This is an invoice sent to Messrs W.& J. Hall in September 1871 by the Committee of the Tower Hill Presbyterian Church. It refers to the annual church seat rental fee of three pounds, half of which had been paid in January of that year. The Tower Hill Presbyterian Church was under the auspices of the Koroit Presbyterian Church and services had been held in the Tower Hill area as early as 1845. The first permanent minister, Rev. Lachlan McGillivray. was appointed in 1849 and a wooden church was erected at Tower Hill in 1850. William and James Hall were early farmers in the Tower Hill district.This invoice is of considerable interest as a rare memento of the 19th century Tower Hill Presbyterian Church and a record of the practice of charging an annual fee for a family's use of its own pews in a church.This is a sheet of blue and cream mottled paper with ruled red lines, black printing and handwriting in ink. The article featured in the Port Gazette seems to be a profile of James and his works and headline being: "Jack's Friend" Rev Ebenezer James one of the early Chaplains based at the Mission to Seafarers. He ministered to and advocated on behalf of the seagoing fraternity both merchant and Naval forces and was an instrumental force in the stamping out of the practice of crimping and the exploitation of seafarers. He received and forwarded the letter from 22 sea captains (MTSV 0030 requesting the establishment of a Mission in the vicinity of the Australian Wharf. James' brother was an MLC and his daughter Britomarte is also noted with an entry in the ADB. This plan is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The plan shows the existing jetties at the Port of Warrnambool, plus the partially erected Breakwater and proposed works to the Breakwater by both the Borough of Warrnambool Surveyor and Sir John Coode. The plan was signed 28th February 1879 by Sir John Coode. The legend at the bottom left describes the existing works and the proposed works. The Warrnambool Breakwater Sir John Coode was a British harbour engineer. He was brought to Melbourne by the Melbourne Harbour Trust to advise on works to improve the Port of Melbourne. The Victorian Government commissioned him to present a plan to complete the Warrnambool Breakwater. His original plan was too expensive so he prepared a revised plan for a shorter structure. The work was completed in 1890. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. The decreasing trade was further affected by siltation in the bay due to the breakwater, and the completion of the railway line. The situation of the harbour became a real problem that, by 1910, required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem and by the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database. A copy of the minutes of a committee meeting that discussed The Presidents Fund and the Over 70 meetings. It mentions that the annual gatherings for member over 70 years of age, originally meant it was primarily for those who fought in World War 1. Now WWII members were nearing that age and criteria might need to be reassessed. The Over 70 meeting was a major contributor of funds for the Presidents Fund. Perhaps by 1986 the annual amount donated by the Berry Trust had ended (for many years $1000 a year was received from the fund set up by Legatee Walter Berry). The President's Fund was created in 1932 by a donation of £50 from Legatee Walter W Berry from his late father's estate "to help temporarily embarrassed Melbourne Legatees" towards the end of The Great Depression. The aim of the fund was the give the President a way to help needy cases with discretion and without having to gain approval from committees. In many cases the money was repaid by the recipient. This document was in a folder labelled President's Fund Correspondence with many other documents that included correspondence, receipts of donations and material about when money was given to help appropriate cases. The folder was marked with H40 which is part of an early archive project from the late 1960s and early 1970s.A record that there was an Advisory, Tradition and History Committee at Legacy. The service of dedication of the "Flying Angel" stained glass window was filmed on 29th September 1999. The Windows was made by Peter Echter-Baltrunas from Lothlorian Glasss Art Studio and constructed. by Portland Leadlighters Guild for the St Peter's Mariners Chapel in the Portland (not to confuse with the St Peter chapel of the Flinders Street Mission in Melbourne).The Portland Mission opened in 1962. VHS video tape in plastic case. Front of case has a thin cardboard label/insert with an image depicting a stained glass window, with the text 'Portland Missions to Seamen' above the image and 'Flying Angel Project' below the image. A special committee was convened to investigate matters raised by Legate A N Kemsley (Chairman of JLC) in a letter dated 22 January 1948. The committee comprised of Legatees Armstrong (Chairman), Blackall, Brain, Carleton, Kemsley, G Langley, Sheldon, and Vines. The matters were addressed in two groups, Loyalty and Training in Good Citizenship. Loyalty: recommendations included a framed photo of the King and Queen is displayed in all residences and rooms where classes were conducted; that a simple declaration of loyalty be recited as part of classes; that the Union Jack and Australian flag be displayed in all rooms where classes are held (flags would need to be procured as their present stock as 'small and in poor order'; that the offer to borrow items from the UK Information Office about the Royal family be accepted; that Anzac Day and the Shrine of Remembrance be discussed prior to Anzac Day at classes held in March and April; that Junior Legatees be encouraged to attend Legacy Ceremony at the Shrine on Anzac Day. Training in good citizenship: to use the Legacy camps to impress on the juniors aspects of appropriate behaviour and attitudes. The notation H29 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy.
