his small dingy through the heavy seas and managed to rescue the captain, whilst the volunteer lifeboat crew rescued a further three sailors, returning to shore. Ferrier made a final attempt at rescue and was able to reach its stern as the conditions eased slightly, saving the last remaining, terrified sailor just before the ship broke up and sank. William Ferrier became a national hero as news of the daring rescue spread. He was awarded the Silver Medal for bravery by the Royal Humane Society and was honoured by the Prime Minister and the Governor. He was presented with several other awards for his daring rescue. Ferrier’s rescue efforts are one of the most heroic in Victoria’s shipwreck history. The wreck now lies in 13m of water and is home to an abundance of marine life. Flagstaff Hill’s La Bella Collection includes a rail holder from La Bella, a photograph of William Ferrier with four of the five men rescued, a rail holder from the ship and the letter from the Prime Minister and other Members of Parliament that was sent to William Ferrier to commend him for his bravery. La Bella has been protected under the Commonwealth Historic Shipwrecks Act (1976) as a Historic Shipwreck since 23 April 1982 (VHR S401). It is archaeologically significant as the remains of an international and inter-colonial passenger and cargo ship. Flagstaff Hill’s collection of artefacts from the La Bella is of historical and archaeological significance because of its association with the La Bella, which is on the Victorian Heritage Register, and because of the relationship between the objects. The collection represents aspects of Victorian history, and the letter to William Ferrier demonstrates how important his rescue efforts were to Victoria and Australia. The string has long been a household and office utility, but an easily tangled one. generations of manufactures have devised cast-iron string holders and string reels in an attempt to distribute this material more efficiently. Many different designs of cast-iron string holders exist some nickel, others painted many had an open pattern so clerks behind the counter of the general store could see at a glance if he or she was about to run out of string. In the 20th century, string holders became more decorative, morphing into novelty items for the home. History: Starting from 1869, the young carpenter by trade, Melvin Newton Lovell (1844-1895) from Erie, Pennsylvania, later a manufacturer and successful businessman, was granted numerous patents for various devices, between them several patents for adding machines and cash registers in 1891. Unfortunately, during a trip to Atlanta, while representing the state of Pennsylvania at a trade exposition, he passed away in his prime, on 21 November 1895, and was buried in Erie Cemetery, Erie, PA. Today the Lovell Manufacturing Company and foundry is preserved and situated at Lovell Place 1301 French Street Erie Pennsylvania, the site is regarded as a historic complex and national historic district. It includes nine contributing buildings built between 1883 and 1946 and has now been converted to luxury apartments.An item used in shops, offices etc to dispense string although the item was commonly found in many areas of general commerce. It was made by a factory and patented in the USA by Melvin Lovell who had invented the first adding machine and the original mangle or wringer washing machine used in every house throughout the world from 1891 and the forerunner to our modern day washing machines. This razor strop is called a paddle strop. ABOUT STROPS Straight razors and cut throat razors were the major tools for shaving before the safety razor was invented in the 1880’s and even today specialty shaving shops still sell the straight razors. Along with the razor, the process of shaving would commonly involve lathering up shaving soap using a shaving brush with boar bristles. Men could own several razors and rotate them through the week and some shops sold the razors in a set, a razor for each day of the week. Straight razors could require stropping more than once during the shaving of a heavy beard, and stropping would also be performed at the end of each shave. Honing would only be performed two or three times a year, preserving the blade’s edge. A lot of skill was needed to hone and strop the blades of these early razors and the methods to do so were a large part of the curriculum in Barber colleges. The razor would be sharpened on a grinding wheel then honed on sharpening stone and finally finished using a strop. Straight edge razors would usually be sold unfinished and that process would be completed by the customer. A razor strop, usually made from leather, thick canvas or light timber, would be used to straighten and polish the straight razor for shaving. Strops could also be used to polish other blades such as knives, small metal tools and chisels. Sometimes an abrasive polishing compound is also used to give a mirror finish. Some strops, such as this one in our Collection, are designed to be used while hanging from a nail or peg, while others are hand held. To use the strop draw the spine of the blade down along the strop with the blade following, without putting any pressure on the blade. At the end of the stroke, rotate the blade over its spine then draw the spine along the strop again so that the edge moves away from the top. The finer grade of leather strap is used to give the final finish. Wooden paddle strop, (or raxor strop or cushion strop). Strop has two leather sides, numbered 1 and 2, on a slotted paddle. Document - Framed Poster, Borough of Warrnambool, Victoria, Australia, after 30/06/1875
This document, also referred to as a word picture or Tablet, is framed in glass and timber with gilt trim, is handwritten with colour highlights. The penned letters rest on ruled guide lines, decorated where the lines intersect. The writing gives a description of the state of Borough of Warrnambool around 1875; its location, the area it covers, its population, Harbour and facilities, public buildings and institutions, imports and exports, financial worth, number of houses, connection with other areas of the Colony. A possible reason and origin for the document is found in an article ‘Link with US Exhibition’ from the Warrnambool Standard of December 19, 1981, written by local historian Bruce Morris. The writer mentions that the Warrnambool Borough Council met on 15th June 1875 and recorded a letter from G.C. Levey , secretary to the Melbourne group of commissioners representing the Colony, and Victoria in particular, for the Philadelphia Centennial Exhibition of 1876. The letter asks Council to provide “statistics as to the population, social condition and commercial and industrial state of the district in and around Warrnambool.” A sub committee was formed for the project. The Mayor, Cr. Thomas King, wrote and signed a Report, presented to the council on July 14, 1875, in which “The Committee … begs to recommend that a Tablet be prepared setting for the particulars respecting the following matters relating to the Borough”. The matters included area, population, annual income, churches, schools, other public buildings, societies and companies, general description of houses erected, and returns of exports and imports for 1874. The minutes note that the Report was adopted. The article above also notes the opinion of Warrnambool printers who have examined the document; it is almost certainly to be an old lithograph, which means there could be several copies. It is possible that there may be a copy in Melbourne and another in Philadelphia. It is interesting to note that (1) the quoted location co-ordinates are for an “Unnamed Road, Packsaddle NSW 2880, Australia”, and that the DMS co-ordinates for Warrnambool’s Council Offices differ, being 38.23.9.12 South, 142.28.52.887. (2) the date for “Exports and Imports for the Year Ending 30th June 1875” is different to the period mentioned by Cr. King in the sub committee’s Report of recommendation “returns of exports and imports for 1874”. The information required to have the figures for the end of June 1875 would need to have been compiled very quickly for the Tablet to be ready for the opening of the Philadelphia Exhibition on 10 May 1876. Established a Municipality in 1855, and Created a Borough 1863. Population in 1875 4,500. Warrnambool is the nearest Port to Melbourne on the Western Seaboard, being about 160 miles distant. Coaches run to and from the Metropolis daily, in connexion [connection] with the Railway of Geelong and Steamers belonging to Local Companies sail between Melbourne, Warrnambool, Belfast [renamed Port Fairy], and Portland several times weekly. The Harbour is known as Lady Bay, and is partially protected by a reef of rocks stretching from the mouth of the Hopkins River. The formation of a Breakwater has been decided upon by the Government, to extend 600 yards, at an estimated cost of £100,000. There are two substantial Jetties, one of 800 and the other of 600 feet in length. The former is connected with the Town by means of a Tramroad, along which Goods, inwards & outwards, are conveyed, & the latter has been constructed solely for the purpose of facilitating the transit of material for the formation of the Breakwater. In addition to the trade of the Borough and District, the principal Townships up country receive their supplies from Melbourne and ship their exports through Warrnambool. Potatoes form the staple produce of the district, and the richness of the soil can be estimated by the fact that the Government Statistics for 1875 give as the average yield a return of Seven Tons to the acre. Several thousand acres between Warrnambool and Tower Hill are now being laid down in Potatoes by Tenants who have leased the lands at rates up to £5 per acre for the season 1875-6. Wool, Tallow, hides &c are also largely exported, while the shipments of all descriptions of Farm Produce are annually increasing. Area of Borough, 3362 Acres. Net Annual Value £27,000. The object is a mass of small shipwreck debris that has been concreted together by sediment and marine growth. It was retrieved from the wreck-site of the SCHOMBERG, which ran aground near the mouth of the Curdies River near Peterborough in 1855. The conglomerate of preserved wood impressions, rusted metal pieces, a small square of copper alloy, and black glass-like stones, presents too disjointed a collection to provide information on their purpose or function on the ship. The natural and gradual process of limestone accretion is a significant feature of the wreck-site, which was rediscovered by fishermen and skindivers in 1973. In his book “Exploring Shipwrecks of Western Victoria”, experienced diver and former director at Flagstaff Hill, Peter Ronald writes that the SCHOMBERG’s “triple layered wooden hull has disintegrated almost without trace…The turbulent shallow waters have promoted particularly heavy marine growth which tend to disguise the wreckage…the most prominent feature being a corroded mass of railway iron…Close inspection reveals small artefacts firmly embedded in the marine concretion which…is quite literally as hard as iron”. The huge oblong mass of concretion that now distinguishes the site covers the remains of this heavy cargo. A contemporary account of the SCHOMBERG’s fate (told by two of her passengers to the Melbourne Argus) alleges the ship “was overloaded, drawing over 25 feet when she left, and the cargo was chiefly iron and plant for the Geelong Railway”. The SCHOMBERG was a 2,000 ton clipper ship, specifically designed for the Australian immigration trade (back-loading wool for Britain’s mills), and constructed in Hall’s shipyard in Aberdeen, Scotland. She was owned by the Black Ball Line and launched in 1855. Alexander Hall & Son were renowned builders of sleek and fast 1,000 ton clippers for the China trade (opium in, tea out) and were keen to show they could also outclass the big North American ships built by Donald Mackay. Consequently the SCHOMBERG was ‘overbuilt’. Her hull featured five ‘skins’ of Scotch Larch and Pitch Pine overlaying each other in a diagonal pattern against a stout frame of British Oak. Oak has been favoured by builders of wooden ships for centuries. Its close, dense grain made it harder to work, but also gave it great strength and durability. In addition, the lateral spread of its branches supplied a natural curvature for the ribs of a vessel’s hull, as well as providing the small corner or curved pieces (‘knees’ and ‘elbows’) that fit them together. The shape and texture of this wood sample suggests a dense hardwood like Oak. The timber has been cut off at one end since its recovery from the sea, exposing a smooth and almost shiny surface. Seasoned English Oak has a similar light brown colour and tight grained finish. At the launch the SCHOMBERG’s 34 year old master, Captain ‘Bully’ Forbes, had promised Melbourne in 60 days, "with or without the help of God." James Nicol Forbes was born in Aberdeen in 1821 and rose to fame with his record-breaking voyages on the famous Black Ball Line ships; MARCO POLO and LIGHTNING. In 1852 in the MARCO POLO he made the record passage from London to Melbourne in 68 days. There were 53 deaths on the voyage but the great news was of the record passage by the master. In 1954 Captain Forbes took the clipper LIGHTNING to Melbourne in 76 days and back in 63 days, this was never beaten by a sailing ship. He often drove his crew and ship to breaking point to beat his own records. He cared little for the comfort of the passengers. On this, the SCHOMBERG’s maiden voyage, he was going to break records. SCHOMBERG departed Liverpool on her maiden voyage on 6 October 1855 flying the sign “Sixty Days to Melbourne”. She departed with 430 passengers and 3000 tons cargo including iron rails and equipment intended to build the Melbourne to Geelong Railway and a bridge over the Yarra from Melbourne to Hawthorn. She also carried a cow for fresh milk, pens for fowls and pigs, 90,000 gallons of water for washing and drinking. It also carried 17,000 letters and 31,800 newspapers. The ship and cargo was insured for $300,000, a fortune for the time. The winds were poor as she sailed across the equator, slowing SCHOMBERG’s journey considerably. Land was first sighted on Christmas Day, at Cape Bridgewater near Portland, and Captain Forbes followed the coastline towards Melbourne. Forbes was said to be playing cards when called by the Third Mate Henry Keen, who reported land about 3 miles off, Due in large part to the captain's regarding a card game as more important than his ship, it eventually ran aground on a sand spit near Curdie's Inlet (about 56 km west of Cape Otway) on 26 December 1855, 78 days after leaving Liverpool. The sand spit and the currents were not marked on Forbes’s map. Overnight, the crew launched a lifeboat to find a safe place to land the ship’s passengers. The scouting party returned to SCHOMBERG and advised Forbes that it was best to wait until morning because the rough seas could easily overturn the small lifeboats. The ship’s Chief Officer spotted SS QUEEN at dawn and signalled the steamer. The master of the SS QUEEN approached the stranded vessel and all of SCHOMBERG’s passengers and crew were able to disembark safely. The SCHOMBERG was lost and with her, Forbes’ reputation. The Black Ball Line’s Melbourne agent sent a steamer to retrieve the passengers’ baggage from the SCHOMBERG. Other steamers helped unload her cargo until the weather changed and prevented the salvage teams from accessing the ship. Later one plunderer found a case of Wellington boots, but alas, all were for the left foot! Local merchants Manifold & Bostock bought the wreck and cargo, but did not attempt to salvage the cargo still on board the ship. They eventually sold it on to a Melbourne businessman and two seafarers. In 1864 after two of the men drowned when they tried to reach SCHOMBERG, salvage efforts were abandoned. Parts of the SCHOMBERG were washed ashore on the south island of New Zealand in 1870, nearly 15 years after the wreck. The wreck now lies in 825 metres of water. Although the woodwork is mostly disintegrated the shape of the ship can still be seen due to the remaining railway irons, girders and the ship’s frame. A variety of goods and materials can be seen scattered about nearby. Flagstaff Hill holds many items salvaged from the SCHOMBERG including a ciborium (in which a diamond ring was concealed), communion set, ship fittings and equipment, personal effects, a lithograph, tickets and photograph from the SCHOMBERG. One of the SCHOMBERG bells is in the Warrnambool Library. This object is listed on the Shipwreck Artefact Register, No S/49, and is significant because of its association with the ship SCHOMBERG. The SCHOMBERG collection as a whole is of historical and archaeological significance at a State level, listed on the Victorian Heritage Register VHR S612. The object is an aggregate of limestone sediment that formed at the wreck-site of the SCHOMBERG (1855). It is an irregularly shaped conglomerate of sand, shell-grit and marine worm casings from the ocean floor, but also incorporates an assortment of manufactured metal pieces and pipe fittings (corroded with red rust), a small rectangular piece of copper sheet, some ‘petrified’ wood remains (hardened and a soft brown colour), and pieces of black shiny stone (roughly cube shaped and possibly glass or porcelain remnants). This blazer was worn by Elaine Cooke when she attended the Ballarat Teachers College. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. This blazer was worn by Tom Hill in 1947. He was educated at Digby Primary School and Hammilton High and was appointed principle of Paschendale P.S. and Kannagulk P.S. at the age of 17 before he entered the College at Dana Street. He graduated in 1948 and was appointed to the Myrtle Creek school. At the time of his retirement in 1986 he was principle of Bacchus Marsh P.S. It has a patch pocket on either side near the bottom hem line and a breast patch pocket with an embroidered emblem of the Ballarat Teachers College. Under this emblem is embroidered in stem stitch 'B B' in brown and yellow. The pockets are all bound at the top and the sleeves have a trim binding about 8.5 cm from the cuff. These images were hung in the corridor of the University of Ballarat School of Education (Mount Helen). It most probably dates from around the time of the transfer of the College. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. The building used by the Teachers' College was the original bluestone building facing Doveton Street South. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. Handwritten document, Memorandum of Agreement, 1877, 24/10/1877
This is a Memorandum of Agreement between the Registrar of the School of Mines - William Henry Barnard and the Collector of Monies for the school - James Johnston Twining. It states the length of time the monies can be held by the collector - 48 hours. It then must be paid into the Union Bank of Australia, Melbourne, to the credit of the Council of the School. The Collector was paid Five Pounds per year plus Ten Percent in every hundred pounds collected at the end of each month. Either party could terminate the agreement. Costume - Blazer, Ballarat Teachers' College Blazer, c1954
Wilma Hall (later Hobbs) wore this blazer while studying at the Ballarat Teachers' College in 1954-55. The jacket had three buttons at the front although two are missing. The edges are all bound with tape including the pocket and the sleeve binding is 12cm from the cuff edge. The seam edges are either turned back and stitched or cut with pinking shears.
