This is a portrait of Sir William Irvine, not in his judical robes, but those of Lt Governor of the State of Victoria. Irvine was a member of the Victorian Legislative Assembly from 1894 to 1904, as well as Attorney-General , he was later Premier. Retiring from state politics after a particularly bruising encounter with the Railway Unions, he entered federal politics as the member for Flinders. He became Federal Attorney General in the period 1913-1914. During World War One Irvine campaigned strongly for the introduction of the complusory military service (conscription) until being elevated to the bench in 1918. With his appointment as Chief Justice, he became a lieutenant governor in 1919, and was acting Governor for the state of Victoria for a period of nearly 3 years in the early 1930s. The president's introduction talked about the Commonwealth countries. An article featured two former Junior Legatees that had had success, John Woodley and Ron Rudd. Legacy had advised both boys to obtain entry to the greatest school of navigation in Southampton UK. They were only two Australians selected in 1955. They had recently visited Legacy and spoke at Legacy meetings. A detailed recap of what was happening at Harelands, naming several JLs and what they were up to. There were at least three 1880s vessels named Lady Loch, all built in Victoria; a river launch (ca 1884-ca 1916, originally named Lady of the Lake), a steamer ferry (1884-1920s) and a government lighthouse tender steamer HMV Lady Loch (1886-1962.) The spring balance scale was part of the equipment on the HMV Lady Loch. The scale was made by the renowned company Salter Weighing Machines in the United Kingdom. It was made to Silvester's patent design. Salter Weighing Machines, Britain, began making spring scales in the 1820s. In 1908 Salter opened up an Australian branch named Salter Scales Pty. Ltd. The scale, marked HMV SS Lady Loch, would be suspended by its top ring, a basket or other container is hung from the hook, and the items inside the basket then pull downwards on the hook, which stretches the springs inside the works. The pulling action moves a rack and gears a calculated distance and the gears turn the pointer on the dial to indicate the weight of the goods. This scale measures up to 200 pounds capacity. The HMV SS Lady Loch was an iron steamship built in Footscray, Melbourne, by Campbell, Sloss and McCain in 1886 for the colonial Victorian government’s Department of Trade and Customs. It was armed with a 6-inch gun and two 1-inch Nordenfelt guns. The Sydney Morning Herald of 27th January 1888 describes the vessel in detail. It even comments on the interior of the Saloon “The wood work … is on a very elaborate scale and is exceedingly neat …”. The HMV Lady Loch performed Customs duties, and serviced the lighthouses along the coast. The scale could have measured goods for the Customs Tax, or for measuring out supplies for the lighthouse keepers. The vessel was named after Lady Elizabeth Loch, wife of Sir Henry Loch, Governor of Victoria from 1884 to 1889. In 1932 Lady Loch was converted to a hulk and used in Brisbane, and finally scuttled in 1962 at Moreton Bay, Queensland.The scale has importance due to its connection to the 1886 HMV Lady Loch, a vessel of great significance to Melbourne’s shipbuilding industry. It was the largest auxiliary vessel in the Victorian Colonial Government’s fleet and the first prominent vessel launched by Melbourne’s shipbuilding industry. The scale is also important for its connection with the colonial navy's Custom's work, as the scale was available to weigh goods that could attract taxes and deal out goods for distribution to lighthouse keepers. The HMV Lady Loch was also important part of Victoria's maritime history for its communication and support of the lighthouse keeper's along the coast of Victoria.Scale; Salter's spring balance mechanical hanging scale, brass and iron. Equally spaced marks around the circular dial have values from 0 to 200 in increments of 10, each increment is also divided into 10. An iron ring is attached to a fitted loop on the top of the scale, and an iron hook is attached to the fitted loop onthe bottom of the scale. A moving pointer attached to the centre of the dial has a calibration screw joined to its base. Four screws fix the brass face to the works at the back. There are stamped and embossed inscriptions. Made by Salter in Britain, to Silvester's Patent design. The scale was once equipment carried abourd the steamship HMV SS Lady Loch. Souvenir Programme from the Councils of the Municipalities of the City of Caulfield and the Town of Brighton for a Public Demonstration to be held on Sat 3rd August 1918 at 3 o'clock for the proposed Avenues of Honour to be planted in memory of fallen WWI soldiers. From Honour Roll Display 2019 interpretation panel - Brighton-Caulfield Avenue of Honour It is hard to imagine but a grand arboreal Avenue of Honour once lined parts of North Road, McMillan Street and Point Nepean Road (now Nepean Highway). The Avenue of Honour was a distinctly Australian phenomenon with hundreds being constructed throughout Australia during and following World War One, most of these in Victoria. Consisting of tree lined streets with each tree representing a solider, the Avenue of Honour signalled a more egalitarian approach to commemoration where rank was not a consideration. Arguably the most famous Avenue of Honour in Victoria still exists at Ballarat. Stretching for nearly 22 kilometres, the entrance to the Avenue is marked by the imposing Arch of Victory. Smaller in scale, the Brighton-Caulfield Avenue of Honour was dedicated to the ‘memory of (Brighton and Caulfield’s) kith and kin who came from (the) district and who died in the Great War’. A joint project between the neighbouring Councils, the idea was first reported in The Argus on 1 July 1918. Plans moved along quickly and on 3 August 1918 the Governor of Victoria Arthur Stanley planted the first Australian flowering gum. The next of kin were then invited to plant trees for lost sons, brothers, uncles, nephews and husbands. In all, over 400 trees were planted. Intensely personal, the Avenue also acted as a focus of grief and remembrance for the wider community. For many years, the annual civic Anzac Day service was held at the Avenue on Point Nepean Road, near Glen Huntly Road, Elsternwick. The service was moved to Caulfield Park upon the completion of the Cenotaph in 1930. Due to road widening and disease the last original tree was replaced in the 1980s, however a plaque in Caulfield Park records the Avenue’s plantation. William Hill Irvine was born 6 July, 1858 in Newry, County Down, Ireland. He arrived in Melbourne December 1879 and taught at Geelong College. He was admitted to the Supreme Court in 1884 having qualified from Melbourne University and practiced in Melbourne. In 1891 he married Agnes Somerville Wanliss and they had one son, William Mitchell (1901 Armadale) and two daughters, Beatrice Wanliss (1899 Armadale) and Agnes Somerville Wanliss (1903 Armadale). Sir William Irvine sat in the Victorian Parliament (as Liberal Member for Lowan) from 1894 to 1906 and was Premier of Victoria from 1902 to 1904. He then switched to Federal politics and sat in the Commonwealth Parliament (as Liberal Member for Flinders) from 1906 to 1918. He was considered a potential Prime Minister, but his abrupt manner and hard-line conservatism (particularly his attitude to a railway strike) made him unacceptable even to many Liberals: he was known in Parliament as "Iceberg Irvine". He lived at Richmond, but in 1908 purchased land in Laughing Waters Road at Eltham, where he built the house ‘Killeavey’, initially as a weekend retreat. The site, a peninsula surrounded on three sides by the Yarra River, is of geological importance and has considerable cultural significance to the Wurundjeri. In 1912 Sir William moved to Killeavey and in 1913 purchased more land, extending his property to Reynolds Road. In 1923 he shifted to Toorak, donating Killeavey to his daughter Beatrice as a wedding gift. Sir William was a founding member of the RACV and was Acting Governor of Victoria from 1931 to 1934. William Hill Irvine was born 6 July, 1858 in Newry, County Down, Ireland. He arrived in Melbourne December 1879 and taught at Geelong College. He was admitted to the Supreme Court in 1884 having qualified from Melbourne University and practiced in Melbourne. In 1891 he married Agnes Somerville Wanliss and they had one son, William Mitchell (1901 Armadale) and two daughters, Beatrice Wanliss (1899 Armadale) and Agnes Somerville Wanliss (1903 Armadale). Sir William Irvine sat in the Victorian Parliament (as Liberal Member for Lowan) from 1894 to 1906 and was Premier of Victoria from 1902 to 1904. He then switched to Federal politics and sat in the Commonwealth Parliament (as Liberal Member for Flinders) from 1906 to 1918. He was considered a potential Prime Minister, but his abrupt manner and hard-line conservatism (particularly his attitude to a railway strike) made him unacceptable even to many Liberals: he was known in Parliament as "Iceberg Irvine". He lived at Richmond, but in 1908 purchased land in Laughing Waters Road at Eltham, where he built the house ‘Killeavey’, initially as a weekend retreat. The site, a peninsula surrounded on three sides by the Yarra River, is of geological importance and has considerable cultural significance to the Wurundjeri. In 1912 Sir William moved to Killeavey and in 1913 purchased more land, extending his property to Reynolds Road. These volumes reproduce the diary material and the landscapes and sketches of Charles La Trobe, the Superintendent of the Port Phillip District of New South Wales ( 1839- 1851) and Lieutenant Governor of the colony of Victoria ( 1851-54 ). La Trobe is regarded as the man most responsible for the establishment of Warrnambool in 1847. His diaries document his trips to the Warrnambool region in 1845, 1846, 1848 and 1849 before and after the town site was settled.These volumes are of artistic significance being beautifully and expensively produced. The volumes contain information of vital importance to our knowledge of our early Warrnambool history. Other important details in the diary include information on early shipwrecks and the first settlers in our district in our district, especially the Allan brothers..1 This is a burgundy leather bound book of 380 pages. The Eltham Shire War Memorial, a tower of remembrance, was built with public donations to commemorate the memory of the fallen soldiers from the shire who enlisted in the 1914-1918 war. The tower is reminiscent of the peel-towers or watchtowers that lined the English-Scottish border from the mid 14th century to around 1600 and is constructed from locally quarried stone. This uncommon and picturesque war memorial, which affords an excellent view of the surrounding district was unveiled by His Excellency the Governor-General (Lord Stonehaven) on November 11, 1926. In July 1922 a deputation of returned soldiers from Panton Hill, presumably the Panton Hill branch of the Returned Sailors and Soldiers Imperial League of Australia (RSSILA), proposed to Eltham Shire Council that the monument should be a cairn of local stone “sufficiently high to form a prominent and conspicuous landmark, and crowned with some suitable device”. Eltham Shire Councillor and President of the Panton Hill branch of the RSSILA, Basil Hall, was credited with being the first to suggest a tower, and with organising a Memorial Park committee to raise funds for the monument in the Memorial Park. A meeting for those interested in the establishing a War Memorial monument in the park was held in January 1924 and the Eltham Shire War Memorial League was formed for this purpose. It appears that the broad and rounded cairn that had been recently built was considered by the League a temporary affair, and not the substantial cairn-as-monument, sufficiently high to form the conspicuous landmark, which had been envisaged by the Panton Hill RSSILA. A design competition was held for the monument. The chairman of the League, Councillor Basil Hall, suggested that the site of the memorial in Kangaroo Ground would lend itself to something rugged, instead of polished stone. By April 1924 thirty designs for a memorial had been received from which three designs were selected and of those, the design by the shire engineer Mr McCormack, for a 70ft tower suitable for construction in rough stone, was chosen. Artist Harold Herbert suggested that a peel tower-like design reminiscent of those along the English-Scottish border would be fitting for the site. Herbert drew up a rough sketch that was approved of, and later, Melbourne architect Percy Meldrum volunteered to draw up the design from sketch to architectural drawings. By January 1925 the Soldiers’ Memorial League had adopted Meldrum’s design for a 50ft high tower. Meldrum had also offered his design and supervision of construction free of charge. The Shire provided the stone to the builders, which was a gift quarried from land owned at Kangaroo Ground by Dr Ethel and Professor William Osborne The Shire of Eltham War Memorial, a tower of remembrance, and honour board were unveiled on November 11, 1926, by the Governor General Lord Stonehaven. At this stage a temporary honour roll was painted on the panels on either side of the tower entrance. In September 1930 bronze plates were added above the portal with the names of men who fell in the 1914-18 war. On November 16, 1951, the Governor of Victoria, Sir Dallas Brooks re-dedicated the war memorial tower and unveiled the names of men who gave their lives in the 1939-45 war. Two additional bronze plaques which recognise service in the armed conflicts of Korea, Borneo, Malaya, and Vietnam were unveiled November 11, 2001, by the Governor of Victoria, John Landy, A.C., M.B.E. The tower was first used for fire spotting activities following the Black Friday bushfire in January 1939 in response to a request from Mr R.D. Ness, secretary of the Kangaroo Ground bush fire brigade, who asked Council that the tower be used as an observation tower for detecting bush fires, and asked Council to arrange a telephone to be installed. It was suggested that if the Shire were to appoint a caretaker for the Memorial Park, his duties could also include raising the alarm in the event of a fire. Later in 1939 Council applied for a radio transmitter, which the Forestry Commission planned to install at vantage places throughout the state. The first dedicated fire spotter appointed from December1948, was Mr Smith of Warrandyte. A prefabricated glazed cabin was installed in 1974, which involved the removal of the original stone structure around the rooftop exit door. A new fire spotting cabin, which included the latest technology, was installed soon after the 2009 Black Saturday fires and is manned by CFA personnel on high fire danger days. From Honour Roll Display 2019 interpretation panel - Brighton-Caulfield Avenue of Honour It is hard to imagine but a grand arboreal Avenue of Honour once lined parts of North Road, McMillan Street and Point Nepean Road (now Nepean Highway). The Avenue of Honour was a distinctly Australian phenomenon with hundreds being constructed throughout Australia during and following World War One, most of these in Victoria. Consisting of tree lined streets with each tree representing a solider, the Avenue of Honour signalled a more egalitarian approach to commemoration where rank was not a consideration. Arguably the most famous Avenue of Honour in Victoria still exists at Ballarat. Stretching for nearly 22 kilometres, the entrance to the Avenue is marked by the imposing Arch of Victory. Smaller in scale, the Brighton-Caulfield Avenue of Honour was dedicated to the ‘memory of (Brighton and Caulfield’s) kith and kin who came from (the) district and who died in the Great War’. A joint project between the neighbouring Councils, the idea was first reported in The Argus on 1 July 1918. Plans moved along quickly and on 3 August 1918 the Governor of Victoria Arthur Stanley planted the first Australian flowering gum. The next of kin were then invited to plant trees for lost sons, brothers, uncles, nephews and husbands. In all, over 400 trees were planted. Intensely personal, the Avenue also acted as a focus of grief and remembrance for the wider community. For many years, the annual civic Anzac Day service was held at the Avenue on Point Nepean Road, near Glen Huntly Road, Elsternwick. The service was moved to Caulfield Park upon the completion of the Cenotaph in 1930. The Malvern Tramways Band (Stonnington City Brass) was one of the leading brass bands in Victoria and Australia for many years. The conductor, Mr Harry Shugg, arrived to conduct the band in 1915 having previously been conductor of the Geelong Harbour Trust Band. Harry Shugg went on to conduct the band for an amazing 31 years where they won numerous competitions.This postcard is significant as it presents an photo of a very famous band and their conductor. The significance also lies with the back of the postcard where there is a list of achievements in competition to date. Page 1 article about the laying of the foundation stone for the Baby Health Centre by the Governor of Victoria (Sir Dallas Brooks) on Friday, November 24, 1950 (including photograph of Sir Dallas Brooks laying the stone) History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967.
